Secretary of Defense Leon Panetta announced yesterday that the U.S. is going to step back from a combat role in Afghanistan by mid-2013, and shift over to an "advise and assist role" instead. Assuming he means it, we'll be ending our combat role about a year before all U.S. troops are supposed to be out.
As regular readers know, I've favored a greatly reduced presence in Afghanistan for a long time, simply because I didn't think a COIN/nation-building campaign there was worth the costs, and because I don't think the outcome in Afghanistan makes much difference in the larger struggle against Al Qaeda. (In other words, I reject the "safe haven" justification for the war, largely because Al Qaeda has havens elsewhere and Afghanistan isn't an especially desirable one from their point of view).
But by a strange coincidence, we were discussing an aspect of this problem in my graduate course the very same day that Panetta made his announcement, in the context of a broader discussion on international cooperation. As some of you know, one of the basic principles of the literature on cooperation is that it is facilitated when there is a lengthy "shadow of the future." States are more likely to cooperate today if they anticipate being able to reap the benefits of cooperation far into the future; they will be leery of stiffing potential partners and foregoing that stream of long-term benefits.
What does this insight have to do with Afghanistan? Although I favor getting out as rapidly as possible, we ought to do so with the full knowledge that announcing a certain date (or even an approximate date) will reduce Afghan incentives to cooperate with us now and in the interim, and their incentive to cooperate will decline more and more as the date of withdrawal nears. Once they know that the stream of benefits is finite, they will be less willing to make adjustments or concessions to us in order to keep us in the fight. So by announcing we're leaving, Panetta was tacitly acknowledging that our leverage over the Afghan government is going to erode pretty quickly. Not that it was ever that great, of course.
Notice: This situation is different than trying to encourage greater Afghan cooperation by threatening to leave if they don't shape up, coupled with a credible promise to stay if they do. In this case, continued U.S. help would be conditional on Afghan cooperation and reform. But that's not what we're saying: Instead, we've made an essentially unconditional pledge to end our combat role (and eventually leave completely). In short: We've had enough of this war and are heading home, if not exactly briskly.
As I said, I think this is the right course of action. But actions have consequences, and we should be under no illusions about what it means for our ability to determine outcomes there. Washington still has a few cards to play (i.e., we can still empower different contenders by providing them with money, arms and training), but our long-term influence over decisions there is going to decline rapidly. But unless you're one of those people who thinks it's a good idea for Americans to try to steer the politics of an impoverished, deeply-divided Islamic country in the middle of Central Asia, this development really isn't so bad.

If you're still wondering why the United States is in trouble these days, a good place to start is Bill Keller's piece in yesterday's New York Times Magazine. It's a softball attempt at self-criticism, in which Keller reflects on why he was wrong to favor war in Iraq, and it illustrates a lot of what is wrong with entire foreign policy establishment in the Land of the Free. The tone is mildly sorrowful, but there's only a hint of genuine regret. One gets little sense that Keller has lost much sleep over his error, and he barely acknowledges that the war he and his associates enabled left hundreds of thousands of people dead, created millions of refugees, and squandered trillions of dollars.
Instead, he tells us that his post-9/11 hawkishness came from "a mounting protective instinct, heightened by the birth of my second daughter almost exactly nine months after the [9/11] attack." Excuse me? I'm all for fatherly devotion, but I also expect people in a positions of authority like Keller's to keep such feelings in check and think with their heads and not just their hearts. And did Keller ever stop to think about the Iraqi fathers and daughters whose lives would be irrevocably shattered by the U.S. invasion?
Keller makes much of the fact that lots of other liberal pundits were hawkish on the war, a group he refers to as the "I Can't Believe I'm a Hawk Club." This defense amounts to saying "Ok, I was wrong, but so were a lot of other smart guys." What he fails to mention is that plenty of others got it right, including the thirty-three international security scholars who published a paid advertisement on Keller's very own op-ed page on September 27, 2002. But did Keller or any other members of the Times' editorial board reach out to them, to see if their opposition to war was well-founded? Of course not.
Finally, Keller's reflections are silent on what the Times has done to prevent similar debacles in the future. Let's not forget that Keller & Co. hired William Kristol, who deserves as much blame for the war as anyone, to write an op-ed column a few years back, long after the Iraq War had gone south. That little experiment didn't work out too well, but it gives you some idea of the Times' learning curve.
To cap it all off, turn to yesterday's Book Review, where the cover story is neoconservative David Frum's review of Tom Friedman and Michael Mandelbaum's new book on how America can get its mojo back. Frum is the former Bush speechwriter who gave us the phrase "axis of evil," and co-author (with Richard Perle) of one of the most comically over-the-top books on the "war on terror." And like Keller, Frum, Friedman and Mandelbaum were all enthusiastic Iraq War hawks too.
There you have it, folks: on the tenth anniversary of 9/11, the Times gave prominent place to four people who were all vocal supporters of the invasion of Iraq, a decision that did far more damage to the United States than Al Qaeda ever did. Instead of holding itself accountable for its past misjudgments and looking elsewhere for expert advice, the Times -- like most of the foreign policy establishment -- continues to run on autopilot and recycle the same ideologues. And if the country keeps relying on advice from those who gotten so many big things wrong in the past, why should it expect better results?

One of the things that gets in the way of conducting good national security policy is a reluctance to call things by their right names and state plainly what is really happening. If you keep describing difficult situations in misleading or inaccurate ways, plenty of people will draw the wrong conclusions about them and will continue to support policies that don't make a lot of sense.
Two cases in point: the wars in Afghanistan and Iraq. We are constantly told that that "the surge worked" in Iraq, and President Obama has to pretend the situation there is tolerable so that he can finally bring the rest of the troops there home. Yet it is increasingly clear that the surge failed to produce meaningful political reconciliation and did not even end the insurgency, and keeping U.S. troops there for the past three years may have accomplished relatively little.
Similarly, we keep getting told that we are going to achieve some sort of "peace with honor" in Afghanistan, even though sending more troops there has not made the Afghan government more effective, has not eliminated the Taliban's ability to conduct violence, and has not increased our leverage in Pakistan. In the end, what happens in Central Asia is going to be determined by Central Asians -- for good or ill -- and not by us.
The truth is that the United States and its allies lost the war in Iraq and are going to lose the war in Afghanistan. There: I said it. By "lose," I mean we will eventually withdraw our military forces without having achieved our core political objectives, and with our overall strategic position weakened. We did get Osama bin Laden -- finally -- but that was the result of more energetic intelligence and counter-terrorism work in Pakistan itself and had nothing to do with the counterinsurgency we are fighting next door. U.S. troops have fought courageously and with dedication, and the American people have supported the effort for many years. But we will still have failed because our objectives were ill-chosen from the start, and because the national leadership (and especially the Bush administration) made some horrendous strategic judgments along the way.
Specifically: invading Iraq was never necessary, because Saddam Hussein had no genuine links to al Qaeda and no WMD, and because he could not have used any WMD that he might one day have produced without facing devastating retaliation. It was a blunder because destroying the Ba'athist state left us in charge of a deeply divided country that we had no idea how to govern. It also destroyed the balance of power in the Gulf and enhanced Iran's regional position, which was not exactly a brilliant idea from the American point of view. Invading Iraq also diverted resources and attention from Afghanistan, which helped the Taliban to regain lost ground and derailed our early efforts to aid the Karzai government.
President Obama inherited both of these costly wars, and his main error was not to recognize that they were not winnable at an acceptable cost. He's wisely stuck (more-or-less) to the withdrawal plan for Iraq, but he foolishly decided to escalate in Afghanistan, in the hope of creating enough stability to allow us to leave. This move might have been politically adroit, but it just meant squandering more resources in ways that won't affect the final outcome.

Today is the 21st anniversary of a key date in world history. On this date in 1990, Saddam Hussein invaded Kuwait, setting in motion a train of events that would have fateful consequences for Saddam himself, but also for the United States. Indeed, one could argue that this invasion was the first step in a train of events that did enormous damage to the United States and its position in the world.
Of course, we all know what happened in the first Gulf War. After a brief period of vacillation (and a vigorous public debate on different options), the first Bush administration assembled a large and diverse international coalition and quickly mobilized an impressive array of military power (most of it American). It got approval from the U.N. Security Council for the use of force. Although a number of prominent hawks predicted that the war would be long and bloody, the U.S.-led coalition routed the third-rate Iraqi forces and destroyed much of Saddam's military machine. We then imposed an intrusive sanctions regime that dismantled Iraqi's WMD programs and left it a hollow shell. Despite hard-line pressure to "go to Baghdad," Bush & Co. wisely chose not to occupy the country. They understood what Bush's son did not: Trying to occupy and reorder the politics of a deeply divided Arab country is a fool's errand.
Unfortunately, the smashing victory in the first Gulf War also set in train an unfortunate series of subsequent events. For starters, Saddam Hussein was now firmly identified as the World's Worst Human Being, even though the United States had been happy to back him during the Iran-Iraq War in the 1980s. More importantly, the war left the United States committed to enforcing "no-fly zones" in northern and southern Iraq.
But even worse, the Clinton administration entered office in 1993 and proceeded to adopt a strategy of "dual containment." Until that moment, the United States had acted as an "offshore balancer" in the Persian Gulf, and we had carefully refrained from deploying large air or ground force units there on a permanent basis. We had backed the Shah of Iran since the 1940s, and then switched sides and tilted toward Iraq during the 1980s. Our goal was to prevent any single power from dominating this oil-rich region, and we cleverly played competing powers off against each other for several decades.
With dual containment, however, the United States had committed itself to containing two different countries -- Iran and Iraq -- who hated each other, which in turn forced us to keep lots of airplanes and troops in Saudi Arabia and Kuwait. We did this, as both Kenneth Pollack and Trita Parsi have documented, because Israel wanted us to do it, and U.S. officials foolishly believed that doing so would make Israel more compliant during the Oslo peace process. But in addition to costing a lot more money, keeping U.S. troops in Saudi Arabia for the long term also fueled the rise of al Qaeda. Osama bin Laden was deeply offended by the presence of "infidel" troops on Saudi territory, and so the foolish strategy of dual containment played no small role in causing our terrorism problem. It also helped derail several attempts to improve relations between the United States and Iran. Dual containment, in short, was a colossal blunder.
But no strategy is so bad that somebody else can't make it worse. And that is precisely what George W. Bush did after 9/11. Under the influence of neoconservatives who had opposed dual containment because they thought it didn't go far enough, Bush adopted a new strategy of "regional transformation." Instead of preserving a regional balance of power, or containing Iraq and Iran simultaneously, the United States was now going to use its military power to topple regimes across the Middle East and turn those countries into pro-American democracies. This was social engineering on a scale never seen before. The American public and the Congress were unenthusiastic, if not suspicious, about this grand enterprise, which forced the Bush administration to wage a massive deception campaign to get them on board for what was supposed to be the first step in this wildly ambitious scheme. The chicanery worked, and the United States launched its unnecessary war on Iraq in March 2003.
Not only did "Mission Accomplished" soon become a costly quagmire, but wrecking Iraq -- which is what we did -- destroyed the balance of power in the Gulf and improved Iran's geopolitical position. The invasion of Iraq also diverted resources away from the war in Afghanistan, which allowed the Taliban to re-emerge as a formidable fighting force. Thus, Bush's decision to topple Saddam in 2003 led directly to two losing wars, not just one. And these wars were enormously expensive to boot. Combined with Bush's tax cuts and other fiscal irresponsibilities, this strategic incompetence caused the federal deficit to balloon to dangerous levels and helped bring about the fiscal impasse that we will be dealing with for years to come.
Obviously, none of these outcomes were inevitable back in 1990. Had cooler heads and smarter strategists been in charge after the first Gulf War, we might have taken advantage of that victory to foster a more secure and stable order throughout the Middle East. In particular, we would have pulled our military forces out of the region and gone back to offshore balancing. After all, Saddam's decision to invade Kuwait in 1990 did not force the United States to choose "dual containment." Nor did it make it inevitable that we would bungle the Oslo peace process, pay insufficient attention to al Qaeda's intentions, or drink the neocons' Kool-Aid and gallop off on their foolish misadventure in Iraq. But when future historians search for the moment when the "American Empire" reached its pinnacle and began its descent, the war that began 21 years ago would be a good place to start.

I was in New York City the past two days and left my laptop in my bag for a change. The main purpose of the trip was to pick up my daughter (who was flying home from a language immersion program), but we did manage to sneak in a benefit concert at the Beacon Theater. Along the way I've been reflecting more on the shooting/bombing in Norway and the debates that have surfaced since last weekend. One of the striking features of Anders Breivik's worldview (which is shared by some of the Islamophobe ideologues who influenced his thinking) is the idea that he is defending some fixed and sacred notion of the "Christian West," which is supposedly under siege by an aggressive alien culture.
There are plenty of problems with this worldview (among other things, it greatly overstates the actual size of the immigrant influx in places like Norway, whose Muslim minority is less than 4 percent of the population). In addition, such paranoia also rests on a wholly romanticized vision of what the "Christian West" really is, and it ignores the fact that what we now think of as "Western civilization" has changed dramatically over time, partly in response to influences from abroad. For starters, Christianity itself is an import to Europe -- it was invented by dissident Jews in Roman Palestine and eventually spread to the rest of Europe and beyond. I'll bet there were Norse pagans who were just as upset when the Christians showed up as Breivik is today.
Moreover, even Christian Europe is hardly a fixed cultural or political entity. The history of Western Europe (itself an artificial geographic construct) featured bitter religious wars, the Inquisition, patriarchy of the worst sort, slavery, the divine right of kings, the goofy idea of "noble birth," colonialism, and a whole lot of other dubious baggage. Fundamentalists like Breivik pick and choose among the many different elements of Western culture in order to construct a romanticized vision that they now believe is under "threat." This approach is not that different from Osama bin Laden's desire to restore the old Muslim Caliphate; each of these extremists is trying to preserve (or restore) an idealized vision of some pure and sacred past, based on a remarkably narrow reading of history.
In fact, any living, breathing society is driven partly by its "inner life," but also inevitably shaped by outside forces. Indeed, as Juan Cole notes in a recent post, most societies benefit greatly from immigration, especially if they have strong social institutions (as Norway does) and the confidence to assimilate new arrivals into the existing order while allowing that order to itself be shaped over time. What is even more striking about conservative extremists like Breivik is their utter lack of confidence in the very society that they commit heinous acts trying to defend. On the one hand, they think their idealized society is far, far better than any alternative, which is why extreme acts are justified in its supposed defense. Yet at the same time they see that society as inherently weak, fragile, brittle, and incapable of defending itself against its cruder antagonists.

My vacation is drawing to a close, and as usual, I didn't get as much done as I'd hoped. I did bring my reading list along and I've made some progress on it, but then I got distracted re-reading Bob Woodward's Obama's Wars. It's even more depressing the second time around, insofar as it shows just how difficult it was for Obama and his advisors to get the national security establishment to think "outside the box" on the AfPak problem. And most of the warnings that were issued at the time -- that the "surge" wouldn't work in the absence of effective Afghan partners and genuine help from Pakistan -- seem to have been borne out.
Assuming Woodward's account is accurate, what is most striking is how most of the inside debate is about tactics rather than strategy. There are endless go-rounds about how many troops to send, what mix of counterterrorism vs. counter-insurgency to adopt, what deadlines to impose (or not), and how to try to elicit more cooperation from the Afghan and Pakistani governments. But there's not a lot of discussion of the broader strategic issues: is it a good idea for the United States to be constantly interfering in the lives of some 200 million Muslims in Central Asia? What are the fundamental sources of our terrorism problem, just how serious is it, and is it possible that the problem might diminish if we weren't meddling there (and elsewhere) and if we passed the buck to others and let them bear burdens in non-essential areas? These are strategic issues, and you don't get the sense from Woodward that these got much of an airing.
If you're intrigued by these larger questions, you should definitely read Paul MacDonald and Joseph Parent's "Graceful Decline: The Surprising Success of Great Power Retrenchment," from the Spring 2011 issue of International Security. Based on a comprehensive survey of 18 cases of great power decline (defined as situations where a great power's ordinal ranking of share of economic power changes for the worse), MacDonald and Parent show that declining powers are usually able to adjust their strategic commitments without significant harmful consequences. Money quotation:
Faced with diminishing resources, great powers moderate their foreign policy ambitions and offer concessions in areas of lesser strategic value. Contrary to the pessimistic conclusions of critics, retrenchment neither requires aggression nor invites predation. Great powers are able to rebalance their commitments through compromise, rather than conflict. In these ways, states respond to penury the same way they do to plenty: they seek to adopt policies that maximize security given available means. Far from being a hazardous policy, retrenchment can be successful. States that retrench often regain their position in the hierarchy of great powers. Of the fifteen great powers that adopted retrenchment in response to acute relative decline, 40 percent managed to recover their ordinal rank. In contrast, none of the declining powers that failed to retrench recovered their relative position.
If McDonald and Parent are right, it suggests that Obama & Co. erred when they decided to double down in Central Asia. After the debacle in Iraq and the 2007 financial crisis, the United States needed to take bold action to bring its global commitments in line with its resources. Obama wisely kept us on course out of Iraq (though not that quickly), but an ambitious new team of foreign policy wonks wanted their turn at running the world and did relatively little to put U.S. grand strategy on a more sustainable footing. Woodward's account of the debate on Afghanistan suggests that Obama and a few of his advisors understood the need to retrench in a general way (and Obama has repeatedly talked about the greater importance of "nation-building" at home) but they were unable or unwilling to make the hard choices necessary to pull of this adjustment or to impose that consensus on the entire national security establishment.
Retrenchment is going to happen eventually, I'm sure, just not nearly as fast as it should have.

All told, this has not been a good month for war criminals, international terrorists, and tyrannical despots. To be specific: Osama bin Laden was killed in Pakistan, Ratko Mladic has been captured in Serbia, Muammar Qaddafi's forces are gradually wilting (and it's hard to imagine that the Qaddafi family will ever be regarded as legitimate again), and the protests against the Assad regime in Syria continue despite repeated acts of repression.
Which tells you why it's nice to be the leader(s) of a great power. When you're the head of a relatively weak group like Al Qaeda, you have to stay hidden and hope you don't get found. If you're a fugitive from justice from a weak country like Serbia, you don't have much choice but to hide out. And if you're the ruler of an oil-rich but otherwise weak country like Libya, you have to worry that stronger powers might suddenly decide that it's time to overthrow you.
But if you're the leader of a great power like the United States (or some others), you can order the illegal invasion of other countries, torture suspected terrorists, conduct drone attacks and targeted assassinations on the territory of other sovereign nations, and cause -- directly or indirectly -- the deaths of tens of thousands of innocent people. And when you leave office, nobody will investigate you for possible war crimes, or interfere with your leisure time (though you might have to alter your travel plans occasionally). You can kick back, write your memoirs, and make the occasional snarky speech criticizing your successors. Being the dominant world power has certain downsides to it, but it's pretty easy to understand why nobody ever campaigns for president saying their goal is to make America #2.
I just worry that we'll keep doing things that will take us there anyway.

There's a terrific piece in the National Journal today, adding up the costs of the "war on terror" and pointing out that unlike some other costly wars in American history, this one has produced almost no economic benefits. That is, unless you think people standing in TSA lines are using those idle minutes (hours?) to dream up lots of innovative new ideas that will fire up the U.S. economy. I rather doubt it.
If we had a rational discourse on this subject, it ought to provoke two questions. First, how did we get into this mess in the first place? Specifically, what were the U.S. policies that contributed to the rise of groups like Al Qaeda, and made it difficult-to-impossible to head them off before they hit us? (You'd think the 9/11 Commission would have tackled this question head on, but of course that proved too controversial for them). This subject hasn't been wholly neglected since 9/11 (i.e., there was some discussion of the familiar "why do they hate us?" question), but even raising the question could get you accused of being someone who "blamed America first." So hardly anybody asked if maybe 9/11 was also a wake-up call, and that there were some aspects of U.S. foreign policy that needed to be rethought. Of course, raising the question doesn't necessarily mean that the policies that contributed to Al Qaeda's rise (e.g., stationing troops in Saudi Arabia, unconditional support for Israel, propping up the Mubarak regime in Egypt, etc.) were necessarily wrong, but it does suggest that these policies were more expensive than we previously believed.
The second question would be: which responses to 9/11 have worked well, and which policies have proven to be costly failures? Ideally, the United States ought to conduct a ruthless assessment of the post-9/11 response, in order to determine -- to the extent possible -- which of the post 9/11 policy changes were effective and which were not. The purpose here isn't a witch-hunt directed at former government officials, as I assume that even the neocons who led us blindly into Iraq believed that this decision was in the best interests of the country. But now, nearly ten years later, we ought to be mature enough to recognize that some of the actions we took after 9/11 weren't that smart, while some other responses turned out to be quite effective. And both ends of the political spectrum should be open to revising their views: some policies abhorred by liberals (such as electronic eavesdropping) may actually have been a net positive, while some actions favored by hardline conservatives (such as waterboarding and other forms of torture) should be seen as misguided failures.
That is how a mature great power would deal with the vast and costly response that began on 9/11: it would try to learn the right lessons from the past decade so that it did better the next time it faced an unexpected challenge. But in the polarized, partisan, and fact-free world of contemporary policy discourse, how likely is that?

There's some second-guessing going on in the aftermath of the killing of Osama bin Laden, mostly having to do with whether he actually "resisted" or whether the SEAL team that took him out did so deliberately. Although it would be better if the Obama administration's original story had been more complete from the start, I'm inclined to cut them a bit of slack on this one. To me, it's not that surprising that some details were wrong in the initial accounts, and to their credit the administration has been forthcoming about amending the basic account.
Did the Obama administration deliberately send the team in to take him out? I don't know. But I'm sure the SEALs were given very loose "rules of engagement," such that even a minimal degree of "resistance" could be met (as it was) with deadly force. At the same time, I suspect that one reason Obama decided to send a team in rather than simply bomb the compound was a desire to use discriminate force, and to minimize the danger to bystanders. Killing bin Laden during the raid is one thing; killing his wives or the children present there would have played far worse in the eyes of much of the world. Sending a team in was also a way to ensure that we could prove we had got him; leveling the compound would have given even more fodder to conspiracy theorists to argue that he had actually escaped (presumably to join Elvis and Hitler somewhere in South America).
There are two reasons to suspect that we were more interested in killing him than capturing him. The first is the obvious point that having him in custody would have been a major policy challenge. How many terror threats or hostage takings might have accompanied his trial and incarceration? In the abstract, I'd prefer to have put him on trial for his crimes, to draw the sharpest possible contrast between his lawless behavior and the principles of the rule of law that we like to proclaim. But the practical obstacles to that course would have been daunting, and I can understand why the U.S. government might have preferred just taking him out.
The second reason, of course, is that targeted assassinations have become an increasingly favorite tool of U.S. security policy. And it's not just drone attacks on suspected terrorists in Pakistan or Yemen, targeted killings by special forces are one of the key ways that we are prosecuting the war in Afghanistan. And there's certainly some reason to believe that this is how NATO is trying to resolve the civil war in Libya, though of course we will never say so openly. Given our current practice in these contexts, it would hardly be a stretch to imagine Obama sending in the SEALs not with deliberate orders to kill bin Laden, but with instructions that made his death very, very likely.
Lastly, what about the decision to dispose of his body at sea? Somebody clearly thought about this issue in advance, and this step was supposedly done because 1) there was no country that would want to accept his remains, 2) the United States had no interest in keeping them ourselves, and 3) U.S. officials were worried that a gravesite might become some sort of inspirational shrine for like-minded extremists.
I get all that, but I'm not totally convinced. For one thing, some Muslims are likely to see the burial at sea as disrespectful or callous, and Muslim religious experts seem to be divided on this issue. Second, while it's possible that his body/grave might have emerged as some sort of shrine, that's hardly a certainty. Mussolini's place in the family crypt isn't a big pilgrimage site for proto-fascists, and the site of the bunker where Hitler died hasn't become a big rallying place for neo-Nazis. Revolutionary states like the Soviet Union, Iran, and Vietnam have built enormous shrines to their founding leaders, but do these pretentious attempts at immortality really inspire many followers? And needless to say, no government or charitable foundation was going to pour any money into a shrine for bin Laden. If his body had ended up buried in some remote corner of Saudi Arabia, I rather doubt it would attract a lot of visitors. And even if it did, as Yglesias points out, it would be a nice way to get their pictures on file.

It seems somewhat superfluous of me to join the feeding frenzy of commentary on the killing of Osama bin Laden, but it is also an event that I can't quite ignore. I caught the announcement late last night, along with some rather breathless initial commentary. Here are a few initial reactions.
For starters, I think it's important to keep his killing in perspective. By all accounts bin Laden was no longer playing an operational role for al Qaeda, and his main value to the movement he founded was largely symbolic. It was the fact that he was still at large and still defiant that made him significant, and his death takes that symbolic value away. He may serve as an inspirational martyr for a few people, but I doubt that lots of new recruits will rally to al Qaeda's banner merely to avenge his death.
In fact, one could argue that the movement he founded has already failed. He hoped to inspire a broad fundamentalist revolution that would topple existing Arab governments and usher in a unified Islamic caliphate, but that goal has failed to resonate among Arab and Muslim populations and his own popularity has declined steadily since 9/11. Instead, the upheavals that have swept the Arab world in 2011 have drawn their inspiration not from bin Laden but from more universal ideals of democracy, human rights, and open discourse. And the more that these movements succeed, the more discredited his entire approach to politics will be.
Which is not to say that bin Laden was a complete failure. One of his main goals was to lure the United States into costly and protracted wars in the Muslim world, and with our help, he succeeded. Had 9/11 never occurred, the United States would not have squandered trillions of dollars and thousands of lives in Iraq and Afghanistan, and possibly accelerated the end of the "unipolar moment." But this "achievement" was not solely his doing. Had the Bush administration been smarter, and focused on counter-terrorism rather than a misguided campaign of "regional transformation," we might have found him sooner and at less financial, human, and reputational cost.
Going forward, focusing too much attention on bin Laden threatens to distract us from the broader social and political challenges that the United States still faces in the Arab and Islamic world. Bin Laden is gone, but anger at various aspects of U.S. policy continues to drive anti-Americanism and makes it more difficult to protect our core interests in that part of the world. Al Qaeda isn't the real reason we having a hard time in Afghanistan, and it has nothing to do with our difficulties with Iran. Indeed, even it it were disappear entirely, we'd still face plenty of other foreign policy challenges in the Middle East (and elsewhere).
Furthermore, there's a tendency for both presidents and the media to exaggerate the long-term significance of events like this. Whenever we are successful, we assume our credibility will soar, our opponents will be disheartened and confused, and our allies will once again be impressed by our prowess and inclined to do our bidding. Maybe so, but the effect usually wears off quickly. In the long run, what really matters is not our ability to catch a single bad guy after ten years of trying, but rather the long-term health of the U.S. economy and our ability to devise foreign and defense policies that other powerful states will welcome and/or respect.
Perhaps the best thing to hope for, therefore, is that Obama will use this event as an opportunity to "declare victory and get out." Not that he will do this overtly, but the United States can now claim -- as Obama did last night -- that the primary perpetrator of 9/11 has been "brought to justice," and that our long campaign in Central Asia has finally achieved its primary goal. (That's not quite true, of course, but politics often involves a bit of sophistry and rhetorical sleight-of-hand). So if Obama can exploit this triumph to justify an accelerated disengagement, he'll reap the maximum benefits from this otherwise modest victory.
But don't count on it. For one thing, we've spent that past ten years creating a pretty massive set of organizations designed to prosecute the "war on terror," and government bureaucracies (like other organizations) tend not to put themselves out of business without a fight. It will take a sustained political effort (and continued fiscal pressure) to unwind the post-9/11 version of the national security state, which means we'll be standing in TSA lines, conducting drone attacks, and having our emails and phone calls scanned for a long time to come. And I suppose bin Laden would take posthumous credit for that too.
Lastly, although President Obama and his team are undoubtedly (and deservedly) gratified by this achievement, I wouldn't rest on these laurels if I were them. President George H. W. Bush won a smashing victory in the 1991 Gulf War, and then he was turned out of office by a disgruntled electorate eighteen months later. Americans will be exchanging high-fives for a few days and Obama will no doubt get a bump in the polls, but memories are short and other issues (e.g., employment) are likely to loom much larger come 2012. As the winner of the 1992 election, Bill Clinton, might have put it: "It's the economy, stupid."

Ever since 9/11, Islamophobia has been a recurrent problem in a number of Western societies, including the United States. It's been fueled by opportunistic politicians, hate-mongering bloggers, and any number of the other usual suspects. The lingering fear of Islam undergirds the present concerns that the turmoil in Egypt might give groups like the Muslim Brotherhood greater political influence there.
Trying to inject reason and evidence into this sort of debate is usually futile, but I do wish to report some good news. Remember the avalanche of Muslim-based terrorism that was about to descend upon the West? Well, according to the EU's 2010 Terrorism Situation and Trend Report, the total number of terrorist incidents in Europe declined in 2009. Even more important, the overwhelming majority of these incidents had nothing whatsoever to do with Islam.
The report is produced by Europol, which is the criminal intelligence agency of the European Union. In 2009, there were fewer than 300 terrorist incidents in Europe, a 33 percent decline from the previous year. The vast majority of these incidents (237 out of 294) were conducted by indigenous European separatist groups, with another forty or so attributed to leftists and/or anarchists. According to the report, a grand total of one (1) attack was conducted by Islamists. Put differently, Islamist groups were responsible for a whopping 0.34 percent of all terrorist incidents in Europe in 2009. In addition, the report notes, "the number of arrests relating to Islamist terrorism (110) decreased by 41 percent compared to 2008, which continues the trend of a steady decrease since 2006."
I know there are lot of people getting rich fueling Islamophobia, but we'd really all be better off if they would focus their attention to anarchists, or maybe separatist groups like ETA. The report isn't naive or Panglossian about Islamic radicalism, and it emphasizes that there are still extremist groups with worrisome ambitions. But their sifting of the data does put the actual danger in perspective and serves as a valuable corrective to the careless threat inflation that has become all too common over the past decade.

Like nearly everyone-including, I assume, Hosni Mubarak himself -- I've been surprised by the speed, scope and intensity of the upheaval in Egypt. As I write this, it's still not clear whether Mubarak will remain in power. Nor do we know how far-reaching the changes might be if he were to leave. We should all be somewhat humble about our ability to forecast where things are headed, or what the future implications might be.
That caveat notwithstanding, I want to offer a realist interpretation of what these events mean for the United States, along with the basic prescription that follows from that analysis. And though it may surprise some of you, I think realism dictates that the United States encourage Mubarak to leave, and openly endorse the creation of a democratic government in Egypt.
Realists are often caricatured as being uninterested in democracy or human rights, and concerned solely with the distribution of power and a narrowly defined national interest. It is true that realists tend to see calculations about power as the most important factor shaping international politics, and they often see sharp tradeoffs between strategic interests and moral preferences. Yet domestic considerations-including human rights-can be relevant for realists, particularly when thinking about one's allies.
To maximize their own security, states want allies that are strong, stable, and that do not cause major strategic problems for them (i.e., by getting into counterproductive quarrels with others). Other things being equal, states are better off if they don't have to worry about their allies' internal stability, and if an allied government enjoys considerable support among its population. An ally that is internally divided, whose government is corrupt or illegitimate, or that is disliked by lots of other countries is ipso facto less valuable than one whose population is unified, whose government is legitimate, and that enjoys lots of international support. For this reason, even a staunch realist would prefer allies that were neither internally fragile nor international pariahs, while recognizing that sometimes you have to work with what you have.

The news that various Afghan and Pakistani insurgent groups are coordinating their activities more extensively is neither surprising nor encouraging. This outcome is exactly what balance of power theory (or if you prefer, balance of threat theory) would predict: as the United States increases its military presence and escalates the level of violence, its various opponents put aside their differences for the moment in order to deal with the more imminent danger.
This pattern of behavior has a long-tradition in Afghan internal politics, as my former student Fotini Christia showed in a terrific Ph.D. thesis a few years back. It's also a phenomenon we've seen in earlier foreign interventions. The various mujaheddin warlords put aside their various quarrels in order to fight the Soviet invasion of Afghanistan in the 1980s, just as China, the Soviet Union and North Vietnam set aside their mutual fears and rivalries when the United States was fighting in Indochina.
Once the Soviets withdrew, of course, divisions within Afghan society re-emerged and made the place nearly ungovernable before the emergence of the Taliban. Something similar happened in Indochina: as soon as the United States withdrew from Vietnam, rivalries between the various communist nations and the Khmer Rouge eventually led to a Vietnamese invasion of Kampuchea and a short border war between China and Vietnam. It was our presence that held them together and our departure that allowed long-standing resentments to burst forth anew.
The obvious lesson is that there is little danger of some sort of powerful jihadi monolith emerging in Central Asia. It is our war effort there that is leading these groups to make common cause with each other, and the longer the war goes on, the more we can expect them to cooperate. Because our strategic interests in Central Asia are very limited (i.e., we just don't want people organizing attacks on American soil from there) our real objective should be to reduce the U.S. presence, play "divide-and-conquer," and let the natural centrifugal tendencies in this region reassert themselves. That's not necessarily the "heroic" play (which is why our commanders aren't embracing it), but wouldn't it make more sense than giving a set of un-natural allies more reason to work together?

Perhaps you noticed the following two headlines from today's New York Times (print edition; the online headline is different):
"U.S. Will Widen War on Militants Inside Pakistan" and "Germany Will Begin Afghan Exit Next Year."
Those two stories tell you a lot about the situation in Central Asia, especially when read in the context of the latest strategy review. Surprise, surprise: that review reaffirmed virtually all of the Obama administration's justifications for continuing the war, and offered just enough upbeat assessments to support a continued effort. At the same time, it provides just enough prophylactic pessimism to appear "realistic."
But what's missing in all this role-playing was a clear and convincing statement of costs and benefits. For all the talk of defeating al Qaeda (which isn't in Afghanistan any more), or preventing "safe havens," the administration scrupulously avoided the question of whether the money spent, lives lost, and presidential time consumed is worth it in terms of advancing core American interests. While parsing the evidence that it is making progress, the administration carefully avoids the question of whether the resources devoted to achieving something that might be defined as "success" are worth spending. Similarly, it avoids asking whether the costs of disengagement would be all that significant; it simply assumes that getting out would lead to catastrophe. So it just repeats the usual affirmations that "we must...." and "we will...." while avoiding the far more important issue of whether we should. Our German allies appear to have asked themselves that question, and come up with a different answer.
And the news that the United States intends to expand the war even further into Pakistan is especially worrisome. On the one hand, it suggests that the administration has figured out that it cannot ever win in Afghanistan so long as the Taliban have a safe haven across the border (and the tacit or active support of some key elements in the Pakistani military). But as Anatol Lieven notes in The Nation, unleashing additional violence in Pakistan could have long-term destabilizing consequences that would be far more significant than whatever ultimately happens in Afghanistan.
And it is hard not to see echoes of Nixon's decision to invade Cambodia in 1970, in a failed attempt to eradicate Viet Cong bases there. The two situations are hardly identical, but both illustrate the tendency for wars to expand in both the scope and extent of violence, especially when they aren't going well. You send more troops, but that doesn't turn things around. So you send a few more, and you widen the war to new areas. But that doesn't work either, so you decide you have to alter the rules of engagement, use more missiles, bombs, or drones, or whatever. Maybe that will work, but it's looking more and more like the strategic equivalent of the Hail Mary pass. And so we have the bizarre situation where the president who won the Nobel Peace Prize in his first year in office has now escalated the war twice, expanded the use of drones, and now intends to widen the war in Pakistan even more.
Let's not forget that the invasion of Cambodia in 1970 also helped destabilize that country, and helped usher in the brutal rule of the Khmer Rouge. I'm not predicting a similar outcome here, but that example is a cruel reminder that military force is a crude instrument whose ultimate effects are difficult to anticipate in advance.
Decades from now, historians will look back and wonder how the United States allowed itself to get bogged down in a long and costly war to determine the political fate of landlocked country whose entire gross national product is about a quarter the size of the New York city budget. And when they reflect on the fact that the United States did this even after a major financial collapse and in the face of persistent budget deficits and macroeconomic imbalances, they will shake their heads in amazement.

McClatchy news service reports that the Obama administration is starting to back away from the president's July 2011 timeline for a de-escalation of the war in Afghanistan. Instead, "the administration hopes to introduce a timeline that calls for the withdrawal of U.S. and NATO forces from Afghanistan by 2014."
Assuming the report is accurate, it shouldn't be a surprise. I don't know anyone who thought the U.S. could turn things around in eighteen months, and that particular deadline was little more than a piece of political sleight-of-hand designed to make escalation look like a temporary step. Reasonable people can disagree about whether Obama's decision to escalate in Afghanistan was the right one (I think it wasn't), but Obama's straddle on this issue is one reason why some of his most enthusiastic supporters have become disenchanted.
Of course, there's a long tradition of presidents telling the American people that some new military mission won't take long and won't cost that much. Nixon told us he has a "secret plan" to end the Vietnam War (he didn't) and Bill Clinton said U.S. troops would only be in Bosnia for 12 months (it was more like nine years). President George W. Bush and his advisors said that the occupation of Iraq would be brief and pay for itself yet we are still there today. And now Obama has done essentially same thing: selling an increased committed by suggesting that it is only temporary, and then backing away from his own self-imposed deadline.
This report also suggests that the war is not going as well as we're being told. We may be achieving some successes on the battlefield, but as with Iraq, the real challenge is political. Success requires building some sort of effective and legitimate governing authority in Afghanistan, and achieving some sort of political reconciliation among various contending groups. If this goal means building a strong, centralized Afghan state (something that has never existed before) then we are talking about an effort that will take years, costs tens of billions of additional dollars, and could still fail. It also requires rooting out corruption in the Karzai government, but the news on that front is hardly encouraging. Al Qaeda's leaders are no longer in Afghanistan and they don't need safe havens there in order to threaten the U.S., so it is no longer even clear why we are engaged in a massive effort at social engineering in this country. Or as I've said before: if the situation in Afghanistan were exactly what it is today, but no U.S. forces were present, would Obama have ordered 100,000-plus troops to go there?
I don't think so, but he'll keep them there for the rest of his presidency (whether he gets one or two terms), and he or his successor could end up facing essentially the same choice in 2014 that he is facing today. Barring a new approach from the United States, does anyone think it will be any easier to change course then?

It's Election Day, and I'm about to go out and vote, but first a few belated comments on al Qaeda in the Arabian Peninsula's failed attempt to blow up cargo planes by shipping fairly sophisticated bombs to fictitious locations in the United States. What lessons did I draw from last week's event?
First, this incident reminds us about the perils of instant analysis. Initial news reports suggested that the targets were synagogues or Jewish community centers in Chicago, leading various pundits to speculate that this was either another sign of al Qaeda's deeply rooted anti-Semitism, or perhaps a bizarre attempt to send a message about the influence of Chicago-based politicos like David Axelrod and Rahm Emanuel. But The New York Times reports today that the addresses on the bombs were outdated and that investigators now believe that the bombs were intended to destroy the planes, not targets on the ground.
Whatever the target may have been, the more obvious point is that these groups are still hoping to make Americans pay a price for our policies in the Middle East and elsewhere. They are angry about our close ties with Saudi Arabia, by the drone attacks the United States is conducting in Yemen and Pakistan, and by our unstinting support for Israel. And even though AQAP's main target appears to be the Saudi regime, America's unpopularity throughout the region makes attacking the United States a useful recruiting tool.
Second, this latest episode reinforced my belief that winning in Afghanistan is neither necessary nor sufficient for eliminating the terrorist threat in general and al Qaeda or its clones in particular. There is little or no al Qaeda presence in Afghanistan today, and in the unlikely event that we defeated the Taliban completely, it wouldn't eliminate the groups that already exist in Pakistan, Yemen and assorted other places. At this point, in fact, our costly attempts at nation-building in Afghanistan may be a distraction from the broader global effort to deal with terrorism itself. And if that's the case, then what are we doing there?
Third, the big lesson is that this plot was thwarted not by drones or airstrikes or special operations forces, but by good old-fashioned intelligence and police work, largely conducted by the Saudi intelligence services. Because AQAP seeks to overthrow the Saudi regime, the Saudis are highly motivated, and they also seem to have done a good job of infiltrating the organization and passing the information on to us in time to thwart the attack.
One might also infer that responding to 9/11 with a "global war on terror" was a bad idea all along, because wars and occupations create conditions in which terrorist organizations can more easily thrive. Osama and his imitators are not heroic warriors and don't deserve to be treated as such, even rhetorically. Instead, they are criminals who believe the murder of innocents is justified in order to advance a fanciful fundamentalist cause. They are best defeated by intelligence sharing and patient police work, and where appropriate, by addressing some of the underlying conditions and grievances that give rise to such movements in the first place. Toppling individual governments or waging costly counterinsurgency campaigns in one or two countries cannot eliminate a global phenomenon like this one; indeed, such actions are likely to make it worse.
Lastly, although we can all be glad that this latest attack was foiled, it is hard for me to believe that one of them won't eventually succeed. It is impossible to inspect every single package in the global shipping system, and terrorist organizations are bound to learn more about how to exploit vulnerabilities in existing (or future) security procedures. We should take all reasonable measures to prevent them from succeeding, but we also ought to recognize that perfect security is probably not achievable. And remaining resolute in the face of that reality ought to be part of our counter-terrorist response too.
In short, although the bomb plots remind us that the terrorist danger is still with us, it also says a lot about the best way to deal with it. And one obvious step is not to go into conniptions every time a plot like this gets exposed. On that score, kudos to Jewish community figures in Chicago, who responded to the initial (and false) reports that synagogues had been targeted with an admirable degree of aplomb.

I'd like to believe that the United States and its (remaining) allies have got their act together and turned a corner in Afghanistan. Really. That's more-or-less what New York Times reporter Carlotta Gall told us in a front-page piece yesterday, and it was the key theme of retired general Jack Keane's appearance on Charlie Rose a couple of nights ago.
It would obviously be better for nearly everyone if the Taliban were routed, if order and security were restored in Afghanistan, and if the United States could extricate itself from this costly and seemingly open-ended commitment. But there are at least two good reasons to view these upbeat reports with some skepticism.
First, U.S. commanders have emphasized in the past that this conflict is largely one of perceptions. If everyone thinks we're winning, so the argument runs, then fence-straddlers in Afghanistan will tilt our way and popular support in the United States will remain high enough to keep us in the war. If everyone thinks we're losing, by contrast, momentum will swing the other way, more Afghans will gravitate toward the Taliban, and support back here will evaporate. Unfortunately, this situation means we can't really believe anything that our military leaders tell us about the progress of the war, because they have an obvious incentive to spin an upbeat story to reporters, or to people like Charlie Rose.
Second, as critics of the war have repeatedly pointed out, defeating the Taliban on the battlefield is nearly impossible as long as they can go to ground in local areas or flee across the border into Pakistan. And Gall's story in the Times makes it clear that this is precisely what is happening now. This is undoubtedly why the Obama administration is making yet another effort to get Pakistan to do more on its side of the border, and dangling a fat new military aid package as inducement. And at the same time, we're supposedly supporting negotiations with certain Taliban leaders, and we might even be willing to back some sort of deal.
So let me tell you what I think is going to happen. The United States is going to spend the next few months trying to clear out or kill as many Taliban as we can find, accompanied by a lot of optimistic reports about how well we are doing. This won't be about a "hearts and minds" approach or even a long-term strategy of nation-building; it will be about creating the appearance of momentum and success. At the same time, we're going to try to shepherd a political process that can be sold as "peace deal" between the Karzai government and some moderate Taliban. If we're really lucky and offer big enough bribes (oops, I mean foreign aid), we might get Pakistan to pretend to be on board too. And then Obama will claim "the Afghan surge worked" sometime in the latter half of 2011, and begin withdrawing U.S. troops.
As our numbers fall, the Taliban will regroup, Pakistan will help rearm them covertly, and the struggle for power in Afghanistan will resume. Afghanistan's fate will once again be primarily in the hands of the Afghan people and the nearby neighbors who meddle there for their own reasons. I don't know who will win, but it actually won't matter very much for U.S. national security interests.
There are ample historical precedents for this sort of outcome. The Soviet Union concocted a peace deal before they withdrew in 1988, but their chosen successor, Najibullah, didn't last long once they had left. (Notice, however, that their enemies in Afghanistan didn't "follow them home" either). The United States achieved "peace with honor" in the 1973 Vietnam peace accords, but then Saigon fell two years later. No matter; the United States ended up winning the Cold War anyway. And then there's Iraq,where the 2007 "surge" was hailed as a great military victory but is now unraveling. In each case, the peace deal was mostly a fig leaf designed to let a great power get out of a costly war without admitting it had been beaten.
Petraeus & Co. are trying to pull off something similar here, and it may well be the best that can be made of a bad situation. But there is a subtle, long-term danger in this sort of sleight-of-hand. If we tell ourselves we won and then get out, we will end up learning the wrong lessons from the whole experience. By portraying the Iraqi and Afghan "surges" as victories, we fool ourselves into thinking that this sort of war is something we are good at fighting, that the benefits of doing so are worth the costs, and that all it takes to win this sort of war is the right commander, the right weapons, and the right Field Manual. And if we indulge in this familiar form of historical amnesia, we'll be more likely to make similar errors down the road.
Update: According to McClatchey, those recent stories about the United States facilitating peace talks between Taliban leaders and the Karzai government are part of an elaborate "psychological operation" designed to sow dissension within Taliban ranks. I don't know if that's true or not, but if it is, it suggests that the U.S. military is either still hoping for a decisive victory over the Taliban (which would make negotiations unnecessary), or it thinks that the Taliban has to be weakened a lot more before negotiations are likely to work. I think the latter is more likely, but it still leaves open the possibility of "declaring victory" and getting out, starting next summer. We'll see.

Today's Washington Post has a lengthy article reporting on high-level talks between the Karzai government in Afghanistan and the Taliban over a negotiated end to the war. It is impossible to know how serious the effort is or what the prospects for success are, in part because all of the parties appear to be insisting that the talks are preliminary and saying very little about what's on the table (to give themselves an easy way out if the talks don't go well).
The thrust of the Post piece is that most (if not all) of the contending parties are beginning to realize that a decisive victory is not going to be won by force of arms. It is perhaps significant the talks do not include representative of the Haqqani network, which may be why the Obama administration has been going after it with particular energy in recent weeks.
In any case, I think this is an encouraging sign. The first recommendation of the Afghanistan Study Group in which I participated was "Emphasize Power-Sharing and Political Reconciliation," and I'm glad to see several key actors behaving in ways that are consistent with that recommendation. If the Karzai government, the Taliban leadership, and various members of ISAF are moving in that direction, there's a chance that the United States and its allies will get out of there sometime before 2020, and maybe some chance that Afghanistan can revert to its previous status as largely neutral and not very important strategic backwater.
The United States and others would still have to keep an eye on the area for counter-terrorism purposes, but we'd be out of the costly and counterproductive business of nation-building. Given the other items that we really ought to be addressing, that would be a good thing. So I will keep my fingers crossed that these talks are serious and that they eventually succeed.

The Afghanistan Study Group report that I wrote about last week is getting some predictable flak from people who hold different views about U.S. strategy there.
It is hardly surprising, for example, that Andrew Exum lavished high praise on Joshua Foust's extended rant against the report. Exum is a counterinsurgency enthusiast and was a vocal advocate of escalating the U.S. involvement in Afghanistan. As such, he is hardly likely to favor a report that questions the wisdom of this approach, despite his telling admission that our current strategy is "troubled."
It is of course possible that Exum will one day be proven right, but one would have more faith in his judgment if the situation in Afghanistan had not gone from bad to worse since Obama took his advice. Obama began escalating the U.S. commitment in Afghanistan shortly after he took office, and since then we've had a fraudulent presidential election, an inconclusive offensive in Marjah, a delayed and downgraded operation in Kandahar, and a run on the corrupt Bank of Kabul. Casualty levels are up, and aid groups in Afghanistan now report that the security situation is worse than ever, despite a heightened U.S. presence.
This situation is no accident, as Anatol Lieven outlines here. Rather, it reflects our enduring ignorance about Afghan society and the folly of trying to build a Western-style centralized government in a multi-ethnic society that is notoriously suspicious of foreign occupiers and where the prerequisites for a Western-style political order are lacking. Given the actual situation on the ground (and the condition of the U.S. economy), the Study Group concluded that it did not make sense to spend $100 billion or more per year trying to "nation-build" in a country whose entire GNP is about $14 billion.
As for Foust, his main criticism seems to be that the Study Group didn't consult as many Afghan experts as he would have liked, or provide a lot of nitty-gritty empirical detail to back up our analysis. This latter complaint is partly valid, but largely beside the point. Our objective was to encourage U.S. leaders to rethink the strategic stakes at issue in Afghanistan, to help them understand why the current U.S. strategy wasn't working, and to outline a plausible alternative approach. Despite his overheated rhetoric, Foust says he agrees with most of that, and he also agrees that the current U.S. approach is wrong-headed. Yet he is so eager to cast cold water on the report that he dismisses virtually all of its recommendations, even on obviously specious grounds. For example, he criticizes our call for greater effort to engaging regional partners by saying "it's been tried." But what's his alternative: that we refrain from trying to get regional stakeholders to help us neutralize the conflict? And isn't it palpably obvious that any enduring solution to the Afghan mess is going to require a lot of buy-in from its neighbors?
Moreover, Foust can't even get our arguments straight. He claims that we recommend turning Afghanistan into a "Special Forces and drone firing range," which is simply false. Like President Obama, we argued that America's only vital strategic interest in Afghanistan was to prevent it from becoming a "safe haven" that would materially increase al Qaeda's capabilities and thus make it a significantly greater threat to the United States. This situation could only occur if 1) the Taliban regained power, 2) Al Qaeda moved back into Afghan territory in strength, and 3) if it once again created large bases in which to train a substantial number of new cadres and thus become significantly more dangerous. We pointed out that if that were to happen -- and it is hardly a foregone conclusion that it will -- such large bases would be readily visible and could be targeted in a variety of ways. And unlike the 1990s, when the Clinton administration vacillated about attacking al Qaeda's compounds, there were would be little debate about going after large al Qaeda encampments today. As Greg Scoblete notes here this sort of campaign does not requires a large scale U.S. military presence, and it is far cry from turning the entire country into a "firing range."

Color me skeptical. The past few weeks have seen a spate of news suggesting that the US/NATO effort in Afghanistan isn't going well at all. For starters, the assault on Marjah last spring failed to achieve any decisive strategic goals. The much-heralded summer offensive in Kandahar has been delayed and downgraded, and U.S. officials have been steadily lowering expectations. We learnt over the weekend that U.S. intelligence is increasingly focused on uncovering corruption, which means we are getting sucked back into "nation-building" instead of focusing our assets on destroying al Qaeda (which is what President Obama said he'd do when he (foolishly) decided to increase the U.S. commitment in Afghanistan. The Taliban managed to bomb Afghan President Hamid Karzai's semi-bogus "peace jirga," and Karzai himself is said to be losing faith in our ability to prevail and hoping to cut a deal with the Taliban.
So today -- surprise, surprise -- comes news that Afghanistan isn't a poor country whose primary strategic asset is its ability to grow opium poppies. Nope, turns out Afghanistan is just brimming with iron ore, lithium, cobalt, copper, and other strategic minerals. This report -- which comes from "a small team of Pentagon officials and American geologists" may well be completely correct, but isn't the timing of the release a mite suspicious? This looks to me like an attempt to provide a convincing strategic rationale for an effort that isn't going well.
As Jack Snyder noted in his book Myths of Empire, the "El Dorado" myth is a common justification for imperial expansion. Great powers often convince themselves they have to control some far-flung area because it is supposedly rich with gold, diamonds, oil, etc., and that physical control is essentially to preserving access to them. In most cases, however, the cost of trying to control these areas isn't worth the resources they contain, and it usually isn't necessary anyway. Gulf Oil used to pump oil from Marxist Angola, and those pesky Iranians would be happy to sell us oil and gas and give us fat development contracts for their petroleum industry if only we were willing to do business with them.
We don't need to control Afghanistan in order to gain access to whatever minerals do exist, because whoever is in charge is going to have to sell them to someone and won't be able to prevent them from being sold to us (even if indirectly) if we want to buy (that's how markets work). And if we want to make sure that U.S. companies have the opportunity to compete for the opportunity to mine these resources some day, it might be a good idea if we didn't spend the next decade blundering around and angering the local population.

Back in May 1967, the Egyptian government led by Gamal Abdel Nasser ordered a blockade of the Straits of Tiran, cutting off Israeli shipping in the Gulf of Aqaba. This action crossed a "red line" for Israel, and was a major escalatory step in the crisis that led to the Six Day War. President Lyndon Johnson considered sending U.S. warships or some sort of international flotilla to challenge the blockade and defuse the crisis. But even though the United States had previously given Israel certain assurances about protecting freedom of navigation in the straits, Johnson ultimately declined to take decisive action to defend Israel's navigation rights. The United States was already bogged down in Vietnam and Johnson feared getting trapped in another volatile conflict. So he dithered, and Israel ultimately chose to go to war instead.
Had Johnson used U.S. naval forces to challenge the blockade, the Six Day War might not have occurred. Egypt would not have dared to challenge U.S. warships, of course, and sending a U.S. fleet to break the blockade would have given Nasser a way to back down but save face (i.e., he would have been backing down to a superpower, and not to Israel). And had the Six Day War been averted, many of the problems we are wrestling with now -- including the disastrous occupation of the West Bank -- might never have arisen.
Remembering this previous failure got me thinking: why doesn't the United States use its considerable power to lift the blockade of Gaza unilaterally? It's clear that the blockade of Gaza is causing enormous human suffering and making both the United States and Israel look terrible in the eyes of the rest of the world. It has also failed to achieve any positive political purpose, like defeating Hamas. So why doesn't the United States take the bull by the horns and organize a relief flotilla of its own, and use the U.S. Navy to escort the ships into Gaza? I'll bet we could easily get a few NATO allies to help too, and if money's the issue, we can get some EU members or Scandinavians to help pay for the relief supplies. And somehow I don't think the IDF would try to stop us, or board any of the vessels.
The advantages of this course of action seem obvious. The United States has been looking both ineffective and hypocritical ever since the Cairo speech a year ago, and many people in the Arab and Islamic world are beginning to see Barack Obama as just a smooth-talking version of George W. Bush. By taking concrete steps to relieve Palestinian suffering, Obama would be showing the world that the United States was not in thrall to Israel or its hard-core lobbyists here in the United States. What better way to discredit the fulminations of anti-American terrorists like Osama bin Laden, who constantly accuse us of being indifferent to Muslim suffering? The photo ops of U.S. personnel unloading tons of relief supplies would go a long way to repairing our tarnished image in that part of the world. Remember the Berlin airlift, or our relief operations in Indonesia following the Asian tsunami? Doing good for others can win a lot of good will.
Second, having the U.S. and NATO take charge of a relief operation would alleviate Israel's security concerns. The Israeli government claims the blockade is necessary to prevent weapons from being smuggled into Gaza. That is surely a legitimate concern, but if the United States and its allies are bringing relief aid in, then we can determine what goes on the ships and we obviously won't bring in weaponry.
But wait a minute: wouldn't bringing relief aid to Gaza end up strengthening Hamas? Not if we arrange for the relief aid to be distributed through the United Nations or other independent relief agencies. Some of it might end up in Hamas's hands indirectly but most of it won't, and reducing the level of deprivation and suffering would undercut the influence Hamas gains as a provider of social services.
It's true that a relief operation of this sort will probably require some U.S. officials to have some minimal dealings with Hamas, but this would actually be a good thing. If the United States is really serious about a genuine two-state solution, it is going to have to bring Hamas into the political process sooner or later and this is a pretty low-key, non-committal way to start. And while we're at it, we can tell them to get busy fixing that Charter of theirs and take a humanitarian gesture or two of their own, such as releasing captured Israeli soldier Gilad Shalit.
In short, using American power to end the blockade of Gaza could be a win-win-win for everyone. The United States (and Obama himself) would demonstrate that we really did seek a "new beginning" in the Middle East, and correct the impression that the Cairo speech was just a lot of elegant hooey. Israel's security concerns would be addressed, it would look flexible and reasonable, and we would be providing Netanyahu with an easy way to extricate himself from a position that is increasingly untenable. (It's one thing for him to lift the blockade himself, but quite another to do it at Washington's behest). And of course the long-suffering population of Gaza would be much better off, which should make us all feel better.
The more that I think about it, the more attractive this approach looks. All it takes is an administration that is willing to take bold action to correct a situation that is both a humanitarian outrage and a simmering threat to regional peace. That probably means that it has zero chance of being adopted. And of course you all know why.

Ever since 9/11, commentators of a hawkish persuasion -- and most recently the New York Times' Thomas ("Suck on This") Friedman -- have been fond of quoting Osama bin Laden's statement that "When people see a strong horse and a weak horse, by nature they will like the strong horse."
Pundits like Friedman don't normally embrace any of Bin Laden's other views on world politics, but they like this line because it seems like a good reason for us to obsess about resolve, credibility, and the possibility that even the tiniest setback somewhere might have catastrophic consequences. It suggests that if third parties begin to suspect that the U.S. isn't the "strong horse," they will abandon us in droves and leave the United States isolated and friendless in a hostile world. Conversely, it also suggests that one or two successes will suddenly trigger a similar wave of favorable developments: by this logic, we pass a Health Care Bill, and suddenly those mullahs in Tehran will start quaking in their turbans. It's the latest version of the old domino theory: a single setback somewhere might trigger a cascade of defeats and defections, but a minor victory in some other spot will have positive reverberations all over the world.
Bin Laden's statement may be useful advice when betting on horse races, but it mostly reveals that he doesn't know very much about international politics. This fact may explain why he's currently hiding in a cave somewhere, instead of leading a triumphal parade to establish that caliphate he supposedly dreams about. In particular, Bin Laden's statement (and Friedman's column) implies that "bandwagoning" behavior predominates in world politics: by this logic, as soon as countries sense who the "strong horse" is, they naturally flock to support it.
But if that were true, why didn't everyone leap to join Nazi Germany following its victories in Poland and France in 1939-1940? Hitler sure looked liked the "strong horse" at that moment, but instead of bandwagoning with him, Britain, the United States and the Soviet Union joined forces to balance and eventually crushed him. The Soviet Union was the "strong horse" on the Eurasian landmass after the war, but Western Europe soon coalesced into a defensive alliance and allied with the United States in NATO.
Even after the United States won the Cold War, you didn't see countries like North Korea, Iran, Iraq, Serbia, or Syria suddenly fold their tents and rush to embrace the obviously "strong horse." Former Soviet bloc nations were eager to link up with Washington, of course, but not because they were bandwagoning: they mostly wanted to hedge against the possibility of a resurgent Russia.
Even in the Arab world, this alleged tendency to embrace the "strong horse" is hard to find. Gamal Abdel Nasser of Egypt looked like the "strong horse" back in the 1950s, and he clearly possessed a certain degree of charisma in the Arab "street," but his efforts to advance a pan-Arab agenda or otherwise throw his weight around were consistently opposed by other Arab leaders. And you didn't see a lot of Sunnis flocking to support al Qaeda in Iraq in 2006, while it was waging a successful campaign of sectarian violence. Instead of moving toward them, Sunni tribes in Anbar and elsewhere aligned with the United States and the Shia-led government to contain this new threat.
It isn't surprising that a revolutionary figure like Bin Laden makes this kind of argument, of course. As I argued in an earlier book, revolutionary movements face enormous odds, and the vast majority of would-be revolutionaries end up in retirement, in prison, or dead. In order to recruit and rally supporters in the face of such dim prospects, therefore, revolutionary leaders have to convince potential recruits that a small group of dedicated men and women can defeat the odds and triumph over far more powerful adversaries. So they routinely portray opponents as "paper tigers" (i.e., "the United States may look powerful, but in reality it is decadent and fragile") and they argue that one or two revolutionary acts spark a vast uprising against their opponents and sweep them to victory. Needless to say, Bin Laden's belief that an event like 9/11 would rally millions of new supporters and help topple "corrupt" governments throughout the Muslim proved to be the purest fantasy.
To be sure, revolutionary movements sometimes do gain power (think France in 1792, Russia in 1917, or Cuba in 1959), but not very often and usually because other circumstances aided their cause. And when some radical movement does luck out and gain power in one country, it is even rarer for it to trigger similar revolutions elsewhere unless it is able to impose them by force of arms. In short, revolutionary victories are rare, and the general tendency for states to balance against threats tends to contain them when they do occur.
Of course, if the U.S. power were to decline drastically (i.e., by 30 percent or more), then its international influence would also decrease. But that's not likely to happen, unless we mismanage the U.S. economy, under-invest in future productivity, and squander our wealth on an endless series of costly foreign adventures.
Notice that I am not suggesting that the United States pay no attention to reassuring allies when genuine security problems emerge. The proper step in such circumstances is to weigh the threat carefully and develop appropriate measures to deal with it, while making sure that the allies we are helping defend do their fair share too.
In other words, fighting foolish wars in order to convince people that we are the "strongest horse" is an obvious way to make Bin Laden's fantasies more likely. After all, his greatest achievement to date is not the damage that al Qaeda inflicted on September 11. Instead, his real achievement was helping convince the Bush administration to adopt the neo-conservative program in the Middle East-most notably in the 2003 invasion of Iraq-a set of self-inflicted wounds from which we are still laboring to recover. And one way to avoid such blunders is to disregard Bin Laden's ill-informed notions about equine diplomacy.

I don't watch much televised news -- there's just not a lot of content per unit of time and I get bored too quickly -- but I did happen to catch a report on President Obama's whirlwind trip to Afghanistan yesterday. (As a sign of my indifference to the major networks, I couldn't even tell you which channel I was watching). But I did see a film clip of the president giving a speech to the troops at Bagram air base, where he thanked them for their efforts, said the country was grateful, and told the troops "the American armed services does not quit, we keep at it, we persevere, and together with our partners we will prevail."
As always, Obama looked comfortable and sounded good. And it's possible that he meant every word of his pep talk. But I kept wondering what he meant by "prevail?" What is his definition of victory? Is it the surrender and capture of Mullah Omar and the Quetta Shura, or the military defeat of the Taliban itself? Is victory defined as the establishment of a unified Afghan central government (something that hasn't existed for decades) in command of native security forces that can take over the battle themselves, with little or no foreign support? If special representative Richard Holbrooke thinks we'll "know success when we see it," what exactly are we looking for?"
Here's how Obama defined the strategy in his remarks:
Our broad mission is clear: We are going to disrupt and dismantle, defeat and destroy al Qaeda and its extremist allies. That is our mission. And to accomplish that goal, our objectives here in Afghanistan are also clear: We're going to deny al Qaeda safe haven. We're going to reverse the Taliban's momentum. We're going to strengthen the capacity of Afghan security forces and the Afghan government so that they can begin taking responsibility and gain confidence of the Afghan people.
And our strategy includes a military effort that takes the fight to the Taliban while creating the conditions for greater security and a transition to the Afghans; but also a civilian effort that improves the daily lives of the Afghan people, and combats corruption; and a partnership with Pakistan and its people, because we can't uproot extremists and advance security and opportunity unless we succeed on both sides of the border. Most of you understand that."
If that's what the President really thinks, we are going to be there for a long, long time. So I found myself hoping (perhaps naively) that this was all a bit of blue-smoke-and-mirrors, and that he's actually planning to follow the same script in Afghanistan that Bush followed in Iraq. It won't be identical in every detail, but the basic logic would be similar. Here's how it goes:
First, announce an escalation of the U.S. effort (aka a
"surge"), but set a rough deadline for it and quietly put new emphasis on
"political reconciliation." (Done). Next, bombard the media with lots of
evidence of progress, such as Taliban "strongholds" seized, al Qaeda leaders
killed or captured, Taliban leaders arrested in Pakistan, etc., so that people
think the surge is working. (Now underway). Third, arrange a diplomatic settlement that requires the
phased withdrawal of U.S./ISAF troops, even if their departure is on a rather
lengthy timetable. The Iraqi
equivalent was the Status of Forces agreement negotiated by the Bush
administration in the fall of 2008; in Afghanistan, it would probably entail
some sort of negotiation between the Karzai government, the Taliban, and
various other warlords (whether by a loya
jirga) or some other device (Maybe
underway too?). Finally, start
removing the "surged" forces more-or-less on schedule-and ahead of the 2012
election cycle-so that you can claim to have avoided the quagmire that critics
warned about back in 2009 (Remains to be seen).
I have no idea if this is what Obama or his team are actually planning -- or maybe just hoping for -- but at this stage it is offers the best chance of avoiding an open-ended commitment there. Part of the trick is to keep sounding resolute and determined even while you're (quietly) looking for an exit, and as someone who remains unconvinced that the Afghan campaign is worth the costs, I'll continue to hope that this is what is really going on.

To be completely honest, I don’t know what to make of the 15 point peace plan offered by Afghan warlord/insurgent/former U.S. ally/Gulbuddin Hekmatyar, but my first thoughts are two-fold.
First, this isn’t an offer Karzai or NATO will or should accept. It calls for foreign troops to start withdrawing this summer (not gonna happen), and that “foreign fighters” (e.g., non-Afghan allies of the Taliban, or al Qaeda) "will not remain" after NATO et al leaves. Hard for me to imagine NATO leaving without more convincing assurances that al Qaeda will not be welcome back on Afghan soil.
Second, the fact that the offer was made at all does strike me as significant, as do reports that this initiative has tacit backing from interested foreign powers (e.g., U.S.) The BBC reports that “there is a growing recognition, both within Afghanistan and from its foreign partners, that insurgents have to be part of any peace settlement and that military operations alone will not be enough to bring peace to the country." That sounds right to me.
As for Hekmatyr, he has the reputation of being a pragmatist and he may be trying to position himself at a moment when he thinks the contest is shifting from insurgency to negotiations. Whatever his motives, this is a process we ought to encourage. In the best case, the Afghans negotiate some sort of peace agreement and power-sharing arrangement that stabilizes the country and allows economic development efforts to continue, but also allows us to get the hell out. In the worst case, we get a flawed arrangement that still gives the United States a fig leaf for disengagement, at which point Afghanistan falls apart again.
Since I don’t think the latter outcome would be disastrous from the U.S. perspective (though it is obviously not desirable from a purely humanitarian perspective), I’m open to a pretty wide-range of alternative outcomes, provided that they reflect an Afghan consensus. But like I said, this is just my initial reaction, and I may change my mind after I read more and ponder further.

Here's a quick recommendation for all you terrorism mavens out there. The Chicago Project on Security and Terrorism (CPOST) has a fascinating and very useful website up and running, which you can access here.
According to its operators (a program headed by Professor Robert Pape), the site contains all known instances of suicide terrorism between 1981 and 2001, and will eventually be brought completely up to date. Three features of the site are especially interesting. First, it lets you perform interactive searches along multiple dimensions (location of attacks, the target type, the weapon used, demographic and biographical characteristics of attackers, etc. For example, if you wanted to know how many suicide attacks were conducted by women in Kashmir between 1995 and 2000, you can enter those parameters and it will give you the results. Second, the site provides the external sources used to document each attack, so that you can check up on the coding of any specific incident. Third, each incident in linked to GPS data on location, so that you can explore the geographic patterns of contemporary suicide terrorism. On the latter point, by the way, the data shows that almost all these attacks are concentrated in Sri Lanka, Kashmir, Afpak, Iraq, and Israel/Palestine, a finding consistent with Pape's well-known argument that suicide terrorism is primarily a response to perceived foreign occupations.
All in all, a very useful tool. But the skeptic in me has to ask the following question: will the existence of databases like this one tend to feed our fascination with conventional terrorism, a threat that is almost certainly exaggerated and overblown? (WMD terrorism is another matter, although we may be overstating that danger too). That's not a criticism of the Chicago Project -- which is doing excellent work -- it's just a warning to us all not to fixate on a phenomenon just because it's something we can count.

When I got out of the shower this morning, my wife was waking up to NPR. Her first comment to me was this: “I never thought I would hear an NPR reporter say those words.” What had she just heard? A report that the Obama administration was “under fire” for defending the rights of terrorist suspects.
She wasn’t complaining about NPR’s coverage, mind you, she was commenting on the bizarre situation where anyone -- let alone a president and his administration -- could be “under fire” for defending a core principle of the American justice system. The Founding Fathers would be spinning in their graves, about as fast as a nuclear centrifuge. They understood the dangers of giving executives arbitrary authority to arrest, detain, coerce, and try suspects (i.e., those whom authorities think might have committed a crime but whose guilt has not yet been determined). So suspects -- all suspects -- are accorded certain legal rights.
I’m not a lawyer and so I don’t normally weigh in on legal issues, including the continuing debate over torture, the use of civilian vs. military tribunals to try suspected terrorists, and the other aspects of post-9/11 policy. As a matter of policy, however, the case for abandoning our normal criminal justice procedures strikes me as laughably weak. As Andrew Sullivan, Glenn Greenwald, and others have noted repeatedly, the various Bush-era abuses (including torture, “preventive detention,” reliance on military tribunals) were a propaganda boon for our adversaries, and did not in fact lead to significant intelligence breakthroughs or other strategic benefits. And as numerous commentators have pointed out, the criminal justice system worked just fine in the case of Richard Reid (the Al Qaeda “shoe bomber”) and Ramzi Yousef (who planned the 1993 World Trade Center bombing and is now serving a life sentence without parole). And on the issue of torture, top military commanders like David Petraeus agree.
The latest evidence, of course, is the guilty plea entered by Najibullah Zazi at his trial in New York City (yes, the very same New York city that supposedly couldn’t hold a trial for Khalid Sheikh Muhammed). Zazi was was arrested and charged with conspiracy, for plotting to detonate a bomb in the New York subway system. He was Mirandized and interrogated in the normal fashion (i.e., he wasn’t waterboarded). The result? He pleads guilty, and appears to be singing like a bird. Good thing we didn’t send him to Guantanamo, where he might have been tortured, and his evidence rendered either suspect or legally inadmissible.
The lesson here is that Americans ought to have more faith in our existing institutions. It’s a great paradox: we constantly tell the world how great our country is, how our values ought to be emulated, and how other states would be much better off if they re-made their societies in our image. But then something bad happens, panic sets in, and people conclude that those same precious values are in fact a fatal weakness that our enemies will exploit to bring us down. And the result is usually an embarrassing and shameful tragedy (like the incarceration of Japanese-Americans in World War II), for which we later have to apologize and make restitution.
Defenders of these abuses sometimes point out that Lincoln, Roosevelt, and other American icons were also willing to suspend core U.S. values in times of national emergency, and that the pendulum swung back once the danger is over. I would make three comments in response.
First, to the extent that this is true, it merely underscores the need for opponents of these policies to keep making the case against them. The pendulum won’t swing back if critics don’t explain why these policies are misguided, or if their advocates prove to be louder or more persistent.
Second, even if the pendulum does swing back somewhat, it may not go all the way. We may have abandoned water-boarding, for example, but the Obama administration has retained a number of other Bush-era policies, including preventive detention and extraordinary rendition. And we all know that once in place, many policies prove remarkably resistant to change. Moreover, executive power in the realm of national security has been growing steadily for the past century -- and especially since the Cold War began -- and it is not obvious to me that this has been a net positive. Third, it is worth remembering that former Vice President Cheney and key aides like David Addington were not advocating a temporary response to a new threat, akin to Lincoln’s suspension of habeas corpus during the Civil War. Rather, they saw 9/11 as an opportunity to pursue a permanent increase in executive power, a goal that they had been seeking for many years. (Never mind that they don't seem very interested in a strong executive during this administration). And I suppose we should be grateful that Bush’s many failures helped slow this power grab somewhat.
You might think a realist like me would be in favor of a strong executive, on the grounds that states in the dog-eat-dog world of international politics need a strong hand on the tiller of the ship of state. But realists also have a healthy appreciation for human frailty, and the tendency for those who possess great power to abuse it. Concentrating too much power in the executive is a good way to blunder into foolish wars, and it can even discourage the sort of open debate and discussion that (sometimes) helps democracies to avoid the fatal errors that authoritarian governments often make.
So have a little faith in our existing institutions, and stop trying to become more like the countries we normally oppose.

I've been trying to make sense of the recent news from Afghanistan and Pakistan, so let me share my musings here. There's no question that the news from the past week or so is encouraging. The Marine-led effort to clear the Taliban out of the Afghan city of Marjah appears to be going well (despite some obvious mishaps, like the accidental killing of a dozen Afghan civilians by an errant rocket attack), and the capture of a top Pakistani Taliban commander is likely to weaken those forces and suggests that the Pakistani government is taking this fight more seriously.
These are encouraging signs, and we should all hope that progress like this continues. Whether you supported Obama's escalation of the war or not, the obvious way to end America's costly and distracting efforts in Central Asia is to achieve a rapid victory that enables us to withdraw. I'm still not optimistic about our long-term prospects (or convinced that it is as vital a contest as others think) but I'd be delighted to be proved wrong on this one.
That said, there are several reasons why it's premature to be hoisting the "Mission Accomplished" sign at this stage (and to be fair, I haven't seen anyone doing that yet).
First, most of the accounts we are getting from Marjah are from official sources or embedded journalists, and these initial reports often tend to highlight achievements unless the operation is a complete disaster. In short, there may be a bit of an upward bias in the reports we've seen so far.
Second, it is always difficult to know whether a tactical success is strategically significant, especially in this sort of engagement. There was never much question about the Marines' ability to expel the Taliban, the only question was how much resistance they would face and what the casualty ratios might be. Casualties do not seem to be that high on either side, however, which suggests that many (though not all) of the Taliban have slipped away to fight another day. That problem has always been one of our major strategic challenges, especially given the porous Afghan/Pakistani border. How can the United States and its allies pacify the entire country, when the adversary can flee and wait us out?
Third, as others have already noted, the real issues are 1) will Afghan security forces will be able to hold the area after the Marines move on, and 2) can the various groups and factions in Afghanistan achieve a workable political formula that will stabilize the country and (eventually) permit the United States and NATO to withdraw? Unfortunately, as Juan Cole notes today, there are still good reasons to be skeptical about the ongoing effort to train reliable Afghan police and security forces. And there are still few signs of genuine political reconciliation (or even compromise).
What I can't decide is whether the capture of Mullah Baradar is a step forward or something more ambiguous. On the one hand, it's hard not to be pleased by signs that Pakistan is taking the counter-Taliban campaign more seriously, and equally hard to be displeased when a top Taliban military commander is no longer in the field (and is presumably giving up useful information while in custody). But as the Times notes today, this development may also give Pakistan a bigger voice in the deliberations over Afghanistan, and its past support for the Afghan Taliban hasn't always been constructive (at least, not from the U.S. point of view).
The lesson I draw from all this -- admittedly speculative -- is that U.S. military efforts in Central Asia need to supplemented by even more energetic efforts at regional diplomacy. We don't have the military forces, staying power, cultural insight, or influence to play unilateral "kingmaker" in that part of the world, and we ought to be putting as much of the burden on regional actors as we can. So it may be a good thing if the Pakistanis now have a more credible claim to a place at the table, provided we seize the opportunity and are open to a wide range of possibilities. Paging Ambassador Holbrooke?
The key thing to remember is that we ultimately don't care very much who is running Afghanistan or Pakistan, provided that whoever is in charge isn't giving anti-American terrorists free rein to attack the United States, and in the case of Pakistan, provided they are maintaining reliable control over its nuclear arsenals. Helping the regional actors work out a modus vivendi may be our best strategy, even if the outcome doesn't conform perfectly to our own ideals or political values.
So I see the past week or so as somewhat encouraging, but I'm not breaking out the champagne yet. And neither should anyone else.

Taliban official, Mullah Baradar, as a member of the Pakistani
Taliban. That’s wrong: he is/was of course part of the Afghan
Taliban (though he was hiding out in Pakistan before he was
captured). My bad. And I'm still not sure what it tells us about
Pakistan's overall aims at this point.
A reader also challenged whether it makes sense to refer to Marjah as a city. Wikipedia gives its population as 85,000 or so, swelling to 125,000 if you include the surrounding areas, and Radio Free Europe described it as a "large village." CNN used the term “city” in a recent background story, and the video found here
makes it look like either term would be appropriate. So I’ll stand by
my original use of the word, but would happily defer to anyone who’s
actually been there and has a different and well-informed view.

Declaring that "the buck stops with me," President Obama announced a set of new directives in response to the foiled bombing of Northwest Flight 253 by the now-infamous "underpants bomber." The list of presidential orders is mostly unexceptionable, and may even make a repeat performance less likely. Of course, if al Qaeda is even remotely strategic, trying an exact repeat of this attempt would be silly. Instead, they'll study the new procedures, look for holes in them, and try some new variation. The good news is that air travel will still be incredibly safe, and no sensible person should alter their normal travel plans because they are worried about the "terrorist threat."
What's missing from Obama's list of new initiatives is any sense that U.S. foreign policy might need some rethinking too. There are several dimensions to the terrorism problem, only one of which are the various measures we take to "harden the target" here at home. Why? Because bombing airliners and other acts of terrorism are just tactics; they aren't al Qaeda's real raison d'être. Their goal, as veteran foreign affairs correspondent William Pfaff recently reminded us, is trying to topple various Arab governments that al Qaeda regards as corrupt and beholden to us and establish some unified Islamic caliphate. As Pfaff notes, this is a fanciful objective, but still one that can cause us a certain amount of trouble and grief. And if they can get us to act in ways that undermine those governments (even when we think we are trying to help them), then their objectives are advanced and ours are hindered.
So one key dimension of the problem is to not act in ways that inspire more people to want to undertake such actions, or at the very least to be aware that some of our policies might have that effect and that we should not continue them unless we are damn sure that the benefits outweigh the costs. And what's troubling is the extent to which the Obama administration appears to be continuing many of the same activities that have inspired anti-American extremism and undermined the governments that do seem to like us, without much consideration about the balance of costs and benefits that this may involve.
To continue with this gloomy theme: the underpants bomber ultimately failed, but al Qaeda did conduct a successful suicide bomb attack in Khost that killed eight people, including several of the CIA's top al Qaeda experts. The perpetrator of that attack was a Jordanian doctor, Humam Khalil Abu-Mulal al-Balawi, who had been recruited by the CIA (via Jordanian intelligence) to infiltrate al Qaeda. After providing us with some useful information (as any double-agent must to gain credibility), he was allowed to meet with a large number of CIA analysts, leading to the fateful attack on December 30.
In terms of the actual effort to defeat al Qaeda, that event might even be more significant than the Flight 253 affair, because it suggests that some of our top analysts were out-thought by the very organization they were trying to penetrate and destroy. It has also shed new light on the close connections between the CIA and Jordanian intelligence, which is hardly something that King Abdullah's regime needs right now. So while it's important to learn why an obvious suspect got a visa and boarded a plane to the United States, it may be even more important to figure out how some of our best counter-terrorism operatives got gulled so successfully.
One more thing. I noted yesterday that al-Balawi's brother told reporters that the doctor had been radicalized by the Israeli assault on Gaza last year. Today, Newsweek released an interview with the double-agent's wife, which makes it clear that she shares his opposition to U.S. policy in the region but traces his changing views to an earlier event. According to Newsweek:
Al-Balawi 'started to change,' says his wife, after the American-led invasion of Iraq in 2003. By 2004, she says, he began to talk to her about his strong belief in the need for violent jihad against Western occupiers of Muslim lands."
My point is not to rehash the whole debate over the invasion of Iraq (although to be honest, I don't think there's much debate to be had over the folly of that particular decision). My point is simply to reiterate that any serious effort to deal with our terrorism problem has to be multi-faceted, and has to include explicit consideration of the things we do that may encourage violent, anti-American movements. Only a complete head-in-the-sand approach to the issue would deny the connection between various aspects of U.S. foreign and military policy (military interventions, targeted assassinations, unconditional support for Israel, cozy relations with Arab dictatorships, etc.) and the fact that groups like al Qaeda keep finding people like al-Balawi to recruit to their cause.
By itself, that mere fact does not mean that U.S. foreign policy is wrong. As I said a few days ago, one could make a case that our policy is mostly right, and that these problems are just the price we have to pay for them. But instead of having a serious debate on this question, we mostly ignore the possibility that our own actions might be making the problem worse, or we accuse anyone who does raise it of trying to "blame America first."
President Obama's briefing yesterday wasn't the place for that discussion, but I'd like to think that somebody in his administration is still asking the question. Since that infamous (and increasingly inconsequential) Cairo speech, however, there's not much evidence of that.

Tongue firmly in cheek, Notre Dame political scientist Michael Desch offers this Swiftian solution to the threat of another underpants bomber:
How we can most cost effectively respond to the underwear bomber? I think that I have finally come up with the solution. Now that extraordinary rendition is in retirement, we've put all these CIA proprietary airlines out of business. We could just turn over the airlines to them and we'd have absolutely perfect security.
Here's how: a flight would begin with every passenger stripped and water-boarded. Then they would all be given those orange jumpsuits, blacked out goggles, and adult diapers, which eliminate the need for in-flight service, video entertainment, and bathroom breaks during the flight. Finally, all flights would be to "undisclosed locations" so any terrorist who got through the system would have no idea when to light his or her BVDs on fire.
In addition to the finally achieving absolute airline security, we'd also keep an important part of the defense industrial base in business at the same time. Do you happen to have Janet Napolitano's email?"
As for me, I guess I'm relieved that my next plane flight is on British Airways, where presumably the danger of water boarding is nil. On the other hand, I lost my luggage the last two times I went through Heathrow, so even Desch's proposal won't solve all our problems.

I'm still swamped with grading papers and with preparations for our annual New Year's Eve potluck (about which more in a day or two), but I hope everyone takes a look at the Times piece on China's commercial activities in Afghanistan. While we've been running around playing whack-a-mole with the Taliban and "investing" billions each year in the corrupt Karzai government," China has been investing in things that might actually be of some value, like a big copper mine.
As the article suggest, it's not like U.S. troops are "guarding" China's investments. Rather, there's a tacit division of labor going on, where "American troops have helped make Afghanistan safe for Chinese investment."
The rest of the article makes depressing reading, however. Here's what one Afghan contractor had to say:
"The Chinese are much wiser. When we went to talk to the local people, they wore civilian clothing, and they were very friendly," he said recently during a long chat in his Kabul apartment. "The Americans - not as good. When they come there, they have their uniforms, their rifles and such, and they are not as friendly."
The result? According to the Times:
"the Chinese have already positioned themselves as generous, eager partners of the Afghan government and long-term players in the country's future. All without firing a shot."
The point is not that somehow those wily Chinese have fooled us into squandering a lot of money and lives and annoying lots of people in Central Asia, while they make profitable investments. Rather, the broader lesson is that the entire thrust of U.S. policy towards a large part of the world has been fundamentally misplaced for a long time. If we think we are somehow trapped in an endless cycle of intervention in the Muslim world-Iraq, Iran, Pakistan, Afghanistan, now Yemen-it is because our policies towards the entire region have generated enormous animosity and to little good purpose. And when that animosity leads to direct attacks on the United States, we respond in ways that guarantee such attacks will be repeated.
To be sure, some of this situation is due to America's position as the sole superpower, which means that it gets blamed for things that aren't always its fault. Plus, a dominant power does tend to end up with a disproportionate role in providing certain collective goods while others free-ride. (If China ever does supplant the U.S as the dominant world power, the same thing will undoubtedly happen to them.) But it also reflects specific decisions that we've been taking for a long time, in the mistaken belief that they would never blow back and affect us here at home. That's why we ought to thinking very strategically about our overseas involvements, and trying to shift those burdens onto locals whenever we can. Unfortunately, the predominant view in Washington still favors an "America First" approach to solving most global problems, even when it's not clear we have any idea how to do that.
Don't forget: we are fighting in Afghanistan because a radical anti-American terrorist movement-Al Qaeda-located there in the 1990s and then attacked us on September 11. Al Qaeda attacked the United States for a number of different reasons, including its support for various Arab monarchies and dictatorships, its military presence in the Persian Gulf, and its "special relationship" with Israel (which is oppressing millions of Palestinians and consolidating control of Jerusalem). Al Qaeda also wanted to strike at the world's strongest power, in the vain hope that a dramatic act like that would win them lots of new supporters. They also hoped that they could goad us into doing a lot of stupid things in response, and that achievement may be their only real success to date. We are also bogged down in Central Asia because our earlier support for anti-Soviet mujaheddin there helped create a bunch of well-armed warlords and religious extremists who proved impossible to control later on.
But the key lesson is that the current situation is not immutable. We don't have to keep implementing the same policies that led us to this situation; instead, we need to start working on strategic approaches that will minimize our involvement in these regions without sacrificing our vital interests (mostly oil) or endangering the security of key allies. One step would be to do what President Obama promised to do in his Cairo speech and then abandoned: namely, get serious about a two-state solution. A second step would be to stop trying to reorganize vast chunks of the Arab and Islamic world, and focus our efforts solely on helping local governments capture or neutralizing violent anti-American terrorists. A related step is to move back to an "offshore balancing" strategy in the region, and rely more on naval and air forces and less on on-shore intervention.
And maybe a fourth element of a new approach would be to remember that the United States rose to its position of great power by letting other major powers do the heavy lifting, while Americans concentrated mostly on building the world's biggest and most advanced economy and building influence with lots of other countries. For the most part, we also kept our fiscal house in order, which gave us the resources to maintain and expand productive infrastructure here at home and made it possible to act overseas when we really had to. This isn't the 19th century and we can't just rewind the clock, but there's still a lot of wisdom in much more selective approach to the use of American power. You know, sorta the way that Beijing seems to doing it.
