The family of former President Dwight D. Eisenhower is now weighing in against renowned architect Frank Gehry's proposed design for an Eisenhower Memorial on the mall in Washington, D.C. Good for them. Their main objection is that the main representation of the former president in Gehry's proposed design is a statue of Eisenhower as a young Kansas farm-boy. The rest of the four-acre memorial is an elaborate and soulless structure whose paved walkways also celebrate -- are you ready for this? -- the interstate highway system.  Just the sort of message one ought to highlight in an era of climate change, right?

I'm with the Eisenhower family on this one, and the brouhaha has reaffirmed my belief that Gehry is one of the more overrated architects of the modern era. (OK, his Bilbao museum was visually arresting--if you like chaos--but you should thank your lucky stars you don't have an office in this building).  This incident may also mark the only moment in recorded history when I've agreed with something published in the National Review.

What's the real problem? Let's start with Gehry's witless decision to depict one of the architects of victory in World War II, as well as a two-term president whose standing has risen steadily over time, as a barefoot farm-boy.  The other presidential memorials on the mall are either majestic in their simplicity (e.g., the Washington Monument), or they pay homage to past leaders like Lincoln in their maturity, portraying them as they were when they made their singular contributions to our common heritage.  To portray Eisenhower as a boy immediately diminishes him, and give us no sense of his unique qualities as a leader or the achievements that we treasure.  Instead, it invites us to see him as an untutored naïf, which is precisely what some of his political opponents mistakenly thought he was.

I should confess that I'm not a huge fan of presidential monuments anyway, because they reinforce popular deference to executive authority and strengthen the growing tendency to view our presidents as akin to monarchs but with term limits. But I'll concede that a handful of presidents have performed acts of leadership, wisdom and courage that can provide enduring inspiration for subsequent generations, and that memorials on the Mall to a very few might be in order.

When it comes to Eisenhower, therefore, I'd like to see a memorial that underscored his singular contribution to our understanding of post-World War II security problems: namely, his eloquent warnings about the danger of the "military-industrial complex" and his consistent efforts to advance the cause of peace.  Think about it: here is a West Point graduate and five-star general, who had seen as much of war as any American, and who had presided over a significant expansion of America's strategic nuclear arsenal in the 1950s.  Nonetheless, he ends his second term with a message to his countrymen about the dangers of unchecked military/industrial power.

And can anyone doubt that his warnings were prescient, when we realize that the United States still spends more than the next ten or twenty nations combined, when its National Security Mandarins feel little or no compunction about ordering drones to kill suspected terrorists (and sometimes innocent bystanders) while refusing to reveal to the voters who fund these activities exactly what their government are doing (or even the legal basis being used to justify it), and when our post-9/11 panic has led to a massive expansion of secret agencies and contractors whose full extent is not known or understood by the politicians who are supposedly overseeing them?

And let's not forget Ike ended the Korean War faster than Obama got us out of Iraq or Afghanistan, declined to get ensnared in France's debacle in Indochina, quashed the boneheaded Anglo-French-Israeli invasion of Egypt in 1956, and generally avoided costly military entanglements afterwards. His foreign policy record wasn't perfect by any means, but he compares quite favorably to virtually all of his successors.

A proper memorial to President Eisenhower would highlight not his boyhood -- iconic and stereotypical though it might be -- but his maturity, and his wise concerns about the trajectory our nation was on. Such a memorial would bring into fierce relief his final presidential speech, as well as some of his other remarks, where these words could help reverse our robotic tendency to assume our greatness is measured primarily by how much we can destroy, rather than by how much we can provide.

So how about a memorial where quotations such as the following were carved in stone, for each new generation to read and ponder:

 From 1960:

"This conjunction of an immense military establishment and a large arms industry is new in the American experience. The total influence -- economic, political, even spiritual -- is felt in every city, every State house, every office of the Federal government. We recognize the imperative need for this development. Yet we must not fail to comprehend its grave implications. Our toil, resources and livelihood are all involved; so is the very structure of our society.

In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex. The potential for the disastrous rise of misplaced power exists and will persist.

We must never let the weight of this combination endanger our liberties or democratic processes. We should take nothing for granted. Only an alert and knowledgeable citizenry can compel the proper meshing of the huge industrial and military machinery of defense with our peaceful methods and goals, so that security and liberty may prosper together."

Or this, from 1953, his first year in office:

"Every gun that is made, every warship launched, every rocket fired signifies, in the final sense, a theft from those who hunger and are not fed, those who are cold and are not clothed. This world in arms is not spending money alone. It is spending the sweat of its laborers, the genius of its scientists, the hopes of its children.

The cost of one modern heavy bomber is this: a modern brick school in more than 30 cities.

It is two electric power plants, each serving a town of 60,000 population.

It is two fine, fully equipped hospitals. It is some 50 miles of concrete highway.

We pay for a single fighter plane with a half million bushels of wheat.

We pay for a single destroyer with new homes that could have housed more than 8,000 people.

This, I repeat, is the best way of life to be found on the road the world has been taking.

This is not a way of life at all, in any true sense. Under the cloud of threatening war, it is humanity hanging from a cross of iron."

Now that's a memorial I'd like to see us build. Back to the drawing board, Frank.

There's a must-read op-ed in today's New York Times by Yan Xuetong, the dean of the School of Modern International Relations as Tsinghua University. Writing as a self-described "realist," Yan acknowledges that the emerging Sino-American competition is a zero-sum game (an idea deemed politically incorrect by many inside-the-Beltway), and plainly states that "competition between the United States and China is inevitable." He approvingly quotes past Chinese sages as emphasizing that "the key to international influence was political power."

Part of the novelty in Yan's essay is his emphasis on political morality. Power is critical, he says, but "the central attribute of political power was morally informed leadership." Accordingly, the future struggle between the United States and China will be won by the government that best demonstrates what he terms "humane authority," which is material power fused with moral principle. In his words, "states relying on military or economic power without concern for morally informed leadership are bound to fail." Even more interestingly, he says the essential "humane authority begins by creating a desirable model at home that inspires people abroad."

There's a lot of wisdom in this essay, as well as a subtle warning. On the one hand, Yan offers a neat summary of America's current advantages over China: our model of governance, tarnished though it is, is still more attractive than Chinese-style authoritarianism. America's past efforts to stabilize key regions have won it a large array of allies around the world, although these ties have been weakened by a decade of folly and misplaced aggression. U.S. society remains far more open to talented immigrants, such as AIDs researcher David Ho, journalist Fareed Zakaria, the late General John Shalikashvili, or former Secretaries of State Henry Kissinger and State Madeleine Albright. Yan offers a set of prescriptions clearly intended for Chinese readers: the country must assume more global responsibilities, open itself up to talented individuals from overseas, and "develop more high-quality diplomatic relationships."

But on the other hand, Yan also believes China "needs to create additional regional security arrangements with surrounding countries," and says its leaders "must play a larger role on the world stage and offer more security protection and economic support to less powerful countries." These words sound innocuous, but they actually reflect China's understandable desire to create a sphere of influence in key areas, and especially in East and Southeast Asia. Why should countries like South Korea, Japan, Vietnam, or Indonesia maintain security ties with the United States, if Beijing is willing to offer beneficial economic ties and "protection?"

This is what all great powers tend to do as they grow stronger: they extend "protection" to weaker states in their vicinity in order to make sure that those states adopt foreign policies that do not threaten the larger power's interests. ("Hmmmm. Nice country you've got there. Would hate to see anything happen to it.") This doesn't mean China wants to conquer its neighbors or incorporate them into a formal empire, because that would be hard to do in an era of nationalism and wouldn't be worth the effort. Instead, the long-term goal is merely to ensure that its weaker neighbors defer to Chinese interests on key issues, including the future role of the United States in the region.

And as I outlined last week, that is why Sino-American competition in the years ahead is going to be primarily a competition for allies. Yan maintains that "there is little danger of military clashes" and that "neither China nor America needs proxy wars to protect its strategic interests." He's right in theory -- neither state needs such things and both would do well to avoid them -- but that is no guarantee that they won't happen anyway.

And to bring this full circle: that is why the latest episode of Congressional dysfunction -- the failure of the inaptly named "supercommittee" -- is so worrisome. The United States possesses the basic ingredients needed to more than hold its own in a future competition with China -- a competition that is already underway -- were it not for our growing talent for podiatric marksmanship (i.e., shooting ourselves in the foot). Whether the issue is the GOP's stalwart effort to protect the super-wealthy, the bipartisan commitment to throwing good money after bad in Afghanistan, or the gradual hollowing out of the essential sinews of an advanced society (schools, roads, power grids, transport hubs, etc.), it is clear that our problem is not a rising China. On the contrary, the real problem is a befuddled and aimless political class, comprised of men and women lacking knowledge, accountability, political courage, or any genuine commitment to the common weal. What they've got in spades is personal ambition, but not much else. If "morally informed leadership" is a prerequisite for success, then we are in big trouble.

What do Joe Paterno, Muammar al-Qaddafi, Silvio Berlusconi, and Rupert Murdoch have in common?

The obvious answer, of course, is that 2011 turned out to be a very bad year for each of them. There were clearly important differences between them -- Qaddafi was the only one with blood on his hands and is the only one who is dead -- but there are some striking similarities too.

For starters, all of these men -- and note, they are all men -- were not exactly ... umm ... young. Qaddafi was the youngest of the bunch at 69; Berlusconi is 75, Murdoch is 80, and Paterno almost 85.

Second, all four held power in their respective domains for long periods. Qaddafi ruled Libya for 41 years; Berlusconi dominated Italian politics for roughly 17, Murdoch took over his first media company in the early 1950s, and Paterno became head football coach at Penn State way back in 1966.

Third, except for Qaddafi -- who did remarkably little for Libya despite the vast oil wealth at his disposal -- the other three could lay claim to a number of positive achievements. Whatever one thinks of Berlusconi's political career or Murdoch's journalistic standards, one has to concede that both men did create successful business empires. And whatever one thinks of Paterno's handling of the scandal that cost him his job, there's no question he was a highly successful college football coach for many years. But as dramatists have taught us since ancient Greece, success has a way of breeding hubris.

But the feature that unites these very different men is that each became less and less accountable, and increasingly insulated from candid, face-to-face criticism. Who was going to tell Qaddafi that he was mostly a despotic failure and increasingly unpopular, and that his "Green Book" of supposed "philosophy" was incomprehensible claptrap? Which News Corp. employee was going to warn Rupert Murdoch that his take-no-prisoners approach to journalism was leading the company into corrupt criminality? Did anyone in Berlusconi's inner circle try to tell him that he had become a self-indulgent and sybaritic laughingstock? Could any member of Penn State's cult of "JoePa" puncture the bubble and make it clear to him that there was something rotten in Happy Valley? It appears not.

As a result, each of them began to think that the normal rules didn't apply. Paterno seemed to think he was as effective a coach at 84 as he'd been twenty years previously, ignoring everything we know about the aging process. Berlusconi's media empire allowed him to shape what many Italians believed about him, despite the recurring scandals and his protracted failure to do anything to fix the anemic Italian economy. Murdoch and his associates seemed to think that spying on people and hacking their phones was perfectly legit as long as it helped sell papers. And at the extreme end, a megalomaniac like Qaddafi was willing to kill his own people to sustain his own kleptocracy, while somehow believing to the end that he deserved to govern. And in each case, the events that ended their long runs seemed to catch them unawares and unable to respond.

Finally, in each case, a culture of deference and sycophancy gradually blinded all of them to what was really happening. The personal tragedy is most apparent in the case of Paterno, a decent if stubborn man who failed to recognize or accept that a trusted associate was in fact a criminal sexual predator. But this same tendency is also evident in the other cases -- and with even greater effect -- as the vainglory of these powerful men inflicted great harm on many others.

"If men were angels," James Madison wrote in Federalist #51, "no government would be necessary." But we are not angels, and the dark side of human nature is likely to emerge whenever any of us becomes too big, too powerful, or too revered to be held accountable. The ignominious ends that these four men suffered in 2011 also remind us that even clever and powerful leaders cannot always escape their past sins.

Here's a question for you: does it make sense for the United States to open its best universities to students from China (or any other potential long-term rival) and to help them to acquire advanced scientific and technical knowledge?

On the plus side, you could argue that all universities ought to admit the best and brightest applicants no matter where they come from, because that will help these universities do better work. Having smart students is a powerful spur to continued progress, no matter where they come from. Moreover, this practice might help the United States cream off some of the best foreign talent by convincing them to remain here after they graduate, where they will be of great benefit to the U.S. economy. And even if some of the best foreign students get trained here and then go back home, they can help their own societies develop, generate economic growth, and create bigger markets for everyone, so that the whole global economy grows and we all benefit.

But the downside is obvious too: if more and more of these well-trained people head back home, then U.S. universities will be transferring knowledge that might reduce America's comparative advantage. Even worse, we might be making it easier for other states to catch up or eventually surpass us in areas of advanced technology that have military implications (including cyber-security). So maybe we ought to be limiting foreign access to U.S. higher education, in order to preserve our own advantages for as long as we can.

There, in a nutshell, is a key difference between realists and liberals. Although the latter concede that there is a competitive element to world politics, they tend to downplay it and to focus primarily on the gains to be had from mutual cooperation. This tendency is evident in the emphasis placed on "engaging" China, which has been a hallmark of U.S. policy since the Clinton administration. This view stresses the need for cooperation and the benefits that the United States (and others) will gain as China becomes wealthier, and one dimension of that would be opening up U.S. institutions of higher education and collaborating with Chinese universities.

By contrast, realists tend to worry more about long-term shifts in the relative balance of power between the two sides, and warned that enabling Chinese growth could eventually place the United States in a position where its own influence is reduced. If you believe that Sino-American rivalry will be hard to avoid and potentially costly, then you'd want to start think hard about ways to slow China's rise. But nothing is cost-free: taking steps like that could reinforce Chinese suspicions-- duh! -- and at a minimum means consigning millions of Chinese citizens to lower standards of living. And guess what? It would probably also reduce U.S. standards of living too, although perhaps not by as much.

Here's one way to think about these starkly contrasting worldviews. For liberals, world politics is like playing music, and states are just like members of a band or orchestra. Making good music requires teamwork and cooperation, and the quality of the music generally improves the more highly skilled the musicians are. Among other things, this means that helping your fellow players improve is good for the group as a whole; if your bass player or drummer gets better, then the overall group sound gets better too. So members of a band or an orchestra should help each other out, and not worry about whether one player is improving faster than the others are. And while there can be elements of rivalry or jealousy within a band (or between different groups), it's usually not a zero-sum activity. If La Scala improves and makes opera more popular, that's good for the Met; just as the Beatles and other English groups kicked the door open for lots of other bands too. Similarly, if Wynton Marsalis becomes famous and reignites interest in jazz, then other jazz musicians benefit too.

Musicians obviously have to agree on what piece of music to play, and it helps to have rules to guide them, whether it's fully orchestrated score, a lead sheet, or even just a loose arrangement with a list of solos. Even more abstract forms of improvised jazz depend on hours of training and a shared understanding of musical language. Such norms or rules or tacit understandings facilitate cooperation, and make it possible for lots of individuals to play together without a lot of prior rehearsal.

Thus, music is a pretty good metaphor for the liberal view of world politics, which is why liberals emphasize the importance of international law, institutions, and hegemonic leadership. And that's why most American liberals like to talk about the indispensability of the United States: in their view, the world orchestra needs a conductor, and who is better positioned to play that role than Washington DC? But the underlying image is still one where all will be better off if they work together; and where everyone has a common interest in helping others improve. No wonder E.H. Carr famously characterized idealist (i.e., liberal) approaches as emphasizing the "harmony of interests."

By contrast, realists see international politics as less like music and more like sports. We're not talking about exquisite harmonies and seamless group dynamics; we're talking NFL football or World Cup Rugby. There are clear winners and losers, the competitors sometimes cheat, and athletes are fools if they spend any time helping rivals improve. Players have an interest in helping teammates get better, but you wouldn't expect Albert Pujols of the St. Louis Cardinals to be giving hitting tips to a member of the Texas Rangers right now, and you wouldn't expect Roger Federer to call up Andy Murray and offer him some advice on how to improve his serve.

Unlike music, the essence of sports is inherently competitive, and the winners normally get a lot more benefits than the also-rans do. Rules exist to define the nature of the competition, but everyone understands that some people might cheat. By comparison, it's not even clear what it would mean to "cheat" when you're trying to play music, or how "cheating" would be of any benefit.

So which view provides a better metaphor for world politics? Although both metaphors can offer some revealing insights, it won't surprise you to learn that I think foreign policy is a lot more like sports than it is like music-making. Even if states can gain from collaboration, the benefits of collaboration are not evenly distributed and relative power still matters. More importantly, the occasional periods of close cooperation are occasionally disrupted by all-out struggles that redistribute power and leave the winners better off and the losers licking their wounds. When that occurs, of course, the rules tend to fall by the wayside. Imagine an NFL game played for high stakes, and with no referees on the field.

And because states now that such struggles can occur at any time, the possibility casts a grim shadow over much of their behavior.

Finally, let's not forget that relative power matters in the supposedly collaborative world of music. Conductors and bandleaders (and sometimes financial backers) get to decide what pieces to feature, and minor players just play what they are told. It was Duke Ellington's orchestra, not Johnny Hodges', and there's a reason why most of the songs on the Beatles' albums are by Lennon or McCartney and not George Harrison or Ringo. Over time, changes in the distribution of power world-wide will determine who gets to call the tune, and we might want to think about that before the set list changes in ways we might not like.

I was in New York City the past two days and left my laptop in my bag for a change. The main purpose of the trip was to pick up my daughter (who was flying home from a language immersion program), but we did manage to sneak in a benefit concert at the Beacon Theater. Along the way I've been reflecting more on the shooting/bombing in Norway and the debates that have surfaced since last weekend. One of the striking features of Anders Breivik's worldview (which is shared by some of the Islamophobe ideologues who influenced his thinking) is the idea that he is defending some fixed and sacred notion of the "Christian West," which is supposedly under siege by an aggressive alien culture.

There are plenty of problems with this worldview (among other things, it greatly overstates the actual size of the immigrant influx in places like Norway, whose Muslim minority is less than 4 percent of the population). In addition, such paranoia also rests on a wholly romanticized vision of what the "Christian West" really is, and it ignores the fact that what we now think of as "Western civilization" has changed dramatically over time, partly in response to influences from abroad. For starters, Christianity itself is an import to Europe -- it was invented by dissident Jews in Roman Palestine and eventually spread to the rest of Europe and beyond. I'll bet there were Norse pagans who were just as upset when the Christians showed up as Breivik is today.

Moreover, even Christian Europe is hardly a fixed cultural or political entity. The history of Western Europe (itself an artificial geographic construct) featured bitter religious wars, the Inquisition, patriarchy of the worst sort, slavery, the divine right of kings, the goofy idea of "noble birth," colonialism, and a whole lot of other dubious baggage. Fundamentalists like Breivik pick and choose among the many different elements of Western culture in order to construct a romanticized vision that they now believe is under "threat." This approach is not that different from Osama bin Laden's desire to restore the old Muslim Caliphate; each of these extremists is trying to preserve (or restore) an idealized vision of some pure and sacred past, based on a remarkably narrow reading of history.

In fact, any living, breathing society is driven partly by its "inner life," but also inevitably shaped by outside forces. Indeed, as Juan Cole notes in a recent post, most societies benefit greatly from immigration, especially if they have strong social institutions (as Norway does) and the confidence to assimilate new arrivals into the existing order while allowing that order to itself be shaped over time. What is even more striking about conservative extremists like Breivik is their utter lack of confidence in the very society that they commit heinous acts trying to defend. On the one hand, they think their idealized society is far, far better than any alternative, which is why extreme acts are justified in its supposed defense. Yet at the same time they see that society as inherently weak, fragile, brittle, and incapable of defending itself against its cruder antagonists.

What role should academics play in public discourse about major social issues, including foreign policy? I've taken up this issue in the past, as has FP colleague Dan Drezner. The Social Science Research Council has a continuing project on the topic of "Academia and the Public Sphere," and they asked me to contribute an essay on the topic of "International Affairs and the Public Sphere." It just went up on the SSRC website, and you can find it here.

Briefly, in this paper I argue that academic scholars have a unique role to play in public discourse -- primarily as an independent source of information and critical commentary -- as well as an obligation to use their knowledge for the betterment of society. In particular, university-based scholars should resist the "cult of irrelevance" that leads many to limit their work to a narrow, obscure, and self-referential dialogue among academicians. But I also argue that greater involvement in public life has its own risks, most notably the danger of being co-opted or corrupted by powerful institutions who may be eager to enlist academics to help them justify policies that will benefit those same institutions. "Speaking truth to power" is not simple.

The article also includes six recommendations for improving academic participation in the public sphere. They are:

  1. Give Greater Weight to Real World Impact when Evaluating Individual Scholars and Academic Departments
  2. Encourage Professional Associations to Honor Public Impact
  3. Encourage Younger Scholars to Participate in Policy-Related Activities
  4. Engage Policymakers and Knowledgeable Citizens in the Research Process
  5. Convince University Administrators to Value Participation in the Public Sphere
  6. Broaden the Discussion of Academic Ethics and Responsibilities

I lay out the rationale for these suggestions in the paper, and you'll have to read it for yourself to find out what they are. But here's the bottom line:

If scholars working on global affairs are content with having little to say to their fellow citizens and public officials and little to contribute to solving public problems, then we can expect even less attention and fewer resources over time (and to be frank, we won't deserve either). By contrast, if the academic community decides to use its privileged position and professional expertise to address an overcrowded global agenda in a useful way, then it will have taken a large step toward fulfilling its true social purpose. Therein lies the good news: the fate of the social sciences is largely in our own hands.

Andrew Sullivan takes me mildly to task for my comments on the Murdoch/NewsCorp scandal, arguing that NewsCorp never had a monopoly on the news in Britain and pointing out that I failed to mention the BBC, which is the world's largest news organization and obviously a looming presence in British media.

Two points. First, I never said nor implied that Murdoch had a monopoly; my main point was it was a problem when "any single company or individual exercises excessive influence in media circles." Judging from the information released thus far, it seems clear that British politicians and public officials were intensely aware of the power that Murdoch & Co. wielded, and did a variety of regrettable things in an attempt to curry favor with them. 

Second, Andrew's point about the BBC is well taken, at least in the abstract. A  government-sponsored media giant can also skew what citizens know or believe, as state-controlled media in various dictatorships demonstrates. In a democracy, however, these dangers can be ameliorated by regulatory measures designed to insulate state-subsidized media organizations from political pressure. I haven't researched it in detail, but I'd argue that the BBC's record over the years, while far from perfect, has displayed a level of journalistic integrity that far exceeds NewsCorp. And any organization that could bring us both HardTalk and Monty Python can't be all bad.

But I take it that Sullivan and I agree on the main point: For democracy to function well, citizens have to be able to hear lots of competing views, including views that challenge powerful interests and the government. To me that is still the main lesson of the NewsCorp business.

Postscript: By the way, who has been Rupert Murdoch's most effective defender? Not his wife Wendi, who demonstrated superb reflexes and excellent hand-eye coordination when a moron tried to throw a shaving cream pie at Murdoch during his testimony. In fact, it was the pie-thrower himself who did the most to aid Murdoch's cause. Not only did this stupid act (temporarily) turn Murdoch into an object of sympathy, but it has led a raft of reporters and pundits to focus on Murdoch's wife and her entertainingly deft response. In short, all the assailant managed to do was distract us (once again) from the bigger issues. If I were a conspiracy theorist, I might even suspect that the pie-thrower had been hired by NewsCorp to stage the attack, but even I don't think they are that far gone.

The steadily expanding "phone hacking" scandal in Great Britain is a good reminder that understanding politics requires a healthy appreciation of the role of arrogance and stupidity.  What began is a seemingly straightforward example of sleazy journalistic practice has grown into a full-blown scandal, and the circle of guilt keeps widening.

Just look at the repercussions so far: 1) the NewsCorp's bid to take over all of British Sky Broadcasting has been scuppered, 2) NewsCorp CEO Rebekah Brooks has resigned and is now under arrest, 3) long-time Murdoch associate and Wall Street Journal publisher Les HInton has also resigned his post, 4) Prime Minister David Cameron has been badly tarnished, and oh yes, 5) the head of Scotland Yard has resigned in the wake of revelations that it had bungled the investigation (which is a charitable way of putting it). The WSJ and FoxNews have been exposed as shills for their boss (Murdoch), which is hardly surprising but is hardly going to help their reputations.   

Oh, what a tangled web we weave....

Gallons of ink (or gigabytes of blog posts) have already been devoted to this story, but one broader element has received less attention amidst all the juicy personal stuff. What the scandal really teaches us is the dangers that inevitably arise when any single company or individual exercises excessive influence in media circles. Why? Because a healthy democracy depends on a well-informed citizenry, and media oligarchs can use excessive influence to skew what the public knows or believes in order to advance their own political objectives.  If the Murdoch scandal doesn't convince you, just look at how Silvio Berlusconi used his media empire to drive his political career and look where Italy is today.

Furthermore, politicians are likely to accommodate powerful media organizations that are willing to play hardball, punishing politicians they didn't like and rewarding officials who played along. The NewsCorp was a master at this, and it is no wonder David Cameron and even Scotland Yard became compliant.

What's the most powerful political force in the world?  Some of you might say it's the bond market. Others might nominate the resurgence of religion or the advance of democracy or human rights. Or maybe its digital technology, as symbolized by the internet and all that comes with it. Or perhaps you think it's nuclear weapons and the manifold effects they have had on how states think about security and the use of force.

Those are all worthy nominees (no doubt readers here will have their own favorites), but my personal choice for the Strongest Force in the World would be nationalism. The belief that humanity is comprised of many different cultures -- i.e., groups that share a common language, symbols, and a narrative about their past (invariably self-serving and full of myths) -- and that those groups ought to have their own state has been an overwhelming powerful force in the world over the past two centuries.

Back when I was in graduate school, Stanley Hoffmann wrote an essay in Daedalus entitled "An American Social Science: International Relations." Among other things, he argued that the field of international relations was dominated by scholars from North America, and especially the United States, in part due to the U.S. dominant global role in post-World War II era. (Foreign-born scholars like Henry Kissinger, Zbigniew Brzezinski, Peter Katzenstein, and the late Ernst Haas are exceptions that support the rule, as each received most if not all of their advanced training in the United States)

Has this situation changed? I ask this in part because lately I've been thinking about faculty recruiting at Harvard's Kennedy School. We have a very strong IR faculty -- my colleagues include Joe Nye, John Ruggie, Graham Allison, Samantha Power (on leave), Ash Carter (ditto), Monica Toft, Nicholas Burns, Meghan O'Sullivan, etc. -- but notice that this is a very U.S.-centric group, even though over 40 percent of our students come from overseas. We are fortunate to have a few colleagues from other countries (such as Karl Kaiser and Jacqueline Bhabha), but the center of gravity is decidedly Washington-focused. And we're no different in this regard than peer institutions like Princeton's Woodrow Wilson School.

I was discussing this issue with a colleague in D.C. the other day, and he argued that one reason was the simple fact that there were hardly any world-class foreign policy intellectuals outside the Anglo-Saxon world. He wasn't saying that there weren't smart people writing on world affairs in other countries; his point was that there are very few people writing on foreign affairs outside North America or Britain whose works become the object of global attention and debate. In other words, there's no German, Japanese, Russian, Chinese, or Indian equivalent of Samuel Huntington's Clash of Civilizations, Frank Fukuyama's The End of History and the Last Man, or Joseph Nye's various writings on "soft power."

As readers of the New York Times (and Jewish Week) already know, the Board of Trustees at City University of New York voted to table the awarding of an honorary degree to playwright Tony Kushner after one member of the board, Jeffrey Wiesenfeld, accused Kushner of supposedly "disparaging" Israel.  Kushner has been critical of some Israeli policies-which hardly makes him unique among human beings, or among Jews, or even among Israelis.   But none of his comments on these issues are outside the bounds of civil discourse or worthy of censure, especially by an institution that is supposed to be committed to freedom of thought and the open exchange of ideas. I have only two points to make about this incident, which one of the many attempts by self-appointed "defenders" of Israel to control discourse on this issue.

First, the main reason that hardliners like Mr. Weisenfeld go after someone like Kushner is deterrence.  By denying critics of Israeli policy any honors, they seek to discourage others from expressing opinions that challenge the prevailing "pro-Israel" orthodoxy to which Weisenfeld is committed.  Kushner was not nominated for an honorary degree for his views on Middle East politics; he was obviously nominated because he is an exceptionally talented and accomplished playwright and literary figure. But if someone like him can also be critical of Israel's treatment of the Palestinians and receive an honorary degree, then -- horrors! -- other people who feel similarly might be empowered to speak out themselves and pretty soon such comments will cease to be taboo. People like Mr. Weisenfeld don't want that; they want people who do not share their views to be constantly aware of the price they might pay for expressing them.  And it never seems to occur to them that maybe Kushner's views might be both more humane but also better for Israel than the position that Weisenfeld apparently holds. 

Second, what this incident also reveals is the reflexive timidity of many academic organizations. There doesn't seem to have been any sort of organized campaign to deny Kushner the honorary degree; instead, the board voted to table the nomination after one member (Weisenfeld) made his disparaging remarks. I've spent more than a quarter century in academia, including seven years as an administrator, and the board's reaction doesn't surprise me a bit. Despite their public commitment to free speech and open discourse, nothing terrifies deans and trustees more than angry donors, phone calls from reporters, and anything that looks controversial. By tabling the nomination, they undoubtedly thought they were avoiding a potentially uncomfortable controversy.

But in this case the CUNY board blew it big-time, both because Weisenfeld's accusations were off-base but also because they would not have been grounds for denying Kushner an honorary degree even if they had been true. And meekly caving as they did is contrary to the principles of intellectual freedom that universities are supposed to defend. The end result is that this incident will get a lot more attention than awarding the degree would have garnered (Kushner already has several), and the board's shameful lack of vertebrae has been publicly exposed.

And why does this matter for foreign policy? Because as John Mearsheimer and I wrote a few years ago: "America will be better served if its citizens were exposed to the range of views about Israel common to most of the world's democracies, including Israel itself. . . Both the United States and Israel face vexing challenges. . .and neither country will benefit by silencing those who support a new approach. This does not mean that critics are always right, of course, but their suggestions deserves at least as much consideration as the failed policies that key groups in the [Israel] lobby have backed in recent years" (pp. 351-52).

I was at a book party last night, and a colleague and I started talking about our favorite books in the field. I remarked that one of the odd things about IR (and most social science, for that matter) is that it is rarely entertaining. To be sure, a lot of the work is interesting, and when you read a really terrific book, there can be a genuine sense of intellectual excitement. But how often does one read a work of political science or international relations and find it a genuine pleasure to read? And in particular, how many scholars in the field of IR are truly amusing or entertaining writers?

I can't think of many. Make a list of the big names in the IR field: Waltz, Huntington, Mearsheimer, Nye, Jervis, Simmons, Wendt, Keohane, Krasner, Katzenstein, Waever, Sikkink, etc., etc. Most of them are lucid prose stylists, but with the partial exception of Waltz (who gets off some acerbic sallies on occasion), you'd hardly call any of them a particularly witty writer.

This may be partly due to the subject matter (it's tough to make a lot of jokes when you write about war and peace), but I think it also reflects the normal academic desire to Be Taken Seriously as a Social Scientist. Indeed, the conventions of most academic journals seem deliberately designed to encourage a dry, leaden prose style that is devoid of any personality whatsoever.

So here's my question: who are the most amusing, entertaining, or witty writers in the field of international relations and foreign policy? I don't mean books or aticles that are "funny" because they are wildly off-base; I mean scholars who are a joy to read because their prose is lively, they offer amusing asides, and maybe even manage a laugh-out-loud witticism on occasion. And to narrow the field a bit more, let's exclude journalists (who are rarely all that amusing but usually have livelier writing styles).

My nominees would be John Mueller, James Scott, and Thomas Schelling. Honorable mentions might go to Dan Drezner (for his book on zombies), and Geoffrey Blainey (for his The Causes of War, though Blainey is really a historian/journalist). My three main nominees are all serious academics with long records of scholarly achievement, but each of them is also a joy to read, in part because their prose styles are relaxed and unpretentious and because each is capable of genuine wit.

So nominations are now open. "Mirror, Mirror on the Wall: Who's the wittiest IR scholar of them all?"

There's a fascinating piece in today's New York Times, summarizing the findings of a recent Science article on the origins of human language. Based on a mathematical analysis of phonetic diversity (i.e., the number of separate sounds in different languages), biologist Quentin Atkinson of the University of Auckland has determined that human language originated in southern Africa around 50,000 years ago (some scientists believe its origins may be even earlier).

You've got to hand it to our species: 50,000 years isn't that long a time. Think of all the good and bad ideas that we've produced in 50 millennia: Shakespeare, the "divine right of kings," both slavery and abolitionism, relativity, the Bhagavad Gita, fascism, a mind-boggling array of religious dogma, liberalism, Marxism, the movies of Fred Astaire, Mad magazine, Japanese manga, rap, hip-hop, and bebop. The list is infinite … and now there's the blogosphere.

But here's what I wondered as I finished the article: Who uttered the first pun? And did those early humans groan when they heard it?

As the world goes green for St. Patrick' Day, it is good to reflect on what Ireland's experiences teach us. We might ask, why should a realist care about Ireland? What might be learned from the experiences of this small Island in the North Atlantic -- home to just 4.5 million people?

Realists care about strategy, of course, which is one good reason to ponder Irish history. Ireland was for centuries a key component of England's rear defense against the risk of foreign enemies. Realists also are keen to understand new tactics in warfare and anyone wishing to get a sense of how guerilla campaigns proceed -- and how state responses to them can backfire would be well advised to study Michael Collins and the Irish quest for independence. Add to that the personal risks to those who negotiate an exchange of land for peace -- Michael Collins to Yitzhak Rabin show this only too tragically. The Irish experience in managing its strategic relationship with Britain after independence -- by building tight transatlantic advocacy networks and by integrating into the European community -- also demonstrates how creative diplomacy can achieve major strategic goals.

Ireland is also an interesting case of a state applying realism and ideals in its foreign policy, a topic that realists and others have debated for decades. Ireland remained neutral in World War II because it wished to consolidate its independence and avoid conscription of its people into the British army. Nonetheless, Ireland cooperated in both overt and secret assistance to the allied powers -- likewise during the Cold War. Ireland also advocated the cause of self-determination for all nations at the United Nations -- out of moral sympathy, but also as a way to keep its own views towards Northern Ireland on the agenda of global politics. Ireland managed to show how small nations can lead on a range of issues from peacekeeping to nuclear proliferation. It is often forgotten, but the origins of the nuclear non-proliferation treaty can be found in speeches by the Irish foreign minister at the United Nations in the late 1950s.

To what extent should journalists (and perhaps scholars) allow their sense of patriotism to shape what they publish? And more broadly, how should those concerns shape their  interactions with government officials? Debate on this issue has been rekindled recently in the case of Raymond Davis, the CIA employee who is now under arrest in Pakistan after an incident where he shot and killed two Pakistani assailants.  

For competing perspectives on this incident, see Jack Goldsmith here and Glenn Greenwald here.  Both writers make useful points and I recommend the whole exchange, but one passage in Goldsmith's post leapt out at me:

For a book I am writing, I interviewed a dozen or so senior American national security journalists to get a sense of when and why they do or don't publish national security secrets.  They gave me different answers, but they all agreed that they tried to avoid publishing information that harms U.S. national security with no corresponding public benefit.  Some of them expressly ascribed this attitude to "patriotism" or "jingoism" or to being American citizens or working for American publications.  This sense of attachment to country is what leads the American press to worry about the implications for U.S. national security of publication, to seek the government's input, to weigh these implications in the balance, and sometimes to self-censor."


Nationalism and patriotism being what they are, I don't expect reporters and commentators (or academics, for that matter) to be able to completely disassociate their personal attachments from what they think or write. But when they do let those biases in -- and especially when they do so explicitly -- then the rest of us are entitled to question their judgment on those matters. More generally, here's what disturbs me about the idea that national security journalists consciously adjust what they say in response to their patriotic feelings.

First, it is a common error to equate "patriotism" or "love of country" with deference to or support for the policies of the government. In fact, the main justification for a free press in a democracy rests on the assumption that it will take a skeptical, even adversarial, attitude towards the government and its policies. Such skepticism is needed given the information advantages that government officials normally possess: they can classify embarrassing materials, leak secrets selectively, and curry favor with sympathetic journalists by offering them unusual levels of "access." The more you dilute the basic confrontational attitude between journalists and officials, the more the vaunted "Fourth Estate" starts to resemble a Xerox machine that just repackages facts, arguments and justifications offered by those in power.

Today's NY Times reported the death of Gladys Horton, lead singer of the Marvelettes, whose recording of "Please Mr. Postman" was Motown Records first No. 1 hit. I first heard the song in the Beatles' cover version (which ain't bad), but the original is even better: sharp, urgent, and it's got that classic Motown groove (courtesy of the immortal Funk Bros.)

There's something rather symbolic in the timing of Ms. Horton's death, especially in light of what's going on in the Arab world. You don't see the connection? Consider the lyrics of the song:

The song is an anthem to anticipation, uncertainty, and longing -- why hasn't she heard from that absent boyfriend? -- and the entire premise of the song depends on that fact she's waiting for an actual physical letter to be delivered. It's back in the era of snail mail, folks, when long-distance telephony was prohibitively expensive and there was no email, no Twitter, no Facebook, no way for ordinary people to communicate instantly on a regular basis over long distances. That also meant you were really dependent on whatever newspapers, TV, and radio chose to tell you.

I remember my first trip overseas in 1976, to study at Stanford's overseas campus in Berlin. Correspondence with my then-girlfriend took a minimum of three weeks (round-trip), and longer if one of us was slow in responding. Like the singer in the song: you waited for a letter, and wondered what no news meant. If a letter was delayed, you agonized over what it might imply. It was a world where events moved more slowly, precisely because it took time for news to spread. Today, my teenaged son and daughter are surprised and irritated if a friend doesn't respond to a text in five minutes.

Now consider what we're seeing in the Middle East. Whatever the ultimate outcome of events in the Arab world, the speed with which large numbers of people have responded to events far away is remarkable. Just as audiocassettes of the Ayatollah Khomeini's sermons served as a medium of transmission in Iran's Islamic revolution in 1979, here a combination of modern mass media (Al Jazeera, the Internet, email, Twitter, etc.) has clearly played a major role in driving the pace of events.

At the same time, we're living with a nearly unprecedented outpouring of previously hidden information, via Wikileaks and the "Palestine Papers." This is the wave of the future, I suspect, because the Internet is making it impossible to contain a secret once it's out. Even if governments convinced some news agencies to suppress a secret, somebody somewhere else would release it and then we would all find it on the Web. That gives leakers a bigger incentive to release classified information, precisely because they can be more confident that the leak will get noticed and have an impact. This situation is bound to have significant second-order effects, as governments have to choose between supporting greater transparency, taking harsher action against leakers, or being more reluctant to speak candidly or to record confidential exchanges in ways that could be leaked.

In "Please Mr. Postman," the Marvelettes began by exhorting him to "Wait!" In today's world, the mediasphere isn't waiting for anyone.

I'm on the other side of the world, and so I didn't get to see President Obama's speech in Arizona. I gather that he did well. I'm glad to hear it because one of the things presidents can do at times of crisis is to provide us with sentiments that most of us can readily embrace, at a moment when our unity as a nation is in some doubt.

I've tried to keep up with at least some of the blizzard of commentary that has followed the Arizona shooting, and although a lot of it has been thoughtful, I'm also disappointed (though not surprised) by the reflexive "who us?" reaction from a lot of conservative pundits. The most prominent example was probably David Brooks of the New York Times, who devoted an entire column to explaining why violent political discourse had absolutely nothing to do with a violent assault on a U.S. congresswoman. Brooks took this position, I suppose, because he knows that most of the hateful and violent rhetoric in America today comes from the right-hand side of the aisle. I'm not saying he agrees or endorses the worst rhetorical excesses of the American right (i.e., Brooks is often wrong but rarely openly hateful), but it was a pretty lame attempt to exonerate his ideological fellow-travelers.

One problem, of course, is that causality in a case like this is always murky. When someone arrives at a public event and starts shooting people, how do we determine the relative weight of mental illness, personal experience, opportunity, lax gun-control laws, and the toxic soup of violent rhetoric to which he had been exposed, when we try to figure out how something like this could have happened? Granting that Rep. Giffords's assailant was by all the evidence a deeply disturbed individual, it is still true that his madness manifested itself as an attack on a politician. He didn't shoot up his workplace, or a school, or even a random shopping mall: He chose a political target. And whatever his personal motives or internal dialogues may have been, he did this at a moment in our history when self-interested hatemongers have combined violent rhetoric and political polarization to an unprecedented degree. Yet for the American right, the violent, and frequently Manichaean, rhetoric that has been the stock in trade of some of their most prominent spokespeople (including Sarah Palin) is totally irrelevant, and anyone who says differently is just playing partisan politics.

It's Christmas Eve, and my brain has been deadened by hours of grading a take-home final exam. (The papers themselves aren't bad, but reading dozens of answers to the same questions can get a bit mind-numbing). I can't dull the pain with egg nog or some other suitable spirit until this evening, so I'm taking a quick break to offer this holiday post.

My own holiday shopping is finished, thank goodness, but I began wondering about what sorts of gifts I'd like to see some prominent world leaders receive. In the spirit of the season, here's a hypothetical gift list for a few people who've been on my mind over the past year or so.

1. For Barack Obama.  A copy of Machiavelli's The Prince.   President Obama is ending the year on an up note, having successfully managed to end Don't Ask Don't Tell and obtained Senate approval for the New Start Treaty. I think the former achievement is more important than the latter, but both are worthy accomplishments. The new Congress won't be nearly as friendly (and the last one was no picnic), so the president will need all of Machiavelli's wily advice to confound his opponents. Let's hope he learns that it's better to be feared than loved, at least when you're dealing with today's Grand Obstructionist Party.

2. For Hillary Rodham Clinton: a pair of reading glasses, an espresso machine, and a couple of days off.   Why?  So she can read the new Quadrennial Diplomacy and Development Review.   I just downloaded this sucker, and it's over 200 pages of bracing bureaucratic prose.  I plan to read it myself over Xmas break, but I'll bet it takes me a few espressos to get through it too.  And I have a sneaking suspicion that it will be cited more than read, even by people at State.

3. For Julian Assange: A DVD of Mike Leigh's Secrets and Lies, to enjoy while he's under house arrest, and a copy of Sexual Etiquette 101, to help him stay out of trouble in the future.

4. For Benjamin Netanyahu and Mahmoud Abbas:  A copy of Roger Fisher and William Ury's  Getting to Yes, and Ali Abunimah's One Country: A Bold Proposal to End the Israeli-Palestinian Impasse. Because if we don't get to "yes" on two states, one state is what you'll end up with.

5. For Venezuelan President Hugo Chavez:  A copy of The General in His Labyrinth, by Gabriel Garcia Marquez. Chavez has been obsessed with Simon Bolivar -to the extent of exhuming his remains in an attempt to prove that the South American hero was poisoned-but Marquez's novel also offers a warning of the sort of fate that Chavez himself may be destined for.

6. For UN Secretary General Ban Ki-moon: A copy of Albert Camus' essay "The Myth of Sisyphus." Running the United Nations must sometimes seem like a Sisyphean task, and every bit as absurd as Camus judged the fate of man to be.  But perhaps the Secretary-General can take comfort from Camus' conclusion -- "we must imagine Sisyphus happy."

7. For North Korean heir apparent Kim Jong-un: A DVD of One Flew Over the Cuckoo's Nest. The question is: will he govern like Nurse Ratched, or like McMurphy?

8. For General David Petraeus: A Youtube link to Pete Seeger's "Waist Deep in the Big Muddy." There just might be a lesson in there.

9. For Chinese General Secretary Hu Jintao: A framed reproduction of Matisse's Fall of Icarus, as a reminder of what can happen when one flies too high too fast.

10. For readers of this blog: My thanks for your interest, your sometimes spirited dissents, and your generous words of support. May each of you bask in the love of family and friends this holiday season, and may we all grow a little bit wiser in the year ahead.

There was a brief flap last week when the Nixon Library released a tape of a conversation between Henry Kissinger and the former president. At one point, Kissinger says "the emigration of Jews from the Soviet Union is not an objective of American foreign policy. And if they put Jews into gas chambers in the Soviet Union, it is not an American concern. Maybe a humanitarian concern."

A number of pundits have already explored what these disturbing remarks tell us about Kissinger himself and his relationship with Nixon, but Michael Gerson, a former speechwriter for George W. Bush who is now a columnist for the Washington Post, has decided that the real culprit is the entire "realist" approach to foreign policy. Not only does he consider realism to be a "sadly limited view of power, discounting American ideological advantages in global ideological struggles," he claims that "repeated doses of foreign policy realism can deaden the conscience."

Such statements tell us two things: 1) Gerson hasn't read many (any?) realists, and 2) Gerson hasn't spent much time reflecting on the morality of his own government service. If he had, perhaps his own conscience would be a bit more troubled.

For starters, to use Henry Kissinger as a stand-in for all realists is bogus and intellectually lazy. Most academic realists thought the Vietnam War a foolish waste of U.S. resources, for example, yet Kissinger prosecuted that war with enthusiasm during his tenure as national security advisor and secretary of state. Similarly, most contemporary realists opposed the invasion of Iraq in 2003, but Kissinger supported it (as did Gerson). Before indicting an entire school of thought on foreign policy, therefore, you'd think Gerson would have spent some time familiarizing himself with what realists actually wrote.

Furthermore, Gerson is wrong to claim that realists are indifferent to moral concerns. (See here for a thoughtful discussion of this issue). Realists emphasize the role of hard power and are generally skeptical of idealistic crusades, but not because they think morality has no place in human affairs. Indeed, most realists that I know are deeply moral individuals who wish that humans (and states) behaved in a more ethical fashion; unfortunately, history makes it abundantly clear that bad behavior is commonplace and that prudent leaders have to take that possibility into account.

As far as I'm concerned, there are only three key points to make about the repeal of "Don't Ask, Don't Tell" last week.

First, as I've noted before, this decision will strengthen U.S. national security. Any policy that reduces the pool of qualified candidates for military service is inherently inefficient, and makes it harder for the United States to produce the best armed forces at the least cost. The only relevant question was whether allowing gay Americans to serve openly would have deleterious effects on cohesion or morale, and the evidence that it won't is overwhelming. By voting to repeal, the House and Senate have made America stronger.

Second, this decision is completely consistent with American ideals. Our politicians constantly proclaim their commitment to human liberty, and surely that ought to include a deeply personal trait like sexual preference. Both gay and straight personnel will of course be expected to follow appropriate rules of conduct towards others (just as the rest of us are supposed to do in civilian life), but a glaring contrast between our ideals and our practice has now been eliminated.

Third, the transition to the new policy will not occur overnight, and that's appropriate too.  As the Times noted today, any major change in personnel policy involves adjustments, and it's better to get it done right than to get it done with undue haste. My bet is that the armed forces will handle implementation well, and in a few years we'll look back and wonder what the whole fuss was about. 'Bout time, too.

For years a number of political scientists have been complaining about the propensity for scholars to study topics that are of little real-world value or of interest only to a handful of fellow scholars. We've come to call this the "cult of irrelevance." At the same time, many academics cloud their analyses in obscure jargon or a fog of methodological "sophistication," and rarely bother to offer up translations for the busy policy-maker. To make matters worse, although academics defend the institution of tenure fiercely, most of them do not use the protection it affords to pursue topics that might be politically controversial.

These unfortunate tendencies are not universal, however, and a number of us have tried to address the broader issue in various ways. You can read about the general subject here, here, here, or here. In that spirit, I'm also happy to pass on the news that a group of political scientists have organized a week-long summer institute designed to tackle the problem head-on. Under the guidance of Bruce Jentleson of Duke, Steve Weber of UC-Berkeley, and James Goldgeier of George Washington, a new International Summer Policy Institute will "deliver an intensive curriculum designed to teach participants how to develop and articulate their research for a policy audience, what policymakers are looking for when they look to IR scholarship, whom to target when sharing research, and which tools and avenues of dissemination are appropriate." The Institute is part of a larger effort to "bridge the gap" between academia and policy, and you can find out more about its activities here.

Needless to say, I think this is a worthy enterprise. Together with efforts like the Tobin Project, it may encourage more academics to focus their research efforts on policy-relevant topics and teach them how to communicate their results in ways that policymakers will find more accessible. The point here, by the way, is not to "dumb down" scholarship or to imitate the plethora of partisan think tanks now located inside the Beltway. Academic scholars should be independent researchers first and foremost, and seekers of truth above all. But the topics that they choose to address can be chosen to illuminate important policy issues more directly, and devoting some time to figuring out how to communicate their results more broadly would surely be a good thing.

What is also needed is a change in academic practice, including the criteria that are used to make key hiring and promotion decisions. The standards by which we assess scholarly value are not divinely ordained or established by natural law; they are in fact "socially constructed" by the discipline itself. In other words, we collectively decide what sorts of work to valorize and what sorts of achievement to reward. If university departments placed greater weight on teaching, on contributions to applied public policy, on public outreach, and on a more diverse range of publishing venues -- including journals of opinion, trade publishers and maybe even blogs--then individual scholars would quickly adapt to these new incentives and we would attract a somewhat different group of scholars over time. If university departments routinely stopped the "tenure clock" for younger academics who wanted to do a year of public service, that would enable them to gain valuable real-world experience without short-changing their long-term academic futures. It would also send the message that academia shouldn't cut itself off from the real world. And it probably wouldn't hurt if deans, department chairs, and university presidents welcomed controversy, encouraged intellectual diversity, and defended the slaying of sacred cows. As I've said before, academics really shouldn't count it a great achievement when students have no interest in their classes, and when people outside the ivory tower have no interest in what we have to say.

Americans like to think the United States is different (i.e., "better") than other countries. The idea that the United States is "exceptional," a "shining city on a hill," or destined by Providence to play a special role in world history, is a popular theme among politicians and widely embraced by ordinary U.S. citizens. As Karen Tumulty pointed out in an interesting Washington Post piece last week, the idea of "American exceptionalism" has also become yet another stick that conservatives are using to beat up President Obama, because he supposedly doesn't think we're all that unique. (In fact, like most politicians, Obama has praised America's "exceptional" qualities throughout his career).

Every country has certain unique features and interests, of course, but the idea that any state is truly "exceptional" is sharply at odds with a realist view of international politics. Realism depicts international politics as an anarchic realm, where no agency or institution exists to protect states from each other. As a result,  states must ultimately rely on their own resources and strategies to survive. It is, in other words, a "self-help" world, and this situation forces all states -- and especially the major powers -- to compete with each other, sometimes ruthlessly. Although realists acknowledge that domestic politics sometimes matters and that there are important differences between different great powers (and different leaders), the most important difference between states is their relative power.

This view obviously over-simplifies a lot, but it also helps us guard against seeing any state as either uniquely virtuous or immune to folly. Because it is a competitive world, even highly principled leaders will end up doing some pretty unprincipled things when they can get away with it, and even cruel despots may be forced to constrain their evil impulses if they are confronted by resolute opposition. In a competitive order, nice people sometimes have to act nasty, and nasty people are sometimes forced to behave better than one might otherwise expect.

This world-view helps insulate realists from the sort of myopic hyperpatriotism that leads others to see their own conduct as moral and justified, yet to see others as evil or aggressive when they do exactly the same thing. To take an obvious example: realists don't think it is all that surprising that Iran might be interested in a nuclear capability, and don't immediately assume that its enrichment program is a sign that Tehran has evil intentions. After all, the United States is vastly wealthier, far more secure, and has a much larger conventional military force than Iran does, yet U.S. leaders still think they need several thousand nuclear weapons in order to be truly safe. Yet we don't think we're evil or aggressive by spending billions on a large nuclear arsenal; we're just being prudent.

This perspective also makes realists inherently skeptical about claims to American exceptionalism: we understand that U.S. leaders aren't always nicer or wiser or more moral than other policymakers. Abu Ghraib, waterboarding, drone strikes, preventive war, etc., may all be regrettable, but realists don't find them surprising, because we know that states will do lots of bad things when they are a) really scared, and b) think they can get away with it. 

The real difference between the United States and virtually all other countries is that the United States has been unusually secure for much of its history, and very powerful for six decades or more. Realist theory tells you that when a state is really powerful, it will be less constrained by the power of others and it will be able to indulge all sorts of foreign policy whims. It can decide that it has "vital" interests on every continent; it can declare itself to be "indispensable" to almost every important issue, and it can convince itself that it really knows what is good for everyone else in the world. If you're wrong, it may not matter that much in the short term. If you are really powerful, in short, you can do a lot of stupid things for a long time.  Even when those blunders are costly, the damage will add up slowly and demands for reform may be ignored.  Look at how long it took General Motors to finally go bankrupt: it was obvious for decades that foreign automakers were eating GM's lunch, yet its management never took the steps that might have keep it competitive.

None of this is to say that the United States doesn't have certain unique and admirable traits. On balance, I'd argue that its role on the world stage has been positive one, and other governments (or leaders) might have acted in far worse ways had they been in a similar position of primacy. But realism is a good antidote to the jingoistic self-congratulation that pervades our political discourse, as well as the powerful tendency to see our own conduct as highly principled, while condemning others when they act in much the same way. Of course, that's not unique to Americans either.

My colleague and friend (and brother-in-law) Christopher Stone sent me an email over the weekend, and I thought I should share it with you. His message read as follows:

I was reading EM Forster's Two Cheers for Democracy on the plane out to LA yesterday, and I came across an extraordinary little essay that seems to me to point to important elements of our politics today.

The essay is called "Post-Munich," and it is a reflection, written in 1939, on the curious political psychology that gripped England after Chamberlain made his deal with Hitler. He describes the country as in a strange double-state: still deeply fearful, and yet simultaneously distractible by the routines of life promised through the deal. Here is what Forster writes:

'This state of being half-frightened and half-thinking about something else at the same time is the state of many English people today. It is worth examining, partly because it is interesting, partly because, like all mixed states, it can be improved by thought.'

Forster goes on to describe why it is so hard to break free and face what needs to be done:

'We are urged. . . to face facts, and we ought to. But we can only face them by being double-faced. The facts lie in opposite directions, and no exhortation will group them into a single field. No slogan works. All is lost if the totalitarians destroy us. But all is equally lost if we have nothing left to lose.'

And finally:

'Sensitive people are having a particularly humiliating time just now. Looking at the international scene, they see, with a clearness denied to politicians, that if Fascism wins we are done for, and that we must become Fascist to win. There seems no escape from this hideous dilemma and those who face it most honestly often go jumpy.'

Back to Chris:

If you just substitute terrorists for totalitarians and terrorism for fascism, you have a pretty good picture of our politics today. But here's the important question this raises in my mind:

Why, I ask myself, does the United States today seem like England after Munich? The Taliban are not Hitler. I think it is because we have indulged this same appeasement, but with ourselves. We are on both sides of the bargain: we are the world's threatening tyrant, and we are the world's best hope for freedom. And rather than fight out that battle, we have decided we can have it both ways. We have walked up to the fundamental choice that we face about our role in the world, and we have made a Munich pact with ourselves instead of choosing liberty and democracy for all. The point here is that it is as unstable and unholy a pact as Munich. It will come undone, and it should come undone. But then the real choice and the real peril will confront us."

My reaction: I reproduced his email because I think Chris is on to something (just as Forster was back in 1939). Americans think we ought to be managing the whole world, but we shouldn't have to pay taxes or sacrifice our way of life in order to do it. We use our military machine to kill literally tens of thousands of Muslims in different countries, and then we are surprised when a handful of them get mad and try (usually not every effectively) to hit us back. But then we docilely submit to all sorts of degrading and costly procedures at airports, because we demand to be protected from threats whose origins we've been refusing to talk about honestly for years. We are constantly warned about grave dangers, secret plots, impending confrontations, slow-motion crises, etc., and we are told that these often hypothetical scenarios justify compromising liberties here at home and engaging in practices (torture, targeted assassinations, preventive missile strikes at suspected terrorists, etc.) that we would roundly condemn if anyone else did them. We think it is an outrage when North Korea shells a South Korean island and kills four people, (correct), yet it is just "business as usual" when one of our drones hits some innocent civilians in Pakistan or Yemen. We have disdain for our politics and our politicians, but instead of questioning the institutions and practices that fuel this dysfunction, we indulge in fairy tales about so-called leaders who will somehow lead us out of the darkness.

If I am reading Chris right, the lesson here is that the United States cannot be a republic and an empire, because the latter inevitably ends up corrupting the former. This is the central point raised by the late Chalmers Johnson (who passed away last week), by Andrew Bacevich, and by a number of other thoughtful people. It is an issue that gets raised in various corners of the blogosphere, but hardly ever in the mainstream press and certainly not at most of the think tanks and talk shops inside the Beltway, most of whom are devoted custodians of energetic international activism. And until that debate starts happening in a serious way, we will continue to stumble about, simultaneously bearing the weight of the world and being afraid of our own shadow.

By now you've undoubtedly heard that NPR has fired commentator Juan Williams, for making a bigoted statement about Muslims on Fox News yesterday. William thus becomes the latest in a series of prominent media figures being canned for saying something offensive.

The first was CNN's Octavia Nasr, who was canned for tweeting some words that conveyed a certain degree of respect for an Islamic cleric associated with Hezbollah. Next came Helen Thomas, who lost her job when she was caught on video saying that Jews should "get out of Palestine and go back to Europe." Next came CNN's Rick Sanchez, who made some stupid and offensive remarks about Comedy Central's Jon Stewart, along with some equally ill-chosen words about the privileged position of Jews in America today.

And now there's Williams, who in the midst of a discussion of Muslims in America told Bill O'Reilly:

"I mean, look, Bill, I'm not a bigot. You know the kind of books I've written about the civil rights movement in this country. But when I get on the plane, I got to tell you, if I see people who are in Muslim garb and I think, you know, they are identifying themselves first and foremost as Muslims, I get worried. I get nervous."

I suspect Williams was being honest -- if unwisely -- and I'll bet he's not the only non-Muslim who's had similar thoughts. That doesn't justify what he said in the slightest, however, and I'm glad that his statement was promptly and broadly condemned. 

But frankly, this whole business is getting ridiculous. With the exception of Nasr, whose brief tweet was in fact not offensive when properly understood, I think all of these people should be ashamed and embarrassed by what they said. But I wouldn't have fired any of them, particularly if they had been willing to make a prompt and heartfelt apology. None of us is perfect, and anybody who talks for a living is bound to say a few things that they might immediately regret.

And the problem is now snowballing, because if you fire a few people for saying something offensive about one group, then people in other groups will immediately (and correctly) accuse you of a double-standard if you don't mete out a similar punishment when someone says something equally foolish about them. That's precisely what happened to Williams: because Nasr, Thomas, and Sanchez got canned, the only way NPR could avoid accusations of a double-standard was by dumping him. 

This hair-trigger sensitivity, which demands that stupid or ill-advised statements are grounds for immediate dismissal, will only encourage commentators to say less and less about important or controversial subjects, lest they mis-speak on some occasion or otherwise become the targets of an organized campaign of intimidation.

And notice where this sort of sensitivity is not taking root.  As near as I can tell, Rush Limbaugh's employer isn't contemplating firing him for his numerous hateful remarks, and you don't see Fox News censuring Bill O'Reilly for the inflammatory remarks he recently uttered on The View. If this sort of thing keeps up, conservative commentators will be free to demonize whomever they want, while everyone else is busily walking on eggshells.  (Update: in a move that should surprise no one, and confirms the basic point of this paragraph FoxNews has given Juan Williams a brand-new three-year contract.)

Postscript: Some readers may think there is an inconsistency between this post and my earlier criticisms of Harvard's decisions to honor Martin Peretz despite his own racist remarks ("Muslim life is cheap" etc.) on his blog. Not so. For one thing, Peretz's remark was not an isolated incident or a case of ill-chosen words; it was merely the latest in long series of similar statements. Second, Peretz's supposed apology was minimal at best, and he defended his claim about Muslim life as a matter of fact, not opinion. Finally, nobody was talking about firing Peretz; the question was whether Harvard ought to valorize him by accepting a $650,000 gift in his name. For the record, I don't think Harvard should name a scholarship fund after Thomas, Sanchez, or Williams either.

Earlier this summer I mentioned that I was reading Jared Diamond's Collapse: How Societies Choose to Fail or Succeed, and I promised to sum up the insights that I had gleaned from it. The book is well-worth reading -- if not quite on a par with his earlier Guns, Germs, and Steel -- and you'll learn an enormous amount about a diverse set of past societies and the range of scientific knowledge (geology, botany, forensic archaeology, etc.) that is enabling us to understand why they prospered and/or declined.  

The core of the book is a series of detailed case studies of societies that collapsed and disappeared because they were unable to adapt to demanding and/or deteriorating environmental, economic, or political conditions. He examines the fate of the Easter Islanders, the Mayans, the Anasazi of the Pacific Southwest, the Norse colonies in Western Greenland (among others), and contrasts them with other societies (e.g., the New Guinea highlanders) who managed to develop enduring modes of life in demanding circumstances. He also considers modern phenomenon such as the Rwandan genocide and China and Australia's environmental problems in light of these earlier examples.

I read the book because I am working on a project exploring why states (and groups and individuals) often find it difficult to "cut their losses" and abandon policies that are clearly not working. This topic is a subset of the larger (and to me, endlessly fascinating) question of why smart and well-educated people can nonetheless make disastrous (and with hindsight, obviously boneheaded) decisions. Diamond's work is also potentially relevant to the perennial debate on American decline: Is it occurring, is it inevitable, and how should we respond?

So what lessons does Diamond draw from his case studies, and what insights might we glean for the conduct of foreign policy? Here are a few thoughts that occurred to me as I finished the book.

First, he argues that sometimes societies fail to anticipate an emerging problem because they lack adequate knowledge or prior experience with the phenomenon at hand. Primitive societies may not have recognized the danger of soil depletion, for example, because they lacked an adequate understanding of basic soil chemistry. A society may also fail to spot trouble if the main problem it is facing recurs only infrequently, because the knowledge of how to detect or deal with the problem may have been forgotten. As he emphasizes, this is especially problematic for primitive societies that lack written records, but historical amnesia can also occur even in highly literate societies like our own. 

By analogy, one could argue that some recent failures in U.S. foreign policy were of this sort. Hardly anybody anticipated that U.S. support for the anti-Soviet mujaheddin in Afghanistan would eventually lead to the formation of virulent anti-American terrorist groups, in part because the U.S. leaders didn't know very much about that part of the world and because public discourse about U.S. policy in the Middle East is filled with gaping holes. Similarly, the people who led us into Iraq in 2003 were remarkably ignorant about the history and basic character of Iraqi society (as well as the actual nature of Saddam's regime). To make matters worse, the U.S. military had forgotten many of the lessons of Vietnam and had to try to relearn them all over again, with only partial success.

Second, societies may fail to detect a growing problem if their leaders are too far removed from the source of the trouble. Diamond refers to this as the problem of "distant managers," and it may explain why U.S. policymakers often make decisions that seem foolish in hindsight. As I've noted here before, one problem facing U.S. foreign policymakers is the sheer number and scope of the problems they are trying to address, which inevitably forces them to rely on reports from distant subordinates and to address issues that they cannot be expected to understand very well. Barack Obama doesn't get to spend the next few years learning Pashto and immersing himself in the details of Afghan history and culture; instead, he has to make decisions based on what he is being told by people on the ground (who may or may not know more than he does). Unfortunately, the latter have obvious reasons to tell an upbeat story, if only to make their own efforts look good. If things are going badly, therefore, the people at the top back in Washington may be the last to know.

Apart from a brief post praising New York Mayor Michael Bloomberg's forthright stance on the Muslim community center controversy, I haven't said much about this issue. I had naively assumed that Bloomberg's eloquent remarks defending the project -- and reaffirming the indispensable principle of religious freedom -- would pretty much end the controversy, but I underestimated the willingness of various right-wing politicians to exploit our worst xenophobic instincts, and some key Democrats' congenital inability to fight for the principles in which they claim to believe. Silly me.

It doesn't take a genius to figure out what is going on here: All you really need to do is look at how the critics of the community center project keep describing it. In their rhetoric it is always the "Mosque at Ground Zero," a label that conjures up mental images of a soaring minaret on the site of the 9/11 attacks. Never mind that the building in question isn't primarily a mosque (it's a community center that will house an array of activities, including a gym, pool, auditorium, and oh yes, a prayer room). Never mind that it isn't at "Ground Zero": it's two blocks away and will not even be visible from the site. (And exactly why does it matter if it was?) You know that someone is engaged in demagoguery when they keep using demonstrably false but alarmist phrases over and over again. 

What I don't understand is why critics of this project don't realize where this form of intolerance can lead. As a host of commentators have already noted, critics of the project are in effect holding American Muslims -- and in this particular case, a moderate Muslim cleric who has been a noted advocate of interfaith tolerance -- responsible for a heinous act that they did not commit and that they have repeatedly condemned. It is a view of surpassing ignorance, and precisely the same sort of prejudice that was once practiced against Catholics, against Jews, and against any number of other religious minorities. Virtually all religious traditions have committed violent and unseemly acts in recent memory, and we would not hold Protestants, Catholics, or Jews responsible for the heinous acts of a few of their adherents.

And don't these critics realize that religious intolerance is a monster that, once unleashed, may be impossible to control? If you can rally the mob against any religious minority now, then you may make it easier for someone else to rally a different mob against you should the balance of political power change at some point down the road.

I'm back from my mini-break and digging out emails and correspondence, so I don't have an extended commentary today.

One piece in my mailbox did catch my eye, however, from the June 2010 issue of Perspectives on Politics. For those of you who aren't political scientists, PoP is a relatively new journal, founded eight years ago by the American Political Science Association. It was created in part in response to a bottom-up protest movement within the discipline known as the "Perestroika" movement ("Perestroika" was the pseudonym of the anonymous list-server who got it started).  Although primarily motivated by a desire to defend methodological pluralism, one of the movement's related concerns was the "cult of irrelevance" within academic political science. In my judgment PoP has, been a partial corrective to that tendency, and it often features articles that engage big political issues from an academic perspective.

In any case, the current issue has a provocative article by Lawrence Mead on "Scholasticism in Political Science." Mead argues that academic writings about politics are increasingly "scholastic," which he defines as being increasingly specialized, preoccupied with methods, non-empirical, and primarily oriented to other academic literature instead of engaging real-world issues. In his words:

Today's political scientists often address very narrow questions and they are often preoccupied with method and past literature ... Scholars are focusing more on themselves, less on the real world. ... Research questions are getting smaller and data-gathering is contracting.  Inquiry is becoming obscurantist and ingrown."


This sort of complaint is hardly new, of course. Hans Morgenthau offered a similar critique way back in the 1950s, when he warned of a political science "that is neither hated nor respected, but treated with indifference as an innocuous pastime, is likely to have retreated into a sphere that lies beyond the positive or negative interests of society. The retreat into the trivial, the formal, the methodological, the purely theoretical, the remotely historical -- in short, the politically irrelevant -- is the unmistakable sign of a 'non-controversial' political science which has neither friends nor enemies because it has no relevance for the great political issues in which society has a stake. History and methodology, in particular, become the protective armor which shields political science from contact with the political reality of the contemporary world. Political science, then, resembles what Tolsoi said modern history has become: 'a deaf many answering questions which no one has asked him.'" (Dilemmas of Politics, 1958, p. 31).

Morgenthau's Olympian denunciation was offered without a lot of supporting evidence, but Mead's warning is accompanied by an analysis of every article published in 1968, 1978, 1988, 1998 and 2007 in the American Political Science Review.  You might get different results if you looked at different journals (i.e., the "scholasticism" of the APSR was one of the complaints of the original "Perestroikans"), but Mead's complaints are consistent with a lot of my own impressions of how the field is evolving. As Mead shows, the issue isn't method per se; it's the tendency of many scholars to ask smaller, less significant, and less controversial questions and to produce what he describes as "analyses of jewel-like precision that ... generate only minor findings and arouse little interest beyond specialists." This is accompanied by an aversion to topics that might make a scholar visible outside the academy -- or god forbid, controversial -- because that might screw up your shot at tenure or get your criticized in print.

This tendency is not universally true, of course, and I'd argue that the willingness of younger scholars to take up blogging as a form of public engagement is a prominent counter-tendency. Could it be that younger scholars are just as bored producing "scholasticist" works as many of us are reading them, and that they find blogging far more fulfilling than adding another (largely) unread article to the catalog of academic journals. And if that's the case, what does it tell us about the priorities and values of contemporary academe?

I'm just back from a quick lecture trip in Paris, and offer here a few quick and unscientific observations.

 1. You know all those clichés about how unfriendly Parisians are to Americans? In my experience, totally false. I had a nasty encounter with an ill-tempered concierge in a cheap hotel in 1976, and that's it. Virtually everyone I've ever dealt with there has been friendly and welcoming, and even tolerant of my French, which I daresay is tres imparfait. 

2. Contrary to modern mythology, not all Parisians are thin.

3. They may have banned smoking in Parisian bistros, but plenty of people still smoke.  Not as many as Greece, but more than the United States. 

4. There are lots of bicyclists in Paris.  As a confirmed bike commuter myself, I can only applaud. I didn't see a single one wearing a helmet. Pourquoi?

5.  As I've noted before, Europe is far more multi-ethnic and multi-cultural than it was when I first visited, a trend especially evident in Paris.  It leads to certain incongruous moments, to say the least. On the Metro one evening, an older man entered the car with an accordion and began serenading the passengers (almost all of whom were non-white) with traditional French songs (think Aznavour or Piaf). The passengers sat there stone-faced and completely unresponsive, and I didn't see him earn any tips. Weird.

6. Lastly, a culinary puzzle I've pondered before: Why is that you can go into just about any modest establishment in any city or town or village in France and be assured of finding wonderful bread? Similarly, you can go into any non-descript café in a tiny Italian village and get an espresso that Starbucks would kill to duplicate. Or wander into any anonymous pizza joint in Manhattan and you can get a slice of thin-crust pizza that is ineffably superior to versions of the same thing found elsewhere.  

The point is not that the foods themselves are unique; globalization has spread falafel, sushi, pad thai, rogan josh, borscht, and countless other foods to many corners of the world.  (Although, as a fan of the perenakan (Straits Chinese) cuisine of Singapore, I keep waiting for someone to open a perenakan restaurant here in Boston). Instead, the puzzle is why the imitations tend to be inferior to the originals, unless you are dealing with very high-end purveyors. It's not like making a decent baguette or a good thin-crust pizza is a classified secret like stealth technology. Is this simply because consumers of the globalized imitation have lower standards (i.e., they're just happy to have such foods available, even if they're not made particularly well), or is it because some foods require specialized techniques and local ingredients (i.e., the right kind of flour or water) that aren't as widely available or as easily duplicated as we think?

I first heard the name "Tony Judt" when I was a graduate student at UC-Berkeley in the late 1970s, and I took an immediate dislike to it. It was uttered to me by a female student whom I was (briefly) dating. She was enrolled in one of Judt's classes, and the rapt enthusiasm with which she described his course made it clear that she was a lot more impressed with him than she was with me. Deservedly so, I suspect. So without laying eyes on the man or reading any of his scholarship, I decided I didn't like this Judt fellow very much.

I remained vaguely aware of Judt's work after that, but his scholarly interests didn't overlap with most of mine and he was mostly a name I remembered with a certain vague disregard. The Committee on Social Thought considered him for a position during the years I taught at the University of Chicago, but I was in a different department and didn't devote much attention to the issue at the time.

Fast forward to the fall of 2003. John Mearsheimer and I were beginning work on our study of the "Israel lobby," and we read with interest Judt's essay in the New York Review of Books entitled "Israel: the Alternative." In it he portrayed modern Zionism as manifestation of 19th-century ethnic nationalism, a world-view he judged increasingly inappropriate to the post-modern, globalized world of the 21st century. Israel was increasingly an "anachronism," he wrote, and he suggested that a brighter future lay in replacing Zionism's ethno-religious exclusiveness with a more inclusive liberal democracy. In other words, Israel should evolve into a multi-ethnic liberal democracy instead of remaining an explicitly "Jewish state." The illiberal leadership of the New Republic greeted the piece by tossing Judt off their masthead (where he had previously been listed as a "contributing editor"), and he and his family reportedly received several death threats as well. I didn't agree with his conclusions, by the way, but the essay cast the phenomenon of Zionism in a new light.

And then in 2006, our lives intersected on three separate occasions. The first conjunction came after John Mearsheimer and I published "The Israel Lobby" in the London Review of Books in March 2006. The furor was immediate, and my co-author and I were denounced by a wide (and predictable) array of critics. To our surprise, however, the New York Times said nothing about the controversy, and neither did any of its columnists. And then, on April 19, I opened the Times's op-ed page and found an eloquent defense of our article by the same Professor Judt to whom I had taken an unwarranted dislike back in grad school. 

Judt's op-ed didn't endorse all of our conclusions, but he agreed that the lobby's influence had become a taboo subject in discussions of U.S. foreign policy and this situation was not healthy for the United States or for Israel. Judt's balanced and supportive intervention opened the door to a more reasoned discussion of the issue, and from that point forward the tide of discourse began to turn.

Via Andrew Sullivan, I learn that Ramesh Ponnaru of NRO's The Corner  has never watched American Idol. I can't make the same claim, alas: my teen-age kids were big fans a couple of years ago (they moved on as they matured) and I confess that I watched a couple of episodes with them before my taste-o-meter rebelled.

But I am proud to say that I've never watched an episode of 24 or Lost, and I don't think I missed much. I read enough sky-is-falling, eve-of-destruction propaganda doing my day job, and I don't need to add to it in my off-hours. In addition to encouraging more permissive attitudes toward torture, shows like 24 also feed the mistaken beliefs that 1) the whole damn world is a vast and murky conspiracy, and 2) the United States possesses magical powers to monitor and shape events in real time. If that were really true, would we have marched into such deep quagmires in Iraq and Afghanistan? The cruel reality is that political life is messy and unpredictable and most people in government aren't evil geniuses. (Well, OK, maybe Dick Cheney). Instead, they are mostly just ambitious human beings with the normal array of human frailties. We don't need the likes of Jack Bauer to save the day; what we need is a tough-minded recognition that life isn't fair, that bad things are going to happen no matter how hard we try to prevent them, and that victory often goes not to the side that is most ambitious but to the side that makes the fewest mistakes.
