One of the nice things about being the world's only superpower is that United States gets to do certain things that it would object to if anybody tried to do them to us. A nice illustration of that tendency is the flap over the Egyptian government's recent decision to prevent employees of several global non-profits (including the National Democratic Institute, Freedom House, the International Republican Institute, and Germany's Konrad Adenauer Stiftuing) from leaving the country, amid a broader inquiry into their activities.

In the case of the NRI and IDI, these two groups are non-profit 501(c)3 organizations whose stated goal is to encourage democracy in other countries. They are supposedly "non-partisan"(even though one is labeled "Republican" and the other "Democratic"), and they get the bulk of their funding from the U.S. government (i.e., the State Department, AID, the National Endowment for Democracy, etc.).

IRI and NDI do a lot of fairly innocuous stuff, like teaching people in other countries the nuts and bolts of party organization, campaigning, election best practices, and the like. I don't have a big problem with that, and I agree with Tom Friedman and Mohamed El Dashan that the Egyptian decision to detain these employees is a dangerous bit of diplomatic brinksmanship. Moreover, some of the accusations lodged against these organizations are ridiculous, most notably the claim that they were advancing Zionist or "Jewish" interests. Statements by the Egyptian minister of planning Fayaz Abul Naga, the driving force behind the campaign, have been especially offensive and ill-informed, and tell you that bizarre conspiracy theories remain far too common in that part of the world.

But before we let our outrage overwhelm our judgment, we ought to ask ourselves how these organizations and their activities might look to officials and even some average citizens of other countries. We think that encouraging democracy is an innocuous or even wholly beneficial activity, because we are convinced it is the best form of government and that all societies will be better off if they adopt democratic systems. And maybe we're right. But if efforts to promote democracy destabilize an existing government, leading to political chaos and economic hardship, then you can understand why local authorities and some members of the population might look on this process rather differently.

This problem really shouldn't be all that hard for us to understand. During the Cold War, we thought Soviet support for communist parties in other countries was a dangerous form of subversion that showed just how aggressive those nasty Marxist-Leninists were. Heck, we even went through "Red Scares" in the 1920s and 1950s, based on grossly exaggerated claims that Commies were lurking everywhere. If we can spawn a Joe McCarthy, it shouldn't be hard to understand why ill-informed Egyptian officials might believe goofy conspiracy theories about the NGOs and their supposedly dangerous agenda?

Similarly, just imagine how we would react if the Muslim Brotherhood in Egypt were openly funding a non-profit organization here in the United States, whose stated purpose was to spread the social welfare principles of the Brotherhood in under-served urban communities? If something like that were happening, I'll bet Pamela Geller and her followers would have a collective aneurysm, and people like Representative Peter King (R-NY) would be holding hearings about it on Capitol Hill.  

Or what if China began expanding the activities of its various Confucius Institutes beyond language training and cultural exchange, and added courses on "The Superiority of Asian Values," and "The Virtues of One-State Capitalism?" What if some of their employees started reaching out to the Occupy Movement here in the United States, to suggest practical steps that this movement could use to promote greater economic equality? My guess is that Americans might find this more than a little troubling.

Bottom line: if you think promoting democracy is both morally right and strategically desirable in any and all circumstances, then you probably support everything that IRI, NDI and Freedom House do and you're willing to accept the fact that some governments won't like it. But let's at least be honest to admit that even the most innocuous forms of "democracy promotion" are intended to foster slow-motion regime change, and we shouldn't be especially surprised when other governments object.

I've detected a growing tendency to issue obituaries for the "Arab spring." This impulse is understandable given the relentless turmoil in Yemen, the brutal repression that continues in Syria, the simmering tensions in Libya and Bahrain, and the recent resurgence of sometimes violent protest against the military regime in Egypt. Not surprisingly, early hopes that the Arab world was at the dawn of a new era have been dashed-or at least diminished. And that's why pundits like Tom Friedman are now crossing their fingers and hoping for the reincarnation of Nelson Mandela in each of these states.

But if the history of revolutions tells us anything, it is that rebuilding new political orders is a protracted, difficult, and unpredictable process, and having a few Mandelas around is no guarantee of success. Why? Because once the existing political order has collapsed, the stakes for key groups in society rise dramatically. The creation of new institutions -- in effect, the development of new rules for ordering political life -- inevitably creates new winners and losers. And everyone knows this. Not only does this situation encourage more and more groups to join the process of political struggle, but awareness that high stakes are involved also gives them incentives to use more extreme means, including violence. 

Under these conditions, it is a pipedream to think that key actors in a complex and troubled society like Egypt or Libya (or in the future, Syria) could quickly agree on new political institutions and infuse them with legitimacy. Even if interim rulers write a quick constitution, hold a referendum, or elect new representatives, those whose interests are undermined by the outcomes are bound to question the new rules and the process and to do what they can to undermine or amend them. What one should expect, therefore, are half-measures, false starts, prolonged uncertainty, and highly contingent events, where seemingly random events (a riot, an accident, an episode of overt foreign interference, an unexpected flurry of violence, etc.) can alter the course of events in far-reaching ways. Tunisia notwithstanding, what you are unlikely to get is a quick and easy consensus on new institutions.

Remember the French Revolution? The storming of the Bastille took place in July 1789, the nobility was abolished by the National Assembly the following year, and Louis XVI tried unsuccessfully to flee in 1791 before being forced to accept a new constitution. Internal turmoil and foreign interference eventually lead to war in 1792, Louis and Marie Antoinette were executed in 1793, and Paris was soon engulfed by the Jacobin terror, which eventually burns itself out. A new constitution is adopted in 1795, establishing a government known as the "Directory," which is eventually overthrown by Napoleon's coup d'etat on 18 Brumaire, 1799. By the time Napoleon seized power, it had been more than ten years since the initial revolutionary upheaval.

To judge by that timetable, the "Arab spring" has a long way to go. And other cases offer a similar lesson. The Russian revolution starts with the fall of the Tsarist regime in March 1917 and the formation of Kerensky's provisional government, which is subsequently overthrown by the Bolshevik coup a few months later. But the Bolsheviks' hold on power isn't fully established until their victory in the Russian Civil War, which isn't fully won until 1923. The Soviet political order endured recurrent power struggles over the next decade, until Joseph Stalin vanquished his various opponents and established a personal dictatorship.

Or take a more recent case, Iran. The revolution begins in 1978, with a steadily escalating series of street demonstrations. The shah flees into exile in January 1979, the Ayatollah Khomeini returns in February and appoints Mehdan Bazegar as Prime Minister of an interim government. A new constitution is drafted by October, but there is a continuing struggle for power between liberal, Islamist, and other groups.

The first president of the new "Islamic Republic," Abdolhassan Bani-Sadr, is impeached in 1981, and the outbreak of the Iran-Iraq war strengthens hardliners and provides an opportunity for a crackdown against some prominent members of the original revolutionary movement. The Islamic republic remains a work-in-progress to this day, with the role of the "Supreme Jurisprudent," the Revolutionary Guards, the clergy, the presidency, and the Majlis remaining in flux.

Even the comparatively benign American Revolution was hardly a done-deal when the peace treaty with England was signed in 1783. Independence from England had required the colonists to fight a lengthy war of independence, and the fledgling republic then faced several armed rebellions, most notably Shays' Rebellion in 1786. These challenges revealed the inadequacies of the original Articles of Confederation (1777-1786) leading to the drafting and adoption of what is now the U.S. Constitution. 

In short, anybody who thought that the events that swept through the Arab world in 2011 were going to produce stable and orderly outcomes quickly was living in a dream world. To say this is not to oppose what has happened, or to believe that the old orders could or should have continued. Rather, it is to recognize that radical reform -- even revolution -- is a long, difficult, and uncertain process, and that the ride is likely to be a bumpy one for years to come. 

History also warns that outside powers have at best limited influence over the outcomes of a genuine revolutionary process. Even well-intentioned efforts to aid progressive forces can backfire, as can overt efforts to thwart them. Overall, a policy of "benevolent neglect" may be the more prudent course, making it clear that outsiders are prepared to let each country's citizens choose their own order, provided that important foreign policy redlines are not crossed. But for a country like the United States, which still sees itself as a model for others and tends to think that it has the right and the wisdom to tell them what to do, patience and restraint can be hard to sustain. And patience is what is needed most these days.

It's Thanksgiving once again, and it's become something of a ritual for me to record what I'm feeling grateful for each year. For starters, I want to thank the various people who responded to my request for advice on "policy analysis" yesterday, both via the "comments" section and to me directly. I got some very good suggestions, and I appreciate the help. Whether my students will be similarly appreciative remains to be seen.

This year, I'm thankful that the euro hasn't collapsed - yet -- and I'm keeping my fingers crossed that it won't. It's true that the unraveling of the eurozone would be a striking vindication of a broadly realist view of international relations, but it would also produce tremendous human suffering and that's way too big a price to pay to vindicate a theory. So I hope Europe's leaders manage to defy my usual pessimism and navigate through the crisis. If they do, I'll be even more thankful next year.

I'm also grateful that there's been no war with Iran. Whatever the Obama administration's other shortcomings might have been, those at the top seem to have understood the folly and futility of unleashing major military action against Iran. I won't give them high marks for imaginative diplomacy, but at least they haven't done great harm.

I'm also giving thanks that the United States is getting out of Iraq, and I wish I could believe that we will draw the right long-term lessons from the debacle. On that score, it is not a good sign that many of the architects of that war are still taken seriously as foreign policy "experts," and some are even advising GOP candidates. Doesn't say much for our national learning curve, does it? But even if historical amnesia sets in quickly, I'm pleased that we are finally leaving Iraq to its own leaders. Now if we can just draw a similar conclusion about that other exercise in imperial futility ... Afghanistan.

Like nearly everyone, I'm troubled by the continued turmoil in Egypt and by the Assad regime's brutal behavior in Syria. But I'm thankful that the situation in Libya has thus far defied my worst fears and made at least some modest progress toward the establishment of a more legitimate political order. The capture of former heir-apparent (and accused war criminal) Saif al-Islam Qaddafi and former security head Abudullah al-Senussi pretty much eliminates any possibility of a "loyalist" insurgency, which is a good sign too. The country still has a long way to go, but I will be keeping my fingers crossed.

On a purely personal note, I'm thankful for the courageous policy analysts, writers and bloggers who make it easier for me to do this blog. I'm talking about people who seek puncture conventional wisdom, challenge orthodoxies, and rock the boat on occasion. I value them because they are an antidote to the flood of cautious semi-official narratives that dominate most of the writing on foreign policy, and so they help me think outside the box. So heartfelt thanks to Carl Conetta, Phil Weiss, Juan Cole, Gordon Adams, Martin Wolf, Jerry Haber, Uri Avnery, Jim Lobe, Helena Cobban, Glenn Greenwald, M. J. Rosenberg, John Mueller, Andrew Sullivan, Spencer Ackerman, Jerry Slater, Gideon Rachman, and many others too numerous to list or even remember. I don't know a lot of the people just mentioned, and I don't always agree with any of them. Heck, I don't always agree with this guy either. But I'm glad they are doing what they do.

Of course, I cannot omit my annual word of thanks to the whole gang at FP, including the reporters, writers, and bloggers with whom I've occasionally tussled. The editors remain a delight with whom to work, and it's been a pleasure to be part of their team. And because all bloggers ultimately depend on readers, I'm especially grateful for those of you who take the time to read this stuff.

With each passing year, I've become more aware and more appreciative of my own good fortune. It's been a pretty soft gig to be born a white American male in the mid-1950s, in a country enjoying enormous geopolitical advantages and considerable prosperity. I like to think I've done ok with the advantages I was handed, and there's no doubt that the deck was stacked in my favor from the start. And that goes for a lot of my colleagues and contemporaries too.

More broadly, if you compare the era in which most of us have lived to the previous fifty years (1900-1950), there's little question that we've enjoyed a period of comparative benevolence. The first half of the 20th century witnessed two enormously destructive world wars, the worst economic depression in history, and several brutal genocides. The past sixty years has its own share of tragedies, to be sure, but the overall level of violence was much lower, economic growth was fairly steady (until recently), and many of us never had to endure the insecurities, travesties, and sacrifices that earlier generations experienced or that were still common in other parts of the world.

Most Americans ought to be especially grateful for their extraordinary good fortune, and Thanksgiving is an appropriate time for us to reflect upon it. And as I watch Europe teeter on the brink of financial collapse, observe the violent political contestation that is sweeping the Middle East, note the rapidly shifting balance of power in Asia, and contemplate the tragicomic follies of our so-called leaders in Washington, I do wonder how long it will last, and whether I will look back with regret at the tranquility we have lost.

But tomorrow, I will give thanks for the good that remains, and think about what can still be done to preserve and extend it.

Perhaps the single most remarkable development in 2011 is the wave of political protests that have occurred in widely-varying political contexts. In addition to the various upheavals that constitute the "Arab Spring," we've also seen tent cities in Israel, the "Occupy Wall Street" movement and its clones here in the United States, and various imitators in both Europe and Asia. This wave of political contagion is more widespread than the "velvet revolutions" of 1989 (though not yet as significant), and perhaps the nearest analogue would be wave of youth-revolutions and upheavals that occurred back in 1968.

What is going on here? Is there a common set of causes at work, or at least a common thread to otherwise diverse phenomena? I think so, because I see these upheavals as fueled by three important global developments.  

The first factor is economic globalization, which has made many states both sensitive and vulnerable to events in far-away places, and led to rising inequality both between and within countries. Yet most governments have failed to enact remedial measures to soften the consequences of economic change and to restore a more level distribution of income, thereby ensuring some degree of economic pain and political discontent.

The second development is the globalization of information, which allows events and ideas to spread much more quickly. As a result, demonstrators in Cairo can watch what's happening in Tunis and imitate it, and then other people in other countries get the idea that protest can be effective, even if their particular grievances are somewhat different. And so it spreads, as the radical idea of ordinary people taking action against the seemingly impregnable becomes increasingly contagious. Plus, each group can learn from each other and feed off the sense of being part of a larger process, instead of feeling like isolated and powerless individuals with scant hope of success. This sort of thing has happened before in world history (e.g., in 1789, 1848, 1919, 1989, etc.), but never in so many far-flung and widely different contexts.

The third reason is the increasingly-evident incompetence and/or corruption of governing elites in many countries, and the tendency of governments to do too much to protect wealthy and powerful interests and not enough to help ordinary people. In Egypt, it was the overt corruption of the Mubarak regime, whether in the form of privileged deals for military officers or for Mubarak's son. In the United States, it was the taxpayer-funded rescue of "too big to fail" financial institutions as well as the "too-well connected to fail" recycling of some of the same people who helped create the whole mess in the first place. And then there's the continued recycling of policy ideas that had been discredited by events but never discarded. People may be disappointed by Obama, but real disenchantment comes from the growing realization that replacing him wouldn't make much difference and might make things much worse. You know the line: "Meet the New Boss....Same as the Old Boss." (Turns out Pete Townshend was a prophet when he wrote "Won't Get Fooled Again," which would be a nice anthem for many of these movements.)

There is, of course, a deeper taproot to all this. As my colleague Jenny Mansbridge reminded me in a superb talk I attended last week, (and which will be published next month in PS), the present combination of economic inequality and political gridlock is fatal to the proper functioning of democratic orders.  In a capitalist democracy, corporate interests tend to be wealthier than the rest of society, and the state is the only actor powerful enough to intervene to prevent corporate interests from going too far and exploiting their position. This is what happened in the Gilded Age and again in the Roaring 20s, which eventually led to the Progressive Era and later the New Deal.

But if the political system is gridlocked, then the state cannot act quickly or decisively to retard corporate power. Even worse, as corporate interests grow stronger they tend to acquire greater political power (and especially when a tame Supreme Court helps them, as it did in the Citizens United decision).  Instead of just hamstringing the state, corporate interests can get it to enact laws that favor them even more. The result will be rising economic inequality and precisely the sort of irresponsible and unregulated behavior that led to the Great Recession of 2007.

Put these three things together, and you have a recipe for global protests in very different countries. Despite the many differences between conditions in the United States, in Greece, in Egypt, in Syria, in Israel, or elsewhere, what unites the 2011 wave of global protest is the shared belief that the People in Charge do not know what they are doing, care more about their own wealth and well-being than they do about the common weal, or are simply too spineless and shallow to do what at least a few of them secretly know to be right.

Ask yourself: how many contemporary political leaders do you genuinely admire? How many of them would rate a paragraph, let alone a whole chapter, in a revised edition of Profiles in Courage? How many of them seem capable of giving you a straight answer to a hard question, as opposed to offering you a lot of happy double-talk? How many of them are better at making a powerful speech than they are at taking a principled stand and sticking to it? How many of them have really got your back, as opposed to pandering to the endless parade of well-heeled lobbyists and special interest groups? Is there political leader in your country who is not for sale?

If you've been paying attention, and you can't find such leaders in your country, and you having been watching the obscenely wealthy get richer and more powerful, so that they can rig the game to make themselves richer still, then you'd probably think about painting a sign and getting out in the streets. And if I didn't already have this blog for my soap-box, maybe I would too.

If memory serves, one of the lessons of Roger Fisher's little book International Conflict for Beginners was "settle conflicts early and often." This isn't always possible, of course, but his basic insight was that unresolved conflicts are dangerous precisely because they provide opportunities that extremists can exploit, they harden perceptions and images on both sides, and most importantly, they can always get worse. So when a promising opportunity to settle a conflict arises, wise leaders should pursue them energetically.

I thought of that insight when I heard about the attack in Israel yesterday, which  left eight Israelis dead and some thirty wounded. The perpetrators are reportedly Gazans who took advantage of Egypt's present turmoil to cross the lightly guarded Egyptian-Israeli border, and the killings themselves are a reprehensible act that will bring no good to anyone. Just as Operation Cast Lead was both immoral and strategically foolish, this latest act of violence -- though on a smaller scale -- was equally misguided and morally bankrupt.

However one sees this situation, a key point to keep in mind is that this sort of thing isn't going to stop as long as the occupation and the siege of Gaza persists, and as long as one people has a state of their own and the other does not. If the situation were magically reversed and a million-plus Israelis were being kept in the same condition as the Gazans, I'd be astonished if some of them didn't try to take up arms against whomever was oppressing them. And I'll bet Commentary magazine would think that such actions would be perfectly okay. That thought-experiment doesn't justify the murder of innocents, mind you, but it may help us understand where such deplorable actions come from.

The usual response by partisans of each side is to blame the other for all the trouble, but in reality there is plenty of blame to go around. Israel's occupation is illegal, unjustified, and relies on brutal coercion to continue, and its current government is more interested in expanding settlements than in pursuing reasonable opportunities for genuine peace. The Palestinian people have been repeatedly betrayed by their own leaders' blunders, by supposedly sympathetic Arab states that have frequently sought to exploit their plight (or worse), and by extremists who seem to think killing a few more Israelis will somehow advance their quest for statehood. In truth, both sides have done a good job of "never missing an opportunity to miss an opportunity," which is one reason why the conflict remains unresolved to this day.

In such a situation, one might hope that outside powers would use their influence to bring the conflict to a close, out of their own self-interest. It is hardly good for the United States to be perennially distracted by this issue, or to have its regional image tarnished and its diplomacy complicated by its one-sided position. Nearly twenty years ago, the Oslo agreements seemed to provide an opportunity to end the conflict once-and-for-all, except that the United States proved to be a hopelessly inept steward of the "peace process." And as Fisher might have warned, it's just gotten worse. Remember that Hamas did not have a lot of popular support when the Oslo process began, but its popularity increased when Oslo failed to deliver and Fatah's corruption became more apparent. Meanwhile, Israeli politics has drifted steadily rightward, making any sort of territorial compromise less and less likely. Given where we are today, wouldn't it be wonderful if we had a "do-over" of the 1990s? Alas, that sort of replay is a mere fantasy.

To repeat: yesterday's attack was morally wrong and strategically foolish. But until more people start thinking outside the box on this one -- and demanding that political leaders think differently too -- you can be confident that we'll see more of the same -- by both sides -- in the future. And the danger of a larger explosion will grow.

Juan Cole had a nice piece over the weekend on the paltry Western offers of support for the Arab Spring. Helping the Arab economies recover and securing a moderate and democratic outcome in Egypt and Tunisia (and maybe elsewhere) is arguably one of the more significant priorities in contemporary international affairs, yet pledges of outside help have been pretty meager. 

This isn't surprising, of course, because the United States is in deep fiscal trouble and some of our European allies are in even worse shape. So we're trying to get the Arab oil exporters to pony up a lot of the money, or we're making vague commitments of support that may not even be implemented. 

If you want a comparison that reveals how our recent profligacy has undermined our ability to make bold moves in cases like this, consider that the European Recovery Program (aka the "Marshall Plan") cost about $13 billion in 1948 dollars, which would the equivalent of about $113 billion today. The U.S. economy was only about $270 billion back then, so Marshall Plan aid amounted to roughly 5 percent of U.S. GDP. If Washington were to pledge a similar percentage today, it would be about $700 billion. Of course, Egypt and Tunisia are just two countries, not a whole continent, but even a tenth of that amount would be some $70 billion (which is less than we spend each year fighting in Afghanistan). Yet nobody seems to be thinking in these terms. After all, what did Obama offer Egypt in his speech at the State Department? A couple of billion in loan guarantees and debt relief, and that's all. And I'm not saying he should've have pledged more, because I've no idea where he could find it or how he'd get Congress to authorize it.

Which goes a long way toward explaining why the United States and its allies aren't going to have much influence over how the Arab spring evolves.

According to the New York Times, the U.S. government is actively trying to find someplace for Muammar al-Qaddafi to go, where he (and presumably his family) can be comfortable and secure from prosecution. The idea, obviously, is to "build him a golden bridge" to retreat across, and thus hasten his removal from power.

In a different story, the Times also describes how the Mubarak family in Egypt is getting accustomed to life in jail. 

So let me get this straight: one former dictator ultimately decides not to unleash massive force against anti-government demonstrators, and eventually leaves power more-or-less peacefully, if not exactly voluntarily. His reward? He winds up in jail (maybe deservedly).   Another dictator responds by using loyal military units to repress unarmed demonstrators, and when they arm themselves, he starts using all the means at his disposal to defeat them and remain in power. But because the United States is now desperate to end the Libyan debacle and avoid a costly stalemate, Washington ends up trying to find him some sort of safe haven for him.  

Meanwhile, what lesson will future autocrats draw from these events? The obvious one, it seems to me, is "No more Mr. Nice Guy," which may not be the message we really want to be sending.

It is also hard for me to believe that Qaddafi would accept our assurances at this point. After all, we promised not to try to overthrow him back in 2003, in exchange for his giving up his various WMD program. Given that overthrowing him is precisely what we are trying to do now, any guarantees we might give him are bound to sound pretty hollow and he's more likely to fight on and "gamble for resurrection." 

Regrettably, this means that the intervening powers may have little choice but to persevere, in the hopes that the rebels eventually gain the upper hand. Unfortunately, that is likely to mean prolonging the current civil war, which in turn means more dead Libyans. All in the name of "humanitarianism."

When the revolt in Tunisia occurred back in January, I wrote:

Although most Arab governments are authoritarian, they are also all independent and depend on a slightly different mix of political institutions and measures to keep the rulers in power. The fact that Ben Ali ultimately mismanaged a challenge and was driven from power does not mean that other Arab leaders won't be able to deflect, deter, or suppress challenges to their rule."

and

Tunisia is an obvious warning sign to other Arab dictatorships, and they are bound to be especially vigilant in the months ahead, lest some sort of similar revolutionary wave begin to emerge."

While conceding that a revolutionary cascade was possible and that pressure for greater openness might succeed in the long term, I concluded that a rapid transformation was unlikely.

As I've noted previously, I underestimated the degree to which events in Tunisia would inspire like-minded movements in other countries, and it's clear that Egyptian President Hosni Mubarak didn't respond as swiftly or effectively as I expected. But Arab governments are under no illusions now, and we seem to be witnessing precisely the sort of counterrevolutionary responses that often serve to contain a revolutionary outbreak.

In Libya, the Qaddafi regime has responded in brutal but increasingly effective fashion and now seems likely to retain power in at least part of the country for some time to come. With few genuine foreign friends, a big pile of cash, and no place to run or hide, Qaddafi and his family had little choice but to fight it out and hope for the best, even if their brutal suppression of the rebel forces lands them back on the list of international pariahs.

For its part, the Saudi government has sought to pre-empt significant protests by doling out $37 billion worth of new social benefits, while making it clear that protests will be dealt with harshly. In neighboring Bahrain, the Khalifa dynasty has responded to rising protests from its Shiite majority population with heightened repression. It has also invited the Saudis -- which share the Khalifa regime's fear of Iranian influence -- to send several thousand troops there to back up the government.

So if you believed that the events in Tunisia and Egypt -- which were both relatively bloodless and remarkably swift -- were likely to be duplicated elsewhere, you were wrong. The revolutionary impulse has been remarkably contagious, but revolutionary outcomes much less so, at least thus far. Nor do we yet know how far-reaching the reforms in Tunisia and Egypt will ultimately be (though I remain cautiously optimistic).

All that said, I still find it hard to believe that these events do not herald more far-reaching political change throughout much of the Arab world. Even if some governments are able to keep the lid on for now, the social, political, and economic conditions that have given rise to these upheavals won't vanish anytime soon. Whether they consent to real reform or not, ruling elites are likely to be more mindful of popular opinion going forward, for fear of facing new protests in the future or driving frustrated reformers in more radical and dangerous directions.

If this view is correct, then the days when the United States could base key elements of its Middle East grand strategy on alliances with a set of Arab regimes whose policies tended to ignore popular sentiment -- including widespread popular anger at the U.S. role in the region -- are coming to an end. A new grand strategy is going to be needed -- and soon.

I've been writing this blog for a couple of years now, and for the most part I'm satisfied with what I've had to say. But no social science theory is 100 percent accurate, and no social scientist is right 100 percent of the time, especially when reacting to rapidly moving events. Anybody who writes a blog and sticks their neck out is going to get a few big things wrong, which is why I tell prospective bloggers to start with a thick skin.

Case in point: My post on why the revolution in Tunisia would not spread. To say my prediction was wrong is an understatement, and some of the usual critics have seized on this opportunity to take a shot or two. Fair enough, but when I look back at what I actually wrote, I don't feel particularly embarrassed. After all, I began by noting that revolutionary events are inherently hard to forecast (for reasons that other scholars had already identified), and the actual post (as opposed to the provocative headline) made it clear I didn't think contagion was impossible, just unlikely.

Moreover, I still think my reasons for being skeptical about the possibility of contagion were cogent, even if my forecast was clearly wrong in this instance. Large-scale protests are hardly a rare occurrence in many parts of the world, but the vast majority of them do not lead governments to fall. And when a government is toppled, most of the time this does not lead to similar upheavals elsewhere, and certainly not within a few days or weeks. My original prediction was off the mark, but it would have been correct in most cases.

But not this time, which raises the obvious question: Why was this case an exception? What did I miss? Because we still don't know exactly why and how the upheaval in Tunisia caught fire so quickly, what follows is inevitably speculative. But with that caveat in mind, here's where I think I blew it.

First, although everyone knew that authoritarian regimes like the Mubarak government in Egypt were unpopular, I underestimated the degree of internal resentment. Of course, as Timur Kuran and others have shown, that is precisely why it is impossible to predict the timing of a revolutionary upheaval: Citizens in an autocracy won't express their true preferences (and especially their propensity to rebel) openly because doing so is dangerous. This tendency for what Kuran calls "preference falsification" makes it impossible for anyone to know exactly how likely a revolution might be. But with hindsight, it's clear that resentment against some of these governments was deeper and wider than we recognized.

Second, it now seems likely many commentators -- including yours truly -- were unaware of the level of anti-government organization that had already taken place in places like Egypt, and it seems clear that the Mubarak government didn't know about it either. Massive yet disciplined street demonstrations don't occur entirely by accident, and we now know that young activists had been quietly mobilizing and organizing long before the Tunisian revolt lit the fuse. Given Egypt's central place in Arab politics, Mubarak's unexpected ouster fueled the perception that change was possible elsewhere, thereby fueling similar responses elsewhere.

The Wall Street Journal is a fine newspaper, but its op-ed page is like listening to O'Reilly, Beck, or Limbaugh but with a better vocabulary. And it usually makes about as much sense as they do.

Yesterday, The Wall Street Journal editors told us that pro-American dictators are ethically superior to anti-American tyrants and potentates. Money quote (h/t Eli Clifton &Jim Lobe):

The regime in Tehran -- aptly described by Secretary of State Hillary Clinton yesterday as 'a military dictatorship with a kind of theocratic overlay' -- feels zero compunction or shame about repressing political opponents. Hosni Mubarak and Egypt's military, dependent on U.S. aid and support, were susceptible to outside pressure to shun violence. Tehran scorns the West.

To put it another way, pro-American dictatorships have more moral scruples. The comparison is akin to what happened in the 1980s when U.S. allies led by authoritarians fell peacefully in the Philippines, South Korea and Taiwan, even as Communist regimes proved tougher."

I'm no fan of the Islamic Republic, but two points are relevant here.  First, plenty of pro-American dictators--including former President Mubarak--felt zero compunction about brutally repressing political opponents in the past. That's one big reason why his regime was so unpopular. He just didn't do it this time around, in part because his security police weren't up to the task and because Egypt's armed services apparently refused to kill large numbers of their countrymen to keep him in power. 

Second, and more importantly, has the WSJ editorial team completely forgotten about the fall of communism? Remember those nasty, hostile, brutal, anti-American, and vicious communist governments in East Germany, Poland, Hungary, Czechoslovakia, Bulgaria, Romania, and the USSR itself?  These regimes didn't prove to be "tough" at all. In fact, by declining to suppress the "velvet revolutions" by force, they seem to have exhibited the same "moral scruples" that the WSJ attributes to its list of "pro-American" despots.

When Zhou en-Lai was asked in the 1970s about the historical significance of the French Revolution, he famously responded that it was "too soon to tell." Given that wise caution, it is undoubtedly foolhardy for me to try to pick the winners and losers of the upheaval whose ultimate implications remain uncertain. But at the risk of looking silly in a few days (or weeks or months or years), I'm going to ignore the obvious pitfalls and forge ahead. Here's my current list of winners and losers, plus a third category: those for whom I have no idea.


The Winners


1. The Demonstrators
The obvious winners in these events are the thousands of ordinary Egyptians who poured into the streets to demand Mubarak's ouster, and to insist on the credible prospect of genuine reform. For this reason, Mubarak's designated deputy, Omar Suleiman, had to go too. Some of the demonstrators' activities were planned and coordinated (and we'll probably know a lot more about it over time) but a lot of it was the spontaneous expression of long-simmering frustration. By relying on non-violent methods, maintaining morale and discipline, and by insisting that Mubarak had to go, the anti-government uprising succeeded where prior protest campaigns had failed. "People power" with an Arab face. And oh yes: Google got a great product placement too.

2. Al Jazeera
With round-the-clock coverage that put a lot of Western coverage to shame, Al Jazeera comes out of these events with its reputation enhanced. Its ability to transmit these images throughout the Arab world may have given events in Tunisia and in Egypt far greater regional resonance. If Radio Cairo was the great revolutionary amplifier of the Nasser era, Al Jazeera may have emerged as an even more potent revolutionary force, as a medium that is shared by Arab publics and accessible to outsiders too. And I'll bet that is what Mubarak now thinks.

President Obama is reportedly angry with the U.S. intelligence agencies for failing to anticipate the upheavals in Tunisia or Egypt. His irritation is silly, because there's a well-founded social science literature (by Timur Kuran, Susanne Lohmann, and Marc Granovetter, among others) explaining why it is nearly impossible to predict the onset of a revolutionary upheaval. You can identify countries where the government is unpopular or illegitimate, and thus were a rebellion might occur, but that doesn't tell you if or when a popular uprising of the sort we have been watching will occur. 

As I explained before, the reason is because an individual's willingness to rebel is essentially private information, and nobody is going to tell you what they really think in an authoritarian society. Furthermore, an individual's willingness to march openly against the regime depends on what he or she thinks others will do, and that cannot be ascertained in advance either. But when conditions are right and some triggering event occurs (which can be almost anything), then you can get a rapid and unexpected revolutionary cascade, as more and more people decide that it is safe to express their previously-concealed resentment and that doing so is likely to succeed.

Instead of being angry with the U.S. intelligence agencies, therefore, Obama should be reserving his ire for his foreign policy advisors, who have been screwing up U.S. Middle East policy for over two years now and who may be in the process of snatching defeat from the jaws of victory yet again. If the news reports I've seen are correct, the United States is now getting behind a political transition that will be orchestrated by the new Vice President Omar Suleiman, a close Mubarak associate. It's not even clear if the United States now thinks Mubarak has to step down. Instead, Secretary of State Clinton seems to be suggesting that we need to help VP Suleiman "defuse" the street demonstrations, which would remove most of the impetus for change.

An unnamed "senior U.S. official" has also suggested that the Obama administration is dead set against a substantial political role for the Muslim Brotherhood.  Indeed, the official reportedly suggested that what the United States wants is a purely "secular" government in Egypt (i.e., one with no Islamist influence) as if that's even possible in a country that is overwhelmingly Muslim.

It's early days, of course, and as FP's Josh Rogin reports here, there is a potential legal nightmare trying to revise Egyptian law in ways that would permit a genuinely "free and fair" election.  But I worry that the Obama administration is about to repeat the same mistake that the Bush administration made in the Palestinian legislative elections of 2006. After insisting that the elections be held, the United States simply refused to accept the results of the elections when we didn't like the winner (Hamas). Are we now going to keep our thumb discreetly on the scale in Egypt, to make sure that a post-Mubarak government continues to dance to Washington's tune?  When will Washington learn that you cannot simultaneously proclaim your commitment to democracy and freedom and then insist on dictating who is allowed to win?

The other problem is that Suleiman doesn't have much (any?) credibility as a steward of democratic change. I suggested a couple of days ago that one way he could bolster his position would be to help push Mubarak out (and to make it clear that he is doing so), and to openly declare that he (Suleiman) will serve only as a caretaker and not run for office himself in the next election. I'm not at all sure that these measures would work, however, and the anti-government forces might well see him as no different than Mubarak himself. That certainly seems to be their reaction thus far. And if subsequent reforms are mostly cosmetic and individuals or groups associated with the old regime end up retaining power in a subsequent election, they are likely to have no more legitimacy than Mubarak has right now. And the U.S. image in the region, which is bad enough already, will take another big hit.

So the United States has two long-term challenges. The first is to make sure it is not once again perceived as working to quash a genuinely representative government in Egypt. The second is get ready to accept the results of that process, even if the people we might prefer don't win.

Egyptians have returned to the streets for what anti-government forces have dubbed a "day of departure." The early reports I've seen are heartening: the demonstrations are peaceful, more and more members of the elite appear to be embracing change, and key institutions like the army continue to behave with restraint and to enjoy respect from the crowds. If it holds up, this augurs well for a transition that avoids most of the worst-case scenarios.

Meanwhile, there seems to be a lot of behind-the-scenes diplomacy going on, trying to convince Hosni Mubarak to step down and to coordinate some sort of transitional process. I hope that is the case, because Egypt will need a credible caretaker government to orchestrate the revision of the constitution, conduct either new elections or the elections already scheduled for September, and to maintain order during this process. 

I don't know what sort of transitional arrangements would work best, so I'm not going to prescribe any particular scenario or road-map. Instead, here are few items you might want to read, to get a sense of the different issues, possibilities, and pitfalls.

1. My colleage Tarek Masoud has an very interesting op-ed in today's New York Times, arguing that Mubarak needs to say long enough to orchestrate a transition that is consistent with the existing constitution. His point is that it makes sense to change the government via existing procedures, to emphasize the importance of rule of law. I'm not convinced this will work (i.e., the popular forces may not tolerate it), but his broader point about giving the transitional process as much legitimacy as possible seems right to me. But would the best be the enemy of the good?

2. For an alternative procedure, see the statement by a group of Egyptian activists that was translated and released by the Carnegie Endowment here.  In their scenario, the Vice-President would oversee an independent process of revising the constitution and preparing for new elections, in consultation with independent jurists and constitutional experts.   For additional commentary on the proposal, and the more general problem of constitutional reform, see Egypt expert Nathan Brown's posting here.

3. If you've been hearing those wild-eyed claims that the Muslim Brotherhood is a mortal threat to US interests and the nucleus of a future radical Islamic republic in Egypt, please read Helena Cobban's thoughtful discussion of the MB and its background. I should add that I think the lurid fears of some sort of radical jihadist takeover of Egypt are wildly off-the-mark, especially so long as the Egyptian army remains intact and respected (as it has so far). And as Masoud says in the op-ed discussed above, "democracy in Egypt, or any other part of the world, is not something we should fear."

The last day or two demonstrates that Mubarak has no intention of going down without a fight. At the same time, Egypt's Prime Minister has expressed regret for the loss of life and is pledging an orderly transition. Where does this leave us?

First of all, the events in the past day or two confirm a point I've made before: revolutionary upheavals are very hard to predict and the final outcome often isn't determined for weeks or months or even years.  I was obviously wrong about the potential for contagion from the original Tunisian catalyst, but not about the fact that authoritarian governments are often able to ride out these storms. I'm not saying that Mubarak will (and as I said a couple of days ago, I think the regime is fatally compromised even if he does hang on), but the past day or two reminds us that the regime is not without resources. To repeat myself further, the danger is that the onset of a significant violence will create a situation where extremists on both sides feel empowered, resulting in far more extensive damage to Egypt's social order.

From a U.S. perspective, I'm with FP colleague Marc Lynch.  If Obama goes wobbly at this point, he'll look even weaker than many people in the Middle East already assume he is.  Given that Mubarak is beginning to do exactly what Obama asked him not to do, now's the time to distance ourselves even further. Obama should announce an immediate suspension of military aid to Egypt, while ordering the Pentagon to send a quiet message to Egyptian military commanders that aid will resume as soon as Mubarak steps down. We are playing the long game here, and need to take clear steps to ensure that we are not seen as complicit in dictatorial repression. Here I'm standing by my earlier remarks about the likely strategic consequences

From the perspective of the Egyptian leadership-and especially the new Vice President, Omar Suleiman, how do things look? Nobody is sharing any secrets with me, but I can still speculate.   I caught part of an interview that Suleiman gave on Al Jazeera English (which has been indispensable throughout this crisis), and I thought he was doing his best to sound reasonable and to hold out the prospect of substantial reform but in an orderly manner. The problem, as I noted yesterday, is that neither Mubarak nor Suleiman (a long-time Mubarak associate who runs the intelligence services) has much (any?) credibility as a reformer. If Suleiman really wants to lead an orderly transition via constitutional reforms and September elections, therefore, the smartest thing he could do is to get Mubarak to leave power now, take credit for having done so, and then to govern openly and explicitly as a caretaker. That's just about the only way that Suleiman could gain a bit of credibility and legitimacy, and it might just make it possible to conduct a reform effort that could command broad acceptance.

One last point. In today's Washington Post, E.J. Dionne says that Obama's handling of this crisis will ultimately be judged by whether we get an anti-American/anti-Israel outcome or not.  In his words, "Obama will be judged by results. If the Egyptian uprising eventually leads to an undemocratic regime hostile to the United States and Israel, the president will pay the price." I think he's right as a matter of practical politics, but this view also reflects the widespread assumption that the United States government has the capacity to determine the outcome of unruly political processes of the sort we are now witnessing in Egypt. This is silly: Nobody is in control of events there, nobody knows how it will turn out, and it's quite possible that we'll get either a good outcome or a bad outcome no matter what the United States government does. That doesn't mean the USG shouldn't try to shape events to the extent that we can, but we should not forget that our capacity to mold them is inherently limited.  

I'm all for holding leaders accountable, especially when they do foolish things entirely on their own initiative (like invading Iraq). But we would do a better job of judging our leaders' performance if we acknowleged that presidents are neither omniscient nor omnipotent.

There's a part of me that would like to blog about something other than Egypt, but how can I? Events there are both too dramatic and of potentially great import, so I find it hard to wrench myself onto other topics. Apologies to any of you who'd like me to turn my attention elsewhere...

If history is any guide (and it is, albeit a rather fickle and ambiguous one), we are still in the early stages. The French revolution went through a series of distinct phases for more than a decade (accelerated, to be sure, by war), before Bonaparte's seizure of power. The Russian Revolution began with the March 1917 uprisings, followed by the Bolshevik coup in October and then a civil war. The Islamic republic of Iran did not leap full-blown from the brow of the Ayatollah Khomeini, but took several years to assume its basic form. Even the United States was a work-in-progress for years after victory in the revolutionary war. (Remember the Articles of Confederation, and the debate over the Constitution?). 

In short, history cautions that we have no clear idea what form a post-Mubarak government in Egypt will take, and there's a lot of contingency at work here. I have my hunches and hopes, but nobody can be really confident about their forecasts at this stage. (Heck, at first I didn't think the upheaval in Tunisia would spread!) It will help a lot if the process of political contestation in Egypt avoids large-scale violence, because the onset of mass violence (whether by the regime and its supporters or by the anti-Mubarak groups), is going to fuel greater hatred and paranoia and tilt the process in more dangerous directions. For this reason, those who are urging a peaceful and orderly transition (including the Obama adminstration) are exactly right. And that's why the reports I'm seeing about rising violence (a summary of which can be found on Andrew Sullivan's The Daily Dish) is worrisome.

Like nearly everyone-including, I assume, Hosni Mubarak himself -- I've been surprised by the speed, scope and intensity of the upheaval in Egypt. As I write this, it's still not clear whether Mubarak will remain in power. Nor do we know how far-reaching the changes might be if he were to leave. We should all be somewhat humble about our ability to forecast where things are headed, or what the future implications might be.

That caveat notwithstanding, I want to offer a realist interpretation of what these events mean for the United States, along with the basic prescription that follows from that analysis. And though it may surprise some of you, I think realism dictates that the United States encourage Mubarak to leave, and openly endorse the creation of a democratic government in Egypt.

Realists are often caricatured as being uninterested in democracy or human rights, and concerned solely with the distribution of power and a narrowly defined national interest. It is true that realists tend to see calculations about power as the most important factor shaping international politics, and they often see sharp tradeoffs between strategic interests and moral preferences. Yet domestic considerations-including human rights-can be relevant for realists, particularly when thinking about one's allies.

To maximize their own security, states want allies that are strong, stable, and that do not cause major strategic problems for them (i.e., by getting into counterproductive quarrels with others). Other things being equal, states are better off if they don't have to worry about their allies' internal stability, and if an allied government enjoys considerable support among its population. An ally that is internally divided, whose government is corrupt or illegitimate, or that is disliked by lots of other countries is ipso facto less valuable than one whose population is unified, whose government is legitimate, and that enjoys lots of international support. For this reason, even a staunch realist would prefer allies that were neither internally fragile nor international pariahs, while recognizing that sometimes you have to work with what you have.

There is an awful lot of unpredictable stuff going on right now -- Tunisia, Egypt, Yemen, etc. -- and I haven't had time to comment at length on the "Palestine Papers" that were leaked to Al Jazeera and released earlier this week. So here are a few quick reactions, based on a less-than-complete survey of the documents (which you can find here), and some perusal of the commentary surrounding them.

For starters, a caveat. As with the various WikiLeaks revelations, it's a mistake to view these documents (which detail all sorts of confidential negotiations) as "the truth, the whole truth, and nothing but the truth." For one thing, the leaked documents are the Palestinians' record of these events, and even if they are being scrupulously honest (and they probably were, insofar as these were internal records), the other participants might have seen or heard the conversations differently. You know, the old Rashomon effect. As far as I know, nobody has successfully impugned their accuracy (the PA tried to do so at first, but soon dropped that approach), but these exchanges are hardly the sum total of the diplomatic record. They offer lots of revealing information, but they need to be read in context and supplemented with other sources.

Second, the above caveat notwithstanding, the documents put to death the idea that Israel has no Palestinian "partner for peace." On the contrary, they reveal a PA leadership that is desperate for peace -- sometimes to the point of being craven -- and getting no help at all from the Israelis and precious little from the United States. They keep offering various concessions and trying different formulas, and get bupkus in return. Indeed, even when they might think they've obtained something of value -- such as Condi Rice's pledge that the 1967 borders will be the baseline for negotiations and territorial swaps -- they find that the next set of U.S. negotiators take it away with scarcely a backward glance.

In this sense, the documents also expose the bipartisan and binational strategy that Israel and the United States have followed under both Bush and Obama: to keep putting pressure on the Palestinians to cut a one-sided deal. And if you thought George Mitchell was acting like an evenhanded mediator, think again: He keeps leaning on the Palestinians to get back to the table, to accept a less-than-complete settlement freeze, etc., yet there's no hint of any pressure on the Israeli side.

Third, I can't make up my mind about the PA itself. A good case can be made that they've become complicit in the occupation and that the much-heralded "Fayyadism" -- building state institutions, emphasizing development and normalcy, and cracking down on "extremists" -- has put them in the role of doing Israel's dirty work for it, but with little to show for it. (That's a familiar strategy for a colonial power: find local elites who like holding positions of power and use them as your local agents). And the fact that Abbas and Fayyad have exceeded their terms of office yet refused to hold new elections reinforces that case. Yet I'm reluctant to condemn them for this response, both because the Palestinians do need more effective institutions and because they had precious few cards to play. Another intifada was only going to make things worse.

Fourth, these releases can also be read as the final obituary for the Oslo peace process. Lord knows it had been on life support for years, and most analysts have already understood it was going nowhere. In that sense, these documents aren't really revelatory: They merely confirm what most of us had suspected ever since Obama began walking back from the Cairo speech. But what I've argued before is now abundantly clear: The Palestinians aren't going to accept anything less than a viable state (plus at least symbolic acknowledgement of a "right of return"), and Israel isn't going to offer them anything remotely close to that. (See Jeremy Pressman here for further details on the difficulties.) It's equally clear that the United States is incapable of acting like an honest broker on this issue, despite its importance to our broader security position. That means no "two states for two peoples," which in turn means that some future U.S. president is going to face some really awkward choices.

And if we step back and take a larger and longer view, it begins to look like the U.S. position in the Middle East, which seemed so dominant after the fall of the USSR and the first Gulf War, is now crumbling. Hezbollah just formed a government in Lebanon, possibly after the United States convinced former PM Saad Hariri to go back on a compromise deal over the U.N. tribunal investigating the murder of his father. Iraq is now governed by a Shiite government with extensive links to Iran and is denying the U.S. any future military role there. A democratic government in Turkey, while not anti-American, is charting an independent course. The Mubarak government in Egypt, long a close U.S. client, has been shaken, and even if it survives the current turmoil, its long-term status is up for grabs.

The problem is this: The United States has no idea how to deal with a Middle East where the voice of the people might actually be heard, rather than being subject to the writ of various aging potentates. And having followed policies for decades that are unpopular with most of those same people, we may be about to reap the whirlwind.

Do the large and angry demonstrations in Egypt mean that I was wrong to predict that the revolution in Tunisia wouldn't spread? Not yet, but I will be watching events closely and developments there could eventually prove me wrong. (As Keynes famously retorted, "when the facts change, I change my mind. What do you do?") But thus far, I'm sticking with my original forecast.

A couple of quick points.  In my original post on the subject, I emphasized that revolutionary upheavals are always inherently unpredictable, because it is hard to know how much the population is willing to risk to overthrow the authorities and because each person's reaction will depend on what they think others will do. (Someone might be reluctant to join an angry mob if they thought only ten other people will show up, but if they are convinced that 5000 other people will be there, then there's safety in numbers and they'd be willing to be the 5001st). 

I didn't deny that events in Tunisia might generate some sympathetic rumblings elsewhere, because this is common after a revolution, but I said that I didn't expect a wave of upheavals that ultimately overthrew neighboring governments. The main reason was that authoritarian governments would be on their guard against contagion, and would act quickly to snuff out any rising revolutionary tide. Thus far, that's precisely what the Mubarak regime seems to be doing, and they have a lot of practice at this sort of thing.  See here for an eyewitness account. As Juan Cole warns, "Egypt is not Tunisia."

So what do I think now? It's clear that events in Tunisia have provided a catalyst for Egyptians to express their discontent with the Mubarak regime. (That discontent is not new, of course).  It seems plausible that social media (e.g., the internet, Facebook, Twitter, etc.) may have facilitated some degree of mass mobilization, thereby encouraging larger turnout at demonstrations than one might otherwise have expected. It's hard to know how important this has been, but it could be a change in background conditions that makes this sort of revolutionary contagion more likely. I have an open mind about that subject.

What we don't know yet is whether the popular discontent that is being expressed in the streets will ultimately be able to challenge the government's authority, undermine the cohesion and loyalty of the Egyptian security forces, and render Mubarak's continued rule untenable.  If I had to bet, I'd say not at present. But am as I confident as I was last week? 'Course not.

And for me, the more interesting question is not the short-term possibility of revolutionary contagion, but rather the long-term possibilities for political and social change that these events herald. Even if governments like Mubarak's remain in power today, it is hard for me to believe that the current political order in much of the Arab world can survive unchanged for much longer. Smart governments will try to get out ahead of these processes, and manage a gradual evolution towards more legitimate and participatory forms of government (which may not bear much resemblance to Western-style liberal democracy). The point is that political change in the Arab world need not come about through violent revolution; the mere possibility of violent upheaval may be enough to convince some leaders that they need to rethink some of their policies. Whatever the mechanism, we'll be living in interesting times.

The toppling of the Tunisian regime led by Zine el-Abidine Ben Ali has led a lot of smart people  -- including my FP colleague Marc Lynch -- to suggest that this might be the catalyst for a wave of democratization throughout the Arab world. The basic idea is that events in Tunisia will have a powerful demonstration effect (magnified by various forms of new media), leading other unhappy masses to rise up and challenge the stultifying dictatorships in places like Egypt or Syria. The obvious analogy (though not everyone makes it) is to the velvet revolutions in Eastern Europe, or perhaps the various "color revolutions" that took place in places like Ukraine or Georgia.

Color me skeptical. In fact, the history of world revolution suggests that this sort of revolutionary cascade is quite rare, and even when some sort of revolutionary contagion does take place, it happens pretty slowly and is often accompanied by overt foreign invasion.

Back in May 1967, the Egyptian government led by Gamal Abdel Nasser ordered a blockade of the Straits of Tiran, cutting off Israeli shipping in the Gulf of Aqaba. This action crossed a "red line" for Israel, and was a major escalatory step in the crisis that led to the Six Day War. President Lyndon Johnson considered sending U.S. warships or some sort of international flotilla to challenge the blockade and defuse the crisis. But even though the United States had previously given Israel certain assurances about protecting freedom of navigation in the straits, Johnson ultimately declined to take decisive action to defend Israel's navigation rights. The United States was already bogged down in Vietnam and Johnson feared getting trapped in another volatile conflict. So he dithered, and Israel ultimately chose to go to war instead.

Had Johnson used U.S. naval forces to challenge the blockade, the Six Day War might not have occurred. Egypt would not have dared to challenge U.S. warships, of course, and sending a U.S. fleet to break the blockade would have given Nasser a way to back down but save face (i.e., he would have been backing down to a superpower, and not to Israel). And had the Six Day War been averted, many of the problems we are wrestling with now -- including the disastrous occupation of the West Bank -- might never have arisen.

Remembering this previous failure got me thinking: why doesn't the United States use its considerable power to lift the blockade of Gaza unilaterally? It's clear that the blockade of Gaza is causing enormous human suffering and making both the United States and Israel look terrible in the eyes of the rest of the world. It has also failed to achieve any positive political purpose, like defeating Hamas. So why doesn't the United States take the bull by the horns and organize a relief flotilla of its own, and use the U.S. Navy to escort the ships into Gaza? I'll bet we could easily get a few NATO allies to help too, and if money's the issue, we can get some EU members or Scandinavians to help pay for the relief supplies. And somehow I don't think the IDF would try to stop us, or board any of the vessels.

The advantages of this course of action seem obvious. The United States has been looking both ineffective and hypocritical ever since the Cairo speech a year ago, and many people in the Arab and Islamic world are beginning to see Barack Obama as just a smooth-talking version of George W. Bush. By taking concrete steps to relieve Palestinian suffering, Obama would be showing the world that the United States was not in thrall to Israel or its hard-core lobbyists here in the United States. What better way to discredit the fulminations of anti-American terrorists like Osama bin Laden, who constantly accuse us of being indifferent to Muslim suffering? The photo ops of U.S. personnel unloading tons of relief supplies would go a long way to repairing our tarnished image in that part of the world. Remember the Berlin airlift, or our relief operations in Indonesia following the Asian tsunami? Doing good for others can win a lot of good will.

Second, having the U.S. and NATO take charge of a relief operation would alleviate Israel's security concerns. The Israeli government claims the blockade is necessary to prevent weapons from being smuggled into Gaza. That is surely a legitimate concern, but if the United States and its allies are bringing relief aid in, then we can determine what goes on the ships and we obviously won't bring in weaponry.

But wait a minute: wouldn't bringing relief aid to Gaza end up strengthening Hamas? Not if we arrange for the relief aid to be distributed through the United Nations or other independent relief agencies. Some of it might end up in Hamas's hands indirectly but most of it won't, and reducing the level of deprivation and suffering would undercut the influence Hamas gains as a provider of social services.

It's true that a relief operation of this sort will probably require some U.S. officials to have some minimal dealings with Hamas, but this would actually be a good thing. If the United States is really serious about a genuine two-state solution, it is going to have to bring Hamas into the political process sooner or later and this is a pretty low-key, non-committal way to start. And while we're at it, we can tell them to get busy fixing that Charter of theirs and take a humanitarian gesture or two of their own, such as releasing captured Israeli soldier Gilad Shalit.

In short, using American power to end the blockade of Gaza could be a win-win-win for everyone. The United States (and Obama himself) would demonstrate that we really did seek a "new beginning" in the Middle East, and correct the impression that the Cairo speech was just a lot of elegant hooey. Israel's security concerns would be addressed, it would look flexible and reasonable, and we would be providing Netanyahu with an easy way to extricate himself from a position that is increasingly untenable. (It's one thing for him to lift the blockade himself, but quite another to do it at Washington's behest). And of course the long-suffering population of Gaza would be much better off, which should make us all feel better.

The more that I think about it, the more attractive this approach looks. All it takes is an administration that is willing to take bold action to correct a situation that is both a humanitarian outrage and a simmering threat to regional peace. That probably means that it has zero chance of being adopted. And of course you all know why.
