One of the themes I have harped about on this blog has been the issue of opportunity costs. When a great power gets itself over-committed in a lot of costly and time-consuming commitments (and when it mismanages its economy in various ways), then it won't have the surplus it needs when an unexpected challenge (or an unforeseen opportunity) arises.
Case in point: the current floods that have ravaged Pakistan in recent weeks. The situation is by all accounts horrific, and could have significant long-term consequences for millions of people. It is precisely the sort of event that calls for a vigorous and generous U.S. response.
As everyone knows, the United States is widely despised among broad swathes of Pakistani society. Some of this hostility is unmerited, but some of it is a direct result of misguided U.S. policies going back many decades. As the U.S. experience with Indonesia following the 2004 Asian tsunami demonstrated, however, a prompt and generous relief effort could have a marked positive effects on Pakistani attitudes. Such a shift could undermine support for extremist groups and make it easier for the Pakistani government to crack down on them later on. It is also the right thing to do, and the U.S. military is actually pretty good at organizing such efforts.
The United States has so far pledged some $76 million dollars in relief aid, and has sent 19 helicopters to help ferry relief supplies. That's all well and good, but notice that the U.S. government sent nearly $1 billion in aid in response to the tsunami, and we are currently spending roughly $100 billion annually trying to defeat the Taliban. More to the point, bear in mind that the United States currently has some over 200 helicopters deployed in Afghanistan (and most reports suggest that we could actually use a lot more).
So imagine what we might be able to do to help stranded Pakistanis if we weren't bogged down in a costly and seemingly open-ended counterinsurgency war, and didn't have all those military assets (and money) already tied up there? It's entirely possible that we could do more to help suffering individuals, and more to advance our own interests in the region, if some of these military assets weren't already committed.
Of course, Obama didn't know that there would be catastrophic flooding in Pakistan when he decided to escalate and prolong the Afghan campaign. But that's just the point: when national leaders make or escalate a particular strategic commitment, they are not just determining what the country is going to do, they are also determining other things that that they won't be able to do (or at least won't be able to do as well).
Thus, another good argument for a more restrained grand strategy is that it might free up the resources that would allow us do some real good in the world, whenever unfortunate surprises occur. As they always will.

I'm just back from a quick lecture trip in Paris, and offer here a few quick and unscientific observations.
1. You know all those clichés about how unfriendly Parisians are to Americans? In my experience, totally false. I had a nasty encounter with an ill-tempered concierge in a cheap hotel in 1976, and that's it. Virtually everyone I've ever dealt with there has been friendly and welcoming, and even tolerant of my French, which I daresay is tres imparfait.
2. Contrary to modern mythology, not all Parisians are thin.
3. They may have banned smoking in Parisian bistros, but plenty of people still smoke. Not as many as Greece, but more than the United States.
4. There are lots of bicyclists in Paris. As a confirmed bike commuter myself, I can only applaud. I didn't see a single one wearing a helmet. Pourquoi?
5. As I've noted before, Europe is far more multi-ethnic and multi-cultural than it was when I first visited, a trend especially evident in Paris. It leads to certain incongruous moments, to say the least. On the Metro one evening, an older man entered the car with an accordion and began serenading the passengers (almost all of whom were non-white) with traditional French songs (think Aznavour or Piaf). The passengers sat there stone-faced and completely unresponsive, and I didn't see him earn any tips. Weird.
6. Lastly, a culinary puzzle I've pondered before: Why is that you can go into just about any modest establishment in any city or town or village in France and be assured of finding wonderful bread? Similarly, you can go into any non-descript café in a tiny Italian village and get an espresso that Starbucks would kill to duplicate. Or wander into any anonymous pizza joint in Manhattan and you can get a slice of thin-crust pizza that is ineffably superior to versions of the same thing found elsewhere.
The point is not that the foods themselves are unique; globalization has spread falafel, sushi, pad thai, rogan josh, borscht, and countless other foods to many corners of the world. (Although, as a fan of the perenakan (Straits Chinese) cuisine of Singapore, I keep waiting for someone to open a perenakan restaurant here in Boston). Instead, the puzzle is why the imitations tend to be inferior to the originals, unless you are dealing with very high-end purveyors. It's not like making a decent baguette or a good thin-crust pizza is a classified secret like stealth technology. Is this simply because consumers of the globalized imitation have lower standards (i.e., they're just happy to have such foods available, even if they're not made particularly well), or is it because some foods require specialized techniques and local ingredients (i.e., the right kind of flour or water) that aren't as widely available or as easily duplicated as we think?

Debates about many foreign policy issues persist because it is hard to know what the right course of action is and reasonable people can reach different conclusions about them. But there is a special category of foreign policy where almost everyone agrees the existing policy is wrong-headed yet almost everyone also believes the policy is impossible to change.
I'm sure FP readers have their own favorites in this category, but I thought I'd start the conversation with three nominees of my own.
1.) Farm Subsidies and Agricultural Trade Barriers.
Like other industrial countries, the United States subsidizes a host of agricultural products and erects various trade barriers against foreign imports. This happens because the farm lobby is defending the narrow interests of the farm sector and many democratic systems give small groups (in this case farmers or agribusiness) disproportionate influence. (It's the usual story: A small group reaps the benefits of this policy while the costs are dispersed across the whole population). This policy makes food more expensive, encourages farmers to grow the wrong crops, squanders energy, and hinders economic development in poorer countries, thereby contributing to political instability. These policies also make it much harder to negotiate multilateral trade deals that would raise prosperity world-wide. So although nearly every detached observer thinks the policy is wrong, they also know that the political power of farm interests (both here and abroad) makes it excruciatingly difficult to change course.
2.) The Cuba Embargo.
We all know the old line that insanity consists of doing something over and over again but expecting different results. By that standard the U.S. embargo on Cuba is demented. If an embargo was going to topple Castro's regime, it would be long gone. The current embargo has been in place for nearly five decades, persisting even after the Soviet Union had collapsed and when it is clear that an old and feeble Fidel poses no threat. Hardly anyone thinks it is the right policy anymore (if it ever was), but it remains in place because a small number of well-organized and politically active Cuban-Americans care about the issue and the rest of the country doesn't care enough to override their preferences. Because Florida is a swing state and its politicians remain sensitive to the Cuban-American lobby, a policy that has probably helped Castro stay in power remains in effect. Maybe this policy will finally change under Obama (or when Fidel dies), but don't bet on it.
3.) The "War on Drugs."
This one is a bit more controversial, in the sense that there is still a genuine debate on some of these issues. But there seems to be a growing consensus that the "war on drugs" (which we've been waging far longer than the "war on terrorism") is both ill-conceived and poorly executed. In the United States, as in many other countries, our anti-drug policies focus primarily on the supply-side: we go after growers, traffickers, dealers and users. And the United States is especially quick to incarcerate anyone who possesses narcotics, even for relatively minor offenses. The results are almost certainly worse than the problem itself: our policy helps enrich drug lords and make it possible for them to destabilize whole governments, as they are now doing in Mexico and Afghanistan. Criminalizing narcotics possession has created a burgeoning prison population that is expensive to maintain and whose long-term incarceration produces a host of other social ills. (For a depressing analysis of some of them, see sociologist Bruce Western's Punishment and Equality in America). As The Economist recently argued, "the war on drugs has been a disaster, creating failed states in the developing world even as addiction has flourished in the rich world. By any sensible measure, this 100-year struggle has been illiberal, murderous and pointless." Reasonable people still disagree on what a better approach might be, but decriminalizing narcotics possession and focusing on education and treatment programs would cost less and probably leave us no worse off in terms of addiction and its consequences. But a politician who seriously proposed such a course of action would almost certainly face a firestorm of criticism, so the current failed policy is likely to continue more-or-less unchanged.
There are some other enduring policy initiatives I think are equally misguided (such as missile defense) but the consensus against them is not as clear-cut. On these three, however, I think most well-informed individuals know the policy is wrong yet unlikely to change.
So three questions for readers.
First, am I right to say that most experts agree that these three policies are both wrong and resistant to revision?
Second, are there any other prominent examples of similar follies: misguided foreign policies that almost everyone thinks should be changed but won’t be?
And third, if a lot of stupid policies persist even when it is obvious they make little sense, what does that say about the capacity of democratic systems to learn from their mistakes?
