In another corner of the vast FP media empire, David Bosco wants to know if "in some secret chamber of [my] heart, [I am] a believer in international law and institutions." He was writing in response to my post earlier this week, where I argued that NATO's decision to conduct "regime change" in Libya under the auspices of U.N. Security Council Resolution 1973, even though the resolution did not authorize this act, may have contributed to Russia and China's decision to veto a proposed resolution on Syria. He finds it surprising that a realist such as myself could take the niceties of international law -- and in this case, the text of a Security Council resolution -- so seriously.

In fact, Bosco's query betrays a common misconception about realism, as well as a misunderstanding of my original position. Of course realists "believe in" international law and institutions": they exist, and we'd have to be blind to deny that basic fact. Moreover, realists have long acknowledged that international law and international institutions can be useful tools of statecraft, which states can use to achieve their national interests. In particular, law and institutions can help states coordinate their behavior so as to reap greater gains or avoid various problems (think of the rules that regulate air traffic, some forms of pollution, or global communications), and they can also provide mechanisms to facilitate international trade and to resolve various disputes. Where realists part company with some (but not all) liberal idealists is in their emphasis on the limits of institutions: they cannot force powerful states to act against their own interests and they usually reflect the underlying balance of power in important ways.

Thus, a realist like me isn't surprised when a powerful country like the United States ignores the fine details of a U.N. resolution, and proceeds to undertake unauthorized regime change. Nor are we surprised when the U.S. and some of its allies invaded Iraq without any U.N. authorization at all. It was a surprising decision because it was so stupid, but it was apparent by late 2002 that U.S. foreign policy was in the hands of serial blunderers. Sadly, there was nothing international law or the U.N. could do about that fact.

The central point in my post, however, was not that Russia and China were necessarily upset by the fact that the U.S. and its allies had trod all over the text of Resolution 1973. Rather, they were upset because they didn't like the United States and its allies saying one thing and doing another, and they were upset by the precedent that the Libya case appeared to set. Put differently, they think they got snookered over Libya, and they weren't about to get snookered again. Realists understand that institutions are weak constraints on state behavior (which is why the U.S. could act as it did), but realists also understand that when you take advantage of others, they are going to take notice and make it harder for you to exploit them again. And that appears to be part of the tragic story that is unfolding in Syria.

In short, the puzzle isn't why a realist might point out that we are now paying a price for our earlier high-handedness. The real puzzle is why advocates of intervention are so fond of invoking multilateralism, institutions, and the importance of international law, and then so quick to ignore it when it gets in the way of today's pet project. Realists aren't always right, but at least we're not hypocrites.

Christmas is traditionally thought of as a season of peace. Warring nations sometimes declare a Christmas ceasefire, the Pope's Christmas message is ordinarily a call for peace, and around the world churchgoers will hear sermons and offer prayers for an end to violence. Even as we watch the continuing struggles in Afghanistan, Syria, Yemen, Colombia, Somalia, and elsewhere, and even as the world's nations continue to devote more than one-and-a-half trillion dollars each year to preparations for war, billions of people remain united in the hope that such tragic waste will one day end.

This will be my last post before Christmas Day, and though I'm not a believer, today I'm thinking about peace. Realists are often portrayed as grim and gloomy hawks who believe that human beings can never fully overcome the insecurities of the state of nature, but that's a misleading caricature at best. True, realists are mindful of human frailties, convinced that the lack of a central authority in world affairs creates powerful incentives for states to compete, and aware that sometimes this competition leads to the use of force. But realists take no joy in this situation -- as John Mearsheimer emphasizes, this feature of power politics is a tragedy -- and realists are therefore deeply concerned with finding ways to keep these dangerous and destructive tendencies in check. Because realists appreciate the evils that war brings, it is hardly surprising that they have been at the forefront of opposition to foolish wars such as Vietnam or Iraq.

Given all we know about the costs and risks of war -- a lesson that the past decade should have seared into our collective consciousness -- what I find both striking and depressing is the enthusiasm that so many commentators still have for more of the same. We still have a chorus of pundits eager for war with Iran, for example, and there's another well-populated choir convinced that the answers to contemporary global problems are more drone strikes, more energetic use of special forces and covert action, and greater secrecy here at home.

And what is equally striking is that the goal of peace plays a miniscule role in contemporary political discourse. As my colleague Nicholas Burns points out in a must-read column in today's Boston Globe, with the exception of libertarian Ron Paul, none of the current presidential contenders have made peace a central theme in their campaign. It was not always this way: our first president, George Washington, once said that "My first wish is to see this plague of mankind, war, banished from the earth," and Abraham Lincoln understood that "war at the best is terrible." Woodrow Wilson may have lent his name to the sometimes overweening U.S. effort to spread democratic ideals around the globe, but he also warned his countrymen to exercise the "self-restraint of a truly great nation, which realizes its own power and scorns to misuse it."  And let us not forget that Dwight D. Eisenhower, who knew as much about war as any American, once remarked that "America's leadership and prestige depend, not merely upon our unmatched material progress, riches and military strength, but on how we use our power in the interests of world peace and human betterment."

Yet such sentiments seem notably absent in the hearts of those who now seek to be commander-in-chief, including the present incumbent. As Burns observes, even Obama's speech accepting the Nobel Peace Prize was mostly a defense of the necessity of force. And today, most of the presidential aspirants seem more interested in convincing voters that they know how to channel their inner Rambo and that they will not hesitate to use force wherever and whenever they deem it necessary. Frankly, I'd be happier thinking that they would hesitate, and think twice -- or even thrice -- before sending the nation to another war.

Part of the problem, as the former president of the Council on Foreign Relations, Leslie Gelb, admitted a couple of years ago, is that a reputation for tough-minded hawkishness has become a prerequisite for advancement and credibility in the foreign-policy establishment. Think about it: even though the United States is probably the most secure great power in history, an ambitious up-and-coming policy wonk in D.C. is more likely to advance rapidly if he or she is a vocal proponent of using American power than if he or she is seen as skeptical or even somewhat averse to flexing U.S. military might at every occasion. And God forbid that someone who aspires to rise in Washington gets a reputation for being seriously interested in peace. That might get you a job at AID or at some left-wing think tank, but you aren't going to make a lot of short lists for State, Defense, or the NSC.

This tendency to reward bellicosity pervades our politics, and not in a good way. Look at the venom that pollutes talk radio, and the scorched-earth partisanship (mostly flowing from the GOP) that has paralyzed the legislative branch on a host of vital issues. Read the talk-backs on virtually any political website -- including this one -- and observe how brave commenters, safely cloaked in internet anonymity, devote hours to flinging vile insults at each other. Or consider the ease with which prominent figures here and abroad will condemn whole categories of people -- gays, Muslims, Jews, foreigners -- without having met a single one or taking any time to consider how the world might look from someone else's perspective.  When one looks at political discourse -- even in America, this most secure and fortunate of countries -- it requires no great imagination to see why it is so hard to keep humans from fighting.

It is a discouraging picture, to be sure, but this is not the season for despair. For this week, at least, I choose to see the glass as half-full. This Christmas, I will reflect on the possibility that Steve Pinker, John Mueller, and others are right, and that humankind, for all its continued woes, is nonetheless moving away from its very violent past. I shall look for hopeful signs amid the tumult. I shall bask in the comforting embrace of family and friends, and think hard about what I can do better in the months and years ahead. I hope all of you do too. And whether you're someone who tends to nod in agreement when you read this blog, or someone who thinks I've yet to get anything right, may this season and the year to come bring you love, hope ... and peace.

It's the holiday season, but Death does not observe such man-made conventions.  I've been more conscious of that fact this past week, in part because my mother would have been 84 last Thursday and she is woven into a whole tapestry of my holiday memories.  It is at such times that the loss is most acute.

And as it happens, we have seen three notable departures this week.  Herewith a brief comment on each.

 1. Christopher Hitchens.   I never met Hitchens (though my wife knew him slightly back in the 1980s), but I've enjoyed several of his books and a fair bit of his commentary over the years.  His talents were considerable and his achievements worthy of note (and I'd give a fair bit to be as able and witty a writer as he was), but the outpouring of tributes this past week struck me as decidedly over-the-top.  (I can't help but think that he would have been first in line to skewer most of them).  I don't doubt the sincerity of his friends' affection and or question their sense of loss, but as Glenn Greenwald notes, if you want people to say nice things about you when you're gone, make sure a lot of your friends are well-connected Establishment writers.

Like a lot of public intellectuals, Hitchens embraced an odd set of ideological fixations at various points in his career.  He started out a Trotskyite, and ended up a cranky neoconservative fellow-traveler (at least regarding the Iraq War and the threat from radical Islam).  And his public persona never seemed tempered by self-doubt, despite having been massively wrong on more than one occasion.  A bit more humility might have made him a less successful writer, but also a more sensible one.

Is it possible that his oscillations reflected a lack of deep intellectual foundations?  He was clearly formidably well-read, but apart from his outspoken atheism, I'm not sure he had a well-developed theory for how the world really worked.  By his own account, the unifying core of his thinking was a hatred of "the totalitarian"--and especially any movement or ruler who tried to control what we think--but isn't that about the easiest target for anyone (and especially a writer) to pick?  I mean, who's going to rise to totalitarianism's defense in this day and age, and especially inside the American Establishment?   (Civil liberties may be under siege these days, but we have a ways to go before we come close to true tyranny.)

That said, I was also struck by one more thought upon reading all those commentaries on his career.  I cannot imagine the American system of higher education producing anyone quite like him, and especially not the typical American Ph.D. program in the social sciences.  Whatever his flaws may have been, Hitchens was wide-ranging, provocative, willing to take unpopular positions, and above all fun to read.  Whereas graduate education in the United States is increasingly designed to take smart and ambitious young students, stamp most of the fire and creativity out of them, and make them safe, largely indistinguishable from each other, and above all, boring.   (There's a reason we call them "academic disciplines").   So if Hitchens is your role model, for god's (note the small "g") sake don't go get a Ph.D.

Today I want to offer a few brief words of tribute to Paul Doty, who passed away yesterday at the age of 91. Paul was a distinguished biochemist and molecular biologist, as well as a pioneering figure in the field of arms control. He was head of the Federation of American Scientists, a founder of the Pugwash Conferences (which brought together scientists from both sides of the Iron Curtain to discuss arms control and war prevention), and a key figure in the renaissance of security studies that began in the late 1970s. A more detailed account of his life and career can be found here and here.

I am one of the countless number of scholars who owe part of their professional success to Paul's vision and support. Back in the 1970s, Paul realized that his generation of policy-minded academics was not being replicated, and he convinced the head of the Ford Foundation, McGeorge Bundy, to finance new research centers at a number of prominent universities. This act led to the founding of the Center for Science and International Affairs (CSIA) at Harvard (with Paul as founding director), and to parallel centers at Stanford, UCLA, and Cornell.

The model for CSIA (subsequently renamed the Belfer Center), was a scientific lab. In addition to providing young scholars with the time and resources to conduct their research, these centers also provided an atmosphere where older scholars could mentor younger colleagues and where people with varying backgrounds could meet, exchange ideas, and build robust professional networks. Thus, a fellowship at CSIA was more than just an opportunity to finish or revise a dissertation. It was also a chance to interact with prominent academics and policymakers, to learn how to challenge a prominent expert with whom one disagreed and, in general, to comport oneself as an engaged and competent professional. My initial stint at CSIA (1981-1984) was central to getting my own career started, and there are now literally hundreds of CSIA alumni holding prominent positions in the academy and in key policymaking circles, including prominent Obama administration figures such as Michele Flournoy, Daniel Poneman, Kurt Campbell, and Ivo Daalder.

Paul had a lot of the "absent-minded professor" in him, and stories about some of his idiosyncrasies became legendary among his colleagues. But what I remember most was his rare ability to cut to the heart of an issue, and his quiet fearlessness in confronting those with whom he disagreed. I never saw him behave rudely to a visiting speaker, but he had little patience for arguments that didn't add up or for policy positions that made no sense. And it didn't matter if the person trying to sell some dubious idea was powerful or prominent; Paul would press the attack with quiet persistence. He was, in short, a truth-teller, who cared more about getting the right answer or the right policy than advancing his own personal fame or power. In that most basic of virtues, he was a model for us all.

I'm pleased (and a mite chagrined) to announce that my article "The End of the American Era" won the readers' poll over at The Browser. My thanks to any of you who went online and voted for it.

Needless to say, winning an online poll like this doesn't tell you much (anything?) about the relative merits of the different nominated articles. For all I know, I was the only person to mention it on a blog, which might well explain the outcome. I've spent some time reading the other articles in the contest and I commend them to you: there are some pretty interesting and wide-ranging pieces in the group.

Again, my thanks to any of you who voted, and I promise I won't let it go to my head. And I'm even more grateful for the responses to my earlier request for help on things to read on the general topic of policy analysis.

It's Thanksgiving once again, and it's become something of a ritual for me to record what I'm feeling grateful for each year. For starters, I want to thank the various people who responded to my request for advice on "policy analysis" yesterday, both via the "comments" section and to me directly. I got some very good suggestions, and I appreciate the help. Whether my students will be similarly appreciative remains to be seen.

This year, I'm thankful that the euro hasn't collapsed - yet -- and I'm keeping my fingers crossed that it won't. It's true that the unraveling of the eurozone would be a striking vindication of a broadly realist view of international relations, but it would also produce tremendous human suffering and that's way too big a price to pay to vindicate a theory. So I hope Europe's leaders manage to defy my usual pessimism and navigate through the crisis. If they do, I'll be even more thankful next year.

I'm also grateful that there's been no war with Iran. Whatever the Obama administration's other shortcomings might have been, those at the top seem to have understood the folly and futility of unleashing major military action against Iran. I won't give them high marks for imaginative diplomacy, but at least they haven't done great harm.

I'm also giving thanks that the United States is getting out of Iraq, and I wish I could believe that we will draw the right long-term lessons from the debacle. On that score, it is not a good sign that many of the architects of that war are still taken seriously as foreign policy "experts," and some are even advising GOP candidates. Doesn't say much for our national learning curve, does it? But even if historical amnesia sets in quickly, I'm pleased that we are finally leaving Iraq to its own leaders. Now if we can just draw a similar conclusion about that other exercise in imperial futility ... Afghanistan.

Like nearly everyone, I'm troubled by the continued turmoil in Egypt and by the Assad regime's brutal behavior in Syria. But I'm thankful that the situation in Libya has thus far defied my worst fears and made at least some modest progress toward the establishment of a more legitimate political order. The capture of former heir-apparent (and accused war criminal) Saif al-Islam Qaddafi and former security head Abudullah al-Senussi pretty much eliminates any possibility of a "loyalist" insurgency, which is a good sign too. The country still has a long way to go, but I will be keeping my fingers crossed.

On a purely personal note, I'm thankful for the courageous policy analysts, writers and bloggers who make it easier for me to do this blog. I'm talking about people who seek puncture conventional wisdom, challenge orthodoxies, and rock the boat on occasion. I value them because they are an antidote to the flood of cautious semi-official narratives that dominate most of the writing on foreign policy, and so they help me think outside the box. So heartfelt thanks to Carl Conetta, Phil Weiss, Juan Cole, Gordon Adams, Martin Wolf, Jerry Haber, Uri Avnery, Jim Lobe, Helena Cobban, Glenn Greenwald, M. J. Rosenberg, John Mueller, Andrew Sullivan, Spencer Ackerman, Jerry Slater, Gideon Rachman, and many others too numerous to list or even remember. I don't know a lot of the people just mentioned, and I don't always agree with any of them. Heck, I don't always agree with this guy either. But I'm glad they are doing what they do.

Of course, I cannot omit my annual word of thanks to the whole gang at FP, including the reporters, writers, and bloggers with whom I've occasionally tussled. The editors remain a delight with whom to work, and it's been a pleasure to be part of their team. And because all bloggers ultimately depend on readers, I'm especially grateful for those of you who take the time to read this stuff.

With each passing year, I've become more aware and more appreciative of my own good fortune. It's been a pretty soft gig to be born a white American male in the mid-1950s, in a country enjoying enormous geopolitical advantages and considerable prosperity. I like to think I've done ok with the advantages I was handed, and there's no doubt that the deck was stacked in my favor from the start. And that goes for a lot of my colleagues and contemporaries too.

More broadly, if you compare the era in which most of us have lived to the previous fifty years (1900-1950), there's little question that we've enjoyed a period of comparative benevolence. The first half of the 20th century witnessed two enormously destructive world wars, the worst economic depression in history, and several brutal genocides. The past sixty years has its own share of tragedies, to be sure, but the overall level of violence was much lower, economic growth was fairly steady (until recently), and many of us never had to endure the insecurities, travesties, and sacrifices that earlier generations experienced or that were still common in other parts of the world.

Most Americans ought to be especially grateful for their extraordinary good fortune, and Thanksgiving is an appropriate time for us to reflect upon it. And as I watch Europe teeter on the brink of financial collapse, observe the violent political contestation that is sweeping the Middle East, note the rapidly shifting balance of power in Asia, and contemplate the tragicomic follies of our so-called leaders in Washington, I do wonder how long it will last, and whether I will look back with regret at the tranquility we have lost.

But tomorrow, I will give thanks for the good that remains, and think about what can still be done to preserve and extend it.

Today, I'd like to try a bit of crowd-sourcing. Specifically, I'd like to ask readers of this blog for some help with one of my courses. The course is a graduate-level survey of international and global affairs, designed for public policy students concentrating in that area. One of the components I'm adding this year is a session explicitly focused on the topic of "policy analysis in international and global affairs." By "policy analysis," I mean the method (or for some, the art) of analyzing concrete policy problems and deciding which policy options will best achieve some intended goal.

Here's the problem. There is an extensive literature on policy analysis, including well-known works by Eugene Bardach, Michael Munger, John Kingdon, Edith Stokey and Richard Zeckhauser, Deborah Stone, and many others. Yet the bulk of these works focus on domestic policy analysis (i.e., on the analysis of problems that policy analysts face in purely domestic contexts). So far, I have yet to discover any serious work explaining how to do policy analysis in the realm of foreign policy or international and global affairs.

There is a large literature on the analysis of military budgets and defense management--dating back to the heyday of "systems analysis" in the Pentagon-but this literature views these problems as essentially a domestic issue (e.g., the choices decision-makers make between guns vs. butter, or between Weapon System #1 vs. Weapon System #2, etc.). There are also works like Wolfgang Reinecke's Global Public Policy, but this book is an extended argument for why we need to situate policymaking at the global rather than national level. It is not a primer explaining how one actually performs the analysis of a concrete global policy issue.

I'm not saying that such works do not exist; I just haven't been able to find them. And assuming that there aren't any/many, it's interesting to speculate on why that is the case. I think it is partly because scholars in international relations have tended to focus on grand theory (realism, liberalism, constructivism, etc.), or on trying to identify recurring laws or tendencies between states or other groups. In short, they are mostly engaged in a positivist search for regularities, and trying to devise theories that explain them). In other words, most scholars stand apart from the policy process and treat international affairs as something to be studied from a safe distance, much as a biologist might study animals in the wild. There's just not that much interest in the academy in giving students practical advice on how to solve problems, and it's not clear that most academics would have much to contribute even if they were interested. With the exception of some important work on environmental issues (which tend to be global in scope), that task has been mostly addressed by scholars of public management or public administration, not IR.

Similarly, the field of "foreign policy analysis" tends to focus on explaining why governments make the foreign policy decisions that they do, and not on developing methods or techniques for analyzing different foreign policy options. So this literature investigates how regime type, bureaucratic politics, interest groups, social and individual psychology and any number of other "independent variables" influence government decisions. In other words, the subfield of "foreign policy analysis" does not tell you how to analyze a concrete policy problem or compare the merits of alternative policy choices.

For whatever reason, scholars working in the broad area of international and global affairs have not devoted much attention to helping would-be policy analysts learn how to do the jobs that most of them will eventually occupy. Instead, I suspect graduates of leading public policy schools end up learning this on-the-job.

One might ask: why can't we just take the existing literature on "policy analysis" and apply it to foreign policy? I think students can get some useful insights from that literature, and that some of the specific analytic techniques developed there (such as cost-benefit analysis) are clearly germane and valuable. But there are some key differences between the situation facing a domestic policy analyst and someone addressing an international or global problem. In general, policy analysts working on domestic issues are dealing with situations where there is clear legal authority and where politics, though never absent, is less salient. If your job is figuring out how to cut costs for an urban bus system, decide how to accommodate increased enrollment in a local public school, or come up with proposal to improving health care improve, etc., the main task is to identify the goals, figure out the alternatives, identify the likely results of different choices, and eventually decide which alternative will best accomplish the intended goal. Once the decision is reached, legitimate authority to implement it presumably exists (although one may also have to develop a strategy for building sufficient political support).

In global affairs, by contrast, the rule of law is far weaker and there are often competing power centers with very different interests. Strategic interactions loom much larger, and the success of a given policy choice often depends not just on the intrinsic merits of the specific initiative but on how other key actors will respond to it. (Among other things, this is why simple game theoretic models are often useful for analyzing certain international policy problems). To the extent that the issues are truly global, the correct policy choice depends far more on bargaining, persuasion, in some cases coercion, and on developing solutions that either elicit others' voluntary compliance or achieve the objective in the face of opposition. Such features are not entirely absent in domestic policy discussions, but they play a larger role in interactions between states, corporations, and non-state actors operating in the anarchic world of international politics.

Whatever the reason, there seems to be a large and regrettable gap in the existing literature. Note to potential authors: we need a good book or article that gives students a useful guide to performing policy analysis in international and global affairs.

Today I'd like to bring to your attention two recent articles on America's role in the world. Although written from somewhat different perspectives, they reach similar conclusions. This isn't surprising, as both authors write from an essentially realist perspective.

The first article, entitled "The End of the American Era," is by yours truly, and you can find it in the latest issue of The National Interest. My core argument is that the era when the United States could manage political, economic, and security orders in almost every part of the world simultaneously is a thing of the past, due primarily to the rise of new power centers and several serious self-inflicted wounds. Although the United States will remain the most powerful state in the world for many years, these developments require a different approach to grand strategy. Here's a taste:

Above all, Washington needs to set clear priorities and to adopt a hardheaded and unsentimental approach to preserving our most important interests. When U.S. primacy was at its peak, American leaders could indulge altruistic whims. They didn't have to think clearly about strategy because there was an enormous margin for error; things were likely to work out even if Washington made lots of mistakes. But when budgets are tight, problems have multiplied and other powers are less deferential, it's important to invest U.S. power wisely. As former secretary of defense Robert Gates put it: "We need to be honest with the president, with the Congress, with the American people . . . a smaller military, no matter how superb, will be able to go fewer places and be able to do fewer things." The chief lesson, he emphasized, was the need for "conscious choices" about our missions and means. Instead of trying to be the "indispensable nation" nearly everywhere, the United States will need to figure out how to be the decisive power in the places that matter.


The second article, "The Incapacitation of U.S. Statecraft and Diplomacy," is by Amb. Chas Freeman, and is published in the Hague Journal of Diplomacy. Freeman is one of the country's most incisive and wide-ranging strategic thinkers, and the piece is a tour de force of clear-eyed analysis and sharp writing. Here's how he begins:

The United States has long been the wealthiest and among the most assertive of the world's great powers.1 Over the century since the First World War, the United States' wealth - combined with the global appeal of its constitutional democracy and its unparalleled capacity to project military power to the most distant corners of the world - made it the central actor in defining a succession of ‘world orders'. The challenge to play this role is once again before the United States.

After the Second World War, the United States famously exemplified enlightened
internationalism. In consultation with Europeans, Americans led the way in the creation of successful new institutions, programmes and rules of international behaviour. The result was an ‘American half century' - Pax Americana in the space beyond the Soviet orbit. But the United States' diplomatic response to the challenge to lead global change has often fallen short.2 The current situation is a case in point, involving multiple failures of global governance amid rapid shifts in economic and political power.

In the post-Cold War era, the United States has yet to outline any principles, articulate any vision, or formulate any strategy for the reform of international institutions and practices, fiscal and monetary adjustments, or military retrenchment. So far, the United States has cast itself as the military defender of vested interests in a crumbling status quo rather than as the crafter of a new strategic order or a more effective international system. Why is this so? What might stimulate US strategic repositioning and leadership of the global response to change? What would it take to restore such leadership?


I believe the recommendations in these two articles point the way forward, and the United States is bound to move in this direction eventually. The question is not whether we will move to a smarter and more selective grand strategy; the only interesting question is how soon.

As readers know, I've been on the road for most of the past week and thus missed a lot of big stories. Here are a few quick reactions to some things that happened while I was away.

1. Steve Jobs. I'm as fond of Apple products as anyone (I'm typing this on an iMac) and I found his life story pretty fascinating. But I'm with those who found the hagiography a bit off-putting, and I suspect the outpouring of adulation had a lot do with his passing at a relatively young age (I'm 56 too, so of course I think it's way too early). Jobs was clearly a wonderful business manager and an unusually imaginative entrepreneur, but he was also a pretty ruthless dealmaker and that trait extended to Apple's attitude towards its own customers. In general, my experiences with Apple's "customer service" bureaucracy were less-than-happy, and I wish a few of the commentaries had reminded us that he wasn't just a visionary philanthropist.

2. My IISS dues. I got the latest bill for my annual membership in the International Institutes for Strategic Studies, and it made me wonder if I want to stay a member. Dues have soared to more than $500 per year, and the only real benefits you get are IISS's various publications. The Military Balance is a very useful publication (the latest edition sits right next to my laptop at home), but we do have it at the Kennedy School library and I think it's available online too. I can't afford to attend the IISS annual meetings and they've only asked me to speak there once, so I'm not sure being a member is really worth it anymore.

3. The Wall Street Protests. Like a few other pundits, I find myself in broad sympathy with this group, and that view is reinforced by David Brooks' incoherent and patronizing attempt to dismiss them. IMHO, this movement is tapping into two important phenomena. The first is the general sense that there is a privileged class of elites -- mostly connected to the financial industry -- who have really screwed the country and have yet to be held accountable in any meaningful way. The second and related phenomenon is the absence of anybody in the political sphere (with the exception of new Senate candidate Elizabeth Warren) who seems to be sticking up for the people who got screwed. Instead, senators, congressmen, and secretaries of the Treasury seem more concerned with helping out those who need it least. Frankly, what is surprising is that it took this long for a true grass roots protest phenomenon to emerge (I don't count the Tea Party, which got co-opted by Establishment folks awhile ago). And a related problem is the culture of individual greed that has become so commonplace and even venerated in American society. Individual freedom is a good thing, and so is a reward for individual initiative, but we've gone overboard with the idea that society benefits most when everybody just pursues their own naked self-interest. The result is pig-at-the-trough behavior by countless interest groups and socially damaging levels of economic inequality. So if these protests put a few vertebrae back in some politicians' backbones, fine by me.

4. Infrastructure. As an addendum to my post on Korea, let's just say that there's a pretty vivid contrast between taking off from JFK airport (which is rather a dump), and landing at South Korea's Incheon airport. As one participant in our conference remarked, he used to think that flying from the US to Asia was going from the first to the third world; now he feels like flying home is going from the 1st world to maybe the second. There's no great mystery here: we've been systematically neglecting our national infrastructure -- another manifestation of valorizing individual wealth and neglecting collective goods that benefit all of us -- and it shows. If I had a billion dollars, I'd spend part of it taking every member of Congress on a trip to other countries, and then flying them back home via JFK, or Logan Airport, or maybe Newark, along with a detour onto Amtrak. And then I'd ask them if this is what they want a foreign visitor's first impression of America to be.

5. Mitt Romney at the Citadel. GOP presidential hopeful Mitt Romney gave a lengthy speech on foreign policy at the Citadel, and managed to repeat just about every banal right-wing foreign policy cliche I'd ever heard. There were the usual paeans to American primacy, to our many enemies, and to our unique mission in the world. I'd offer a point-by-point critique if I thought it was worth it, but mostly I'm hoping this is just an attempt to give the GOP base some red meat rhetoric and not a reflection of Romney's real views (assuming of course, that he has any). Everyone I read seems to agree that a big part of the solution to the Euro crisis would be the creation of more robust and well-funded European financial institutions. One of the barriers to moving ahead, however, is Germany's reluctance to bail out so-called profligate countries like Greece. Even though a Eurozone collapse would do great harm to Germany itself, a sense of moral outrage among ordinary Germans ("why should I have to pay for somebody else's irresponsible behavior?") is a potent political obstacle that German leaders will have to overcome if this is going to work out well.

I got a small but revealing personal glimpse into this issue today, when the reimbursement form for my recent trip to Berlin arrived by email. The conference I attended was partly supported by Germany's Nationale Akademie der Wissenschaften (National Academy of Sciences), which means that travel expenses must conform to the Bundesreisekostengesetz ("German Federal Travel Expenses Act"). The best part of the reimbursement process is the special form for taxi fare, which states ""Costs for taxi rides are only reimbursable under exceptional circumstances such as urgent official activities or compelling private reasons." Specifically, travelers will be reimbursed for taxi fare only if: 1) "necessary official and personal baggage weighs more than 25 kg"; 2) there is no public means of transport and the destination is beyond walking distance (defined as 2 kilometers); 3) the wait time for public transport exceeds one hour; 4) health reasons; or 5) they are traveling between 11 PM and 6 AM.  Note: the form also reminds you that "bad weather" or "lack of knowledge of a place" are not considered "exceptional circumstances."

I don't find this scrupulousness objectionable -- heck, forcing healthy people to walk a couple of kilometers might even be good for them, although making them do it in the rain or snow seems a bit heartless. But if this is how sensitive Germans are about taxi fare, you can see why they might be reluctant to bail out the billions of dollars of extra salaries and other indulgences that some of their Eurozone partners rang up over the past decade or more.

As it happens, I took only one taxi ride on my trip (from Logan Airport to my house), and I'm not going to ask for the money back. Call it my contribution to helping Europe get back on its feet. Not quite the Marshall Plan, perhaps, but one does what one can.

I've been in Berlin since last Thursday, and it's been an interesting exercise in slightly rueful nostalgia. I lived in West Berlin for a semester in 1976, as part of an undergraduate overseas study program. It was the first foreign country I'd ever visited and one of the great formative experiences of my early adult life.

I've been back for very brief trips twice (in 1991 and again in 2007) yet this time I've found that my memories from that first trip aren't very reliable, and even supposedly familiar haunts look odd. Of course, this is partly because Berlin has been transformed by reunification -- most obviously in the areas where the Wall was -- but also because it has been thirty-five years. Cities can change a lot in that time, and my own memories have clearly faded with the passage of time. There are moments when the past comes come back vividly, as when I read the U-bahn (subway) map and recall the names of the stations on the route from my apartment to class, or when I heard the recorded announcement saying "zuruck bleiben!" just before the subway doors close. But apart from those Proustian moments, it mostly feels like I am visiting an unfamiliar place.

I took a walk last Thursday after I arrived, strolling from my hotel through the Tiergarten to the Holocaust Memorial -- which is very effective and moving, though not without controversy -- and then onto Pariser Platz. This is the area just east of the Brandenburger Tor, and it was an abandoned zone during the Cold War, with large empty spaces around the Wall itself. It has now been transformed into a vast and inviting public square, complete with fancy hotels, a Starbucks, the "Kennedy Museum," and other classic tourist attractions. There's a wonderful bit of not-quite-accidental symbolism in the fact that the British, French, and American embassies are all located there. These were the three Western powers that governed different German zones after World War II, and it is probably no accident that they ended up with this choice real estate in the very heart of reunified Berlin.  

Yesterday I wandered through some old haunts in the center of what was West Germany (Kurfurstendamm, Savigny Platz, Zoologischer Garten, etc.), and then took the subway out to a trendy neighborhood in the old East Berlin (Prenzlauer Berg). There the contrast with 35 years ago was really striking; my overwhelming sense of the old DDR was drab and monotonal grey ... but today this neighborhood is funky and energetic and artsy. And I kept reflecting on how successive German governments made rebuilding and restoring Berlin a national priority and actually pulled it off, even if it hasn't become an industrial or financial center again. I wonder what it would take to get the United States to do something like that.

By the way, the conference I attended on "Social Science and the Public Sphere" was quite enjoyable, and I learned a lot from several of the papers and from the ensuing discussion. Sociologist Michael Burawoy gave two presentations, one on different modes of knowledge ("professional," "critical," "policy," and "public") and another on the threats facing the modern university (#1: excessive regulation, on the British model, and #2: excessive marketization, on the U.S. model). Not sure he persuaded me completely, but lots to think about. There was also a fascinating paper on the history of economic thought by Norwegian economist Erik Reinert, showing how economics evolved in a path-dependent fashion and that there were several forks in the intellectual road where the field could have gone in a more historical, institutional, and diverse direction, instead of the individualist, rationalist, and hyper-mathematical course the field has taken (at least in North America). He also quoted a passage from philosopher Francis Bacon' The Advance of Learning on "degenerate knowledge" which could easily apply to lots of social science today:

Surely, like as many substances in nature which are solid do putrefy and corrupt into worms;--so it is the property of good and sound knowledge to putrefy and dissolve into a number of subtle, idle, unwholesome, and (as I may term them) vermiculate questions which have indeed a kind of quickness and life of spirit, but no soundness of matter or goodness of quality. This kind of degenerate learning did chiefly reign amongst the schoolmen, who having sharp and strong wits, and abundance of leisure, and small variety of reading, but their wits being shut up in the cells of a few authors (chiefly Aristotle their dictator) as their persons were shut up in the cells of monasteries and colleges, and knowing little history, either of nature or time, did out of no great quantity of matter and infinite agitation of wit spin out unto us those laborious webs of learning which are extant in their books. For the wit and mind of man, if it work upon matter, which is the contemplation of the creatures of God, worketh according to the stuff and is limited thereby; but if it work upon itself, as the spider worketh his web, then it is endless, and brings forth indeed cobwebs of learning, admirable for the fineness of thread and work, but of no substance or profit."

Yeah, what he said.

Economist Mark Thoma gave a nice presentation on his experiences as the author of a well-known economics blog, and historian Thomas Bender of NYU contributed a terrific paper on the evolution of the social sciences in the United States. Among other things, I learned from it that when Johns Hopkins University pioneered the Ph.D. degree here in America, it was not intended primarily as a credential for future academics. Instead, Bender writes, "it was intended to instill in [recipients] ‘the mental culture' that would serve them in careers in ‘civil service,' ‘public journalists' or, more generally, the ‘duties of public life.'" In other words, it took another few decades to create the inward-looking and frequent navel-gazing enterprises that the social sciences have become.

The audience offered up some challenging questions, and the other participants were a stimulating and likeable group. All in all, well worth the trip.  And then yesterday I gave a lecture at the Deutsche Gesellschacft fur Auswartiges Politik (DGAP, or "German Council on Foreign Affairs"), summarizing a forthcoming article on the "twilight of the American era." (You can get a preliminary sense of my argument here). I enjoyed the talk and especially the questions, and we could easily have continued the conversation longer. At dinner with some DGAP colleagues we spent a fair bit of time talking about the future of the Euro, and I would say that most of them were more optimistic than I have been. In particular, they emphasized the difference between public policy and public opinion: yes, German popular opinion is hostile to further bailouts, but German politicians understand that at the end of the day, letting Greece go down the tubes would be bad for everyone, including Germany. So long as they can make further aid conditional on genuine reforms, eventually the deal will get done. We'll see.

A final comment from the perspective of someone who bikes to work daily in Boston: Berlin is a wonderful city for bicyclists and there are lots of them. For one thing it's mostly flat, and doesn't get snow like we do in New England. But the Berliners have also gone to great lengths to make bike travel easy and safe, with dedicated lanes on streets and or sidewalks. And confirming stereotypes of Teutonic orderliness, you find most of the cyclists observing all the traffic regulations, including waiting a street lights even when there are no cars around and it would perfectly safe to cross. Definitely not instinctive scofflaws like me. Boston has been trying to do something similar for its cyclists, but let's just say we've got a ways to go. But once the price of gas gets high enough, maybe American cities will do more to encourage bicycle commuting. There will be less traffic, and we'd all be a lot healthier too.

I'm typing this from Lille, where I participated in a seminar on the "Arab spring" at the University and gave an evening lecture on U.S. Middle East policy and the role of the -- surprise -- Israel lobby.  We had a good discussion, and the students asked some excellent questions. And now home to Boston, where I have a pile of neglected duties waiting to greet me.

I will be flying to Seattle tomorrow to attend the annual meeting of the American Political Science Association, so blogging for the rest of the week will be light. I'm on a roundtable discussion of John Ikenberry's new book Liberal Leviathan, and plan to offer some friendly but provocative points about the book. I'm also running for the APSA Council, as part of a broad effort to democratize its governance structures, encourage more open elections, and support efforts to make academic political science more attentive to real-world policy issues.

But the really important shift this week is a structural change in my home life.  As of tomorrow, I move from the multi-polar system in which I've lived for the past sixteen years to a tri-polar world. Translation: my wife and I are taking my eldest son off to college, with pride and high hopes and every nickel we can scrape together.  I just hope that the gloom-and-doom accounts of U.S. higher education that I've been reading lately are overly pessimistic.

All I will say here is that she was a remarkably generous and loving woman who was devoted to her family and a great source of inspiration and wisdom, and my world will be emptier without her.

What role should academics play in public discourse about major social issues, including foreign policy? I've taken up this issue in the past, as has FP colleague Dan Drezner. The Social Science Research Council has a continuing project on the topic of "Academia and the Public Sphere," and they asked me to contribute an essay on the topic of "International Affairs and the Public Sphere." It just went up on the SSRC website, and you can find it here.

Briefly, in this paper I argue that academic scholars have a unique role to play in public discourse -- primarily as an independent source of information and critical commentary -- as well as an obligation to use their knowledge for the betterment of society. In particular, university-based scholars should resist the "cult of irrelevance" that leads many to limit their work to a narrow, obscure, and self-referential dialogue among academicians. But I also argue that greater involvement in public life has its own risks, most notably the danger of being co-opted or corrupted by powerful institutions who may be eager to enlist academics to help them justify policies that will benefit those same institutions. "Speaking truth to power" is not simple.

The article also includes six recommendations for improving academic participation in the public sphere. They are:

  1. Give Greater Weight to Real World Impact when Evaluating Individual Scholars and Academic Departments
  2. Encourage Professional Associations to Honor Public Impact
  3. Encourage Younger Scholars to Participate in Policy-Related Activities
  4. Engage Policymakers and Knowledgeable Citizens in the Research Process
  5. Convince University Administrators to Value Participation in the Public Sphere
  6. Broaden the Discussion of Academic Ethics and Responsibilities

I lay out the rationale for these suggestions in the paper, and you'll have to read it for yourself to find out what they are. But here's the bottom line:

If scholars working on global affairs are content with having little to say to their fellow citizens and public officials and little to contribute to solving public problems, then we can expect even less attention and fewer resources over time (and to be frank, we won't deserve either). By contrast, if the academic community decides to use its privileged position and professional expertise to address an overcrowded global agenda in a useful way, then it will have taken a large step toward fulfilling its true social purpose. Therein lies the good news: the fate of the social sciences is largely in our own hands.

Independence Day is when Americans celebrate their two hundred year-plus experiment with self-government. After two centuries it's not really an experiment anymore, though it certainly feels like we are still making it up as we go along. On July 4th, my family read the Declaration of Independence outloud (an annual ritual) and talked about what we thought it really meant. And across the country, Americans grilled, drank, watched fireworks, and listened to John Philip Sousa, and probably spent a lot of time being grateful that they are not living somewhere else.

But what exactly are we celebrating these days? We are on a sour phase of our history, where hardly anyone seems happy about our condition at home or our position abroad. The economy remains dismal, where only the rich enjoy comfort and security, and our politics gets nastier and more dysfunctional with each passing day. Instead of working together to meet a growing array of challenges, a toxic combination of pundits, poseurs, and provocateurs is choking the life out of political system like so much kudzu. Our leaders continue to give speeches about our global responsibilities, but how many people now believe that America is leading the way to a safer, saner or more just world?  We don't bring peace to war-torn lands, we are not doing much to build more effective global institutions, and sometimes it feels like armed drones and special forces have become our primary export.

In such times, it is tempting to descend into world-weary fatalism, and merely chronicle the many ways that America's reality falls short of our Founders' hopes. But I am not going to succumb to that temptation-at least not today. For although the Founding Fathers were in many ways consummate realists--acutely aware of human frailties, mindful of the dangers facing a small, weak and new nation, and ruthless in pursuit of hemispheric dominance--they were also idealists who dreamt big.  On Independence Day, we can honor our past by indulging in some dreams of our own.

On this 4th of July, I dreamt of an America at peace, no longer squandering its wealth and power in unnecessary global crusades. I dreamt of an America that knows there are risks in the world, but that does not allow fear to dominate its foreign policy agenda or its domestic discourse. I dreamt of an America that has regained the world's respect, and where others trust our judgment and value our competence. I imagined an America where economic inequality is declining, not growing, and where people are judged, as Martin Luther King put it, by the content of their character and not by their race, religion, or sexual orientation. I thought about an America that is not afraid to talk to its adversaries, because it was confident that it wouldn't get bamboozled and knew that talking is often the best way to persuade others to change. I dreamt of an America that does not torture, and that has the integrity to prosecute anyone who does. I dream of an America that does not lead the world in the number of people in its prisons. Like Woodrow Wilson, I yearned for an America with the "self-restraint of a truly great nation, that knows its own strength and scorns to misuse it." I looked ahead to an America whose first concern is the well-being of all its citizens here at home, instead of trying to tell the rest of the world how to live. And I dreamt of an America where political debate is unfettered but civil, and where those who seek to win arguments by smearing their opponents or distorting their arguments are regarded by their fellow citizens with appropriate contempt.

Do I expect to see this America emerge?  Sadly, no (I am a realist, after all). But if we are truly the political descendants of the brave men and women of 1776, then we have to believe in the power of imagination and the ability of human beings to chart a new course. And in that knowledge lies hope.

I hope you all had a pleasant and inspiring Independence Day, and that in the next year we move a bit closer to the ideals we celebrated on Monday.

I'm gratified by the number of people who read this blog, and in the unlikely event that some of you are starved for something to do or truly desperate for some form of entertainment, here are links to two recent appearances of mine.

The first is a video of the talk I gave in Dublin last week, on Obama's foreign policy and the twilight of the American era.  The video covers the speech itself but not the Q & A, which is unfortunate because some of the questions were excellent.   And kudos to the IIEA for getting the link up quickly.   There's a summary and analysis of the talk from the Irish Times here.

The second item is the NPR show "On Point" with Tom Ashbrook.  The topic of the one-hour segment on Monday was "Bringing the Troops Home," and the main theme was the growing chorus of voices calling for significant cuts in defense.  The other participants were Chris Preble of the CATO Institute and Rachel Kleinfeld of the Truman National Security Project (both of whom were excellent) and on the whole I thought the discussion covered lots of ground fairly well.   My central theme was that you can't save much money simply by redeploying U.S. forces; the only way to save real money is to shrink the size of the force (fewer people, weapons, etc.), and be a lot more careful about which wars you choose to fight.

As I've noted before, states don't need to think that clearly about strategy when they have a comfortable surplus, but the need for clear strategy goes up as soon as resources are constrained and/or threats multiply.  It's therefore a good thing that we are finally beginning to have a more serious discussion of U.S. grand strategy, and it might even figure signficantly in next year's presidential race.   It's just too bad that it took a couple of military debacles and a major financial meltdown to get us there.

Postscript:  I was attending an advisory board meeting yesterday and missed the President's speech on Afghanistan.  It's a baby step in the right direction, but nothing more.  If Obama believes it's time to rebuild America instead of rebuilding Afghanistan, he's certainly doesn't seem to be in any hurry to get to it.

I'm off to Europe this evening, and blogging will be light-to-non-existent for the rest of the week, depending a bit on internet access. First stop is Dublin, where I'll be giving a lecture on Obama's foreign policy at the Institute for International and European Affairs. It's not a particularly upbeat assessment-though I will give Obama credit for some positive steps -- and more and more I think he's in for a real dog-fight in the 2012 election. 

We all know that he inherited a bleak economic picture, two losing wars, and an American whose global image was in free-fall. He's done a lot to repair America's overall image, and the administration's initial response to the financial crisis clearly averted a more serious and lasting meltdown. But with the passage of time, it's become clearer that Obama is more comfortable with bold rhetoric than bold action. With some rare exceptions -- the raid that took out Osama bin Laden being an obvious example -- it's been a pretty tepid and unimaginative presidency and at a moment in history where bigger and harder decisions were needed. He put together a financial rescue package, but it was smaller than necessary and it didn't do much to reform the overall financial system. He got a health care bill passed, but in a watered-down form that won't make that much difference to health care costs. And apart from the initial stimulus package, there wasn't a sustained focus on job creation, which is coming back to haunt him now.

On foreign policy, he's getting out of Iraq, but very slowly. Instead of cutting our losses in Afghanistan and focusing on more serious problems, he chose a half-hearted "surge" instead and will have trouble selling Afghanistan as a success story when he campaigns next year. He gives great speeches on the Middle East but doesn't follow through with policy change, so he can't claim any progress there either. He's done better in strengthening ties in Asia and I get the impression that he'd like to get us out of our current quagmires and focus even more attention there  (which would be smart), but then he sends us into a strategically pointless intervention in Libya.  

In short, it's not clear exactly what big achievements Obama is going to tout when he heads out on the hustings next year. You don't get much credit for helping avert disasters that didn't actually happen (like a spiral into another Great Depression), and it's already clear that the GOP field is going to beat him up repeatedly over the sluggish economy and the high unemployment numbers. And don't expect the Republican House to lift a finger to help on that front, no matter how many Americans suffer as a result. Foreign policy issues won't play much role in the campaign, but it's hard for me to think of any big wins that will sway many voters, and most people will have forgotten about our getting bin Laden by the time they enter the voting both. So if I were one of the people who write for FP's' "Shadow Government," I'd be keeping my CV up-to-date.

After spending Bloomsday sightseeing in Dublin (a city I've never visited), I'm off to a conference in France on Friday. The topic is "The Middle East and World Order: A Continued Focus of Transatlantic Concern," and there will be an interesting collection of people from Europe, the Middle East and the United States in attendance. I'm especially interested to hear how these problems look from outside the United States, and although the proceedings are "off-the-record", I'll try to pass along any pearls of wisdom (suitably anonymized) that I glean from the exchanges.

Five years ago this week, John Mearsheimer and I published "The Israel Lobby" in the London Review of Books.  Our goal in writing the article (and subsequent book) was to break the taboo on discussions of the lobby's impact on U.S. foreign policy, and to transform it into a topic that people could talk about openly and calmly.  Because we believed the "special relationship" that the lobby had promoted was harmful to the United States and Israel (not to mention the Palestinians), we hoped that a more open discourse on this topic would move U.S. Middle East policy in a direction that would be better for almost everyone.

I've been writing this blog for a couple of years now, and for the most part I'm satisfied with what I've had to say. But no social science theory is 100 percent accurate, and no social scientist is right 100 percent of the time, especially when reacting to rapidly moving events. Anybody who writes a blog and sticks their neck out is going to get a few big things wrong, which is why I tell prospective bloggers to start with a thick skin.

Case in point: My post on why the revolution in Tunisia would not spread. To say my prediction was wrong is an understatement, and some of the usual critics have seized on this opportunity to take a shot or two. Fair enough, but when I look back at what I actually wrote, I don't feel particularly embarrassed. After all, I began by noting that revolutionary events are inherently hard to forecast (for reasons that other scholars had already identified), and the actual post (as opposed to the provocative headline) made it clear I didn't think contagion was impossible, just unlikely.

Moreover, I still think my reasons for being skeptical about the possibility of contagion were cogent, even if my forecast was clearly wrong in this instance. Large-scale protests are hardly a rare occurrence in many parts of the world, but the vast majority of them do not lead governments to fall. And when a government is toppled, most of the time this does not lead to similar upheavals elsewhere, and certainly not within a few days or weeks. My original prediction was off the mark, but it would have been correct in most cases.

But not this time, which raises the obvious question: Why was this case an exception? What did I miss? Because we still don't know exactly why and how the upheaval in Tunisia caught fire so quickly, what follows is inevitably speculative. But with that caveat in mind, here's where I think I blew it.

First, although everyone knew that authoritarian regimes like the Mubarak government in Egypt were unpopular, I underestimated the degree of internal resentment. Of course, as Timur Kuran and others have shown, that is precisely why it is impossible to predict the timing of a revolutionary upheaval: Citizens in an autocracy won't express their true preferences (and especially their propensity to rebel) openly because doing so is dangerous. This tendency for what Kuran calls "preference falsification" makes it impossible for anyone to know exactly how likely a revolution might be. But with hindsight, it's clear that resentment against some of these governments was deeper and wider than we recognized.

Second, it now seems likely many commentators -- including yours truly -- were unaware of the level of anti-government organization that had already taken place in places like Egypt, and it seems clear that the Mubarak government didn't know about it either. Massive yet disciplined street demonstrations don't occur entirely by accident, and we now know that young activists had been quietly mobilizing and organizing long before the Tunisian revolt lit the fuse. Given Egypt's central place in Arab politics, Mubarak's unexpected ouster fueled the perception that change was possible elsewhere, thereby fueling similar responses elsewhere.

I won't be blogging from the road on this (short) trip, but I would also call your attention to Thanassis Cambanis's piece on the case for a more restrained U.S. grand strategy that appeared in the Ideas section of the Sunday Boston Globe. Most of his attention is on the recent writings of Barry Posen, John Mearsheimer, and Andrew Bacevich (deservedly so), though he does drop in a brief reference to yours truly. My only question is: Why does he think I'm "ornery"? Acerbic, maybe; judgmental, perhaps; but "ornery"?   :-)

I'm just back from Southeast Asia, and a combination of accumulated email, looming deadlines, and jet lag will keep me from offering a lengthy account of the trip. Suffice it to say that I had a terrific time, with the highlight being my first visit to Vietnam. I gave lectures there on "China's Rise and America's Asian Alliances" and "Opportunities and Challenges in 2011" at the VNR500 Forum 2011 (a conference of the "top 500" Vietnamese companies), at the Fulbright Economics Teaching Program in Ho Chi Minh City, and at the Vietnamese Diplomatic Academy in Hanoi. I did an online interview with Vietnam.net, an important online newspaper in Vietnam, and met with a number of Vietnamese officials, mostly from the Foreign Affairs and Information ministries.

My impressions? First, there's clearly a tremendous amount of energy in Vietnam and lots of signs of economic potential. In addition to a wide array of restaurants, shops, and small enterprises, there are a growing number of industrial enterprises and (to me, at least) surprisingly modern "downtown" sections in both Hanoi and Ho Chi Minh City. Vietnam's growth potential remains limited by underperforming state-owned enterprises, corruption, and significant infrastructure challenges. But assuming those impediments can be overcome, I'd be bullish about its economic future (and it hasn't been doing all that badly in recent years, growing at about 7 percent).

Second, my visit coincided with the Party Congress, and though I'm hardly expert, I gather the results are something of a mixed bag. The new party secretary, Nguyen Phu Trong, represents the old guard, which means that rapid reforms are less likely. On the other hand, I gather that reform elements are more numerous in the Central Committee and other party institutions, and the prime minister, Nguyen Tan Dung, supports closer ties with the United States.

Which was another theme of my visit. The Vietnamese don't appear to have any hard feelings toward the United States (I didn't catch the slightest hint of any lingering resentments from the war), and it's probably noteworthy that virtually all the visitors at the war museum in Ho Chi Minh City were Westerners. This lack of resentment isn't all that surprising; as they see it, they beat us fair and square. Instead, the audiences at my talks (which included a fair number of students and intellectuals) and the officials with whom I met all sounded eager for closer ties with the United States. As I noted earlier, they were mostly concerned that the United States might cut some deal with China that would leave them isolated.

And China is a major long-term concern. That's hardly surprising either; all you have to do is look at a map and know a little bit about Sino-Vietnamese history. They have no desire for an open confrontation with Beijing, and Vietnam has a lot of important economic ties with China that could give the Chinese leverage in the future. But they are also under no illusions about the dangers of Chinese dominance (Vietnam was ruled by China for several hundred years), and I didn't sense much danger that Vietnam will bandwagon with Beijing. In that regard, the people with whom I spoke were clearly reassured and pleased by the tougher line the United States has taken regarding territorial issues in places like the South China Sea. So if Sino-American rivalry intensifies (as I expect it will), Vietnam will be an important U.S. ally.

All in all, it was a fascinating trip, and I'll be digesting my impressions for some time to come. And now it's time to catch up on what's been happening in the rest of the world; but first, I have to dig out the driveway.

I'm generally not inclined to take issue with my FP colleagues, but David Kenner's recent posting on the WikiLeaks release of a cable recounting Saddam Hussein's infamous meeting with U.S. ambassador April Glaspie deserves a response.

In an article headlined "Why One U.S. Diplomat Didn't Cause the Gulf War," Kenner argues that the new release shows that Glaspie should not be blamed for the U.S. failure to make a clear deterrent warning to Saddam. And that is what he accuses me and John Mearsheimer (and the Washington Post) of doing. In his words, "the Washington Post described her as ‘the face of American incompetence in Iraq.' Stephen Walt and John Mearsheimer piled on in a 2003 article for Foreign Policy, arguing that Glaspie's remarks unwittingly gave Iraq a green light to invade Kuwait."

I agree that the WikiLeaks release may exonerate Glaspie for being personally responsible for a diplomatic gaffe, but there are two problems with Kenner's version of events.  

First, we never accused Glaspie of diplomatic incompetence, and we certainly didn't "pile on." Here's what we actually said in our 2003 piece:

In a now famous interview with the Iraqi leader, U.S. Ambassador April Glaspie told Saddam, ‘[W]e have no opinion on the Arab-Arab conflicts, like your border disagreement with Kuwait.' The U.S. State Department had earlier told Saddam that Washington had ‘no special defense or security commitments to Kuwait.' The United States may not have intended to give Iraq a green light, but that is effectively what it did."

Notice that we offered no opinion on whether Glaspie was free-lancing, mis-reading Saddam, or simply following orders from Washington. Our article was focused on the issue of whether Saddam was deterrable, and the key issue that concerned us about the Glaspie meeting was whether she had conveyed a clear deterrent threat to Saddam, or whether she might have unintentionally given him reason to think he could go ahead and absorb Kuwait without facing a strong military response from the United States.

This is the time of year when pundits (and party-goers) get asked to offer predictions for the New Year. I'm going to resist the temptation, because as Yogi Berra warned, "prediction is really hard, especially about the future." He was right.

In 1849, for example, Ralph Waldo Emerson wrote that "war is on its last legs, and universal peace is as sure as is the prevalence of civilization over barbarism." In 1911, British scholar G.P. Gooch wrote that "even a successful conflict between states can bring no material gain. We can now look forward with something like confidence to the time when war between civilized nations will be considered as antiquated as the duel, and when the peacemakers shall be called the children of God." And we all know about the famous forecast that humanity had reached the "end of history," or the claim that globalization would eventually force other states to copy America's farsighted combination of markets, financial innovation, and "rule of law" if they wanted to enjoy economic prosperity. Yeah, right. 

But it's not just these optimistic forecasts that turn out to be off-base; fortunately, some pretty pessimistic predictions did not pan out either. In 1950, a smart guy named Albert Einstein warned that "unless we are able, in the near future, to abolish the mutual fear of military aggression, we are doomed." In 1961, physicist and novelist C.P. Snow predicted that "The nuclear arms race is accelerating: within at the most ten years, some of these bombs are going off. I am saying this as responsibly as I can. That is the certainty." The late Herman Kahn, another physicist and self-proclaimed futurologist, offered a similar forecast at about the same time, declaring that "unless we have more serious and sober thought we are not going to reach the year 2000 -- or even 1965 -- without a cataclysm."  

These failed forecasts might lead you to conclude that you simply shouldn't listen to predictions by physicists, but even a good realist like Hans Morgenthau got it badly wrong at times. In 1979, Morgenthau predicted that "the world is moving ineluctably toward a third world war -- a strategic nuclear war. I do not believe that anything can be done to prevent it. The international system is simply too unstable to survive for long." All I can say is that I'm glad he was wrong.

For a longer list of failed predictions about war and peace, check out the appendix to John Mueller's Quiet Cataclysm, which was my source for the quotations offered above. I'm not saying that scholars, pundits, and prognosticators don't get it right from time to time, but trying to offer specific predictions for the next year or so strikes me as a harmless but not very serious exercise. Social scientists can forecast certain broad trends, and our theories can certainly identify recurring tendencies that can help us anticipate broad features of the emerging strategic landscape. But the combination of human imagination, agency, contingency, and unanticipated consequences generally plays havoc with efforts at crystal ball-gazing. 

Case in point: at a New Year's Eve party two years ago, I predicted that at least one country would leave the eurozone within the next year. I was clearly wrong about the specifics, but not about the general problems that the euro would face. Which merely goes to show that you can be broadly right but still be precisely wrong.

In any case, I'm not going to offer any predictions this year (at least not until I've had a glass or two of champagne). Instead, I'm taking the social scientist's normal cop-out and will look in the rearview mirror instead. And instead of just gazing back at 2010, here's my Top Ten Global Events of the past decade, in no particular order of importance:

1. January 2001: The inauguration of President Gore (oops, I mean Bush). The contested U.S. presidential election in 2000 proved even more momentous than we realized at the time, because it brought George W. Bush, Dick Cheney, and a gaggle of neoconservatives to power. I'm not saying Al Gore would have made a great foreign-policy president, but it's hard to imagine anyone doing a worse job than Bush and Co. All in all, a hell of a way to start a decade.

2. 9/11. No surprise here, of course. 9/11 altered the course of U.S. foreign policy as dramatically as Pearl Harbor in 1941, and mostly for the worse, and because the United States is so powerful, its response to 9/11 had far-reaching implications all over the world. As horrific as that day was, the real damage came in the form of self-inflicted wounds (such as the invasion of Iraq) that proved even more costly than al Qaeda's original attack.

3. The Beijing Olympics. I pick this as a symbol of China's emergence as a major player in global politics, which is of course precisely what the Chinese government intended. One could also argue that it marked the end of China's self-effacing strategy of a "peaceful rise," and the beginning of a more self-assertive approach to advancing Chinese national interests. In other words, they're starting to act a lot like the great powers of the past, which implies increased great-power security competition in the decades ahead.

4. The Crash Heard 'Round the World. When the history of the 21st century is written, the financial meltdown that began in 2007 is bound to receive plenty of scrutiny. Unless, the same institutions whose greedy machinations helped produce it -- and who are still largely in place -- manage to generate something even worse in the years to come.

It's Christmas Eve, and my brain has been deadened by hours of grading a take-home final exam. (The papers themselves aren't bad, but reading dozens of answers to the same questions can get a bit mind-numbing). I can't dull the pain with egg nog or some other suitable spirit until this evening, so I'm taking a quick break to offer this holiday post.

My own holiday shopping is finished, thank goodness, but I began wondering about what sorts of gifts I'd like to see some prominent world leaders receive. In the spirit of the season, here's a hypothetical gift list for a few people who've been on my mind over the past year or so.

1. For Barack Obama.  A copy of Machiavelli's The Prince.   President Obama is ending the year on an up note, having successfully managed to end Don't Ask Don't Tell and obtained Senate approval for the New Start Treaty. I think the former achievement is more important than the latter, but both are worthy accomplishments. The new Congress won't be nearly as friendly (and the last one was no picnic), so the president will need all of Machiavelli's wily advice to confound his opponents. Let's hope he learns that it's better to be feared than loved, at least when you're dealing with today's Grand Obstructionist Party.

2. For Hillary Rodham Clinton: a pair of reading glasses, an espresso machine, and a couple of days off.   Why?  So she can read the new Quadrennial Diplomacy and Development Review.   I just downloaded this sucker, and it's over 200 pages of bracing bureaucratic prose.  I plan to read it myself over Xmas break, but I'll bet it takes me a few espressos to get through it too.  And I have a sneaking suspicion that it will be cited more than read, even by people at State.

3. For Julian Assange: A DVD of Mike Leigh's Secrets and Lies, to enjoy while he's under house arrest, and a copy of Sexual Etiquette 101, to help him stay out of trouble in the future.

4. For Benjamin Netanyahu and Mahmoud Abbas:  A copy of Roger Fisher and William Ury's  Getting to Yes, and Ali Abunimah's One Country: A Bold Proposal to End the Israeli-Palestinian Impasse. Because if we don't get to "yes" on two states, one state is what you'll end up with.

5. For Venezuelan President Hugo Chavez:  A copy of The General in His Labyrinth, by Gabriel Garcia Marquez. Chavez has been obsessed with Simon Bolivar -to the extent of exhuming his remains in an attempt to prove that the South American hero was poisoned-but Marquez's novel also offers a warning of the sort of fate that Chavez himself may be destined for.

6. For UN Secretary General Ban Ki-moon: A copy of Albert Camus' essay "The Myth of Sisyphus." Running the United Nations must sometimes seem like a Sisyphean task, and every bit as absurd as Camus judged the fate of man to be.  But perhaps the Secretary-General can take comfort from Camus' conclusion -- "we must imagine Sisyphus happy."

7. For North Korean heir apparent Kim Jong-un: A DVD of One Flew Over the Cuckoo's Nest. The question is: will he govern like Nurse Ratched, or like McMurphy?

8. For General David Petraeus: A Youtube link to Pete Seeger's "Waist Deep in the Big Muddy." There just might be a lesson in there.

9. For Chinese General Secretary Hu Jintao: A framed reproduction of Matisse's Fall of Icarus, as a reminder of what can happen when one flies too high too fast.

10. For readers of this blog: My thanks for your interest, your sometimes spirited dissents, and your generous words of support. May each of you bask in the love of family and friends this holiday season, and may we all grow a little bit wiser in the year ahead.

Jet travel still strikes me as slightly miraculous, and despite having visited over forty countries, I still get a certain gee-whiz feeling whenever I'm headed for the international terminal at Logan airport (even though the terminal itself is nothing for Boston to boast about).

As you've probably noticed, however, the Powers That Be are doing their best to destroy that pleasant tingle of anticipation. Just when you thought they couldn't find another way to make air travel more annoying and degrading, somebody comes up with a new method to drive us crazy.  So having just flown twelve-plus hours from Boston to Kuwait (via London), I'm going to indulge in a short rant: the Top Five Things that Make Air Travel Infuriating.

1. The Whole Irrational Transportation Security Nightmare.
I have no objection to certain reasonable precautions about jet travel, but we've gone way, way, overboard in our effort to eliminate any and all risks. I'm with Yglesias here: The amount of time being wasted in TSA lines is unconscionable and is probably not making us significantly safer. Not only is an enormous amount of valuable time being wasted, but there's also the sheer indignity of being herded like cattle, forced to partially disrobe, and then poked or patted to make sure we don't have a box cutter or a lump of plastique hidden in our shorts. 

And what about the creepy symbolism of the latest scanner machines? You enter the booth and are told to assume the classic "hands-up" position. It's a nice way of making the entire traveling population feel like suspects, thereby feeding our collective paranoia and giving al Qaeda and its ilk another symbolic victory. Osama may be hiding in a cave somewhere, but he's still got us trembling in our socks, clutching our beltless pants, as we go through the checkpoints. And you just know that it's going to get worse: no bureaucrat or elected official will ever relax the current procedures (for fear that a terrorist plot might succeed and make them look really, really, stupid). Instead, we'll just keep adding layers and restrictions in response both to future attempts and to new dangers that we just dream up for ourselves.

But I'm a reasonable guy, and I understand that others have different cost-benefit calculations than I do. I'd be willing to walk through naked if they could just get us all through in a reasonable amount of time. At Logan yesterday, it took nearly 20 minutes to get through the TSA checkpoint, and this was at 6:45 in the morning and the line wasn't even that long. And none of this is preventing a repeat of 9/11, because locking the cockpit doors has eliminated the danger that a terrorist will commander the aircraft and fly it into a building. It's mostly our elected officials covering their tails: they don't want to get blamed if one day a plane does go down due to terrorist action. But making it nearly impossible to attack an airplane isn't going to stop terrorism, it will just lead them to go after other, softer targets.

2. Marginal Pricing Run Amok.
I'm hardly the first person to complain about this, but airlines have become masters at charging us for everything while doing less and less themselves. We check ourselves in at "self-serve" kiosks; we carry our own bags on and off the plane, and most of the time we bring our own food too. Having cut services to the bone, airlines do more "upselling" than a sleazy car salesman. I checked in at a self-service kiosk a few months ago, and was given three options for "upgrading" my flight (each for a different fee). If I had been willing to pay enough, those generous folks at the airline would have moved me to first class, let me check my bag for free, and zipped me through the VIP express line at the security checkpoint. This is another reason why the situation is only get worse: make air travel unpleasant enough, and some people will pay extra to reduce the irritation back to a bearable level. We are in effect being asked to trade money for sanity.

And then there's my personal favorite: charging you a hefty chunk of change to go on an earlier flight. You show up early for your flight, and there's an empty seat on an earlier departure. Nobody is going to use that seat if you don't take it. It's in the airline's interest to put you on the earlier flight, because that will open up a seat on the later flight and maybe somebody else will want it (i.e., they had to make an unexpected trip, or they missed a connection and need a later flight). So everybody wins if they just put you on the earlier plane, except the airline will going to charge you at least $50 bucks for doing something that is already in their interest. Of course, they do have to cover the cost of printing another boarding pass, which means the net profit on this transaction is probably about $49.99. And yet still they keep losing money. And don't get me started about the impenetrability (from the consumer's point of view) of the whole ticket pricing policy...

3. The Nanny State Rules the Air.
Has anyone done a study of the number of fatalities that have been produced by someone landing with their seat backs reclined, or with their tray tables not in the "fully closed and locked position?" I doubt it, yet airlines keep going to enormous lengths to protect us from the most unlikely contingencies.  Airlines have long insisted that you can't use PDAs during takeoff, landing, or in flight, based on the unverified idea that this might somehow affect the operation of the aircraft. Except that some carriers now want to equip airliners to allow people to talk on cell phones doing the flight, which I predict will eventually lead to fisticuffs at forty thousand feet.

And the latest indignity is the demand that you remove earbuds or headphones before takeoff or twenty minutes before landing. Presumably this is so you can hear the crew shout instructions in the event of a crash. Plus, the flight attendants now insist that you turn off your Kindle, presumably so that you're not so engrossed reading when the plane goes down that you fail to heed the crew's instructions. I don't blame the flight crew; they are just doing their jobs and enforcing the rules. But can they just meet me halfway?  If the plane crashes, I promise that I'll drop what I'm reading, take off my headphones, and do whatever you tell me.   Really.

4. You DON'T Control the Channel; You DON'T control the volume.
One feature that makes airports less and less appealing are those ubiquitous video monitors, usually set to either CNN or Fox. Instead of being allowed to read or converse in peace, you get bombarded by loud and grating announcers instead. There's no escape unless you can go to a business class lounge, although sometimes you'll find a TV on their too. Last week I was forced to sit through an entire episode of CNN's "Parker/Spitzer," because that's what was on the set above my seat in the waiting lounge. Moving does no good, because there are monitors everywhere. At least it wasn't O'Reilly or Wolf Blitzer.....

The Brits, by the way, have a much better idea. At Heathrow's Terminal 5, there are big video screens reporting the latest BBC news, with a video crawl providing text along with the images. You can watch if you want, but your eardrums don't get pummeled while you're either catching a nap or trying to concentrate on your book.

5. Forty pounds of Carry-On in a Twenty-Pound Overhead Compartment.
Now that airlines are charging us to check bags, it naturally makes more sense for people to use carry-on bags and avoid the fee. You also miss waiting around for your luggage and eliminate the chance that you end up in Seoul while your bag enjoys an unscheduled visit to Stockholm.   But the size of the overhead bins didn't change along with this new pricing policy, and despite some half-hearted efforts to regulate the size of carry-on bags, every flight I'm on these days seems to feature a bunch of unhappy passengers trying to cram duffle bags the size of Madagascar into the overhead bin. Tempers flare, nerves fray, and it takes twice as long to get on and off the aircraft as it should.

Granted, none of these complaints are as significant as issues of war, peace, national prosperity, and the like, and I'm sure I'll be less grumpy when my jet lag wears off. I fully realize that it's a hell of lot easier and safer to visit far-flung places now than it was a few decades ago, to say nothing of a few centuries ago. So I'm genuinely thankful for what transportation technology has wrought. But now I'd like some geniuses to get to work on making the whole experience a little less corrosive to the human spirit. Like I said, I still like to travel, and even like to fly. But I have the distinct fear that by the time I retire, getting on an airplane will involve more preparations than open-heart surgery, and recovery will take about as long.

You know: just the sort of cheerful reading that makes somebody a realist.

I never cease to be amazed at how virtually any criticism of Israel can cause Jeffrey Goldberg of the Atlantic to go bananas and make all sorts of wild charges. This tendency is especially evident when someone writes about the Israel lobby. It is usually best to ignore him, because he seems incapable of getting the simplest facts right. But occasionally I feel the need to set the record straight.

Goldberg's forte is character assassination, and his main weapons are name-calling and misrepresenting his opponents' arguments. Instead of calling me a "Jew-baiter" (a despicable accusation for which he has no grounds), as he has in the past, his latest sally calls me a "neo-Lindberghian," again implying that I am an anti-Semite. This is a serious charge -- the political equivalent of calling someone a racist or child molester -- and you'd think a respectable journalist would go to some effort to document the label before using it. You'd think he'd supply a lengthy array of quotations from my writings and speeches to prove his point. Goldberg cannot do this, however, because no such evidence exists.

Goldberg doesn't know me; doesn't know my history, relatives, friends, students, and close associates, and has no idea what I really think about any of these questions. Judging by what he writes about my work, he doesn't even know what I've written. For example, he claims that the book that John Mearsheimer and I wrote on the Israel lobby describes a "nefarious, all-powerful Jewish lobby." and that we "love to capitalize the word 'Lobby.'" Both statements are demonstrably false, as he would know if he had bothered to examine the issue.

We portray the lobby as a legitimate interest group like many others and emphasize that its activities are a normal part of democratic politics in America (pp. 13-14, 112, 150). We explicitly reject the term "Jewish lobby" (p. 115) and we don't capitalize the word lobby anywhere in the 484-page book. Indeed, the only place we ever capitalized that word was in our original London Review article; but we openly acknowledged in our subsequent response to critics that this usage was misleading and have not done so in any of our subsequent writings.

Journalists are supposed to be concerned with truth and accuracy. But Goldberg is clearly incapable of being objective or open-minded when the subject is Israel, which is why he quickly descends to innuendo and fabrication when dealing with anyone who criticizes that country's policies, questions America's special relationship with the Jewish state, or raises doubts the activities of the Israel lobby. He invents false charges for a simple reason: It would be impossible to smear us if he had to rely on what we actually said. So he has to make things up.

Goldberg is also wrong when he says the latest WikiLeaks revelations discredit our arguments about the lobby's role in encouraging a war with Iran. We argued that if the United States were foolish enough to start a war against Iran, it would be largely due to the influence of Israel and especially the lobby. Both Israel and its hardline supporters here in the United States have been relentless in their efforts to push the United States to confront Iran, and to keep the military option at the ready. There is nothing in WikiLeaks that changes that assessment. Yes, there has also been pressure from some Arab leaders, such as the king of Saudi Arabia, to use force against Iran. There are also prominent voices in the Arab world warning that this step would be disastrous. But the key point is that these Arab leaders have much less influence on the United States than Israel does.

First, Arab leaders cannot make the case for war in public, because their publics oppose this course of action. Israel, on the other hand, is constantly making the case for war directly and overtly. Second, Israel has a powerful lobby in the United States that has been working overtime to push the United States to strike Iran. Saudi Arabia and the other Arab states have no meaningful lobby in Washington, which is why their repeated requests that the United States do something to end Israel's illegal occupation and harsh treatment of the Palestinians have fallen on deaf ears for decades.

It is Israel and the lobby, not the Arabs, that are shaping the discourse on Iran, and it is disingenuous for Goldberg to suggest otherwise. Does he not know about the origins of "dual containment," as recounted in recent books by Kenneth Pollack and Trita Parsi? Is he unaware of AIPAC's successful effort to kill the CONOCO oil deal with Iran in 1995, or the lobby's role in pushing the Iran-Libya Sanctions Act in 1996, not to mention the 2010 version of unilateral U.S. sanctions? Has he forgotten his own recent writings, which warned that top Israeli leaders were contemplating war with Iran in early 2011?

Bear in mind that we still do not know if Iran is actively seeking an overt nuclear weapons capability or not. The December 2007 National Intelligence Estimate on Iran, which has not been superseded by a new estimate, said that Tehran was not trying to build nuclear weapons. And the evidence we have in the public record about Iran's nuclear program does not show in any conclusive way that Iran is developing a nuclear arsenal. One can hardly rule out the possibility, of course, but neither should we simply assume that Tehran is hell-bent on building an actual weapon. It is even possible that these Arab leaders are so concerned that Iran is pursuing nuclear weapons in part because they have been influenced by the efforts of Israel and the lobby to hype the Iran threat, just as they hyped the WMD threat from Iraq in the earlier part of this decade.

Perhaps I take Goldberg too seriously, and I should just ignore his regrettable tendency to distort the views of those with whom he disagrees. If Glenn Beck and Bill O'Reilly get to spout dangerous nonsense, why can't Goldberg? Yet it is important to point out what he is doing, because he is a textbook case of the lengths to which many defenders of Israel will go in order to convince Americans that they must support it no matter what. Like the Cuban-American lobby, the gun lobby, and other narrow interest groups, the Likudnik wing of the Israel lobby isn't really interested in truth or even a fair-minded discussion of the issues. They just smear their targets with made-up accusations, knowing that if you throw enough mud, some of it is bound to stick.

I suspect that what really ticks Goldberg off is this: My co-author and I (and a few others) have had the temerity to write critically about the political role of "pro-Israel" forces (both Jewish and non-Jewish) in America today. This is a topic that the goyim aren't supposed to talk about openly. It's fine for Goldberg to write at length about this topic, or for former Forward editor J. J. Goldberg, to devote an entire book (which is well worth reading) to it. But when a non-Jew writes about this issue, and suggests that these groups are advocating foolish and self-defeating policies, then that person must of course be an anti-Semite. If Jews express similar doubts, they must be labeled as "self-hating" and marginalized as well.

Please. I really do understand this sort of tribalism and up to a point, I'm sympathetic to it. Given Jewish history -- and especially the dark legacy of genuine anti-Semitism -- it is unsurprising that some people are quick to assume that any gentile who criticizes the present "special relationship" must have sinister motives, even when there's no actual basis for the suspicion. But that sensitivity doesn't make the elephant in the room disappear, and given that America's Middle East policy affects all of us, the various factors that shape that policy ought to open to fair-minded discussion devoid of name-calling and character assassination.

So yes, Jeffrey, there is a powerful "Israel lobby" (though it's not "all-powerful"). Yes, many individuals in the lobby think the United States should do whatever it takes--including the use of military force -- to eliminate Iran's nuclear enrichment facilities. They aren't the only people who think this, but they have been among the loudest and most persistent voices advocating this course of action. And yes, like most (all?) lobbies, some of the policies that it promotes are not in the best interests of the country as a whole. These facts are so obvious and so easy to document that it's no wonder that a zealot like Goldberg prefers to throw mud whenever somebody points them out.

In anticipation of the upcoming Lisbon summit, my IR course at the Kennedy School held a mock "Oxford-style" debate on NATO's future yesterday, and the results were sufficiently interesting that I thought I'd share them with you. 

The resolution was "Resolved: This House Believes NATO Should be Disbanded." We assigned a team of students to take the pro and con, and then allowed the rest of the class break into small groups to discuss what they had heard from each team. Each small group then offered its own views on the subject, followed by a general discussion.

The class voted on the resolution both before and after the presentations and discussion. If you're a big NATO fan, the good news is that only one student (out of approximately forty) voted in favor of the resolution to dissolve NATO before the discussion, and nobody supported it afterwards. So based on this admittedly non-random sample, I'd say NATO is in very good shape, at least when it comes to public support. (NB: my class is quite diverse, and has students from all over the world).

By the way, this result is not due to the superior performance of the team that argued against the resolution; both teams did a good job of presenting the various pros and cons. Nor was I shilling for NATO as I led the discussion; if anything, I was trying to get them to see the idea of dissolution as a serious option. Yet it was clear that the class was strongly disposed to favor NATO's continued existence even before the discussion began, and that view strengthened the more they talked and listened.

I'd attribute this result to several rather obvious factors:

First, NATO has been around for sixty years, and has acquired a nearly iconic status among students and practitioners of foreign policy. Institutionalists often emphasize the "sticky" nature of well-established organizations, and NATO has been such a familiar part of the international landscape that hardly anyone feels comfortable supporting a resolution calling for its dissolution.
