Paul Pillar has a great piece up at The National Interest that illuminates just how nutty the present debate about war with Iran really is. And it got me thinking.
If a sensible Martian came down to Earth and looked at the sabre-rattling about Iran, I suspect he/she/it would be completely flummoxed. For our Martian visitor would observe two very capable states -- the United States and Israel -- threatening to attack a country that hardly seems worth the effort. The U.S. and Israel together spend more than $700 billion each year on their national security establishments; Iran spends about $10 billion. The U.S. and Israel have the most advanced military hardware in the world; Iran's weapons are mostly outdated and lack spare parts. The U.S. and Israeli militaries are well-educated and very well-trained; not true of Iran. The United States has thousands of nuclear weapons and Israel has several hundred, while Iran has a vast arsenal of … zero. Iran does have a nuclear enrichment program (which is the reason for all the war talk), but the most recent National Intelligence Estimates have concluded that Iran does not presently have an active nuclear weapons program. The United States has several dozen military bases in Iran's immediate vicinity; Iran has exactly none in the Western hemisphere. The United States has powerful allies in every corner of the world; Iran's friends include a handful of minor nonstate actors like Hezbollah or minor-league potentates like Bashar al Assad (who's not looking like an asset these days) or Hugo Chávez.
Moreover, the United States has fought four wars since 1990. It has bombed, invaded or occupied a half dozen countries in that period, leading to the deaths of thousands of people. Israel has been colonizing the West Bank since 1967, it invaded and occupied much of Lebanon from 1982 to 1999, and its armed forces pummeled Lebanon again in 2006 and Gaza in 2008-09. Prominent U.S. politicians have repeatedly called for "regime change" in Iran, and U.S. government officials now report that Israel has been murdering civilian scientists in Iran, in cahoots with the MEK, a terrorist organization that is still on the State Department's terrorist "watchlist." Iran's past conduct is far from pure, but it has done nothing remotely similar in recent years.
In fact, given the various threats now facing Tehran, our Martian friend might have trouble explaining why Iran's leaders hadn't gone all-out to get themselves some sort of WMD, merely as a deterrent. And yet it is the United States and Israel that profess themselves to be terribly, terribly worried about the supposed "threat" from Iran, and who are contemplating a preventive war that most observers realize would strengthen Iran's nuclear ambitions and could only delay its program for a couple of years.
Let's be clear: There's nothing to like about the current Iranian regime -- to include its clerical rulers, its buffoonish president, and the various thugs that keep the regime in power -- and I for one am very glad I live here and not there. Nonetheless, our Martian observer might have a lot of trouble figuring out why politicians in Washington and Jerusalem were so scared. In fact, he might very reasonably conclude that both states were losing all sense of perspective, and allowing the worst sort of worst-case analysis to cloud their thinking and cut off useful avenues of diplomatic engagement. And given that the United States likes to think of itself as the "leader of the free world" and is normally expected to exercise sound judgment on a host of complex issues, that possibility is not reassuring.

The drumbeats for war with Iran keep pounding, as you can read about here and here. There are some features of the campaign that are scarily (or maybe comically) reminiscent of 2002-2003 (as Glenn Greenwald documents here), but for now there's one key difference. Back in 2002, the neocon-heavy Bush administration led the charge to sell the invasion of Iraq. Today, by contrast, the case for war is being made primarily by other countries (i.e., Israel), or by assorted think tanks, lobbying groups, and national security commentators in the United States. The Obama administration isn't leading the campaign, having correctly concluded that a war is neither necessary nor wise. In particular, they do not seem to have bought into the rampant threat inflation that forms the core of the hawks' case for war.
But today I want to focus on another remarkable feature of this situation: the absence of any sort of meaningful diplomacy between the United States and the country whose citizens we would be attacking and killing if we were to launch a strike. The United States had diplomatic relations with the Soviet Union from 1933 on, including the period when Joseph Stalin was murdering millions. We never broke relations with Moscow during the Cold War, even though the United States and USSR had thousands of nuclear warheads pointed at each other and were waging bloody proxy wars in Korea, Vietnam, Africa, the Middle East, and Africa. U.S. and Soviet leaders met repeatedly at summit meetings (some of them contentious), and U.S. and Soviet diplomats interacted more-or-less constantly on matters of mutual concern. The purpose of these various exchanges wasn't appeasement or even accommodation; we talked to them so that we could figure out what they thought, and so that we could explain our positions to them. It was important that each side know what the consequences of different courses of action might be, and sometimes that involved spelling it out for each other.
And what was the result? Not only were the two superpowers occasionally able to cooperate in mutually beneficial ways (i.e., managing crises, reducing nuclear risks, ending wars, etc.) but the United States eventually won the Cold War and presided over the Soviet Union's demise without triggering a direct U.S.-Soviet clash. Indeed, U.S. diplomats did a good job of picking Mikhail Gorbachev's pocket as the USSR imploded, in part because they had established a good working relationship with him. Furthermore, contacts between Russians and Americans seem to have helped thaw communist society, in part by teaching younger Soviet elites that the West was doing better and was not irrevocably hostile.
By contrast, the United States hasn't had diplomatic relations with Iran for over three decades. That is a longer hiatus than occurred after either the Bolshevik Revolution in 1917 or the communist seizure of power in China in 1949. Only a tiny handful of U.S. officials have direct experience with their Iranian counterparts. Few Americans have extensive dealings with Iranians, save for Iranian exiles who often have their own agendas. We don't have a good sense of where the different Iranian factions are, what they think, or how they might respond to different U.S. policies. Yet we blindly assume that there is no recourse but to sanction and maybe bomb them.
The Obama administration likes to portray itself as having "extended a hand of friendship" to Iran, but it was a half-hearted effort at best. Even now, we seem unable to offer Iran a "yessable" proposition, and we merely repeat our long-standing position it simply comply with our demands. The administration has done a good job of rounding up international support for its position, but isn't it ironic that we've devoted far more time and energy to that task, instead of exploring whether there might be a mutually acceptable solution to the current impasse itself.
The bottom line: I find it bizarre that anyone is seriously contemplating waging war on a country about whom we know so little and with whom we barely engage. And why do we know so little? Because we are too scared, or proud, or politically paralyzed to even talk to them. This is not the behavior one expects of a confident, mature great power: it is the behavior of a government that is either afraid it will get tricked by devious Persians, or that is more worried about domestic criticism than foreign consequences.
Winston Churchill has become something of an iconic figure among U.S. hardliners, including many in the vanguard of the war party. But it was Churchill who famously remarked that "to jaw-jaw is always better than to war-war." Rather than unleashing the U.S. Air Force, in short, how about unleashing our diplomats instead?
Oh, wait. It's an election year. Never mind.

Background: Last week I posted a sharply-worded critique of a forthcoming article by Matthew Kroenig in which he advocated preventive war with Iran. Kroenig asked me for the opportunity to respond here, and his reply is posted below. I'll post a final rejoinder tomorrow.
Matthew Kroenig writes:
I would like to thank Steve Walt for commenting on my article and for offering me this opportunity to respond to his critique. U.S. policy on Iran's steadily advancing nuclear program is a critically important national security issue that evokes strong passions on all sides. Whether opponents like it or not, the military option is being seriously considered in high-level policy circles in Washington DC and outside analysts have a responsibility to fully debate the merits of this course of action in order to inform these ongoing discussions.
Let me begin by placing this debate in its proper context. In the coming months, it is possible, perhaps even likely, that a U.S. President will be forced to make a gut-wrenching choice between putting in place a deterrence and containment regime to deal with anuclear-armed Iran or authorizing military action designed to prevent Iran from acquiring nuclear weapons. The dilemma we face is not between the status quo or conflict, but between two very different and more dangerous worlds. The options are terrible, but, as the subtitle of my Foreign Affairs article states, my assessment is that, if forced to choose, a surgical strike on Iran's nuclear facilities "is the least bad option."
In his blog post, Walt accuses me of following a "blue print" for advocating the use of force in which I exaggerate the threat of Iranian proliferation and downplay the risks of military action. But, by necessity, any decision to use force rests on the judgment that the costs of not using force outweigh the costs of using force. Any particular call for military action cannot simply be discredited, therefore, by claiming that it follows a "blueprint." Rather, the issue comes down to an analysis of the relative merits of each option.
Unfortunately, Walt is guilty of the exact opposite crime of which he accuses me, namely assuming that we shouldn't worry about a nuclear-armed Iran and insinuating that the U.S. will necessarily bungle any military mission. He also mischaracterizes my argument.
First, Walt accuses me of advocating a strike "despite no conclusive evidence that Iran is pursuing an actual bomb" and in violation of international law. Putting aside for now the preponderance of evidence suggesting that Iran is determined to develop nuclear weapons, I'll take this opportunity to clarify my argument. I don't argue that Washington should immediately launch a bolt-from-the-blue attack. Rather, I maintain that conditions might "ultimately force the United States to choose" between these unattractive options, that we should therefore begin "building global support for (military action) in advance," and strike if Iran "expels IAEA inspectors, begins enriching its stockpiles of uranium to weapons-grade levels of 90 percent, or installs advanced centrifuges at its uranium-enrichment facility in Qom." (I apologize if the cause of this misunderstanding was a lack of clarity in my original article).
Second, Walt systematically discounts the threat of a nuclear-armed Iran. Iran currently restrains its support for terrorists and proxy groups out of fear of U.S. or Israeli retaliation, butwith a nuclear counter-deterrent it could be confident that it could avoid the worst forms of retaliation, allowing it to be more aggressive. Iran's nuclear program would likely fuel nuclear proliferation globally as: other countries in the region seek nuclear weapons to counter Iran, Iran itself becomes a nuclear supplier at risk of transferring uranium enrichment technology to budding nuclear programs in Latin America, Asia, and elsewhere, and the teetering nonproliferation regime is further weakened. Walt argues that we should not worry that Iran's proliferation will cause other states in the region to acquire nuclear weapons because these additional nuclear-armed states could help us deter a nuclear-armed Iran, but anyone else would rightly dismiss the idea that a Middle Eastern arms race is somehow good for U.S. national security.
If Iran becomes more assertive internationally, we could see an even more crisis-prone Middle East. Walt wrongly asserts that my fear that Iran could threaten nuclear war to constrain U.S. military andpolitical freedom of action in the Middle East is a "bizarre fantasy," but let's not forget the lessons of the Cold War. Remember the Cuban Missile Crisis? The United States was not a suicidal state, but we were willing to risk nuclear war to prevent the Soviet Union from forward-deploying nuclear weapons on the territory of its ally. Similarly, a nuclear-armed Iran could threaten nuclear war in response to any U.S. initiative in the Middle East. And, more importantly, any future crisis involving a nuclear-armed Iran could escalate, resulting in possible nuclear war between Iran and its neighbors or even Iran and the United States. Some might argue that deterrence will work, but such a statement betrays a misunderstanding of deterrence theory. As I explain in my forthcoming article in International Organization, in order for deterrence to work, there must be a real risk that any crisis could spin out of control and result in a nuclear exchange. My reading of the Cold War is not that mutually assured destruction leads to stability, but that we were incredibly lucky to avoid a nuclear war.
Moreover, Walt is incorrect to claim that deterring and containing Iran would not add to U.S. defense burdens. When the United States has imposed deterrence regimes in the past we have dedicated great economic, military, and political resources to the task. Similarly, every serious plan for deterring and containing a nuclear-armed Iran (and for the additional steps that would be required to assure nervous allies and partners in the region) currently being proposed by think tanks in Washington calls for a massive increase in our commitments to the region.
In short, opponents of a bombing campaign are not proponents of peace, but rather by default they are advocates for a multi-billion-dollar, decades-long U.S. commitment to the security of the Middle East that will likely buy us decreased influence, a more crisis-prone region, the spread of nuclear weapons to additional countries, a Middle-Eastern nuclear scare every few years, and an increased risk of nuclear war.
Third, as I explain in the article and despite Walt's skepticism, we have a viable military option to forestall and perhaps even prevent this outcome. It is unlikely that Iran has significant operating nuclear facilities that we do not already know about and the United States could destroy Iran's nuclear facilities even though some are buried and hardened. Walt attempts to poke holes in these arguments, but I support them with strong evidence. According to open source reporting, Natanz is buried under 75 feet of earth and several meters of concrete. The Massive Ordnance Penetrator is capable of penetrating up to 200 feet of reinforced concrete. I will leave it up to the reader to do the math.
I was also surprised that Walt accused me of glossing over the risks of a military campaign. As other readers of the article know, I fully engage with the many negative consequences of military action, including possible Iranian missile and terror attacks against U.S. bases, ships, and allies in the region. I also propose, however, a mitigation strategy to help limit the damage from Iranian retaliation and the other negative consequences of a strike. Walt calls this being overly optimistic, but I call it a necessary part of good contingency planning. A key point is that any assessments of the likely consequences of a strike must also take into consideration the strong measures that Washington and others will take to mitigate those consequences.
My bottom-line judgment is heavily shaped by the gravity of the various threats and time horizons. Iran's current asymmetric response options could potentially be painful, but the threats posed by a nuclear-armed Iran, such as nuclear war, would be much worse. And while the United States and its allies would incur the costs of a strike in the weeks and months following an attack, we would be forced to confront the challenges posed by a nuclear-armed Tehran as long as Iran exists as a state and possesses nuclear weapons. This could be years, decades, or even longer. Thus, while a bombing campaign could be more costly in the short term, it is my assessment that it would be in the long-term national interest of the country.
As I make clear in my article, there are real risks to either attempting to deter andcontain a nuclear-armed Iran, or conducting a military strike designed to prevent Iran from proliferating. My analysis leads me to believe that bombing Iran's key nuclear facilities and attempting to immediately de-escalate the crisis, poses less of a risk than dealing with the many threats posed by a nuclear-armed Iran for years to come. I understand that reasonable people can disagree, but in order to do so for the right reasons they must have access to the best information. I hope that this exchange helps shed light on public discussions of this critical issue.

If you'd like to read a textbook example of war-mongering disguised as "analysis," I recommend Matthew Kroenig's forthcoming article in Foreign Affairs, titled "Time to Attack Iran: Why a Strike Is the Least Bad Option." It is a remarkably poor piece of advocacy, all the more surprising because Kroenig is a smart scholar who has done some good work in the past. It makes one wonder if there's something peculiar in the D.C. water supply.
There is a simple and time-honored formula for making the case for war, especially preventive war. First, you portray the supposed threat as dire and growing, and then try to convince people that if we don't act now, horrible things will happen down the road. (Remember Condi Rice's infamous warnings about Saddam's "mushroom cloud"?) All this step requires is a bit of imagination and a willingness to assume the worst. Second, you have to persuade readers that the costs and risks of going to war aren't that great. If you want to sound sophisticated and balanced, you acknowledge that there are counterarguments and risks involved. But then you do your best to shoot down the objections and emphasize all the ways that those risks can be minimized. In short: In Step 1 you adopt a relentlessly gloomy view of the consequences of inaction; in Step 2 you switch to bulletproof optimism about how the war will play out.
Kroenig's piece follows this blueprint perfectly. He assumes that Iran is hellbent on getting nuclear weapons (not just a latent capability to produce one quickly if needed) and suggests that it is likely to cross the threshold soon. Never mind that Iran has had a nuclear program for decades and still has no weapon, and that both the 2007 and 2011 National Intelligence Estimates have concluded that there is no conclusive evidence that Iran is pursuing an actual bomb. He further assumes -- without a shred of evidence -- that a nuclear-armed Iran would have far-reaching geopolitical consequences. For example, he says that other states are already "shifting their allegiances to Tehran" but doesn't offer a single example or explain how these alleged shifts have anything to do with Iran's nuclear program.
He also declares, "With atomic power behind it, Iran could threaten any U.S. political or military initiative in the Middle East with nuclear war." Huh? If this bizarre fantasy were true, why couldn't the former Soviet Union do similar things during the Cold War, and why can't other nuclear powers make similar threats today when they don't like a particular American initiative? The simple reason is that threatening nuclear war against the United States is not credible unless one is willing to commit national suicide, and even Kroenig concedes that Tehran is not suicidal. Nuclear weapons are good for deterring attacks on one's own territory (and perhaps the territory of very close allies), but that's about it. They are not good for blackmail, coercive diplomacy, or anything else. And if Kroenig is right in warning that an Iranian nuclear weapon might lead others to develop them too, then Iran would end up being deterred by the United States, by Israel, and by some of its other neighbors too. (As I've noted before, Iran's awareness of this possibility may be one reason why Tehran has thus far stayed on this side of the nuclear threshold.)
Kroenig also declares that a nuclear-armed Iran would force the United States to "deploy naval and ground units and potentially nuclear weapons across the Middle East, keeping a large force in the area for decades to come." But why? Iran's entire defense budget is only about $10 billion per year (compared with the nearly $700 billion the United States spends on national defense), and it has no meaningful power-projection capabilities. Thus, contrary to what Kroenig thinks, containing/deterring Iran would not add much to U.S. defense burdens. The Persian Gulf is already an American lake (from a military point of view), and Washington already has thousands of nuclear weapons in its own arsenal. Given how weak Iran really is, containing or deterring them for the foreseeable future will be relatively easy.
The key point is that Kroenig offers up these lurid forecasts in a completely uncritical way. He never asks the probing questions that any security scholar with a Ph.D. should axiomatically raise and examine in a sophisticated manner. Instead, his article is a classic illustration of worst-case analysis, intended to make not going to war seem more dangerous than peace.
When he turns to the case for using force, however, Kroenig offers a consistently upbeat appraisal of how the war would go. (Needless to say, this is not the kind of analysis one would expect from a Georgetown professor.) He knows there are serious objections to his proposed course of action, and he works hard to come up with reasons why these concerns should be not be taken seriously. What if Iran has concealed some of its facilities? Such fears are overblown, he thinks, because our intelligence is really, really good. (Gee, where have we heard that before?) What about facilities that are hardened or defended? Not an insurmountable obstacle, he maintains, and in any case there are plenty of other facilities that are aboveground and vulnerable.
Isn't there a danger of civilian casualties? Well, yes, but "Washington should be able to limit civilian casualties in any campaign." What if Iran escalates by firing missiles at U.S. allies, ordering its proxies to attack Israel, or closing the Strait of Hormuz to oil shipments? Not to worry, says Kroenig, "None of these outcomes is predetermined," and the United States "could do much to mitigate them." (Of course, none of the scary outcomes that Kroenig says would accompany an Iranian bomb are "predetermined" either.) Doesn't starting a war increase the risk of regional conflict, especially if Iran retaliates and Americans or Israelis die? Maybe, but not if the United States makes its own "redlines" clear in advance and if it takes prudent steps to "manage the confrontation." To do this we have to be willing to "absorb Iranian responses that [fall] short of these redlines" and reassure the mullahs that we aren't trying to overthrow them (!). Bombing another country is a peculiar way to "reassure" them, of course, and it's a bit odd to assume that those wicked Iranians will be cooperative and restrained as the bombs rain down. Won't Iran just reconstitute its nuclear program later, and possibly on a crash basis? It might, but Kroenig says that we would have bought time and that whacking the Iranians really hard right now might convince them to give up the whole idea. Or not.
You see the pattern: When Kroenig is trying to justify the need for war, he depicts an Iran with far-reaching capabilities and dangerously evil intentions in order to convince readers that we have to stop them before it is too late. But when he turns to selling a preventive war, then suddenly Iran's capabilities are rather modest, its leaders are sensible, and the United States can easily deal with any countermeasures that Iran might take. In other words, Kroenig makes the case for war by assuming everything will go south if the United States does not attack and that everything will go swimmingly if it does. This is not fair-minded "analysis"; it is simply a brief for war designed to reach a predetermined conclusion.
And let's be crystal clear about what Kroenig is advocating here. He is openly calling for preventive war against Iran, even though the United States has no authorization from the U.N. Security Council, it is not clear that Iran is actively developing nuclear weapons, and Iran has not attacked us or any of our allies -- ever. He is therefore openly calling for his country to violate international law. He is calmly advocating a course of action that will inevitably kill a significant number of people, including civilians, some of whom probably despise the clerical regime (and with good reason). And Kroenig is willing to have their deaths on his conscience on the basis of a series of unsupported assertions, almost all of them subject to serious doubt.
Kroenig tries to allay this concern by saying that the main victims of a U.S. attack would be the "military personnel, engineers, scientists, and technicians" working at Iran's nuclear facilities. But even if we assume for the moment that this is true, would he consider Iran justified if it followed a similar course of action, to the limited extent that it could? Suppose a bright young analyst working for Iran's Revolutionary Guards read the latest issue of Foreign Affairs and concluded that there were well-connected people at American universities and in the Department of Defense who were actively planning and advocating war against Iran. Suppose he further concluded that if these plans are allowed to come to fruition, it would pose a grave danger to the Islamic Republic. Iran doesn't have a sophisticated air force or drones capable of attacking the United States, so this bright young analyst recommends that the Revolutionary Guards organize a covert-action team to attack the people who were planning and advocating this war, and to do whatever else they could to sabotage the forces that the United States might use to conduct such an attack. He advises his superiors that appropriate measures be taken to minimize the loss of innocent life and that the attack should focus only on the "military and civilian personnel" who were working directly on planning or advocating war with Iran. From Iran's perspective, this response would be a "preventive strike" designed to forestall an attack from the United States. Does Kroenig think a purely preventive measure of this kind on Iran's part would be acceptable behavior? And if he doesn't, then why does he think it's perfectly OK for us to do far more?

What are some potential game-changers in contemporary international diplomacy? By "game-changer," I mean a bold and risky initiative that fundamentally alters the strategic landscape, creating new possibilities and forcing others to rethink their own positions.
I'm thinking about the kind of bold stroke that the late Michael Handel analyzed in his book The Diplomacy of Surprise: Hitler, Nixon, Sadat. He was interested in how certain leaders launched faits accomplis or other unexpected maneuvers to break out of diplomatic gridlocks. Obvious examples are Nixon's opening to China, Sadat's surprise announcement that he was willing to go to Jerusalem in search of peace, or (less positively) the infamous Molotov-von Ribbentrop pact that briefly united Nazi Germany and the Soviet Union and helped open the door to World War II. These initiatives often involved advance planning behind the scenes, but they were unexpected at the time and had dramatic effects as soon as they were revealed.
So I've been trying to imagine other steps that contemporary world leaders could take that might have equally dramatic effects. This sort of initiative can be risky, of course, and there's no guarantee that a bold gamble will succeed. With that caveat, here's a short list of five potential "game-changers," in no particular order.

Back in August 2010, I wrote a post warning about the possibility that war with Iran was being "mainstreamed." My concern was the likelihood that incessant talk of war would gradually accustom people to the idea and harden perceptions to the point that eventually even former skeptics would be convinced that war was inevitable and that we might as well get it over with. As I put it back then:
If you talk about going to war often enough and for long enough, people get used to the idea and some will even begin to think if it is bound to happen sooner or later, than "'twere better to be done quickly." In an inside-the-Beltway culture where being "tough" is especially prized, it is easy for those who oppose "decisive" action to get worn down and marginalized. If war with Iran comes to be seen as a "default" condition, then it will be increasingly difficult for cooler heads (including President Obama himself) to say no.
I now wonder if my concerns were understated, and the danger a bit more subtle. It appears that we have gone beyond just talking about military action to actually engaging in it, albeit at a low level. In addition to waging cyberwar via Stuxnet, the United States and/or Israel appear to be engaged in covert efforts to blow up Iranian facilities and murder Iranian scientists. Earlier this week, the CIA lost a reconnaissance drone over Iranian territory (whether Iran shot it down or not is disputed). And just as I'd feared, this situation has led smart and normally sober people like Andrew Sullivan and Roger Cohen to endorse this shadowy campaign, on the grounds that it is preferable to all-out war.
I certainly agree that what the United States is doing is better than launching an all-out attack, but I question this approach on three grounds. First, as I've already argued elsewhere, our preoccupation with Iran vastly overstates its capabilities and the actual threat it poses to U.S. interests. Iran is a minor military power at present, and it has no meaningful power projection capabilities. It has been pursuing some sort of nuclear capability for decades without getting there, which makes one wonder whether Iran intends to ever cross the nuclear weapons threshold. Even if it did, it could not use a bomb against us or against Israel without triggering its own destruction, and there is no sign that Iran's leadership is suicidal. Quite the contrary, in fact: the clerics seem more concerned with staying alive and staying in power than anything else. Iran's "revolutionary" ideology is old and tired and inspires no one. The "Arab Spring" has underscored Iran's irrelevance as a political force, Iran's Syrian ally is under siege and may yet fall, and the ongoing U.S. withdrawal from Iraq will remove a key source of Iranian-Iraqi solidarity and encourage Arab-Persian differences to reemerge once again. Iran is a problem but a relatively minor one, and it is a sign of our collective strategic myopia that U.S. leaders either cannot figure this out or cannot say so openly.
Second, waging a covert, low-level war is not without risks, including the risk of undesirable escalation. No matter how carefully we try to control the level of force, there's always the danger that matters spiral out of control. Iran can't do much to us militarily, but it can cause trouble in limited ways and it could certainly take steps that would jack up oil prices and possibly derail the fragile global economic recovery. Moreover, if some U.S. operation misfired and a couple of hundred Iranians died, wouldn't the revolutionary government feel compelled to respond? If U.S. or Israeli operatives are captured on Iranian soil, will pressure mount on us to do more? (Just imagine what all the GOP candidates would start saying!) Such developments may not be likely, of course, but it would be foolhardy to ignore such possibilities entirely. Nor should we ignore the possibility that others will learn from this sort of "unconventional" campaign and one day use similar tactics against U.S. allies or the United States itself.
Third, a semi-secret war of this kind raises the inevitable risk of "blowback." The late Chalmers Johnson defined blowback as the unintended consequences of U.S. action abroad, and especially those actions of which the public is largely unaware. When we conduct semi-secret, not-quite wars in other countries, the targets sometime try to hit us back. When they do, many people back home will see their actions as unjustified aggression, and as evidence that our enemies are irrevocably hostile and unremittingly evil.
A case in point is the alleged Iranian plot to get Mexican drug lords to assassinate the Saudi ambassador in Washington. Americans immediately concluded that this scheme was a sign of dastardly Iranian perfidy, when it might just as easily have been a harebrained Iranian riposte to what we were already doing. This is not to say that Iran was justified in trying to blow up a building in our nation's capital, but by what logic is peace-loving America justified in doing something similar over in Iran? In short: If the American people don't quite know what their government is up to, they cannot understand or interpret what other states are doing either. We may have good reasons not to like what others are doing, but the bigger danger is that we simply won't understand it, and won't understand our own role in helping bring such actions about.
Lastly, ratcheting up military pressure -- even if done covertly and at a relatively low level -- can only reaffirm deeply rooted Iranian suspicions of the United States and prolong U.S.-Iranian animosity. (The same is true in reverse, of course). I'm under no illusions about the depths of this animosity and the degree of skill, imagination, and patience it would take to unravel it, but doing more of the same is not going to make it any easier. Yes, many Iranians loathe the regime and would like it to go, but that doesn't mean they welcome U.S. or Israeli attacks on Iranian soil. And that is especially true of attacks on the nuclear program, which Iranians of many political persuasions view as an important symbol of national pride.
In short, the "silent campaign" against Iran is not without its own risks and costs. It is preferable to all-out attack, but a silent war and an all-out war are not the only options. The third option is a sustained and patient effort to reengage with Iran, in order to convince Iranian leaders that they are better off not going nuclear and that both sides will be better off if we can gradually work out some of our differences. Such an approach does not require the United States to sacrifice any core interests, nor would it preclude continuing to press Iran on its human rights record and on other matters that trouble us. And maybe it won't work. But as Trita Parsi shows in his new book A Single Roll of the Dice, that alternative approach has never really been tried.

It's Thanksgiving once again, and it's become something of a ritual for me to record what I'm feeling grateful for each year. For starters, I want to thank the various people who responded to my request for advice on "policy analysis" yesterday, both via the "comments" section and to me directly. I got some very good suggestions, and I appreciate the help. Whether my students will be similarly appreciative remains to be seen.
This year, I'm thankful that the euro hasn't collapsed - yet -- and I'm keeping my fingers crossed that it won't. It's true that the unraveling of the eurozone would be a striking vindication of a broadly realist view of international relations, but it would also produce tremendous human suffering and that's way too big a price to pay to vindicate a theory. So I hope Europe's leaders manage to defy my usual pessimism and navigate through the crisis. If they do, I'll be even more thankful next year.
I'm also grateful that there's been no war with Iran. Whatever the Obama administration's other shortcomings might have been, those at the top seem to have understood the folly and futility of unleashing major military action against Iran. I won't give them high marks for imaginative diplomacy, but at least they haven't done great harm.
I'm also giving thanks that the United States is getting out of Iraq, and I wish I could believe that we will draw the right long-term lessons from the debacle. On that score, it is not a good sign that many of the architects of that war are still taken seriously as foreign policy "experts," and some are even advising GOP candidates. Doesn't say much for our national learning curve, does it? But even if historical amnesia sets in quickly, I'm pleased that we are finally leaving Iraq to its own leaders. Now if we can just draw a similar conclusion about that other exercise in imperial futility ... Afghanistan.
Like nearly everyone, I'm troubled by the continued turmoil in Egypt and by the Assad regime's brutal behavior in Syria. But I'm thankful that the situation in Libya has thus far defied my worst fears and made at least some modest progress toward the establishment of a more legitimate political order. The capture of former heir-apparent (and accused war criminal) Saif al-Islam Qaddafi and former security head Abudullah al-Senussi pretty much eliminates any possibility of a "loyalist" insurgency, which is a good sign too. The country still has a long way to go, but I will be keeping my fingers crossed.
On a purely personal note, I'm thankful for the courageous policy analysts, writers and bloggers who make it easier for me to do this blog. I'm talking about people who seek puncture conventional wisdom, challenge orthodoxies, and rock the boat on occasion. I value them because they are an antidote to the flood of cautious semi-official narratives that dominate most of the writing on foreign policy, and so they help me think outside the box. So heartfelt thanks to Carl Conetta, Phil Weiss, Juan Cole, Gordon Adams, Martin Wolf, Jerry Haber, Uri Avnery, Jim Lobe, Helena Cobban, Glenn Greenwald, M. J. Rosenberg, John Mueller, Andrew Sullivan, Spencer Ackerman, Jerry Slater, Gideon Rachman, and many others too numerous to list or even remember. I don't know a lot of the people just mentioned, and I don't always agree with any of them. Heck, I don't always agree with this guy either. But I'm glad they are doing what they do.
Of course, I cannot omit my annual word of thanks to the whole gang at FP, including the reporters, writers, and bloggers with whom I've occasionally tussled. The editors remain a delight with whom to work, and it's been a pleasure to be part of their team. And because all bloggers ultimately depend on readers, I'm especially grateful for those of you who take the time to read this stuff.
With each passing year, I've become more aware and more appreciative of my own good fortune. It's been a pretty soft gig to be born a white American male in the mid-1950s, in a country enjoying enormous geopolitical advantages and considerable prosperity. I like to think I've done ok with the advantages I was handed, and there's no doubt that the deck was stacked in my favor from the start. And that goes for a lot of my colleagues and contemporaries too.
More broadly, if you compare the era in which most of us have lived to the previous fifty years (1900-1950), there's little question that we've enjoyed a period of comparative benevolence. The first half of the 20th century witnessed two enormously destructive world wars, the worst economic depression in history, and several brutal genocides. The past sixty years has its own share of tragedies, to be sure, but the overall level of violence was much lower, economic growth was fairly steady (until recently), and many of us never had to endure the insecurities, travesties, and sacrifices that earlier generations experienced or that were still common in other parts of the world.
Most Americans ought to be especially grateful for their extraordinary good fortune, and Thanksgiving is an appropriate time for us to reflect upon it. And as I watch Europe teeter on the brink of financial collapse, observe the violent political contestation that is sweeping the Middle East, note the rapidly shifting balance of power in Asia, and contemplate the tragicomic follies of our so-called leaders in Washington, I do wonder how long it will last, and whether I will look back with regret at the tranquility we have lost.
But tomorrow, I will give thanks for the good that remains, and think about what can still be done to preserve and extend it.

In a thoughtful dissection of the seemingly endless debate on Iran's nuclear program (and the various proponents of military action), Andrew Sullivan says "For my part, I cannot see how we can prevent Iran from getting a nuclear bomb." Sullivan is no fan of military action, but I suspect his view is widespread. Some think the inevitability of Iran's getting the bomb is a reason to attack them now; for others, it is an argument for turning to robust containment.
I'm against the former and would favor the latter if necessary, but I do not think it is a foregone conclusion that Iran will actually go forward and acquire a nuclear weapons capability. In particular, I can think of two good reasons why a smart Iranian leader would not want to cross the nuclear threshold.
First, an Iranian nuclear weapons capability means that they will automatically be suspected if a nuclear detonation takes place anywhere in the world. Right now, Iran does not have to fear retaliation should an act of nuclear terrorism occur, because we know with high confidence that they have no weapons at present. But if the Islamic Republic were known to have a nuclear weapons capability, and a terrorist used a weapon somewhere, I'd bet that it would be pretty high up on the suspect list. Nuclear forensics could in theory rule them out, but these techniques are not perfectly reliable and it's not obvious how clearly anyone would be thinking at that awful moment. Powerful countries like the United States have a way of lashing out when they are attacked, and they might not be all that careful to make sure they had the right perpetrator. After all, Saddam Hussein had nothing to do with 9/11, but the Bush administration used that attack as a pretext to gin up a campaign against him. So Iran might want to think twice about crossing the nuclear threshold and inviting retaliation, even for acts in which it was not involved.
Second, and equally important, Iran has by far the greatest power potential of any country in the Persian Gulf. It has more people, more economic potential, and plenty of oil and gas too. If it ever had competent political leadership it would easily be the strongest conventional power in its neighborhood. But if it gets an overt nuclear capability, that act would raise the likelihood that other states in the region (Turkey, Saudi Arabia, even Iraq) would follow suit. It is far from certain that they would, but it would certainly make it more likely. And if they do, this step would partially negate Iran's conventional advantages.
Accordingly, a farsighted Iranian strategist should want to acquire a "latent" nuclear capability (and thus the ability to get a bomb quickly if needed), while making it clear to others that it had not crossed the line. (If I had to guess, that is what I think they are trying to do.) This means that it may be possible to convince them not to weaponize, mostly by not creating a situation where they decide that having an overt deterrent is worth the costs and risks. Needless to say, U.S. and Israeli policy is the exact opposite today: we ramp up sanctions, talk openly of regime change, conduct various acts of sabotage and/or covert action against them (the STUXNET virus, assassinations of Iranian scientists, etc.), and basically behave in ways that we would regard as acts of war if anyone did them to us. And then we wonder why Iran's leaders are so reluctant to end their nuclear program.
There are valid reasons to be concerned about Iran, even though the actual threat is poses is vastly overblown. Iran is an increasingly brittle and sclerotic regime of old men, who are mostly desperate to preserve an aging "revolution," and it is no longer an inspiration for anyone. Its economy is presently troubled and its military budget is about 2 percent the size of our own. Those who now seek to portray it as some vast Islamic menace really do not deserve to be taken seriously.
But it is also too early to conclude that there is "no way to prevent Iran" from getting the bomb. Ten-plus years of pressure and rhetoric haven't gotten us anywhere, and a military strike would solidify support for the regime, give it even more incentive to get a nuclear deterrent, and unleash all sorts of unpredictable forces within the region.
The only approach that stands any chance of success is genuine diplomacy (as opposed to the Obama administration's half-hearted version of same). Sadly, we aren't going to see any serious diplomacy in an election year, and probably not afterwards. Sullivan may turn out to be right, but not because there was no way to prevent an Iranian bomb. If Tehran eventually joins the nuclear club, it will be at least in part because we never made serious, smart and sophisticated effort to persuade them not to.

The New York Times reports that the United States is planning to beef up its security ties in the Gulf, in the aftermath of the withdrawal from Iraq. On the one hand, this makes sense given global dependence on stable oil exports from the Gulf region and the damage that the war in Iraq has done to the strategic balance there. On the other hand, a large ground or air force presence in the region is precisely the sort of thing that invites accusations of Western "imperialism," and puts the United States in a close embrace with regimes like the al-Khalifa family in Bahrain. One could argue that this is one of those places where strategic necessity requires us to compromise the idealistic commitment to democracy, human rights, and other desirable things like that.
There is little question that the idiotic decision to invade Iraq in 2003 weakened our strategic position and bolstered Iran's. As the Times story makes clear, some hardliners now complain that Obama's decision to cut our (considerable) losses in Iraq will undermine U.S. interests even more. That's what I'd expect them to say, but there are good reasons to question that judgment (and not just because these same hardliners have been wrong so often in the past). In fact, withdrawal from Iraq could actually bolster our strategic position in other ways, mostly by encouraging greater frictions between Iraq and Iran.
Ever since 2003, the U.S. presence in Iraq has reinforced cooperation between Iran and some significant portions of Iraq's Shiite community, and especially those elements (such as Muktada al Sadr's Mahdi Army) who really wanted the United States to get out. But once we withdraw, then it is far from obvious that the bulk of Iraqis -- including most Iraqi leaders -- will want to become a satrap for Iran. It's true that the Sunni-Shiite divide provides Iran with some avenues of influence in Iraq society, but there's also the enduring division between Arabs and Persians and Iraq's overriding interest in not allowing Iran to become a hegemonic power in the Gulf region. Let's not forget that the two countries fought a brutal and costly war for most of the 1980s, and plenty of Iraqi and Iranian Shiites killed each other during that conflict.
The Indochina war offers an obvious historical analogy. One of the reasons the United States fought there for so long was the familiar domino theory -- the dubious idea that a communist victory in Vietnam would trigger a cascade of falling dominos and undermine the entire US position in Asia (and possibly elsewhere). But when the United States finally got out, the exact opposite thing happened: none of our other Asian allies abandoned us and China and Vietnam had a rapid falling-out that led to war between the two communist states in 1979. And over time, of course, China abandoned Maoism and Vietnam grew more and more interested in better relations with America. And let's not forget that fourteen years after Saigon fell, it was the Soviet Union that ended up on the ash-heap of history. Once we stopped pouring troops and bombs into Indochina, in short, our strategic position began to improve and we could focus on the more serious aspects of Cold War competition.
In short, if you really think Iran is a threat to dominate the Gulf region, and if you also believe that states tend to balance against threatening powers instead of band-wagoning with them, then you should also expect the U.S. withdrawal from Iraq to encourage more regional powers--including Iraq--to take actions to limit Iranian power and influence. And that might also include being a bit more favorably inclined toward the United States, despite all the other things we do that tick off people in that part of the world. That could be why we're getting a positive response to these new initiatives, and that's why getting out of Iraq may actually bolster our overall strategic position.

I had planned to write about something else this morning, but the simmering confrontation with Iran keeps intruding. For starters, President Obama is standing firmly behind the administration's allegations, but without offering any new evidence to support them. This approach isn't going to wash, however, especially if journalists do their job, start asking a lot of probing questions, and don't allow themselves to get spun by "anonymous" sources and inside leaks.
Add to the mix a New York Times story -- clearly based on briefings from U.S. officials -- that "militants trained and financed by Iran's Quds Force attacked United States forces in Iraq on Wednesday." As Time magazine's Tony Karon notes on his own blog, "Washington certainly seems to be scooping up everything it can find on alleged Iranian malfeasance to throw into the p.r. battle. U.S. and Saudi intelligence officials told the Washington Post that they believe that Iran was behind the May 16 killing of a Saudi diplomat in the Pakistani city of Karachi."
Put it all together, and it looks like the Administration is making a concerted campaign to ratchet up the pressure on Tehran. Countries like Britain, Saudi Arabia and France are going along with that program, and no doubt Israel is happy to see this development too. But so far other countries appear to be at best agnostic about the whole business, which is still the only sensible response in light of the paltry public evidence offered to date. And as I said yesterday, if Obama & co. can't produce some smoking gun support for their assertions, the backlash could be formidable.
More to the point: what's the endgame here? What is the positive purpose to be gained from this new campaign? If there really is hard and reliable evidence of a serious Iranian plot to bomb buildings in the United States and to kill foreign emissaries on our soil, then that's one thing. But if this turns out to be a much more ambiguous business -- either a rogue Iranian operation, a false flag scheme, or a case of FBI entrapment -- then what are we trying to accomplish by rolling out a seemingly well-orchestrated round of new accusations, especially when there's little chance of getting the sort of "crippling sanctions" that might actually alter Iran's behavior? Are we just trying to divert attention from other issues (the economy, the "Arab Spring," the failed diplomacy on Israel-Palestine, etc.), or is this somehow linked to the 2012 campaign?
Last point: as one would expect, Obama is already facing pressure from the right to do more. He's resisted their calls to attack Iran before, and if I had to bet I'd say he'll do so again. But the overall pattern of his presidency has been to accommodate hardline pressure on a variety of fronts, without necessarily adopting their entire agenda. And if you believe half of what Ron Suskind and Bob Woodward have written about Obama, he is a president who is prone to being played by his advisors, especially on national security matters. He escalated in Afghanistan, extended the deadline for withdrawal from Iraq, ramped up the drone war, ratcheted up sanctions on Iran, kept Gitmo up and running, and went spineless on Israel-Palestine after a promising start. There was an obvious domestic payoff to this approach: by tilting so heavily to the rightwing status quo, he's pretty much taken foreign policy off the table in the 2012 campaign. The GOP candidates can carp in various ways, but there's so little daylight between their views and his policies that he's not really vulnerable there.
But all that still leaves the more important question: where is this one headed? Like the alleged assassination plot itself, I'm still scratching my head on that one.

Unless the Obama administration (and in particular, Attorney General Eric
Holder), has more smoking gun evidence than they've revealed so far, they are
in danger of a diplomatic gaffe on a par with Colin Powell's famous U.N.
Security Council briefing about Iraq's supposed WMD programs, a briefing now
known to have been a series of fabrications and fairy tales.
The problem is that the harder one looks at the allegations about Manour
Ababasiar, the fishier the whole business seems. There's no question that Iran
has relied upon assassination as a foreign policy tool in the past, but it
boggles the mind to imagine that they would use someone as unreliable and
possibly unhinged as Ababsiar. I won't rehash the many questions that can and
should be raised about this whole business; for compelling skeptical
dissections, see Glenn
Greenwald, Juan
Cole, Tony
Karon, and John
Glaser.
As I said yesterday, I don't know what actually happened here, and I remain
open to the possibility that there really was some sort of
officially-sanctioned Iranian plot to assassinate foreign ambassadors here on
U.S. soil. But the more I think about it, the less plausible whole thing
appears. In particular, blowing up buildings in the United States is an act of
war, and history shows that the United States is not exactly restrained when it
responds to direct attacks on U.S. soil. Japan attacked Pearl Harbor and we
eventually firebombed many Japanese cities and dropped two atomic bombs on
them. Al Qaeda destroyed the World Trade Center and damaged the Pentagon, and
we went out and invaded not one but two countries in response. When it comes to
hitting back, in short, we tend to do so with enthusiasm.
Iran's leaders are not stupid, and surely they
would have known that a plot like this ran the risk of triggering a very harsh
U.S. response. Given that extraordinary risk, is it plausible to believe they
would have entrusted such a sensitive mission to a serial bungler like
Ababsiar? If you are going to attack a target in the United States, wouldn't
you send your A Team, instead of Mr. Magoo?
Hence the growing skepticism, including the possibility that this might be some
sort of "false flag" operation by whatever groups or countries might
benefit from further deterioration in U.S.-Iranian relations. If the Obama
administration can't back up their allegations in a convincing way, they are
going to face a diplomatic backlash and they are going to look like the
Keystone Cops. They could even face a situation where rightwing war-mongers
seize on their initial accusations to clamor for harsh action (a development
that has already begun), while moderates at home and abroad lose confidence in
the administration's competence, credibility, and basic honesty.
So my advice to Holder & Co. is this: you better show us what you've got,
and it had better be good.

For the record: I don't know if there was a genuine Iranian plot to assassinate the Saudi Ambassador to the United States. Let me repeat that: I don't know. And neither do you. All we know is that the U.S. government claims to have uncovered such a plot, involving an Iranian-American used-car salesman who allegedly was getting direction from some part of the Iranian Revolutionary Guards. This dangerous criminal mastermind reportedly thought he was paying a Mexican drug cartel to conduct the actual attacks, when he was in fact dealing with an undercover DEA agent.
As I said, none of us really know what was going on here, but several features ought to be kept in mind. First, the Iranian government is by all accounts a contentious and unruly body, and it is possible that some rogue element of the Revolutionary Guards came up with this cockamamie but obviously despicable scheme. Whether Supreme Leader Khamenei or President Ahmadinejad had anything to do with it, of course, is another matter entirely.
Second, the FBI doesn't have a terrific track record in identifying and documenting this sort of conspiracy, and we'd be fools to take their accusations at face value. There is sometimes a fine line between uncovering a real terrorist plot and subtly encouraging one, as in the famous case of the "Miami Seven," whose plot to blow up the Sears Tower in Chicago appears to have been largely inspired by the undercover agent who eventually exposed them. Until we know a lot more about the actual time line and evidence behind these latest accusations, a certain skepticism is warranted. And I wouldn't be surprised if the government eventually reveals that the evidence of direct Iranian involvement is based on intercepted signals intelligence, which it will then claim it cannot make public without compromising sources and/or methods. In other words, just trust us...
Third, before we leap to the conclusion that this is more evidence of how heinous Iran's revolutionary leadership is, let's pause to remember that the United States and some of our allies have done similar things in the past. We tried to bomb Muammar al-Qaddafi's tent back in the 1980s, and the CIA tried to kill Fidel Castro and a few other foreign leaders back in the 1960s. And the United States has certainly backed various groups that used assassination and other forms of terrorism to advance their political aims, such as the Nicaraguan contras. Some of you might think that these efforts were justified; my point is simply that we aren't wholly innocent in this regard. That doesn't justify what Iran is accused of doing, but it might temper our own moral outrage a bit.
Lord knows there's plenty of grounds for concern about various Iranian actions (including their reliance on murder and/or sabotage on several occasions in the past), and no shortage of conflicts of interest between Tehran and Washington. But this story is sufficiently bizarre -- would a real Iranian agent actually try to hire a drug cartel to do his dirty work? -- and the potential consequences are sufficiently grave that we really ought to wait until we know more before drawing any conclusions at all.

Writing in the Washington Quarterly, Kenneth
Pollack and Ray Takeyh have a rather
bizarre piece calling for the United States to "double down" on
Iran, including direct efforts to destabilize the clerical regime. While
rejecting preventive war -- at least for the moment -- they call for a variety
of new pressures, including the use of Special Forces and other military means
to ramp up the pressure. Although filled with protective caveats, their article
portrays these escalated pressures as something of a last-ditch effort to
convince Iran to give up its nuclear enrichment program.
Like U.S. policy itself, their article is rife with internal contradictions. As
such, it provides a textbook illustration of the stale thinking that has shaped
U.S. policy for a couple of decades.
For starters, Pollack and Takeyh admit that their past prescriptions have been
a bust. They take credit for what they call the Obama administration's
"two track" approach, writing that "the two of us were among the
very first to propose this policy." Then they freely admit "it is
time to acknowledge that the current version of the two-track policy has
failed." The chutzpah here is impressive: although their own policy
recommendations have failed, they think we should continue to respect their
insights and follow their advice. It would be hard to find a clearer example of
the lack of imagination or accountability that bedevils U.S. policy on this
issue.
Second, Pollock and Takeyh present a one-sided narrative of U.S. policy toward
Iran that exaggerates the carrots we've supposedly offered and overstates
Iranian recalcitrance. They argue that the Obama administration started out
with a "passionate determination to emphasize carrots," and claim
that "the United States and the international community have offered Iran
a path toward a responsible civilian nuclear program ... should it conform to its
Nuclear Non-Proliferation Treaty (NPT) obligations." This formulation is
at best misleading and at worst simply wrong. Obama & Co. were hardly
"passionate" about emphasizing carrots; in reality, the United States
made a couple of purely symbolic gestures but quickly reverted to mostly sticks
when the symbolism didn't produce immediate Iranian concessions. Moreover, the
United States and its allies have never made Iran a concrete offer; the
supposed "path" to a deal was merely a list of topics Washington said
it was willing to discuss as soon as Iran agreed to give us what we wanted
(i.e., an end to nuclear enrichment).
In other words, when Pollack and Takeyh write that the administration was
"offering the theocratic leaders a respectful path of out of their
predicament," that "respectful path" was defined as complete
Iranian acquiescence to Washington's demands. You surrender, and then we'll
talk. And contrary to what they write, the issue isn't Iran's willingness to
conform to its "NPT obligations," because nuclear enrichment is
permissible under the NPT. Rather, the issue is conformity with various U.N.
Security Council resolutions arising from a dispute with the IAEA over Iran's
reporting of its nuclear activities many years ago. Other states-such as South
Korea-also had reporting disputes with the IAEA, but never faced the same level
of censure that Iran has.
The point is not that Iran is blameless or that its own negotiating behavior
isn't as contentious, deceptive, or as incompetent as ours. Rather, it is that
this one-sided narrative makes the Obama administration appear far more
reasonable and forthcoming than is in fact the case.
Third, Pollack and Takeyh never confront the inherent contradiction in the
"two-track policy" (which, to repeat, they admit has been a failure).
This policy is supposed to convince Tehran that the United States is not
irrevocably hostile, and that we would really, really like to have a better
relationship. It is also designed to convince Tehran that it has no need for a
nuclear deterrent, or even a latent nuclear capability that could be used to
get a bomb at some point down the road. But while we are supposedly trying to
reassure Iran about our intentions, the United States has been ratcheting up
sanctions, almost certainly engaging in covert action against the clerical
regime, pointedly emphasizing that all options (including the use of force) are
"on the table," and making it abundantly clear that we would be
perfectly happy if regime change occurred.
It is hard to imagine a policy that is less likely to encourage Iran to
compromise, and more likely to fuel Iran's deeply rooted and understandable
belief that it is us who cannot be trusted. Whether their perceptions are 100
percent accurate or not is irrelevant; there is clearly some basis for them and
policymakers in Washington need to take that basic fact into account. The
inconsistent policy prescribed by Pollack and Takeyh (and followed by
Washington for many years) is probably the worst possible approach, because our
crude attempts to combine half-hearted carrots with tangible sticks merely
reinforces Iran's belief that our positive gestures are simply tricks designed
to gull them into unwise concessions.
Ironically, Pollack and Takeyh provide telling evidence for this point in their
own piece. They quote a speech by Supreme Leader Ali Khameini, in which he
cautions against cooperation with the United States by "the change of
behavior they want. . .and which they don't always emphasize-is in fact a
negation of our identity. . .Ours is a fundamental antagonism (my
emphasis)." In other words, Khameini believes that our real objective is
regime change ("negation of our identity"), which we don't always
emphasize. As Pollack and Takeyh's own article makes clear, Khameini he has plenty
of good reasons to think so.
Yet despite the protracted failure of this entire approach, Pollack and Takeyh
now want us to "double down" on it: ramping up more sanctions,
reaching out to the Green movement, possibly inserting Special Forces into Iran
(!), and engaging in cyber-warfare and other forms of pressure. Never mind that
the leader of the Green Movement, Mir Hossein Mousavi, is also one of main
architects of Iran's current nuclear program (which means that a "Green
Revolution" might not end it). The bigger point is that these steps are
more likely to reinforce Iranian intransigence and make them think harder about
the value of some sort of deterrent.
Pollack and Takeyh also fail to see the irony -- or it is hypocrisy? -- in
their own prescriptions. They say at the beginning of their piece that the US
must "compel Iran to relinquish its nuclear ambitions, adhere to
prevailing norms on terrorism and human rights, and respect the sovereignty
of its neighbors" (my emphasis) Yet with a straight face they then
proceed to outline a menu of options designed to violate Iran's sovereignty for
as long as it takes to produce the government there that we want. And yet we
wonder why Iran's leaders don't see us as especially principled or worthy of
trust.
Fourth, their article is also inconsistent about Iran's motivations and
our knowledge of them. On the one hand, they portray Iran's leaders as almost
impossible to fathom, saying it is "a land that revels in ambiguity,
opacity and complexity," and that outsider observers "should be
duly humble given our incomplete understanding of Iran's politics or the
policies that emerge from them." On the other hand, they outline an
ambitious blueprint for additional sticks, apparently confident that they really do know
how Iran will react. And once again, the fact that it hasn't conformed to their
expectations in the past does not seem to trouble them that much.
In short, there is little reason to think that "doubling down" will
do anything more than increase Iran's interest in moving closer to a latent
nuclear capacity. It is a recommendation for more of the same policy that has
been failing for over a decade. Instead of persisting with a failed policy, the
United States ought to be rethinking both the goals it is trying to achieve and
the means it is using to reach them. Ending enrichment is not in the
cards, but it might be possible to convince Iran not to weaponize. That
approach would require ratcheting down the pressure, making concrete offers
instead of vague hints, and exercising a lot more patience instead of expecting
a quick and decisive breakthrough. But because this approach -- which has never
been tried -- is anathema inside the insulated Beltway mind-set, we end up with
the endless recyling of failed approaches.
But my real concern goes deeper. It is hard to read this piece without
hearkening back to Pollack's The Threatening Storm, the book that
convinced many liberals to support the invasion of Iraq in 2003. What made that
book especially persuasive was Pollack's depiction of himself as a former dove
who had oh-so-reluctantly concluded that there was no option but to go to war. Similarly,
this article explicitly says that it is not yet time to bomb, and that we have
time to try a few more options first. But by falsely portraying the United
States has having made numerous generous offers, by dismissing Iran's security
concerns as unfounded reflections of innate suspiciousness or radical ideology,
and by prescribing a course of action that hasn't worked in the past and is
likely to fail now, Pollack and Takeyh may be setting the stage for a future
article where they admit that "doubling down" didn't work, and then
tell us -- with great reluctance, of course -- that we have no choice but to go
to war again.

One of my occasional hobbyhorses on this blog has been the desirability of greater transparency on where research and advocacy organizations (and intellectuals) get their money. It's the old question: cui bono? You can read what I've said in the past here and here. I frankly would welcome a system where think tanks had to publicly disclose all of their sources of support, so that consumers of their work could see exactly who they were beholden to. Lest you think I'm being hypocritical about this, I think university professors ought to do the same with any outside income that they earn.** The reason in both cases is simple: when anyone participates in public discourse on vital issues, outsiders should be aware of potential conflicts of interest and should know exactly who might be paying for it.
Eli Clifton at the Center for American Progress has a revealing post up on the various backers of the neo-conservative Foundation for Defense of Democracies. This organization has been in the vanguard of the campaign for war with Iran, reflexively supportive of the Israeli right, and a fertile source of fear-mongering Islamophobia. It will therefore surprise no one that its primary financial backers are also hard-core Zionists, and that the democracy it seems most committed to defending is located far from Washington D.C.
This situation underscores a point that John Mearsheimer and I emphasized in our book: the Israel lobby is not confined to formal "lobbying" organizations like AIPAC. It also includes well-funded think tanks and advocacy organizations that actively work to shape political debate and public discourse in ways intended to reinforce the U.S.-Israel "special relationship" and to persuade policymakers to support policies that these organizations believe (in my view incorrectly) will be beneficial for Israel and the United States.
It bears repeating that there's nothing illegal, conspiratorial, or unethical about what these donors are doing; individuals and foundations in the United States are entitled to fund whatever advocacy organizations they wish. But Clifton's data helps you understand why discourse inside-the-Beltway is so heavily skewed in one direction.

I also received honoraria for presentations at several events sponsored by the Department of Defense and for participating in a colloquium sponsored by the State Department. As Secretary of Defense Robert Gates cleans out his desk and heads for retirement, Ido Oren of the University of Florida highlights what might have been his most important accomplishment: preventing a war with Iran. Money quotation:
"This scenario [of war with Iran] failed to materialize because the political forces pushing for active consideration of the military option -- Vice President Dick Cheney's camp in the George W. Bush White House, hawkish pundits, key congressional leaders and the American Israel Public Affairs Committee -- have been outmaneuvered by an informal antiwar coalition that included the Pentagon, the military's top brass, the intelligence community and the Department of State.
This coalition was ably led by Secretary of Defense Robert Gates, who is stepping down from his post at the end of the month. If one person were to receive the top credit for preventing an attack on Iran's nuclear facilities, it would be Gates."
This non-incident also reminds us that sometimes policymakers succeed not by achieving some positive goal, but by helping produce a "non-event"; in this case, preventing the dogs of war from barking. Those who'd like the United States to be at odds with the entire Muslim world for the next century or so are probably disappointed that we didn't add Iran to the list that now includes Iraq, Afghanistan, Yemen, Libya (and arguably, Pakistan), but the rest of us should be grateful for this rare bit of sanity.

I'm posting this from Talloires, France, on the shore of Lake Annecy, at a lovely conference center run by Tufts University. The conference is on the Middle East (broadly defined to include Afghanistan), with a specific focus on European and American interests, policies, and perspectives on these issues. So far the panels and side discussions have been quite interesting but also pretty depressing, an atmosphere reinforced by lots of clouds and rain. The latter problem is actually a good thing, as France has been experiencing a punishing drought and needs the rain.
One issue that struck me during the discussions was the inherent difficulty of doing accurate "policy assessment," due in part to basic selection effects. To be specific, if you look just at the specific cases where some policy instrument (call it "Policy X") gets applied, it's hard to know whether that policy is on balance a success or not. Policy X may only be chosen and implemented when dealing with really hard cases, for example, which are precisely the cases where it is least likely to work. (Among other things, the target state may have already considered the impact of Policy X and decided it can take the heat). But if adopting this policy in one case leads lots of other states to alter their behavior so that they don't face similar actions, then these "dogs that don't bark" are examples of the positive impact of Policy X that are unlikely to get factored into an assessment of its effectiveness.
A possible case in point is the attempt to alter Iran's nuclear policy by imposing various economic sanctions on Tehran. If we look solely at Iran's behavior, it's clear that it hasn't stopped nuclear enrichment and shows no sign of doing so. In short, the policy has failed. External sanctions have probably had a modest economic effect on Iran's economic growth, but have clearly failed to achieve their main objective. But this failure is partly due to the fact that Iran was highly motivated to start with, which is in part why it rejected initial complaints about its nuclear program and eventually faced a series of escalating pressures. And it seems clear that Iran's leadership decided ex ante that the sanctions would be bearable, or they would have backed down before they actually got applied. In short, sanctions got applied in precisely the circumstances where they were unlikely to work, and we shouldn't be surprised that they failed.
But if a few other states were thinking a bit about acquiring nuclear weapons and took a look at Iran's experience, and then concluded that pursuing the bomb just wasn't worth all the aggravation, then Iran's experience might have broader positive effects. It teaches that if you try to get a bomb, you'll face censure, demands for inspections, lots of diplomatic hassle, and maybe even mildly inconvenient economic sanctions. Unless you really think you need a nuclear deterrent, who needs all these headaches? So while sanctions may have failed in dealing with a hard case like Iran, they may have helped reinforce global nonproliferation norms and thus persuaded a few other states not to start down that road themselves. And if that is indeed the case, then "Policy X" (in this case economic sanctions) may have a more positive "net effect" than a simple focus on Iran might suggest.
Of course, there's a danger in this sort of reasoning: one can justify almost any confrontational policy by arguing that it is having far-reaching positive effects that extend well beyond a particular dispute. And that's one reason that debates about foreign policy are so hard to resolve: it is too easy for all participants to make self-serving claims about the positive impact of the policy positions that they happen to prefer, and too hard to come up with a definitive answer. And dare I add that this is one of those places where academics can make a real contribution, by performing more sophisticated policy assessments that take base-line conditions and selection effects into account, so that we have a clearer assessment of the net effect of different policy tools.
All that said, I should probably add that I still think our confrontational approach toward Iran has been mistaken, insofar as it rests on inflated fears about Iranian capabilities and the implications of nuclear acquisition. But I'll concede that making an example of Iran may--repeat, may--have helped discourage a few others from going down a similar route, and it would be interesting to know whether there's any direct evidence of that effect on the calculations of other potential proliferators.

I've been in Kuwait since Monday morning, attending a conference celebrating a ten-year collaboration between Harvard and the Kuwait Foundation for the Advancement of Science. In addition to giving a talk on the Obama administration's approach to the Middle East, I've been listening to various Harvard colleagues give talks on the situation in Iraq, public health in the Gulf region, urban planning in Kuwait, educational development, the future of global energy markets, Kuwaiti politics, and the prospects for democracy in the Arab world. There's an obvious irony here: I flew halfway around the world for the opportunity to find out what my colleagues have been up to.
Despite a sandstorm that made fogbound London seem transparent, it's been an interesting trip. It coincided with an interesting kerfuffle within Kuwaiti politics, revolving around parliamentary opposition criticisms of the current prime minister, the removal of parliamentary immunity for at least one MP, and various charges and counter-charges from the opposition and the government itself. I don't pretend to be an expert on Kuwait's domestic politics, so I won't try to provide a full analysis of the situation. But as others have documented at length, Kuwait's political system is an unusual fusion of a traditional monarchy with various participatory institutions, including a parliament that on certain issues and on some occasions exerts real influence. It is also a traditional Arab society where women occupy increasingly prominent roles, belying the usual stereotypes.
The Kuwaitis with whom I've spoken have been well-informed, eager to discuss a variety of issues, and quite open to talking about just about any subject. I haven't done a random survey and for all I know the views I heard were atypical, but several themes from my conversations were particularly striking.
First, America may be unpopular in much of the Arab and Islamic world, but not in Kuwait. The United States is very popular here, for two obvious reasons. First, we liberated the country from Saddam Hussein in 1991, and then we got rid of Saddam for good in 2003. People can't say enough good things about the elder President Bush, and I even think that Dubya would get reasonably high marks here. Kuwaitis are not happy with how the occupation of Iraq was handled (who is?), and they remain worried about political developments in Iraq, but on the whole, the United States is regarded with favor and even affection here. At least that's the clear impression I got, and I don't think my associates here were just being polite or trying to snow me.
Second, despite what I just said, the Israel-Palestine issue resonates here much as it does elsewhere. As one Kuwaiti official explained to me, it's not due to any deep affinity for the Palestinians themselves -- most of whom were expelled from Kuwait after Yasser Arafat foolishly backed Saddam in the Gulf War -- but rather reflects both a broader Arab concern about what they regard as unjust Western interference in the Arab world and a realistic sense of how that issue fuels extremism and gives states like Iran an issue they can exploit. Everyone I spoke with emphasized the importance of the issue, with no prompting from me.
Third, although Iran was and is a concern, it's not a particularly pressing one. They aren't naive about Iran, and one official expressed support for the current sanctions regime and said he thought it was having a significant impact. In short, I heard nothing from Kuwaitis that would have raised any eyebrows, even if it had appeared on Wikileaks.
Given Kuwait's history and location, in fact, Iraq continues to be a more looming worry. As one Kuwaiti remarked at one of our sessions, the central problem is that Iraq is a large country with long borders and it needs to be militarily strong in order to protect itself. Unfortunately, a strong Iraq is inevitably a potential threat to Kuwait, which is right next door and far smaller. History reminds them of how unpleasant it can be to share a border with a much stronger neighbor. They would like to think that Iraq will stabilize and establish tranquil relations with Kuwait, but there is no guarantee that this will happen.
Let me repeat that these deep and profound insights are based on a relatively small number of conversations; you should regard them as my impressions and not much more than that. But I did find them interesting, and all in all, the trip has been worth the various aggravations that I discussed in my last post.

I never cease to be amazed at how virtually any criticism of Israel can cause Jeffrey Goldberg of the Atlantic to go bananas and make all sorts of wild charges. This tendency is especially evident when someone writes about the Israel lobby. It is usually best to ignore him, because he seems incapable of getting the simplest facts right. But occasionally I feel the need to set the record straight.
Goldberg's forte is character assassination, and his main weapons are name-calling and misrepresenting his opponents' arguments. Instead of calling me a "Jew-baiter" (a despicable accusation for which he has no grounds), as he has in the past, his latest sally calls me a "neo-Lindberghian," again implying that I am an anti-Semite. This is a serious charge -- the political equivalent of calling someone a racist or child molester -- and you'd think a respectable journalist would go to some effort to document the label before using it. You'd think he'd supply a lengthy array of quotations from my writings and speeches to prove his point. Goldberg cannot do this, however, because no such evidence exists.
Goldberg doesn't know me; doesn't know my history, relatives, friends, students, and close associates, and has no idea what I really think about any of these questions. Judging by what he writes about my work, he doesn't even know what I've written. For example, he claims that the book that John Mearsheimer and I wrote on the Israel lobby describes a "nefarious, all-powerful Jewish lobby." and that we "love to capitalize the word 'Lobby.'" Both statements are demonstrably false, as he would know if he had bothered to examine the issue.
We portray the lobby as a legitimate interest group like many others and emphasize that its activities are a normal part of democratic politics in America (pp. 13-14, 112, 150). We explicitly reject the term "Jewish lobby" (p. 115) and we don't capitalize the word lobby anywhere in the 484-page book. Indeed, the only place we ever capitalized that word was in our original London Review article; but we openly acknowledged in our subsequent response to critics that this usage was misleading and have not done so in any of our subsequent writings.
Journalists are supposed to be concerned with truth and accuracy. But Goldberg is clearly incapable of being objective or open-minded when the subject is Israel, which is why he quickly descends to innuendo and fabrication when dealing with anyone who criticizes that country's policies, questions America's special relationship with the Jewish state, or raises doubts the activities of the Israel lobby. He invents false charges for a simple reason: It would be impossible to smear us if he had to rely on what we actually said. So he has to make things up.
Goldberg is also wrong when he says the latest WikiLeaks revelations discredit our arguments about the lobby's role in encouraging a war with Iran. We argued that if the United States were foolish enough to start a war against Iran, it would be largely due to the influence of Israel and especially the lobby. Both Israel and its hardline supporters here in the United States have been relentless in their efforts to push the United States to confront Iran, and to keep the military option at the ready. There is nothing in WikiLeaks that changes that assessment. Yes, there has also been pressure from some Arab leaders, such as the king of Saudi Arabia, to use force against Iran. There are also prominent voices in the Arab world warning that this step would be disastrous. But the key point is that these Arab leaders have much less influence on the United States than Israel does.
First, Arab leaders cannot make the case for war in public, because their publics oppose this course of action. Israel, on the other hand, is constantly making the case for war directly and overtly. Second, Israel has a powerful lobby in the United States that has been working overtime to push the United States to strike Iran. Saudi Arabia and the other Arab states have no meaningful lobby in Washington, which is why their repeated requests that the United States do something to end Israel's illegal occupation and harsh treatment of the Palestinians have fallen on deaf ears for decades.
It is Israel and the lobby, not the Arabs, that are shaping the discourse on Iran, and it is disingenuous for Goldberg to suggest otherwise. Does he not know about the origins of "dual containment," as recounted in recent books by Kenneth Pollack and Trita Parsi? Is he unaware of AIPAC's successful effort to kill the CONOCO oil deal with Iran in 1995, or the lobby's role in pushing the Iran-Libya Sanctions Act in 1996, not to mention the 2010 version of unilateral U.S. sanctions? Has he forgotten his own recent writings, which warned that top Israeli leaders were contemplating war with Iran in early 2011?
Bear in mind that we still do not know if Iran is actively seeking an overt nuclear weapons capability or not. The December 2007 National Intelligence Estimate on Iran, which has not been superseded by a new estimate, said that Tehran was not trying to build nuclear weapons. And the evidence we have in the public record about Iran's nuclear program does not show in any conclusive way that Iran is developing a nuclear arsenal. One can hardly rule out the possibility, of course, but neither should we simply assume that Tehran is hell-bent on building an actual weapon. It is even possible that these Arab leaders are so concerned that Iran is pursuing nuclear weapons in part because they have been influenced by the efforts of Israel and the lobby to hype the Iran threat, just as they hyped the WMD threat from Iraq in the earlier part of this decade.
Perhaps I take Goldberg too seriously, and I should just ignore his regrettable tendency to distort the views of those with whom he disagrees. If Glenn Beck and Bill O'Reilly get to spout dangerous nonsense, why can't Goldberg? Yet it is important to point out what he is doing, because he is a textbook case of the lengths to which many defenders of Israel will go in order to convince Americans that they must support it no matter what. Like the Cuban-American lobby, the gun lobby, and other narrow interest groups, the Likudnik wing of the Israel lobby isn't really interested in truth or even a fair-minded discussion of the issues. They just smear their targets with made-up accusations, knowing that if you throw enough mud, some of it is bound to stick.
I suspect that what really ticks Goldberg off is this: My co-author and I (and a few others) have had the temerity to write critically about the political role of "pro-Israel" forces (both Jewish and non-Jewish) in America today. This is a topic that the goyim aren't supposed to talk about openly. It's fine for Goldberg to write at length about this topic, or for former Forward editor J. J. Goldberg, to devote an entire book (which is well worth reading) to it. But when a non-Jew writes about this issue, and suggests that these groups are advocating foolish and self-defeating policies, then that person must of course be an anti-Semite. If Jews express similar doubts, they must be labeled as "self-hating" and marginalized as well.
Please. I really do understand this sort of tribalism and up to a point, I'm sympathetic to it. Given Jewish history -- and especially the dark legacy of genuine anti-Semitism -- it is unsurprising that some people are quick to assume that any gentile who criticizes the present "special relationship" must have sinister motives, even when there's no actual basis for the suspicion. But that sensitivity doesn't make the elephant in the room disappear, and given that America's Middle East policy affects all of us, the various factors that shape that policy ought to open to fair-minded discussion devoid of name-calling and character assassination.
So yes, Jeffrey, there is a powerful "Israel lobby" (though it's not "all-powerful"). Yes, many individuals in the lobby think the United States should do whatever it takes--including the use of military force -- to eliminate Iran's nuclear enrichment facilities. They aren't the only people who think this, but they have been among the loudest and most persistent voices advocating this course of action. And yes, like most (all?) lobbies, some of the policies that it promotes are not in the best interests of the country as a whole. These facts are so obvious and so easy to document that it's no wonder that a zealot like Goldberg prefers to throw mud whenever somebody points them out.

As with earlier WikiLeaks "revelations," the latest batch of classified communications is bound to be something of a Rorschach test. With a wealth of cables from which to choose, readers will be inclined to see in them what they want to see. I've been reading some of the latest releases and I've read the New York Times accounts pretty carefully, but thus far, I haven't seen anything that fundamentally alters my views about U.S. foreign policy. Nor have I seen any other commentator who says that they've changed their mind about some important contemporary issue either. That said, here are a few tentative reactions.
First, everyone should remember that these documents are not revealed truth or literal transcripts of an event. Like most forms of diplomatic reportage, they are a version of events or a summary of impressions, as seen through the eyes of the person (in most cases mid-level officials) who are drafting the message. Even when one is just summarizing a meeting, whoever is drafting the cable gets to emphasize certain things and to omit or downplay others, and that includes the possibility that they misheard, misinterpreted, or misunderstood what was said. Context matters too: what foreign officials say will be shaped by what they are trying to accomplish and also what they think their American interlocutors want or need to hear, and it's hard to identify the full context from these releases alone.
Please note that I am not arguing that there isn't useful information here. My point is that we bear in mind that these cables are the products of individual human drafters who have their own agendas and frailties, and that the discussions they are summarizing do not occur in isolation. And although these documents clearly tell us something about a number of key policies, they are a very incomplete picture.
Second, as with previous WikiLeaks releases, we need to be very wary about our initial conclusions. Only a small number of cables have been released so far, and the media outlets that were given access to them (the New York Times, the Guardian, and Der Spiegel) are picking and choosing from among the one's they've seen. Until we've had a chance to see the full set of releases, a degree of interpretive caution is in order.
Third, I am less troubled than some others about the possibility that these documents will expose gaps between what governments say they are doing and what they are actually doing. Some commentators worry, for example, that these documents have exposed the hypocrisy of the Yemeni government, which has been pretending that it wasn't allowing the United States to conduct drone strikes on its territory. Others probably fear that some particularly pungent comments about various world leaders might get exposed, and thereby creating undesirable frictions. There's also the concern that foreign representatives will be less candid in the future, for fear of being exposed by some subsequent leak.
But let's get serious for a second. I doubt there are any major world leaders who once believed that we held them in the highest regard, and who will now be crushed to learn that some of our officials had reservations about them. (I'm willing to bet that plenty of foreign cables say less-than-flattering things about U.S. officials too, and that those officials wouldn't be entirely shocked were those reports to go public). I give most leaders a bit more credit than that: most people know when there are significant differences between allies and even personal points of friction, even if they are papered over with appropriate diplomatic niceties. It's mildly embarrassing to have this out in public, but I'm not sure anybody is going to feel seriously betrayed or misled.
And as for the possibility that American diplomats will be exposed as less than 100 percent honest: at this stage in our history, is all that even remotely surprising? I mean, after the Gulf of Tonkin Incident, Iran/Contra, the cruise missile attack on Sudan, Colin Powell's cooked-up testimony to the Security Council in 2002, how many people are under that many illusions about the dark underbelly of U.S. foreign policy? And it's hardly headline news to learn that the United States has been obsessed with Iran's nuclear program, reflexively solicitous of Israel's concerns, worried about North Korea, or deeply concerned about al Qaeda. Some of the details in these cables are interesting, but none of the dispatches I've read or the news accounts I've seen suggest that a major rewriting of recent diplomacy is in order.
Fourth, the recurring theme that I keep seeing in these documents -- it's my own Rorschach, I guess -- is how everybody around the world wants Uncle Sucker to solve their problems. South Korea and the U.S. talk about what to do if North Korea collapses. Israeli officials keep demanding that we deal with Iran and preserve their "qualitative military edge." Some Arab leaders in the Persian Gulf want us to stop an Iranian bomb too, but they don't agree on the steps we should take to achieve that aim. And so on.
You'd expect these documents to contain a lot of this sort of special pleading, of course, because they are reports from American officials who have been meeting with various foreign counterparts and trying to figure out what they think or want. Nonetheless, it is still striking how many pies the United States has its fingers in, and how others keep expecting us to supply the ingredients, do most of the baking, and clean up the kitchen afterwards.
Fifth, the big story in the early releases -- at least as highlighted in the Times -- seems to be the combination of the clear U.S. obsession with Iran and the fact that some Arab leaders expressed great concern about the prospect of an Iranian bomb. It was as predictable as the sun rising tomorrow that hard-line advocates of doing whatever it takes to stop an Iranian bomb would immediately seize upon the initial releases to buttress their case, but the documents don't actually support that conclusion. As Andrew Sullivan points out, the same people who routinely dismiss Arab calls for a different U.S. policy on the Israel-Palestinian peace process are now suddenly convinced that these same Arab leaders are pillars of wisdom. In any case, it is hardly a revelation to learn that some Gulf rulers would a) prefer a non-nuclear Iran, and b) would prefer it if the United States did the heavy lifting and bore the onus of taking care of this problem. It would be astonishing if they thought any other way.
But the crucial question all along has been how to address that issue, and here these releases show some ambivalence. There is hardly a consistent chorus of voices telling the United States to go ahead and bomb the place. Some leaders seem inclined in that way; others much less so. I've heard other senior Arab and Muslim officials say that it would be a calamity if we did.
Lastly, the big question I keep pondering is this: would it be all that bad if diplomats understood that secret deals and two-faced diplomacy wasn't going to be that easy anymore, because the true facts might leak out sooner rather than in twenty or thirty years time? I can think of a few cases where secrecy has been useful (Kennedy's deal over the Jupiter missiles in Turkey during the Cuban Missile Crisis comes to mind), but in general I think human beings -- and this include foreign policy-makers -- are more inclined to do bad things when they think they can do so without being exposed. If you have to keep something secret, that's often a sign that you shouldn't be doing it at all.
And at the risk of seeming like a naïve Wilsonian (the cruelest thing you can call a realist like me!), the whole episode raises the larger issue of whether the citizens of a republic have the right to know exactly what representatives are doing and saying in their name, backed up by the money and military power that the citizens have paid for with their taxes. And I don't mean finding out thirty years later, but now. I'm sure that most diplomats would prefer to minimize democratic scrutiny of their activities, as it would surely be annoying if Congress or the media or (God forbid!) ordinary citizens were to peer over their shoulders while they are trying to line up foreign support. But given that I am less and less convinced that our elites know what they are doing, I'm also less inclined to want to let them operate outside public view.
But there is a real downside, which is why I retain some concerns about this latest batch of revelations. If diplomats start fearing that any conversation or cable might get leaked, they will either stop talking, stop taking notes, or stop sending message back to headquarters in any sort of republishable form. There's an old line from Chicago city politics: "Don't write if you can talk; don't talk if you can nod; don't nod if you can wink." Somehow, I'm not sure our diplomacy will be enhanced if our representatives are reduced to making facial gestures, and communicating back home only through secure telephones.

If you want to see just how ill informed and morally bankrupt an "establishment" political voice can be, check out David Broder's op-ed column in this Sunday's Washington Post. Broder argues that President Obama's prospects will remain bleak if the economy doesn't improve, and that the President cannot count on the business cycle to do that for him. So after reminding his readers that World War II helped end the Great Depression, Broder offers Obama the following advice:
With strong Republican support in Congress for challenging Iran's ambition to become a nuclear power, he can spend much of 2011 and 2012 orchestrating a showdown with the mullahs. This will help him politically because the opposition party will be urging him on. And as tensions rise and we accelerate preparations for war, the economy will improve.
I am not suggesting, of course, that the president incite a war to get reelected. But the nation will rally around Obama because Iran is the greatest threat to the world in the young century. If he can confront this threat and contain Iran's nuclear ambitions, he will have made the world safer and may be regarded as one of the most successful presidents in history."
I haven't read such an ill informed and morally bankrupt piece of "analysis" in quite some time (which is saying something). For starters, on what basis does Broder believe that "Iran is the greatest threat to the world?" The United States spends over $700 billion on defense each year; Iran spends a mere $10 billion. That amount is less than Greece, the Netherlands, United Arab Emirates, or Taiwan. As I've noted previously, Iran has no meaningful power-projection capabilities, and its main "weapon" is the ability to modest amounts of money and arms to groups like Hezbollah. This behavior is clearly a problem, but Iran is not an existential threat to anyone. And if Iran were to get a few nuclear weapons at some point in the future -- which is by no means a certainty -- it could neither use them nor give them to terrorists without inviting devastating U.S. or Israeli retaliation.

Well, well, well. What are we to make of the revelations that Afghan President Hamid Karzai has been receiving "bagfuls" of money from Iran, reportedly to the tune of $1 million a year? The go-between for this operation, Karzai aide Umar Daudzai, seems to be doing pretty well these days too, reportedly owning six houses in the UAE, Dubai, and British Columbia. Hmmmm… nice work, if you can get it.
This situation shouldn't surprise us, and I hardly think it's evidence of some dastardly Iranian plot to control Afghanistan. Given that the two states share a lengthy border, Iran has a considerable interest in Afghanistan's future course. In fact, it would be surprising if they weren't trying to buy a little influence in Kabul. (What do we think we are trying to do with all the aid money we provide?) And if you're one of those people who are really worried about Iran, you might be glad that they are sending all that money to Karzai instead of using it to buy more weapons to ship to Hezbollah.
These reports also remind us that Karzai and his associates have their own interests, and they aren't identical to ours. Given how the war has been going, the swirling array of political forces inside Afghanistan, and its own geographic location, it's easy to understand why Karzai would accept some slush funds from just about anyone. I assume that he knows more about what it takes to hold power in Afghanistan than we do, and everything I've read suggests that having a lot of cash on hand is a pretty useful asset when you're bargaining with warlords, buying off potential rivals, and making sure you have somewhere to escape to if it all goes south. If this report helps dispel the illusion that we have an effective and loyal ally in the Karzai government, so much the better.
Third, and perhaps most important, it's not clear that Tehran is going to get much for its money. Bribing foreign leaders is a dubious strategy because there's no guarantee that the recipients will stay bought if their own interests shift. Moreover, as great powers have discovered on countless occasions, giving a lot of aid to a foreign government may even backfire, because the donor's prestige gets committed and the client becomes "too important to fail." That's more-or-less what has happened to us in both Afghanistan (and Pakistan): We don't want Karzai to fall, so he can defy us without fearing that we will just cut him off or go home.
Iran hasn't really committed much prestige to this operation -- even in this context, $1 million a year is really chump change -- but they'd be fools to think that this is buying them lasting influence there. Remember the old adage: You can't buy a foreign politician; you can only rent them.

Some readers may recall that I've been a skeptic about the whole "cyber-war" business, and suggested that it was an ideal policy arena in which to expect threat-inflation. To be clear, I did not argue that there was absolutely nothing to it, or even that we could afford to ignore the problem, but there's no question that I've been less than fully persuaded by a lot of the hype.
It is therefore a fair question to ask whether the whole Stuxnet affair has altered my views on this matter. (For those of you just returning from a month wandering in the desert, I refer to the computer worm whose origins remain obscure but which has apparently affected a number of industrial control computers in Iran, presumably with the intent of disrupting their nuclear enrichment efforts).
So has the Stuxnet worm convinced me that the cyber-war/cyber-terror threat ought to be taken more seriously?
Yes and no.
On the one hand, this incident has provided a vivid demonstration of the potential impact that various cyber-weapons could have, and so it has led me to revise my concerns about the problem upward. But as noted above, I never said it should be ignored; only that we had to be careful not to over-hype it.
On the other hand, I think this incident also demonstrates why this whole problem is still so hard to evaluate, and why we really need greater information and assessment before we'll know if we are over- or under-reacting. Although some people undoubtedly know who made the Stuxnet worm and how it got into Iran's industrial control systems, it hasn't been made public thus far. Indeed, private computer security experts are reportedly miffed that the U.S. government isn't providing them with everything it may know about the Stuxnet problem. So it's hard for us laypersons to judge just how broad or serious such a threat might be, or how easy it would be for others to do something like this to us. The apparent success of the Stuxnet attack may not tell us very much about the vulnerability of other systems (including military systems), especially when they are equipped with more sophisticated defenses.
The reports I've seen also suggest that the worm was almost certainly the product of a sophisticated programming team, and most analysts seem to think that a wealthy and/or advanced country had to be behind it. If so, then one might be justified in concluding that cyber-war in the future will be a lot like conventional war in the past: the richest and most advanced countries will be better at it, simply because they can devote more resources to the problem. Even if Stuxnet suggests that cyber-war has more potential than people like me had previously believed, it doesn't herald some sort of revolutionary shift in the global balance of power, in which a handful of clever computer-wielding Davids suddenly strike down various lumbering, computer-dependent Goliaths.
In any case, the one thing I haven't changed is my desire to see this problem analyzed in a more systematic and public fashion, and by a panel of experts with no particular professional or economic stake in the outcome. Ironically, in the aftermath of the Stuxnet attack, I'd like to see that even more.

The Obama administration is about to propose the sale of more than $60 billion worth of advanced weapons to Saudi Arabia. Apart from providing an obvious boost to the U.S. defense industry, the clear purpose here is to send a message to Iran. As an unnamed U.S. official stated a few days ago, "We want Iran to understand that its nuclear program is not getting them leverage over their neighbors, that they are not getting an advantage. . . We want the Iranians to know that every time they think they will gain, they will actually lose." In short, the sale is "mainly intended as a building block for Middle East regional defenses to box in Iran."
I get all that, although it seems like an awful lot of weaponry to "contain" a country whose entire defense budget, according to the International Institute for Strategic Studies, is only $10 billion.
But my real question is this: if our primary goal is to discourage Iran from developing nuclear weapons, then might this new initiative be counter-productive? Doesn't it just give Iran an even bigger incentive to get a nuclear deterrent of its own? Think about it: if you had a bad relationship with the world's most powerful country, if you knew (or just suspected) that it was still backing anti-government forces in your country, if its president kept telling people that "all options were still on the table," and if that same powerful country were now about to sell billions of dollars of weapons to your neighbors, wouldn't you think seriously about obtaining some way to enhance your own security? And that's hard to do with purely conventional means, because your economy is a lot smaller and is already constrained by economic sanctions. Hmmm....so what are your other options?
Of course, it's possible that Iran's leaders have already made that decision, and if so then these moves won't have much effect on their calculations. And I'm all for maintaining a favorable balance of power in the Gulf. But if we are still hoping to convince Iran that it would be better off without some sort of nuclear weapons capability (even if only of a "latent" sort), this move strikes me as a step in the wrong direction.

Political leaders often draw negative inferences from an adversary's conduct, without realizing that their own behavior is not really that different. In particular, an opponent's past actions is frequently invoked to demonstrate how aggressive/dangerous/hostile/unstable they are, but when one's own country (or a close ally) acts in the very same way, we are quick to find ways to rationalize or justify it and we would never conclude that we might be equally aggressive or irrational.
Case in point: in an interview with Charlie Rose on Sept. 7, former British Prime Minister Tony Blair came close to endorsing the use of force against Iran, on the grounds that it would be too dangerous if Iran were some day to acquire a nuclear weapons capability. He explicitly rejected the idea that deterrence could work against a nuclear Iran in the same way that it worked against the Soviet Union, saying that "this regime is qualitatively different in their makeup. I see them now exporting terrorism, instability around the Middle East." (Blair also threw in an incorrect reference to one of Iranian President Mahmoud Ahmadinejad's offensive statements about Israel, based on the usual mistranslation, though what Ahmadinejad actually did say is still pretty objectionable).
But the main point is that Blair's reasoning here is faulty. For one thing, the Soviet Union exported a lot of terrorism and instability in its day (while murdering its own citizens in large numbers), yet containment and deterrence worked well for some forty years. Iran's past conduct, while far from perfect, isn't remotely in the same league with Stalin's or Brezhnev's.
Second, the United States has been a far greater source of "instability" in the Middle East in recent years than Iran (aided in no small part by tame puppets like Blair). Yet surely the former PM doesn't think that the U.S. and British "regimes" are "qualitatively different" (i.e., irrational or aggressive) and therefore cannot be trusted with nuclear weapons either.
Third, countries like Iran rely on low-level strategies like covert support for terrorist organizations precisely because they don't want to take serious risks and don't have any other ways to try to protect their own interests. Far from indicating some sort of dangerous irrationality, therefore, this behavior might be evidence of fairly rational (if from our perspective, undesirable) behavior.
In short, Blair's tacit support for military force in this case is without foundation.
Political psychologists sometimes attribute this sort of faulty reasoning to the "fundamental attribution theorem." The term refers to the tendency of people to attribute another actor's behavior almost entirely to that actor's dispositions or attributes, while ignoring the circumstances that might be forcing the actor in question to behave in a particular way. At the same time, we tend to see our own behavior as forced upon us by the situation we are in. In other words, my actions are forced upon me by my situation, but others are freer to do what they want and so their actions tell me a lot about their character and motives.
Something of the sort may be at work here, but I think it mostly tells you that Blair is not a very careful thinker. And like most politicians, he tends to see his conduct as virtuous and principled and the behavior of potential adversaries as a reflection of bad character. Even when the behavior is essentially identical, or arguably worse on our side.
And please: I'm not defending Iran's support for terrorist groups, justifying Ahmadinejad's hateful rhetoric, or playing down the oppressive nature of the clerical regime. Nor do I think it would be a good thing if Tehran got nuclear weapons. My only point is that if we are going to justify preventive war against Iran by using its past behavior to draw inferences about the nature of their future decision-making, we ought to pause for a second and consider what inferences others might reasonably draw from ours.

If you are worried that the United States might be foolish enough to attack Iran, then you might take comfort from Jeffrey Goldberg's lengthy and alarmist Atlantic article on the subject. Based on a flock of mostly anonymous interviews, Goldberg has concluded that odds are better than 50-50 that Israel will attack Iran sometime next spring. Given his track record as a Middle East analyst -- particularly when it comes to the wisdom of using force -- you might be justified in viewing that prediction as a sign that war was in fact quite unlikely.
I've said plenty already about the reasons why Iran is not a grave threat that justifies preemptive war, and why neither the United States nor Israel should be thinking about a military strike, so I don't feel compelled to dismantle Goldberg's restating of the hawks' case yet again. And I don't have to, because others have already done so quite ably.
Instead, I'd just like to highlight what's really going on here. Although Goldberg does not explicitly call for the United States to attack Iran and is careful to acknowledge the potential downsides of this option, the tone and thrust of the article is clearly intended to nudge the Obama administration toward an attack. He emphasizes that attacking Iran's nuclear facilities would be very difficult for Israel (some analysts think it is it is essentially impossible), but says it would be easy for the United States. He reminds us that Obama has repeatedly said that Iran with nuclear weapons would be "unacceptable," and suggests that both Israel and various Arab states have real doubts about Obama's toughness.
The implication is clear: "If you meant what you said, Mr. President, and you don't want people to think you're a wimp, you'd better get serious about military force."
In short, a central purpose of this article is to mainstream the idea that an attack on Iran is likely to happen and savvy people-in-the-know should start getting accustomed to the idea. In other words, a preemptive strike on Iran should be seen not as a remote or far-fetched possibility, but rather as something that is just "business-as-usual" in the Middle East strategic environment. If you talk about going to war often enough and for long enough, people get used to the idea and some will even begin to think if it is bound to happen sooner or later, than "'twere better to be done quickly." In an inside-the-Beltway culture where being "tough" is especially prized, it is easy for those who oppose "decisive" action to get worn down and marginalized. If war with Iran comes to be seen as a "default" condition, then it will be increasingly difficult for cooler heads (including President Obama himself) to say no.
You'll recall that a similar process of "mainstreaming" occurred over Iraq: What at first seemed like the far-fetched dream of a handful of out-of-power neoconservatives in 1998 had become a serious option by 2001. By 2003, aided in no small part by the efforts of journalists such as Goldberg, the idea had been embraced by liberals and others who should have known better.
Thus, articles like this one (and some other recent sallies), are intended to box Obama in, and create a win-win situation for the war party. If Obama eventually caves, they get the attack on Iran that they (wrongly) believe is necessary to ensure Israel's survival. If Obama doesn't take the bait, they can beat him up for being spineless. And by portraying him as soft on Iran, they make it even more difficult for Obama to exert the kind of pressure on both sides that is necessary to bring about a genuine Israeli-Palestinian peace deal.
In our 2007 book on the Israel lobby, John Mearsheimer and I wrote (emphasis added):
Although there is still some chance that President Bush will decide to attack Iran before he leaves office, it is impossible to know for sure. There is also some possibility, given the inflexible rhetoric of the presidential candidates, that his successor will do so, particularly if Iran gets closer to developing weapons and if hard-liners there continue to predominate. If the United States does launch an attack, it will be doing so in part on Israel's behalf, and the lobby will bear significant responsibility for having pushed this dangerous policy."
As one would expect, Goldberg wrote a rather hysterical negative review of the book when it came out, and he enjoys calling us names and leveling unfounded accusations. It is therefore somewhat surprising that he is now doing his best to demonstrate how right we were.

Today, some short takes, mostly catching up on some recent events and commentary:
1. Bloomberg nails it.
If you haven't done so already, you really owe it to yourself to read or watch N.Y. Mayor Michael Bloomberg's compelling response to those who objected to the construction of a Muslim center in lower Manhattan. The contrast between Bloomberg's eloquent and reasoned defense of religious freedom and the hypocritical bombast of the Gingriches, Giulianis, and Foxmans tells you all you need to know about who gets what America stands for and who doesn't.
2. Judge Walker does, too.
It's not a foreign policy issue (although I think it will help America's image in many parts of the world), but I was delighted when a federal judge issued a strongly-worded ruling declaring that California's Proposition 8 (which barred gay marriage) unconstitutional. Like Bloomberg's speech, it was one of those moments that made me proud to be American.
3. But not proud to be a Celtics fan.
I was raised in northern California, but I've been partial to the Celtics ever since elementary school because I was a huge Bill Russell fan. (My goal at the time was to be a dominant shot-blocking and rebounding center like Russell, but it turns out this is hard to do when you are only 6' 2" and have limited leaping ability.) But my Celtics loyalty is gonna be tested now that they've signed Shaquille O'Neal. Nothing personal, but his three-steps-turn-and-dunk approach to basketball is about as fun and exciting as going through the TSA checkpoints at Logan Airport.
4. Meanwhile, back in Iran...
As some of the same geniuses that got us into Iraq start spinning up the case for bombing Iran, you might want to take a look at this careful assessment from Oxford of what a military campaign might entail and produce. Nobody knows for sure how an attack on Iran might go or what the broader repercussions might be, but I sure hope people in the White House are taking note of this study. If David Ignatius is right, maybe someone is.
5. And for the truly obsessive defense policy wonk on your holiday list...
I recommend Gordon Adams and Cindy Williams's new book Buying National Security: How American Plans and Pays for its Global Role and Safety and Home. This book isn't exactly a Stieg Larsson style page-turner (The Girl with the Budget Authority, anyone?) but if you want to understand how U.S. national security policy gets funded and implemented, it's a great place to start. Adams and Williams have lots of experience inside the belly of the beast, and they've written a clear and non-partisan account of the bureaucratic and budgetary machinery that drives our national security state. Among other things, they unveil the vast array of agencies, bureaus, funds, organizations, programs, initiatives, etc. that make up the national security establishment (and that's not even counting all the activities we barely know about... ). If Eisenhower came back today, I'll bet he'd feel like a prophet.

My distinguished FP colleague Marc Lynch has taken issue with my "glass-mostly-empty" summary of Obama's foreign policy achievements to date, and you should definitely check it out. We agree that the Obama administration has little to brag about on either Afghanistan or Israel-Palestine, but Marc thinks I gave it insufficient credit on both Iraq and Iran. Here's a brief rejoinder.
On Iraq: Marc is correct to point out that Obama has delivered on his campaign promise to get out of Iraq, and Obama is going to make a speech tonight designed to highlight that "achievement." The problem is that Iraq will continue to be a headache for the United States for some time to come, and things could easily spiral back into the sort of internecine violence that was occurring in 2006. The administration and the Pentagon are "accentuating the positive" these days, but as the New York Times pointed out just this morning, there are significant disagreements about the actual level of violence and little doubt that things are heating up as we draw down. A front-page story also highlighted how corruption, inefficiency, and political stalemates are crippling Iraq's electrical power system, even after the United States poured billions into trying to rebuild and repair it.
None of this is Obama's fault. But remember that the end of the "combat mission" doesn't mean an end to a significant U.S. presence there, and he'll face continued pressure to "do something" if the situation deteriorates. And if Iraq does go south, you can be sure that the GOP and unrepentant neo-cons will blame it on those feckless Democrats. They'll talk for hours about how the "surge worked" (which isn't true), and suggest that everything would have been hunky-dory if McCain and Palin were in charge.
That's palpable nonsense, of course, but my main point still stands: Iraq won't be looking like a success story and Obama won't get any political credit for it. If anything, the right will attack him for letting Iraq spiral back into violence and the left will be disappointed that we still have training missions, air assets, and private contractors there. Bottom line: Iraq will be a hard issue to run on 2012, and Obama's main hope is that people won't be talking about it much. I'll be he's got his fingers crossed on that one.
On Iran: Marc is also correct to credit the Obama administration with winning greater international support for its approach to Iran, and with successfully isolating Tehran from some past backers (e.g., Russia). And I certainly agree with him that the main GOP alternative -- a U.S. or Israeli airstrike -- would be folly. The problem, however, is that the current approach isn't weakening the clerical regime, isn't halting its nuclear enrichment program, and certainly isn't preparing the way for some sort of détente or rapprochement. Indeed, isolating Iran and tightening the sanctions could easily strengthen the hands of those Iranians who are pushing to acquire a nuclear weapon, as opposed to those who reject this course or want to go near but not cross the nuclear weapons threshold.
In political terms, therefore, Obama's Iran policy will have failed to produce any tangible benefits by 2012. Iran will have more centrifuges running, and more nuclear material stockpiled. Relations with Tehran will be no better, and maybe worse, than they were in 2009. War will still be an unattractive option -- and let's not forget that much of the international support for tighter sanctions reflects other states' desire to keep the military option off the table -- but that won't stop the GOP from accusing Obama of appeasement, pusillanimity, naiveté, lack of will, etc. Marc is right that their alternative is worse, but assuming we don't actually adopt it, they will be able to pretend that the Iran problem would have been solved by now if we'd just gone ahead and bombed.
As with a lot of my other analysis, I'd dearly love to be wrong about all of this. I would like to see the Afghan campaign succeed and it would be wonderful if Iraq settled down and prospered. I'd be thrilled if George Mitchell proved me wrong and actually delivered a viable two-state solution, and we could all rejoice if Iran and the international community reached a deal that kept Tehran from building nuclear weapons in perpetuity and opened the door to better relations. I like pleasant surprises as much as the next person, but I've learned not to expect them, especially when most of the signs point the other way.
Postscript: The other reason to read Lynch's post is that it is a model of spirited but civil disagreement. Notice how he makes his points without resorting to character assassination, personal attacks, or unwarranted accusations. That's why it's such a pleasure sharing a website with him, and I only wish more bloggers followed his approach.

As my vacation comes to an end, I want to thank Columbia's Jack Snyder and Georgetown's David Edelstein for their thoughtful guest posts. Last week David had an excellent entry on the war-aversion of most contemporary realists and I wanted to offer a brief reaction. I've always found it odd that many academics see realism as a hawkish view of world politics and think that realists are big fans of using military power, even though most contemporary realists -- with a few exceptions like Henry Kissinger -- have generally been prudent about the use of force and skeptical about most overseas military adventures. As Edelstein points out, realists like Waltz, Morgenthau, and Kennan were opposed to U.S. involvement in Vietnam -- on strategic rather than moral grounds -- and younger realists (including me) opposed the Iraq War in 2003, were ambivalent about our intervention in Balkans or Africa in the 1990s, and think attacking Iran would be major strategic blunder today.
Edelstein's discussion of this issue is excellent and I don't have any major disagreements with his post, but I would add a few additional points.
To start with a minor correction: the invasion of Afghanistan in 2002 is not the only post-Cold War military operation that realists supported. As I recall, most realists also supported Desert Storm, the 1991 liberation of Kuwait. Moreover, it was two realists -- John Mearsheimer of the University of Chicago and Barry Posen of MIT -- who offered the most optimistic (and as it turned out, accurate) pre-war forecasts of how easy that war was likely to be. (By contrast, both doves and a surprising number of hawks seemed to think ousting Saddam from Kuwait was going to be very difficult).
As one might expect, realists supported Desert Storm for good balance-of-power reasons. If Saddam's Iraq had absorbed Kuwait permanently, its GDP would have increased by about 40 percent and it could have translated that additional wealth into additional military power. Although Saddam's military machine was never very impressive by U.S. standards, a somewhat stronger Iraq might have posed a more serious long-term threat to the regional balance in the Gulf and presented a more serious threat to Saudi Arabia in particular. Given that the United States has always sought to prevent any single power from dominating this oil-rich region, it made good strategic sense to expel Iraq from Kuwait and to degrade its military power in the process. Most of the rest of the world agreed, by the way, which is why they helped us do it and why that operation did not tarnish our national image.
It was also the right decision not to go to Baghdad back then, because toppling Saddam in 1991 would have dragged us into precisely the same quagmire we have been dealing with since we foolishly invaded in 2003.
The other reason why contemporary realists have been skeptical about many recent military adventures is essentially structural. Since the end of the Cold War, the United States has been in a remarkably favorable geopolitical position. Realists care primarily (thought not exclusively) about the balance of material power, and there just isn't a lot of additional power out there to be won via military action. Instead, the main arenas of American military activity have been conflict-ridden backwaters of little or no strategic importance. They are hard to get to, difficult-to-impossible to pacify, and don't have a lot of economic potential or military power of their own. Getting bogged down in places like Iraq or Afghanistan just strengthens jihadi narratives about America's alleged antipathy to Islam, and as with Vietnam, it ultimately won't matter very much whether we win or lose. On simple cost-benefit grounds, therefore, realists don't think these wars are worth the effort.
In short, because realists understand that military power is a crude instrument and that governing alien societies is a costly business, they have argued against such foolishness. Instead, the main advocates of military involvement have been a coalition of neoconservatives and liberal internationationalists, driven by a a variety of agendas and infused with a remarkable degree of hubris. The results -- first in Iraq and now in Afghanistan -- have not been pretty.
Realists have lost these debates, however, for somewhat similar structural reasons. When a state is as big and powerful as the United States is, it is hard for its leaders to believe that they can't do the impossible in places like Iraq or Afghanistan. And when you are geographically distant from the places you are meddling, it's hard to believe that it will have any serious consequences back here at home (9/11 notwithstanding). Also, as I've noted before, the Cold War got the United States in the habit of going everywhere and doing everything, and led to the emergence of a large set of domestic institutions whose cumulative impact is to to keep the United States engaged in as many places as possible.
So long as there are no great power rivals out there, it is hard to argue that attacking some country we have taken a disliking too (whether for valid or bogus reasons) is going to be costly or difficult. Even worse, there will always be various propagandists and clever briefers out there to explain why this time the intended target is really dangerous and this time the war really will pay for itself, and this time failure to act will have catastrophic consequences, and oh yes, this time other states really want us to do it, etc., etc., etc. And no matter how many times the hawks have been wrong in the past, plenty of people will take them seriously. For an 800-lb gorilla like the USA, amnesia seems to be a congenital condition.
One last point. Contrary to what some critics think, realists don't want a weaker America. But they do understand that a robust economy is the foundation of all national power and that wasting money or lives on foolish foreign adventures, excessive military spending, or a large, secretive, redundant, and dysfunctional "intelligence" apparatus does not make the country stronger or more secure.
As the realist Kenneth Waltz put it back in the early 1980s, "more is not better if less is enough." Those wise words apply to the entire national security establishment, and to the costly misadventures that civilians have been asking it to do in recent years. So in addition to the reasons that Professor Edelstein emphasized, that's why realists have been wary of using force in recent years.

I can't figure out who is actually directing U.S. policy toward Iran, but what's striking (and depressing) about it is how utterly unimaginative it seems to be. Ever since last year's presidential election, the United States has been stuck with a policy that might be termed "Bush-lite." We continue to ramp up sanctions that most people know won't work, and we take steps that are likely to reinforce Iranian suspicions and strengthen the clerical regime's hold on power.
To succeed, a foreign-policy initiative needs to have a clear and achievable objective. The strategy also needs to be internally consistent, so that certain policy steps don't undermine others. The latter requirement is especially important when you are trying to unwind a "spiral" of exaggerated hostility, which is the problem we face with Iran. Given the deep-seated animosity on both sides, any sign of inconsistency on our part will be viewed in the worst possible light by Iran. Indeed, a combination of friendly and threatening gestures may be worse than the latter alone because tentative acts of accommodation will be seen as a trick and will reinforce the idea that the other side is irredeemably deceitful and can never be trusted.
Unfortunately, the Obama administration's approach to Iran is neither feasible nor consistent. To begin with, our objective -- to persuade Iran to end all nuclear enrichment -- simply isn't achievable. Both the current government and the leaders of the opposition Green Movement are strongly committed to controlling the full nuclear fuel cycle, and the United States will never get the other major powers to impose the sort of "crippling sanctions" it has been seeking for years now. It's not gonna happen folks, or at least not anytime soon.
We might be able to convince Iran not to develop actual nuclear weapons -- which its leaders claim they don't want to do and have said would be contrary to Islam. I don't know if they really believe this or if an agreement along these lines is possible. I do know that we haven't explored that possibility in any serious way. Instead, the Obama administration has been chasing an impossible dream.
Furthermore, the U.S. approach to Tehran is deeply inconsistent. Obama has made a big play of extending an "open hand" to Tehran, and he reacted in a fairly measured way to the crackdown on the Greens last summer. But at the same time, the administration has been ratcheting up sanctions and engaging in very public attempt to strengthen security ties in the Gulf region. And earlier this week, we learned that Centcom commander General David Petraeus has authorized more extensive special operations in a number of countries in the region, almost certainly including covert activities in Iran.
Just imagine how this looks to the Iranian government. They may be paranoid, but sometimes paranoids have real (and powerful) enemies, and we are doing our best to look like one. How would we feel if some other country announced that it was infiltrating special operations forces into the United States, in order to gather intelligence, collect targeting information, or maybe even build networks of disgruntled Americans who wanted to overthrow our government or maybe just sabotage a few government installations? We'd definitely view it as a threat or even an act of war, and we'd certainly react harshly against whomever we thought was responsible. So when you wonder why oil- and gas-rich Iran might be interested in some sort of nuclear deterrent (even if only a latent capability), think about what you'd do if you were in their shoes.
Third, when Turkey and Brazil launched an independent effort to resurrect the earlier deal for a swap for some of Iran's stockpile of low-enriched uranium, Secretary of State Hillary Clinton rushed to condemn it and hastily announced a watered-down set of new sanctions. As I said last week, the Turkey-Brazil deal had real limitations and was at best a small first step toward restarting more serious talks. But trashing it as we did merely conveys that we aren't interested in genuine negotiations, and probably ticked off Turkey and Brazil to no good purpose. The smarter play would have been to welcome the deal cautiously but highlight its limitations, and let the onus for any subsequent failure fall on Iran instead of us.
Why is U.S. policy stuck in this particular rut? In part because this is a hard problem; one doesn't unwind three decades of mutual suspicion by making a speech or two or sending a friendly holiday greeting, and sometimes success requires a lot of perseverance. But I think there are two other problems at work.
The first is the mindset that seems to have taken hold in the Obama administration. As near as I can tell, they believe Iran is dead set on acquiring nuclear weapons and that Iran will lie and cheat and prevaricate long enough to get across the nuclear threshold. Given that assumption, there isn't much point in trying to negotiate any sort of "grand bargain" between Iran and the West, and especially not one that left them with an enrichment capability (even one under strict IAEA safeguards). This view may be correct, but if it is, then our effort to ratchet up sanctions is futile and just makes it more likely that other Iranians will blame us for their sufferings. Here I am in rare (if only partial) agreement with Tom Friedman: Maybe our focus ought to shift from our current obsession with Iran's nuclear program and focus on human rights issues instead (though it is harder for Washington to do that without looking pretty darn hypocritical).
A second explanation is some combination of inside-the-Beltway groupthink and ordinary bureaucratic conservatism. For anyone currently working in Washington, a hard line on Iran and defending our longstanding policy of confrontation is a very safe position to support. No one will accuse you of being a naive appeaser; you'll have plenty of bureaucratic allies, and you'll retain your reputation as a tough and reliable defender of U.S. interests.
By contrast, any government official who proposed taking the threat of force off the table, who publicly admitted that sanctions wouldn't work, who acknowledged that we probably can't stop Iran from getting the bomb if it really wants to, or who recommended a much more far-reaching effort at finding common ground would be taking a significant career risk. And you'd be virtually certain to get smeared by unrepentent neocons and other hawks who favor the use of military force. So there's little incentive for insiders to contemplate -- let alone propose -- a different approach to this issue, even though our current policy is looking more and more like the failed policies of the previous administration.
Although I obviously can't be certain, I don't think there will be an open war with Iran. I think that enough influential people realize just how much trouble this would cause us and that they will continue to resist calls for "kinetic action." (Of course, I also thought that about Iraq back in 2001, and look what happened there.) But U.S.-Iranian relations aren't going to improve much either, and we'll end up devoting more time and effort to this problem than it deserves. But who cares? It's not as if the United States has any other problems on its foreign-policy agenda, right?

Well, speaking of Turkey, what do I make of the surprise nuclear deal between Turkey, Brazil and Iran, which was announced as I was packing up to leave Istanbul? The deal was proclaimed with great fanfare in Tehran, and it basically resurrects an earlier arrangement by which Iran agreed to give up a large part of its low-enriched uranium (LEU) stockpile in exchange for a much smaller quantity of more highly enriched (~20 percent) uranium (for use in a research reactor that produces medical isotopes).
The first thing to note is that we've seen this movie before (or at least, we've seen something rather like it), and it remains to be seen whether any uranium will actually change hands. It's possible that the whole thing is just a subterfuge designed to ward off stricter economic sanctions, and that eventually one of the signatories (most likely Iran) will find a way to wiggle out of the deal.
But it is also possible that this is a first step towards a diplomatic resolution of the whole Iranian nuclear problem (albeit a rather small step). The crux of that issue isn't Iran's stockpile of LEU or its desire for fuel for its research reactor; the dispute is over whether Iran is ever going to be permitted to have its own indigenous enrichment capability at all. And this deal says nothing about that question; the best that can be said for it is that it might -- repeat might -- open the door to a more fruitful diplomatic process.
Here's why I think the United States should welcome the deal. The only feasible way out of the current box is via diplomacy, because military force won't solve the problem for very long, could provoke a major Middle East war, and is more likely to strengthen the clerical regime and make the United States look like a bully with an inexhaustible appetite for attacking Muslim countries. (And having Israel try to do the job wouldn't help, because we'd be blamed for it anyway). I think George Bush figured that out before he left office, and I think President Obama knows it too. So do sensible Israelis, though not the perennial hawks at the Wall Street Journal's editorial page, who appear to have learned nothing from their shameful role cheerleading the debacle in Iraq back in 2002.
