Having written a fair bit about the pros and cons (mostly the latter) of a war with Iran, I feel compelled to offer a brief comment on Ronan Bergman's alarmist article in yesterday's New York Times Magazine. I say this even though I think the article was essentially worthless. It's a vivid and readable piece of reportage, but it doesn't provide readers with new or interesting information and it tells you almost nothing about the likelihood of an Israeli strike on Iran.

First off, the article is essentially a reprise of Jeffrey Goldberg's September 2010 Atlantic Monthly article on the same subject. The research method is identical: a reporter interviews a lot of big-shots in the Israeli security establishment, writes down what they say, and concludes that that Israel is very likely to attack. Bergman doesn't present new evidence or arguments, pro or con; it's just an updated version of the same old story.

Second, the central flaw in this approach is that there is no way of knowing if the testimony of these various officials reflects their true beliefs or not. There are lots of obvious reasons why Israeli officials might want to exaggerate their willingness to use force against Iran, and this simple fact makes it unwise to take their testimony at face value. Maybe they really mean what they say. Or maybe they just want to keep Tehran off-balance Maybe they want to distract everyone from their continued expansion of West Bank settlements and other brutalities against Palestinians. Maybe they want to encourage Europe to support tougher economic sanctions against Iran, and they know that occasional saber-rattling helps makes sanctions look like an attractive alternative. Maybe it's several of these things at once, depending on who's talking. Who knows?

By the way, I'm not accusing the officials that Bergman interviewed of doing anything wrong. I don't expect top officials of any country to tell the truth all the time, and I'm neither surprised nor upset when foreign officials try to manipulate fears of war in order to advance what they see as their interests. My point is that it is impossible to tell if they mean what they are saying or not, which is why an article based on interviews of this kind just isn't very informative. They might be telling the truth, or they might be lying, and nobody knows for sure.

Lastly, as Gary Sick notes in an excellent post of his own, the Bergman piece ignores the considerable evidence suggesting that Iran is not in fact trying to build a nuclear weapon. Equally important are Sick's reminder that the IAEA still has lots of inspectors keeping a watchful eye on Iran's nuclear activities, and his observation that Israel cannot attack Iran without warning, because doing so would almost certainly kill a bunch of IAEA inspectors.

His conclusion (and mine): until Iran expels the inspectors or Israel warns them that it is time to leave, there isn't going to be a war. And if that is the case, then Bergman's scary essay is just another example of empty alarmism.

What are some potential game-changers in contemporary international diplomacy? By "game-changer," I mean a bold and risky initiative that fundamentally alters the strategic landscape, creating new possibilities and forcing others to rethink their own positions.

I'm thinking about the kind of bold stroke that the late Michael Handel analyzed in his book The Diplomacy of Surprise: Hitler, Nixon, Sadat. He was interested in how certain leaders launched faits accomplis or other unexpected maneuvers to break out of diplomatic gridlocks. Obvious examples are Nixon's opening to China, Sadat's surprise announcement that he was willing to go to Jerusalem in search of peace, or (less positively) the infamous Molotov-von Ribbentrop pact that briefly united Nazi Germany and the Soviet Union and helped open the door to World War II. These initiatives often involved advance planning behind the scenes, but they were unexpected at the time and had dramatic effects as soon as they were revealed.

So I've been trying to imagine other steps that contemporary world leaders could take that might have equally dramatic effects. This sort of initiative can be risky, of course, and there's no guarantee that a bold gamble will succeed. With that caveat, here's a short list of five potential "game-changers," in no particular order.

Last week the Washington Institute of Near East Policy released a brief report entitled "Israel: A Strategic Asset for the United States." Such an event is not exactly headline news, insofar as the report is precisely the sort of analysis that you'd expect a "pro-Israel" think tank like WINEP to promote. What is slightly more interesting are the study's authors: Robert Blackwill and Walter Slocombe. Blackwill was formerly U.S. Ambassador to India (and a former colleague of mine here at the Kennedy School); Slocombe is a long-time Washington insider perhaps best known for helping mismanage the occupation of Iraq.

Their report checks in at a modest 17 pages of large type, and it offers few arguments that experienced Middle East mavens haven't heard before. It's tempting to disregard it, except that it illustrates many of the misconceptions that still permeate discussion of the U.S.-Israel relationship and U.S. Mideast policy. I will take the bait, therefore, and offer a brief critique.

Blackwill and Slocombe (hereafter B&S) begin by rehearsing the familiar claim that the United States and Israel are bound together by shared values, and by America's "moral responsibility" to defend the Jewish state. But they argue that there is a third justification, which they maintain is "too often ignored." That justification is the idea that Israel and the United States have common strategic interests and that Israel is a major asset for helping the United States achieve them. They offer the usual list of benefits (e.g., intelligence sharing, military technology, counter-terrorism expertise, counter-proliferation activities, etc.), in order to show what a valuable asset Israel really is. They then argue that the costs of U.S. support are not very significant, mostly because support for Israel does not preclude close cooperation with Arab states such as Saudi Arabia. They conclude by calling for increased collaboration with Israel, as a means of advancing U.S. national interests.

So what's wrong with this picture?

For starters, Blackwill and Slocombe do not consider whether the alleged benefits of U.S.-Israeli cooperation require the unprecedented "special relationship" that now exists between the two countries. The real debate is not whether the United States should cooperate with Israel or support Israel's existence: even prominent critics of U.S. policy (including myself and John Mearsheimer) agree that the United States should support Israel's existence (within the pre-1967 borders) and should come to its aid if its survival were ever in jeopardy. Rather, the real debate is whether the United States should have a special relationship with Israel, in which the United States gives Israel generous economic, military, and diplomatic support no matter what it does, and where U.S. politicians cannot offer the mildest criticism of Israel's conduct without facing a torrent of abuse and political pressure from the Israel lobby.

Today, Israel is the only country in the world that mainstream U.S. politicians (and most members of the foreign-policy establishment) cannot openly criticize. It is the only country in the world that U.S. presidents cannot pressure in any meaningful way. The United States does not have this sort of relationship with any other country in the world -- not with Great Britain, or Japan, or South Korea, or Canada, or France, or Denmark. But it does with Israel, which is a key reason why Israel's settlements have been expanding for more than forty years, even though every president since Lyndon Johnson has formally opposed such actions. The "special relationship" is also a major reason why the Oslo process failed, and why Barack Obama's efforts to achieve a viable "two-state solution" have foundered. (B/S wrongly state that the United States and Israel share a common desire for a two-state solution; Benjamin Netanyahu's Likud Party is formally opposed to a Palestinian state, and Israel's current government has made it clear that the only "Palestinian state" that it would countenance would be a set of disconnected, unviable Bantustans under permanent Israeli control.)

In a remarkable statement of foreign policy myopia and domestic political pandering, GOP presidential candidate Mitt Romney announced last week that the United States should largely subordinate its Middle East policy-making to Israel. In response to a reporter's question about moving the U.S. embassy to Jerusalem, Romney said (my emphasis):

The actions that I will take will be actions recommended and supported by Israeli leaders. I don't seek to take actions independent of what our allies think is best, and if Israel's leaders thought that a move of that nature would be helpful to their efforts, then that's something I'll be inclined to do. But again, that's a decision which I would look to the Israeli leadership to help guide. I don't think America should play the role of the leader of the peace process, instead we should stand by our ally. Again, my inclination is to follow the guidance of our ally Israel, as to where our facilities and embassies would exist.


This statement is especially remarkable in light of Romney's earlier statements emphasizing the importance of U.S. leadership in world affairs. In his speech at The Citadel in early October, he said:

God did not create this country to be a nation of followers. America is not destined to be one of several equally balanced global powers. America must lead the world, or someone else will. Without American leadership, without clarity of American purpose and resolve, the world becomes a far more dangerous place, and liberty and prosperity would surely be among the first casualties.


Yet when it comes to the Middle East, Romney seems to think the United States should not exercise leadership, but instead do pretty much whatever Israel's leaders want.

As I've noted repeatedly, politicians who say things like this are actually false friends of Israel, because they are helping keep that country on its present self-destructive course.

Of course, the idea that you would simply do whatever one's allies wanted is at odds with the basic notion that a president's primary commitment is advancing America's national interest. Because no two states have identical interests, there are going to be moments when even close allies disagree and when the stronger of the two should either use its leverage to alter the weaker ally's behavior or at a minimum decline to support actions it thinks are unwise. What you don't do is simply blindly follow any ally's advice or preferences, no matter how much you might like them. Among other things, that's why formal alliances often include "escape clauses" of various sorts, so that allies don't get "entrapped" by prior commitments.

Today is one of those days when blogging is difficult -- lots of meetings through the day, office hours for students, and then I take off for Korea. So no time for extended reflection on anything, except...

I sometimes think the U.S. Congress is working overtime to prove my point about the domestic origins of our screwed-up Middle East policy, and to set a new record for fealty to the Israel lobby. Of course you already saw that those enlightened and courageous patriots up on the Hill have voted to slash our foreign aid budget, except, of course, for the biggest chunk, which happens to go to one of the wealthiest recipients. Translation: Israel will still get its $3 billion per year, even though its per capita income is now 27th in the world and even though lots of other countries and programs are getting their aid totals whacked. Moreover, as Lara Friedman of Americans for Peace Now runs down here, they are also targeting the Palestinian Authority because it had the temerity to apply for recognition as a state a week or so ago. Those fiends! How dare they seek a state of their own!

Needless to say, it is hard to imagine a policy that could be better designed to solidify regional resentment and hatred of the United States, and at a moment when local populations are finding their own voice for the first time in decades. And it's equally hard to find an approach to this conflict that is more likely to do long-term harm to Israel itself, by encouraging it to continue the policies that have squandered so much international acceptance and directly contributed to various social and economic problems there. Not to mention the dubious morality of punishing stateless peoples while rewarding the country that is continue to expand its illegal settlements. Talk about hitting the negative policy trifecta: bad for the United States, bad for the Palestinians, and bad for Israel too.

Meanwhile, I'm off to Seoul this evening, to attend a conference on regional security issues at the Institute for Foreign Affairs and National Security. It is a very impressive group of American and Korean scholars, including several who know a lot more about these issues than I do. I expect to learn a lot, but mostly I'm interested in figuring out just who worries the South Koreans most: China, North Korea, or us?

Ever since John Mearsheimer and I began writing about the Israel lobby, some of our critics have leveled various personal charges against us. These attacks rarely addressed the substance of what we wrote -- a tacit concession that both facts and logic were on our side -- but instead accused us of being anti-Semites and conspiracy theorists. They used these false charges to try to discredit and/or marginalize us, and to distract people from the important issues of U.S. Middle East policy that we had raised.

The latest example of this tactic is a recent blog post from Jeffrey Goldberg, where he accused my co-author of endorsing a book by an alleged Holocaust denier and Nazi sympathizer. Goldberg has well-established record of making things up about us, and this latest episode is consistent with his usual approach. I asked Professor Mearsheimer if he wanted to respond to Goldberg's sally, and he sent the following reply.

John Mearsheimer writes:

In a certain sense, it is hard not to be impressed by the energy and imagination that Jeffrey Goldberg devotes to smearing Steve Walt and me. Although he clearly disagrees with our views about U.S.-Israel relations and the role of the Israel lobby, he does not bother to engage what we actually wrote in any meaningful way. Indeed, given what he writes about us, I am not even sure he has read our book or related articles. Instead of challenging the arguments and evidence that we presented, his modus operandi is to misrepresent and distort our views, in a transparent attempt to portray us as rabid anti-Semites.

His latest effort along these lines comes in a recent blog post, where he seizes on a dust jacket blurb I wrote for a new book by Gilad Atzmon titled The Wandering Who? A Study of Jewish Identity Politics. Here is what I said in my blurb:

Gilad Atzmon has written a fascinating and provocative book on Jewish identity in the modern world. He shows how assimilation and liberalism are making it increasingly difficult for Jews in the Diaspora to maintain a powerful sense of their 'Jewishness.' Panicked Jewish leaders, he argues, have turned to Zionism (blind loyalty to Israel) and scaremongering (the threat of another Holocaust) to keep the tribe united and distinct from the surrounding goyim. As Atzmon's own case demonstrates, this strategy is not working and is causing many Jews great anguish. The Wandering Who? should be widely read by Jews and non-Jews alike.

The book, as my blurb makes clear, is an extended meditation on Jewish identity in the Diaspora and how it relates to the Holocaust, Israel, and Zionism. There is no question that the book is provocative, both in terms of its central argument and the overly hot language that Atzmon sometimes uses. But it is also filled with interesting insights that make the reader think long and hard about an important subject. Of course, I do not agree with everything that he says in the book -- what blurber does? -- but I found it thought provoking and likely to be of considerable interest to Jews and non-Jews, which is what I said in my brief comment.

Goldberg maintains that Atzmon is a categorically reprehensible person, and accuses him of being a Holocaust denier and an apologist for Hitler. These are two of the most devastating charges that can be leveled against anyone. According to Goldberg, the mere fact that I blurbed Atzmon's book is decisive evidence that I share Atzmon's supposedly odious views. This indictment of me is captured in the title of Goldberg's piece: "John Mearsheimer Endorses a Hitler Apologist and Holocaust Revisionist."

This charge is so ludicrous that it is hard to know where to start my response. But let me begin by noting that I have taught countless University of Chicago students over the years about the Holocaust and about Hitler's role in it. Nobody who has been in my classes would ever accuse me of being sympathetic to Holocaust deniers or making excuses for what Hitler did to European Jews. Not surprisingly, those loathsome charges have never been leveled against me until Goldberg did so last week.

Equally important, Gilad Atzmon is neither a Holocaust denier nor an apologist for Hitler. Consider the following excerpt from The Wandering Who?

Despite what you might think, I don't have much to say about Tom Friedman's column in the Sunday New York Times, where he openly bemoans the disastrous influence of the Israel lobby on U.S. Middle East policy and puts up in bright lights how bad it is for Israel as well. I'm grateful to Glenn Greenwald and Phil Weiss for pointing out that this is the main point that John Mearsheimer and I have been making for some time in our writings about the lobby.

But I will say this: Friedman's admission reflects the protracted failure of U.S. policy on the Israel-Palestine issue, going back several decades. That's not news, of course. What has changed in the past few years is that the lobby's operations and its harmful influence are now out in the open for all to see, which makes it almost impossible to make the old arguments that Israel is a "vital strategic asset" or a country that "shares our values" with a straight face, or to convince anyone who's not already in agreement. Not after more than forty years of occupation, not after 9/11, not after the 2006 Lebanon War, not after Operation Cast Lead, not after the killings on the Mavi Marmara, and not after PM Netanyahu's repeated acts of contempt toward the U.S. president.

The United States has backed Israel no matter what it did because AIPAC and the other groups in the lobby have enormous influence inside the Beltway and use that political muscle to defend Israel whenever its government's policies clash with America's interests. But the problem they face now is that almost everyone can see what they are doing and people like Friedman understand that the policies the lobby is promoting are a disaster for the United States and Israel alike. At this point, only hardcore individuals and groups in the lobby and opportunistic fellow-travelers try to kick up dust by blaming our failed Middle East policy on "public opinion" or on the supposed influence of Christian evangelicals. Right: like they were the ones who told Obama to stop pressing Netanyahu if he wanted to get his health care bill passed, and they were the ones holding one-sided Congressional hearings and threatening to cut off aid to the Palestinian Authority if it goes to the UN to get statehood.

The elephant has been in the room for a long time, but now it has the spotlights on it and it's wearing a pink bikini too. It's hard to miss, in short, which is surely why Tom Friedman wrote what he did.

There are lots of reasons that President Barack Obama will remain comfortably within the consensus here in the United States and oppose any Palestinian request for recognition of their statehood later this month at the United Nations. 

Not opposing the Palestinians' request for U.N. recognition would cut against the grain of U.S. policy toward the region. In a July vote marked by the level of unanimity that is usually only seen in one party "people's democracies," the House of Representatives voted 406 to 6 to cut off aid to the Palestinian Authority if it moves ahead. The president is also up for re-election next year, and given the shaky state of the U.S. economy, the race will be close and he will not want to alienate any potential supporters, including the Israel lobby. 

But the problem with our "unwavering" support for the policies of the Israeli Prime Minister Benjamin Netanyahu's government is that it rests on a questionable assumption: That the Palestinians represent the main obstacle to peace today.

The Palestinians' and the rest of the Arab World's unwillingness to recognize the Jewish state may have been the primary road-block to peace in the past. But since the Arab League's March 2002 Beirut Declaration offering recognition of Israel in exchange for a Palestinian state and the coming to power in the West Bank of a moderate and effective government under President Mahmoud Abbas and Prime Minister Fayyad Salam, Israel now has, Hamas notwithstanding, real partners for peace. Indeed, had the Palestinians focused their struggle for self-determination in the U.N. 40 years ago, we all would have been thrilled.

But it is not clear that the Palestinians and the rest of the Arab world have a partner on the Israeli side.  Former head of Israel's secret service the Mossad Meir Dagan, surely no pro-Palestinian dove, has vociferously criticized Netanyahu's lack of vision for failing to offer a credible Israeli peace initiative; a criticism that Netanyahu's ally World Jewish Congress President Ronald Lauder echoed. 

It is the structure of Israel's multi-party democratic political system that gives the roughly 30 percent of the Israeli public unalterably committed to retaining the occupied territories and all of Jerusalem  disproportionate influence in Netanyahu's right-wing coalition. There are other potential coalition partners for Netanyahu who support the two state solution, including the Centrist Kadima Party, but Obama needs to prod Netanyahu to embrace them.

If memory serves, one of the lessons of Roger Fisher's little book International Conflict for Beginners was "settle conflicts early and often." This isn't always possible, of course, but his basic insight was that unresolved conflicts are dangerous precisely because they provide opportunities that extremists can exploit, they harden perceptions and images on both sides, and most importantly, they can always get worse. So when a promising opportunity to settle a conflict arises, wise leaders should pursue them energetically.

I thought of that insight when I heard about the attack in Israel yesterday, which  left eight Israelis dead and some thirty wounded. The perpetrators are reportedly Gazans who took advantage of Egypt's present turmoil to cross the lightly guarded Egyptian-Israeli border, and the killings themselves are a reprehensible act that will bring no good to anyone. Just as Operation Cast Lead was both immoral and strategically foolish, this latest act of violence -- though on a smaller scale -- was equally misguided and morally bankrupt.

However one sees this situation, a key point to keep in mind is that this sort of thing isn't going to stop as long as the occupation and the siege of Gaza persists, and as long as one people has a state of their own and the other does not. If the situation were magically reversed and a million-plus Israelis were being kept in the same condition as the Gazans, I'd be astonished if some of them didn't try to take up arms against whomever was oppressing them. And I'll bet Commentary magazine would think that such actions would be perfectly okay. That thought-experiment doesn't justify the murder of innocents, mind you, but it may help us understand where such deplorable actions come from.

The usual response by partisans of each side is to blame the other for all the trouble, but in reality there is plenty of blame to go around. Israel's occupation is illegal, unjustified, and relies on brutal coercion to continue, and its current government is more interested in expanding settlements than in pursuing reasonable opportunities for genuine peace. The Palestinian people have been repeatedly betrayed by their own leaders' blunders, by supposedly sympathetic Arab states that have frequently sought to exploit their plight (or worse), and by extremists who seem to think killing a few more Israelis will somehow advance their quest for statehood. In truth, both sides have done a good job of "never missing an opportunity to miss an opportunity," which is one reason why the conflict remains unresolved to this day.

In such a situation, one might hope that outside powers would use their influence to bring the conflict to a close, out of their own self-interest. It is hardly good for the United States to be perennially distracted by this issue, or to have its regional image tarnished and its diplomacy complicated by its one-sided position. Nearly twenty years ago, the Oslo agreements seemed to provide an opportunity to end the conflict once-and-for-all, except that the United States proved to be a hopelessly inept steward of the "peace process." And as Fisher might have warned, it's just gotten worse. Remember that Hamas did not have a lot of popular support when the Oslo process began, but its popularity increased when Oslo failed to deliver and Fatah's corruption became more apparent. Meanwhile, Israeli politics has drifted steadily rightward, making any sort of territorial compromise less and less likely. Given where we are today, wouldn't it be wonderful if we had a "do-over" of the 1990s? Alas, that sort of replay is a mere fantasy.

To repeat: yesterday's attack was morally wrong and strategically foolish. But until more people start thinking outside the box on this one -- and demanding that political leaders think differently too -- you can be confident that we'll see more of the same -- by both sides -- in the future. And the danger of a larger explosion will grow.

Just when you think your contempt for Congress could not get any higher, our elected representatives manage to do something to ratchet it up another notch. After congressional shenanigans helped spark a major market sell-off and sparked fears of a double-dip recession, you'd think every single one of them would be heading back to their districts to figure out what their constituents wanted and to try to explain how they were going to help make things better. Or maybe a few of them would even spend the recess taking a crash course in macroeconomics and public finance, so that they could start exercising their public duties more responsibly.

But what did 81 of them decide to do instead? You guessed it: they are off on junkets to Israel, paid for by the American Israel Education Foundation, an AIPAC spinoff that has been funding such trips for years. That's right: during the August recess nearly a fifth of the U.S. Congress will visit a single country whose entire population is less than that of New York City.  

Such behavior is especially disturbing in light of our current woes; even Greta Van Susteren of Fox News found it appalling (h/t Mondoweiss here and here). But it's not really a new pattern: in recent decades about 10 percent of all Congressional trips overseas have been to Israel, even though it is only one of the nearly 200 countries in the world.

Why do Congresspersons do this, especially at a moment when it is obvious that they ought to be worrying about conditions here at home? Mostly because such junkets burnish a legislator's ‘pro-Israel' credentials and facilitate campaign fundraising. Such trips also expose these visitors to the policy preferences and basic worldview of Israel's leaders, which is of course why AIEF pays for them.   

I suppose I ought to be grateful that AIPAC and its sister organizations continue to work overtime to prove me and my co-author right. But there are bigger issues at stake here, which is why I hope that every one of those eighty-plus Congressmen faces a lot of nasty questions from their constituents upon their return. 

And in a related story, the Israeli government has just announced a new round of settlement building in occupied East Jerusalem. (For apt commentary, see Matt Duss of the Center for American Progress here.) If you've been wondering why most people have lost faith in U.S. stewardship of the peace process and are turning to other strategies--such as the Boycott, Divestment and Sanctions (BDS) movement or the push for a Palestinian state at the UN --well, I think you have your answer. And if "two states for two peoples" is never achieved and Israel ceases to be either a Jewish majority state or a true democracy, you'll know exactly which misguided or feckless Americans helped bring that about.  

UPDATE:  American taxpayers will be pleased to know that Representative Steny Hoyer (D-Maryland) has reassured Israelis that financial challenges "will not have any adverse effect on America's determination to meet its promise to Israel."  Translation: we may be cutting Medicare and Social Security for U.S. citizens, but Israelis--whose country has the 27th highest per capita income in the world--will continue to get generous subsidies from Uncle Sucker.

One of my occasional hobbyhorses on this blog has been the desirability of greater transparency on where research and advocacy organizations (and intellectuals) get their money. It's the old question: cui bono? You can read what I've said in the past here and here. I frankly would welcome a system where think tanks had to publicly disclose all of their sources of support, so that consumers of their work could see exactly who they were beholden to. Lest you think I'm being hypocritical about this, I think university professors ought to do the same with any outside income that they earn.** The reason in both cases is simple: when anyone participates in public discourse on vital issues, outsiders should be aware of potential conflicts of interest and should know exactly who might be paying for it. 

Eli Clifton at the Center for American Progress has a revealing post up on the various backers of the neo-conservative Foundation for Defense of Democracies. This organization has been in the vanguard of the campaign for war with Iran, reflexively supportive of the Israeli right, and a fertile source of fear-mongering Islamophobia. It will therefore surprise no one that its primary financial backers are also hard-core Zionists, and that the democracy it seems most committed to defending is located far from Washington D.C. 

This situation underscores a point that John Mearsheimer and I emphasized in our book: the Israel lobby is not confined to formal "lobbying" organizations like AIPAC. It also includes well-funded think tanks and advocacy organizations that actively work to shape political debate and public discourse in ways intended to reinforce the U.S.-Israel "special relationship" and to persuade policymakers to support policies that these organizations believe (in my view incorrectly) will be beneficial for Israel and the United States.

It bears repeating that there's nothing illegal, conspiratorial, or unethical about what these donors are doing; individuals and foundations in the United States are entitled to fund whatever advocacy organizations they wish. But Clifton's data helps you understand why discourse inside-the-Beltway is so heavily skewed in one direction.

In case you missed it, veteran Israeli journalist Akiva Eldar has written a scathing denunciation of U.S. Middle East policy -- and long-time Middle East advisor Dennis Ross -- in Ha'aretz. His bottom line is that Oslo is over, yet the United States is still trying to convince the Palestinian leadership to buy into a diplomatic process that has been a cover for continued settlement building and has manifestly failed to bring them a state. The key passage:

"It would be tough to find a bigger expert than Ross on the myths and illusions related to peace between Israel and the Palestinians. For years he has been nurturing the myth that if the United States would only meet his exact specifications, the Israeli right would offer the Arabs extensive concessions.

During the years he headed the American peace team, Israeli settlement construction ramped up. Now Ross, the former chairman of the Jewish People Policy Institute, is trying to convince the Palestinians to give up on bringing Palestinian independence for a vote in the United Nations in September and recognize the State of Israel as the state of the Jewish people -- in other words, as his country, though he was born in San Francisco, more than that of Palestinian Authority President Mahmoud Abbas, who was born in Safed.

If they give up on the U.N. vote, Ross argues, then Netanyahu will be so kind as to negotiate a final-status agreement with them. Has anyone heard anything recently about a construction freeze in the settlements?

Ross is trying to peddle the illusion that the most right-wing government Israel has ever seen will abandon the strategy of eradicating the Oslo approach in favor of fulfilling the hated agreement. In an effort to save his latest boss from choosing between recognizing a Palestinian state at the risk of clashing with the Jewish community and voting against recognition at the risk of damaging U.S. standing in the Arab world, Ross is trying to drag the Palestinians back into the "peace process" trap.

If Obama really intended to justify his receipt of the Nobel Peace Prize, he would not have left the solution to the Israeli-Palestinian conflict in the hands of this whiz at the never-ending management of the conflict."

As Eldar makes clear, Ross has been advising presidents ever since the first Bush administration and played a central role in both the Clinton and Obama administration, and his stewardship of the "peace process" has led exactly nowhere.

A couple of weeks ago, Americans were treated to a remarkably clear demonstration of the power of the Israel lobby in the United States. First, Barack Obama gave a speech on Middle East policy at the State Department, which tried to position America as a supporter of the Arab spring and reiterated his belief that a two-state solution is the best way to resolve the Israel-Palestinian conflict. The next day, he met with Israeli Prime Minister Netanyahu, who rejected several of Obama's assertions and lectured him about what "Israel expects" from its great power patron. Then Obama felt it was smart politics to go to AIPAC and clarify his remarks. It was a pretty good speech, but Obama didn't offer any ideas for how his vision of Middle East peace might be realized and he certainly never suggested that -- horrors! -- the United States might use its considerable leverage to push both sides to an agreement. And then Netanyahu received a hero's welcome up on Capitol Hill, getting twenty-nine standing ovations for a defiant speech that made it clear that the only "two-state" solution he's willing to contemplate is one where the Palestinians live in disconnected Bantustans under near-total Israeli control.

Not surprisingly, this display of the lobby's influence made plenty of people uncomfortable, and some of them -- such as M.J. Rosenberg at Media Matters offered up some personal tales of their own run-ins with Israel's hardline backers. In response to Rosenberg's sally (and the hoopla surrounding the Netanyahu visit), Jonathan Chait of The New Republic has fallen back on a familiar line of defense. After conceding that there is a lobby and that it does have a lot of influence, he argued that "the most important basis of American support for Israel is not the lobby but the public's overwhelming sympathy for Israel." In other words, AIPAC et al don't really matter that much, and all those standing ovations on Capitol Hill were really just a genuine reflection of public opinion. He also said that John Mearsheimer and I believe the lobby exerts "total control" over U.S. foreign policy, and that we claim groups in the lobby were solely responsible for the invasion of Iraq.

To deal with the last claim first, this straw-man depiction of our argument merely confirms once again that Chait has not in fact read our book. I don't find that surprising, because a careful reading of the book would reveal to him that we weren't anti-Israel or anti-Semitic, had made none of the claims he accuses us of, and had in fact amassed considerable evidence to support the far more nuanced arguments that we did advance. And then he'd have to ponder the fact that virtually everything The New Republic has ever published about us was bogus. So I can easily see why he prefers to repeat the same falsehoods and leave it at that.

But what of his more basic claim that the "special relationship" between the United States and Israel is really a reflection of "the public's overwhelming sympathy?" There are at least three big problems with this assertion.

First, even if it were true that the public had "overwhelming sympathy" for Israel, it does not immediately follow that United States policy would necessarily follow suit. U.S. officials frequently do things that a majority of Americans oppose, if they believe that doing so is in the U.S. interest. A majority of Americans oppose fighting on in Afghanistan, for example, yet the Obama administration chose to escalate that war instead. Similarly, numerous polls show that the American people favor the "public option" in health care, but that's not exactly the policy that health care reform produced. Public opinion is an important factor, of course, but what public officials decide to do almost always reflects a more complex weighting of political factors (including the intensity of public preferences, broader strategic considerations, the weight of organized interests, etc.)

Mark Twain once described members of Congress as having "the smallest minds and the selfishest souls and the cowardliest hearts that God makes." Twain's mordant assessment provides a parsimonious explanation for the predictably rapturous reception that Bibi Netanyahu received there yesterday. All one can say about the vast majority of our courageous elected officials is that they aren't genuine friends of Israel, because every burst of applause was another nail in the coffin of the Zionist dream.  

Why? Because Netanyahu's central message yesterday was an emphatic rejection of a genuine two-state solution. While professing to be willing to make major sacrifices for the sake of peace, his lengthy list of preconditions made it abundantly clear that he thinks Israel is entitled to rule the Palestinian population in perpetuity-even when it becomes numerically larger than Israel's Jewish citizens -- and that the United States should back this effort no matter what. And even though the only alternatives to a two-state solution are 1) further ethnic cleansing, 2) a binational, one-state democracy, or 3) permanent apartheid, Congress is just fine with that.

It would be both tiresome and fruitless to fisk Netanyahu's speech in its entirety, but you can find intelligent commentary on it here, here, here, and here. And don't miss Lara Friedman's hilarious annotated version here. Among his various applause lines, my personal favorite was the claim that Israel has to keep its settlements because 650,000 people (i.e., about 10 percent of Israel's population) now live in them. (It's not entirely clear where Netanyahu got that number, as most estimates of the settler population put it "only" half a million or so.)

The key point, however, is that the settlements didn't sprout spontaneously, and the settlers themselves didn't just show up by accident. On the contrary, the vast majority of the settlers are there because every Israeli government since 1967 has actively promoted and subsidized the colonization of the West Bank, even though this policy is contrary to international law and at odds with measures such as U.N. Security Council Resolution 242. Not only does 242 say that Israel should withdraw from territories occupied in the Six Day War (the French version of the official text  says "the territories") but it begins by emphasizing "the inadmissibility of the acquisition of territory by force." The United States played a key role in drafting the resolution, and then effectively ignored its implications for the next forty years.

Some people still believe that settlement building was just a wacky project undertaken and backed primarily by religious extremists and by rightwing parties like Likud. In fact, colonization of the West Bank began under the Labor-led governments in the 1960s and 1970s, and governments of all stripes have backed it without exception. Read Gershom Gorenberg's Accidental Empire, Idith Zertal and Akiva Eldar's Lords of the Land, or Shlomo Gazit's Trapped Fools, and you will learn that settlement building was a deliberate policy designed to "create facts," so that future prime ministers like Netanyahu could claim it was simply impossible for Israel to withdraw.  And the location of key settlement blocs like Ariel and Ma'ale Adumim were chosen to secure Israeli control over key aquifers and make it difficult-to-impossible to create a viable Palestinian state. 

As I said in my previous post, Israel faces a choice -- a two-state solution or apartheid -- and it is now crystal-clear which one Netanyahu has chosen. I see this situation as genuinely tragic, as he is condemning several more generations to live in bitter conflict and putting his own country's future at risk. That's his privilege, I suppose, but America's blind support for this foolish policy is also a serious threat to U.S. national security. So if your Congressman or Senator was clapping loudly yesterday, you might drop him or her a note and ask why they care more about subsidizing an illegal and unjust occupation than they do about America's long-term welfare and well-being. You'll probably discover that Twain was on to something.

I was wrong.  I thought it made little sense for President Obama to deliver a speech to the AIPAC policy conference, because he'd lose points globally if all he did was pander, and he'd face a firestorm at home if he told the truth and offered up a little tough love. Plus, I thought it was a little demeaning for a sitting president to appear in front of any foreign policy lobbying group. 

But Obama was cleverer than that, which is one of the countless reasons why he is president and I am not. Instead of choosing between pandering and speaking truth to power, he did both.

Specifically, he offered up the usual bromides about shared values and ironclad commitments, and put down various markers about the U.N. vote and Hamas and security that were obviously intended to defuse suspicions. He also used the opportunity to expose how his critics-including Israeli prime minister Benjamin Netanyahu-had deliberately mischaracterized what he had said in his speech at the State Department last Thursday, especially his reference to the 1967 borders as a baseline for negotiations.

But the important part of the speech was when he told AIPAC what everyone knows: Israel and its die-hard supporters here in the United States have a choice. Down one road is a viable two-state solution that will guarantee Israel's democratic and Jewish character, satisfy Palestinian national aspirations, remove the stigma of looming apartheid, turn the 2007 Arab Peace Plan into a reality and ensure Israel's acceptance in the region, facilitate efforts to contain Iran, and ultimately preserve the Zionist dream. Down another road lies the folly of a "greater Israel," in which a minority Jewish population tries to permanently subjugate an eventual Arab majority, thereby guaranteeing endless conflict, accelerating the gradual delegitimization of Israel in the eyes of the rest of the world, handing Iran a potent wedge issue, and making the United States look deeply hypocritical whenever it talks about self-determination and human rights.

The speech also tells you how much Obama has learned since taking office. After being repeatedly humiliated by Netanyahu and the lobby ever since the June 2009 Cairo speech, Obama has learned that he can't take them on directly. By necessity, therefore, he's now relying on the indirect approach. His strategy is to keep pointing out what is palpably obvious: the alternative that Netanyahu and AIPAC propose is simply not going to work, and the costs of trying to pursue it will only increase with time. And because this argument has the merit of being true, more and more people are going to be convinced by it.

It would be better, of course, if a great power like the United States could use its considerable leverage directly, in order to bring the parties to an agreement.  Indeed, it would have been far, far better had the U.S. done so during the Oslo peace process, instead of acting like "Israel's lawyer."  But given political realities in the region and the lobby's continued influence here in the United States, what Obama did yesterday was probably the best one could hope for.   I doubt it will be enough, but it was better than I expected.

I know I'm supposed to get excited about the "major policy address" on Middle East policy that President Obama is going to deliver today, and you can be sure that plenty of people will be standing by to parse and spin every syllable. And then they'll do the same thing to his speech at the AIPAC policy conference on Sunday, and will hover with equal intensity over Israeli Prime Minister Netanyahu's speech to Congress next week.

But I'm finding it hard to get motivated this time around, because I don't think all this blather means anything. The advance word on Obama's speech says he's going to try to position the United States as a supporter of the "Arab spring" (except, of course, where it might be inconvenient), he'll make the usual ritual condemnations of Iran, and he'll offer up a modest package of economic support for Egypt (reportedly $2 billion worth of loan guarantees and debt restructuring which mostly just reallocates some existing funds).

Is your pulse racing with excitement? Didn't think so. For starters, Egypt's foreign debt is already more than $30 billion, so a bit of restructuring and increased loan guarantees (which just let Egypt borrow money at lower interest), isn't exactly a "Marshall Plan for the Mideast." For Obama to condemn Iran isn't exactly headline news either, and while it might make the Saudis happy to hear him say it, the bigger problem is that it does nothing to reduce Iran's ability to exploit popular discontent with the situation in the region itself. And reports are that Obama's team has ruled out saying anything interesting on the Israel-Palestine issue, which is hardly surprising given how badly they've bungled that part of their portfolio.

But the big problem is that nobody cares what U.S. presidents say anymore -- and especially not Obama -- because he hasn't delivered. As surveys of popular opinion in the Arab world have repeatedly shown, what his audience in the Middle East wants is not more elegant phrases beautifully delivered -- but actual policy change. Obama gave a wonderful speech in Cairo in June 2009 -- which was well-received -- but since then we've seen him backing down on Israel's settlements, helping trash the Goldstone Report, vetoing a U.N. Security Council resolution on the settlements, and adopting a decidedly inconsistent attitude towards the Arab spring (we like it in Egypt and Libya; not so much in Bahrain).

Words do matter, but only when they are backed up by appropriate action. Obama gave some pretty good speeches on our terrorism problem, for example, but it was the decision to redouble the search for bin Laden and then the bold choice to send a team after him in Pakistan that is the potential game-changer there. Without significant policy change, in short, the speeches we're going to hear over the next week will just be a lot of eloquent irrelevance.

One of the downsides of blogging is the feeling that if youtry to take a day or two off, something big will happen and you'll miss thechance to say anything about it.  So mywife and I spent this weekend in Portland, Maine, to celebrate our 20thanniversary, and what happens?   GeorgeMitchell resigns, Palestinian demonstrations in Lebanon, the West Bank, Gaza,and Syria (!) spill across the ceasefire lines and the "most moral army in theworld" ends up shooting and killing several of them.  Meanwhile,  NATO officials call for escalating the war inLibya, the head of the IMF gets arrested on suspicion of rape in New York, andthere's lots of speculation about what Obama is going to say in his upcomingMiddle East speech (and what Israeli PM Netanyahu will say in his speech toCongress the day after).  And then we learn that Obama is planning to address the annual AIPAC policy conferencenext weekend, a decision that strikes me as both beneath the dignity of the Presidency and a classic "no-win" situation to boot.  (If he panders he'll just confirm what everybody now suspects about America's paralyzed Middle East policy; if he tells them the truth, he'll face a firestorm of criticism here at home.  Why not just send Biden?)

I know this isn't about me, but if this is what happens whenI go away for a weekend, maybe I should just stay home.   So let me play catch-up on some of the news.

The word that comes to mind is "trapped."   George Mitchell was trapped in a dead-endjob as special envoy, because his job was to shepherd negotiations and therewere no negotiations taking place.  Someof you may recall that I thought Mitchell should have resigned eighteen months ago, onceit became clear that Obama wasn't willing to take on Netanyahu or the Israellobby.  Had he resigned then, it mighthave been of some modest value as a wake-up call.  His resignation last Friday was more of awhimper than a bang.

But Mitchell wasn't the only one who's trapped.   So are Arab dictators like Muammar Qadhafi in Libyaand Bashar Assad in Syria, even if they manage to cling to power temporarily throughthe use of brutal force.  They aretrapped because demands for greater openness and justice aren't going to end,and their responses over the past few months now guarantee that there can be nosoft landing or safe exit strategy for them.  If they fall, they will fall completely, andprobably lose their lives in the bargain. So they are trapped in the dead-end spiral of repression and stagnation,while the rest of the world advances.

The Palestinians are still trapped of course; they remain theworld's largest stateless populations and are simultaneously victims ofIsrael's expulsion in 1947-48 and again in 1967, decades of Arab neglect andexploitation, Israel's long occupation/control of the West Bank and Gaza, and prolongedWestern indifference.   Their only silver lining is the growing realization that terrorist violence is not their best route to statehood, but diplomacy, publicity, and non-violent civil protest might be.

Israeli Prime Minister Netanyahu is trapped too: by hisideological devotion to the dream of "Greater Israel," by the even more hawkishstance of the settlers and his Foreign Minister, Avigdor Lieberman, and by theuncertainties created by the recent upheavals in the Arab world.  He can't do the right thing and move swiftlytowards the creation of a viable Palestinian state--even if he wanted to, whichis highly unlikely--though this step would end the demographic threat toIsrael's democratic and Jewish character andremove the main reason why people around the world are increasinglycritical of Israel's conduct.  Instead, by clinging to the policies of the past,the IDF ends up having to crack down on demonstrators on the West Bank andalong the borders, which means they start to resemble the thugs that areputting down pro-democracy movements in Syria and Bahrain.  (No, I'm not saying the situations are identical, but appearances do matter).

And Barack Obama is surely trapped too.  I think he's understood what needed to bedone in the Middle East since before he became president; he just didn't recognizethat it would be a lot harder to do than he thought.  He knew that achieving a viable two-statesolution was the most obvious way to remove the primary source of Arab andMuslim anger at the United States, as well as the best way to safeguardIsrael's long-term future.  As he said inCairo back in June 2009, a two-state solution was "in America's interest, thePalestinians' interest, Israel's interest," and the world's interest."  And if he could pull that off, then theUnited States could stop devoting so much time on the squabbles in the MiddleEast and start shifting more of its strategic attention to the far more seriousissue of China's rise in Asia.  But Obamadidn't fully recognize the power of the Israel lobby, which made it impossiblefor him to deliver on his early commitments. And as long as that is the case, Obama (or his successors) will remaintrapped in policies that aren't good for America, Israel, or any of our otherfriends in the region.

I've been buried with end-of-term obligations and some other administrivia, so I haven't posted anything since last week. Fortunately, you've all got the whole web to feast upon, so I doubt that anyone's been suffering from withdrawal.

Given all the other things that have been happening lately -- hey, did you hear we got bin Laden? -- I also haven't written anything about the unity agreement between Fatah and Hamas that was announced more than a week ago. Several correspondents weighed in by email and asked me what I thought of it, so here goes.

The first and most obvious point to remember is that the agreement is very fragile. There's a lot of bad blood between the two main Palestinian factions, stemming both from doctrinal and strategic differences but also from a lot of prior violence between the two. Fatah conducted a harsh crackdown on Hamas during the 1990s-in an attempt to prove to the U.S. and Israel that it was serious about controlling terror -- and the two groups fought a short civil war in Gaza in 2007. Incompetent U.S. "leadership" helped cause that war: not only did the US refuse to accept the results of the 2006 Palestinian elections because we were miffed that Hamas had won, but then we tried to arm Fatah and encouraged it to attack Hamas, which led the latter to preempt and drive the less effective Fatah cadres out. In other words, the United States helped foment a little civil war, and then the side we were backing lost. Well done!

Of course, those who oppose the creation of Palestinian state promptly denounced the recent unity agreement, declaring that of course one could never negotiate with a "terrorist organization." I've never understood this position, given that many current governments had their origins in groups that used terrorist methods as part of struggle to gain national independence, and several terrorist leaders (including some former IRA members, Yasser Arafat, Yitzhak Shamir, and Menachem Begin) have all been welcomed at the White House. The U.S. government has backed its own "terrorist" groups on occasions, and some U.S. leaders are now openly hoping that bin Laden's death will encourage the Taliban -- which also relies on terrorism -- to come to the table and get serious about talks to end the war in Afghanistan. The obvious point is that sometimes states negotiate with groups using terrorist methods, if they are seriously interested in ending a conflict and they have sufficient reason to believe that the "terrorist" group is too.  It didn't make sense to negotiate with bin Laden or al Qaeda, obviously, but it might with Hamas.

Israel and the United States now say that they won't negotiate with Hamas because it refuses to recognize Israel's right to exist and because its charter contains some hateful and frankly bizarre clauses, including an endorsement of that old Tsarist fraud, the Protocols of the Elders of Zion. Here I find it hard to understand Hamas's reluctance to jettison rhetorical positions that serve no positive purpose and merely make it easy for their opponents to portray them as unreasonable. I can see why they might hold back on formal recognition-it's one of the last cards they have to play, and Fatah's decision to recognize Israel back in the late 1980s hasn't stopped the continued expansion of Israeli settlements or led to a Palestinian state. But Hamas could advance its own cause mightily if they made it clearer that they would be willing to recognize Israel provided that it withdrew to the 1967 borders and allowed for the creation of a Palestinian state. Some Hamas leaders have hinted about movement along these lines, but being less coy about it would place the Netanyahu government in a very difficult political position, especially now.  

Despite these reservations, however, I think the unity agreement is in fact in everyone's interest. It is certainly in the Palestinians' interest, as they are already weak and vulnerable and internal divisions just make that situation worse. And given the current balance of power and the broader international situation, violence is not the Palestinians' best tactic: civil resistance, international publicity, and diplomatic engagement is. And I've always believed that the best way to either marginalize Hamas or force it to moderate its own positions was to make genuine progress toward ending the occupation and creating an independent state, which will make calls for continued resistance fall on deaf ears.

Palestinian reconciliation and unity is ultimately good for Israel too, assuming that Israel wants peace more than land.  Divisions among the Palestinians were very useful for Israel during Zionism's expansionist phase, because it made establishment and consolidation of the state possible. But if Israel wants peace, then it needs a Palestinian neighbor that is not wracked by internal divisions: who wants to live next door to a failed state? At this point in Israel's history, in fact, its security would be enhanced by a stable, secure, and legitimate Palestinian government that could keep order in its territory, foster economic development, and when necessary, deal with any die-hard rejectionists that might still exist.  (The same goes for Israel too: If a peace deal is ever reached, it will need to be able to control its own right-wing extremists, and that won't be a picnic either.) Ironically, Israel needs an effective Palestinian government as much as the Palestinians do, and that was always going to be hard to achieve so long as the Fatah-Hamas split endures. 

Finally, the unity agreement is a potential opportunity for the United States as well, if it helps break the current deadlock and gets movement towards a final status agreement rolling again.  As everyone knows (but some don't want to admit), the persistence of the I-P conflict is a major distraction for the United States and a major contributor to anti-Americanism, at a moment when the United States needs to be shifting its sights toward Asia and improving its relations with the Arab and Islamic world. So the idealist in me would love to believe that this agreement will hold, and that it can be used to jump-start a new diplomatic process (which will probably also involve moving beyond the current U.S. monopoly on this issue). 

Alas, the realist in me suspects it won't.  So far, nobody ever lost money assuming that things could go badly in that part of the world, or that new opportunities will be squandered.

As readers of the New York Times (and Jewish Week) already know, the Board of Trustees at City University of New York voted to table the awarding of an honorary degree to playwright Tony Kushner after one member of the board, Jeffrey Wiesenfeld, accused Kushner of supposedly "disparaging" Israel.  Kushner has been critical of some Israeli policies-which hardly makes him unique among human beings, or among Jews, or even among Israelis.   But none of his comments on these issues are outside the bounds of civil discourse or worthy of censure, especially by an institution that is supposed to be committed to freedom of thought and the open exchange of ideas. I have only two points to make about this incident, which one of the many attempts by self-appointed "defenders" of Israel to control discourse on this issue.

First, the main reason that hardliners like Mr. Weisenfeld go after someone like Kushner is deterrence.  By denying critics of Israeli policy any honors, they seek to discourage others from expressing opinions that challenge the prevailing "pro-Israel" orthodoxy to which Weisenfeld is committed.  Kushner was not nominated for an honorary degree for his views on Middle East politics; he was obviously nominated because he is an exceptionally talented and accomplished playwright and literary figure. But if someone like him can also be critical of Israel's treatment of the Palestinians and receive an honorary degree, then -- horrors! -- other people who feel similarly might be empowered to speak out themselves and pretty soon such comments will cease to be taboo. People like Mr. Weisenfeld don't want that; they want people who do not share their views to be constantly aware of the price they might pay for expressing them.  And it never seems to occur to them that maybe Kushner's views might be both more humane but also better for Israel than the position that Weisenfeld apparently holds. 

Second, what this incident also reveals is the reflexive timidity of many academic organizations. There doesn't seem to have been any sort of organized campaign to deny Kushner the honorary degree; instead, the board voted to table the nomination after one member (Weisenfeld) made his disparaging remarks. I've spent more than a quarter century in academia, including seven years as an administrator, and the board's reaction doesn't surprise me a bit. Despite their public commitment to free speech and open discourse, nothing terrifies deans and trustees more than angry donors, phone calls from reporters, and anything that looks controversial. By tabling the nomination, they undoubtedly thought they were avoiding a potentially uncomfortable controversy.

But in this case the CUNY board blew it big-time, both because Weisenfeld's accusations were off-base but also because they would not have been grounds for denying Kushner an honorary degree even if they had been true. And meekly caving as they did is contrary to the principles of intellectual freedom that universities are supposed to defend. The end result is that this incident will get a lot more attention than awarding the degree would have garnered (Kushner already has several), and the board's shameful lack of vertebrae has been publicly exposed.

And why does this matter for foreign policy? Because as John Mearsheimer and I wrote a few years ago: "America will be better served if its citizens were exposed to the range of views about Israel common to most of the world's democracies, including Israel itself. . . Both the United States and Israel face vexing challenges. . .and neither country will benefit by silencing those who support a new approach. This does not mean that critics are always right, of course, but their suggestions deserves at least as much consideration as the failed policies that key groups in the [Israel] lobby have backed in recent years" (pp. 351-52).

There's an interesting story in Politico, where Senator John Kerry (D-Mass) criticizes Obama's handling of the Middle East peace process and then goes out on a limb and predicts a new Middle East peace push. I don't know if he's right or wrong about that, but the Senator indulges in a bit of revisionist history about his past views on the peace process.  

In particular, Kerry now says that he never thought it was a good idea to focus on Israel's continually expanding settlements in the West Bank. Money quote:

I was opposed to the prolonged effort on the settlements in a public way because I never thought it would work and, in fact, we have wasted a year and a half on something that for a number of reasons was not achievable," Kerry told the U.S.-Islamic World Forum, organized by the Brookings Institution's Saban Center. "I think it sort of put the cart ahead of the horse in a way here. The key is to get to the security and borders definition and if you can get the borders definition you've solved the problem of the settlements. But we can't get that discussion right now."


The problem is that this isn't what Kerry was saying and doing back in 2009, when the Obama administration was trying in vain to get a settlement freeze.  When Israeli Prime Minister Netanyahu visited Washington that spring, he met personally with Kerry in the latter's capacity as chair of the Senate Foreign Relations Committee. Here's what Kerry said about his conversation back then:

John Kerry, chairman of the Senate Foreign Relations Committee, began his remarks following his meeting with Netanyahu by saying, ‘I emphasized to the prime minister the importance of Israel moving forward, especially with respect to the settlements issue.'"


As a good realist, I certainly don't expect politicians to tell the truth all the time. Maybe Kerry was just forgot. Or maybe he really did think focusing on settlements was a mistake, but went along at the time as good team player. But I'm more inclined to think he was in favor of Obama's approach. ... before he was against it.

Five years ago this week, John Mearsheimer and I published "The Israel Lobby" in the London Review of Books.  Our goal in writing the article (and subsequent book) was to break the taboo on discussions of the lobby's impact on U.S. foreign policy, and to transform it into a topic that people could talk about openly and calmly.  Because we believed the "special relationship" that the lobby had promoted was harmful to the United States and Israel (not to mention the Palestinians), we hoped that a more open discourse on this topic would move U.S. Middle East policy in a direction that would be better for almost everyone.

To say that I am appalled by the brutal murder of an Israeli family in the West Bank settlement of Itamar (near Nablus) is an understatement. Israel's occupation of the West Bank is universally recognized as a violation of international law and depends on force, intimidation, and violence, but there is no justification for anyone to take the lives of an entire family in this way. No good can possibly come from such a senseless act -- not for Palestinians, not for Israelis, and not for anyone else -- and it should be universally condemned.

But while we are at it, we should not spare the other parties who have helped create and perpetuate the circumstances where such crimes are likely to occur. 

Let us therefore condemn every Israeli government since 1967, for actively promoting the illegal effort to colonize these lands. 

Let us condemn those Palestinian leaders who have glorified violence in the past or who continue to do so today. 

Let us condemn the settlers themselves, some of whom routinely use violence to intimidate the Palestinians who live in the lands they covet.

Let us condemn Israel's policy of targeted assassinations and the war crimes it has committed in Gaza and Lebanon. 

Let us condemn the hypocrisy of governments throughout the Arab world, who mouth solidarity with the Palestinians yet do little to improve their lives or advance the goal of an independent Palestinian state.   

Let us condemn the craven passivity of U.S. politicians, whose deference to the Israel lobby has enabled the occupation for more than four decades, squandered the opportunity afforded by the Oslo Accords, and undermined efforts to create a viable Palestinian state.

Let us condemn the misguided fervor of Christian Zionists, who turn a blind eye to injustice against the Palestinians in the belief that it will hasten the "end times" tomorrow. 

Let us condemn the cynicism of the Netanyahu government, which used this latest tragedy to announce the construction of 500 more housing units in the Occupied Territories. 

And those of us who still hope for a two-state solution deserve criticism as well, for we have clearly not done enough to make that hopeful vision a reality.

Whoever wielded the knife in Itamar deserves to be condemned, caught, and punished for this reprehensible act.  But let us not forget that many people bear responsibility for creating and perpetuating this conflict, and all of them should feel shame at this latest episode.

Most of the news out of Libya is deeply disturbing, but I did catch two uplifting developments:

1. For the first time, Israel and the Palestinians co-sponsored a resolution, in this case condemning Qaddafi's brutal treatment of the Libyan people.

2. In a worthy humanitarian gesture, the government of Israel said it would allow 300 Palestinians fleeing the Libyan violence to enter the West Bank. Among other things, this admirable act reminds us that stateless peoples are vulnerable precisely because they lack any sort of safe homeland.

Last Friday the United States vetoed a U.N. Security Council Resolution condemning Israel's continued expansion of settlements in the occupied territory of the West Bank. The resolution didn't question Israel's legitimacy, didn't declare that "Zionism is racism," and didn't call for a boycott or sanctions. It just said that the settlements were illegal and that Israel should stop building them, and called for a peaceful, two-state solution with "secure and recognized borders. The measure was backed by over 120 countries, and 14 members of the security council voted in favor. True to form, only the United States voted no.

There was no strategic justification for this foolish step, because the resolution was in fact consistent with the official policy of every president since Lyndon Johnson. All of those presidents has understood that the settlements were illegal and an obstacle to peace, and each has tried (albeit with widely varying degrees of enthusiasm) to get Israel to stop building them.

Yet even now, with the peace process and the two-state solution flat-lining, the Obama administration couldn't bring itself to vote for a U.N. resolution that reflected the U.S. government's own position on settlements. The transparently lame explanation given by U.S. officials was that the security council isn't the right forum to address this issue. Instead, they claimed that the settlements issue ought to be dealt with in direct talks between Israel and the Palestinians, and that the security council should have nothing to say on the issue.

This position is absurd on at least two grounds. First, the expansion of settlements is clearly an appropriate issue for the security council to consider, given that it is authorized to address  obvious threats to international peace and security. Second, confining this issue to "direct talks" doesn't make much sense when those talks are going nowhere. Surely the Obama administration recognizes that its prolonged and prodigious effort to get meaningful discussions going have been a complete bust? It is hard to believe that they didn't recognize that voting "yes" on the resolution might be a much-needed wake-up call for the Israeli government, and thus be a good way to get the peace process moving again? Thus far, all that Obama's Middle East team has managed to do in two years is to further undermine U.S. credibility as a potential mediator between Israel and the Palestinians, and to dash the early hopes that the United States was serious about "two states for two peoples." And while Obama, Mitchell, Clinton, Ross, and the rest of the team have floundered, the Netanyahu government has continued to evict Palestinian residents from their homes, its bulldozers and construction crews continuing to seize more and more of the land on which the Palestinians hoped to create a state.

Needless to say, the United States is all by its lonesome on this issue. Our fellow democracies -- France, Germany, Great Britain, Brazil, South Africa, India, and Colombia -- all voted in favor of the resolution, but not the government of the Land of the Free. And it's not as if Netanyahu deserved to be rewarded at this point, given how consistently he has stiffed Obama and his Middle East team.

When Zhou en-Lai was asked in the 1970s about the historical significance of the French Revolution, he famously responded that it was "too soon to tell." Given that wise caution, it is undoubtedly foolhardy for me to try to pick the winners and losers of the upheaval whose ultimate implications remain uncertain. But at the risk of looking silly in a few days (or weeks or months or years), I'm going to ignore the obvious pitfalls and forge ahead. Here's my current list of winners and losers, plus a third category: those for whom I have no idea.


The Winners


1. The Demonstrators
The obvious winners in these events are the thousands of ordinary Egyptians who poured into the streets to demand Mubarak's ouster, and to insist on the credible prospect of genuine reform. For this reason, Mubarak's designated deputy, Omar Suleiman, had to go too. Some of the demonstrators' activities were planned and coordinated (and we'll probably know a lot more about it over time) but a lot of it was the spontaneous expression of long-simmering frustration. By relying on non-violent methods, maintaining morale and discipline, and by insisting that Mubarak had to go, the anti-government uprising succeeded where prior protest campaigns had failed. "People power" with an Arab face. And oh yes: Google got a great product placement too.

2. Al Jazeera
With round-the-clock coverage that put a lot of Western coverage to shame, Al Jazeera comes out of these events with its reputation enhanced. Its ability to transmit these images throughout the Arab world may have given events in Tunisia and in Egypt far greater regional resonance. If Radio Cairo was the great revolutionary amplifier of the Nasser era, Al Jazeera may have emerged as an even more potent revolutionary force, as a medium that is shared by Arab publics and accessible to outsiders too. And I'll bet that is what Mubarak now thinks.

There is an awful lot of unpredictable stuff going on right now -- Tunisia, Egypt, Yemen, etc. -- and I haven't had time to comment at length on the "Palestine Papers" that were leaked to Al Jazeera and released earlier this week. So here are a few quick reactions, based on a less-than-complete survey of the documents (which you can find here), and some perusal of the commentary surrounding them.

For starters, a caveat. As with the various WikiLeaks revelations, it's a mistake to view these documents (which detail all sorts of confidential negotiations) as "the truth, the whole truth, and nothing but the truth." For one thing, the leaked documents are the Palestinians' record of these events, and even if they are being scrupulously honest (and they probably were, insofar as these were internal records), the other participants might have seen or heard the conversations differently. You know, the old Rashomon effect. As far as I know, nobody has successfully impugned their accuracy (the PA tried to do so at first, but soon dropped that approach), but these exchanges are hardly the sum total of the diplomatic record. They offer lots of revealing information, but they need to be read in context and supplemented with other sources.

Second, the above caveat notwithstanding, the documents put to death the idea that Israel has no Palestinian "partner for peace." On the contrary, they reveal a PA leadership that is desperate for peace -- sometimes to the point of being craven -- and getting no help at all from the Israelis and precious little from the United States. They keep offering various concessions and trying different formulas, and get bupkus in return. Indeed, even when they might think they've obtained something of value -- such as Condi Rice's pledge that the 1967 borders will be the baseline for negotiations and territorial swaps -- they find that the next set of U.S. negotiators take it away with scarcely a backward glance.

In this sense, the documents also expose the bipartisan and binational strategy that Israel and the United States have followed under both Bush and Obama: to keep putting pressure on the Palestinians to cut a one-sided deal. And if you thought George Mitchell was acting like an evenhanded mediator, think again: He keeps leaning on the Palestinians to get back to the table, to accept a less-than-complete settlement freeze, etc., yet there's no hint of any pressure on the Israeli side.

Third, I can't make up my mind about the PA itself. A good case can be made that they've become complicit in the occupation and that the much-heralded "Fayyadism" -- building state institutions, emphasizing development and normalcy, and cracking down on "extremists" -- has put them in the role of doing Israel's dirty work for it, but with little to show for it. (That's a familiar strategy for a colonial power: find local elites who like holding positions of power and use them as your local agents). And the fact that Abbas and Fayyad have exceeded their terms of office yet refused to hold new elections reinforces that case. Yet I'm reluctant to condemn them for this response, both because the Palestinians do need more effective institutions and because they had precious few cards to play. Another intifada was only going to make things worse.

Fourth, these releases can also be read as the final obituary for the Oslo peace process. Lord knows it had been on life support for years, and most analysts have already understood it was going nowhere. In that sense, these documents aren't really revelatory: They merely confirm what most of us had suspected ever since Obama began walking back from the Cairo speech. But what I've argued before is now abundantly clear: The Palestinians aren't going to accept anything less than a viable state (plus at least symbolic acknowledgement of a "right of return"), and Israel isn't going to offer them anything remotely close to that. (See Jeremy Pressman here for further details on the difficulties.) It's equally clear that the United States is incapable of acting like an honest broker on this issue, despite its importance to our broader security position. That means no "two states for two peoples," which in turn means that some future U.S. president is going to face some really awkward choices.

And if we step back and take a larger and longer view, it begins to look like the U.S. position in the Middle East, which seemed so dominant after the fall of the USSR and the first Gulf War, is now crumbling. Hezbollah just formed a government in Lebanon, possibly after the United States convinced former PM Saad Hariri to go back on a compromise deal over the U.N. tribunal investigating the murder of his father. Iraq is now governed by a Shiite government with extensive links to Iran and is denying the U.S. any future military role there. A democratic government in Turkey, while not anti-American, is charting an independent course. The Mubarak government in Egypt, long a close U.S. client, has been shaken, and even if it survives the current turmoil, its long-term status is up for grabs.

The problem is this: The United States has no idea how to deal with a Middle East where the voice of the people might actually be heard, rather than being subject to the writ of various aging potentates. And having followed policies for decades that are unpopular with most of those same people, we may be about to reap the whirlwind.

Steve Clemons of the New America Foundation is on a roll, doing his best to help the United States move toward a more sensible Middle East policy and to conduct a more civilized public discourse on that difficult topic. He made two important contributions in the past week, and I want to call your attention to both.

Item No. 1: Steve and several of his associates have sponsored an important open letter, co-signed by an impressive list of former government officials, journalists, and academics. The letter calls for the United States government to support a U.N. Security Council resolution condemning Israel's continued efforts to build or expand settlements in the West Bank and East Jerusalem. 

The normal U.S. practice is to veto such resolutions, even though the official U.S. government position is that settlement construction is illegal and an obstacle to peace. Given that the peace process itself is going nowhere, however, supporting such a resolution would be an important symbolic act that would signal to the Netanyahu government that it cannot act with impunity. It would also remind the rest of the world that the Obama administration isn't just a lap dog when it comes to these issues and that Obama's Cairo speech in 2009 wasn't just empty rhetoric. 

More importantly, voting for this resolution is not an "anti-Israel" act, though it would undoubtedly be seen as such by most groups in the "status quo" lobby. The signatories to the letter were no doubt primarily concerned with advancing U.S. interests, but in this case the long-term interests of the United States and Israel are identical. As many Americans and Israelis now realize, the settlement enterprise has been a costly blunder for Israel. By making a two-state solution more difficult (and maybe impossible), it even threatens Israel's long-term future. Although no government likes open criticism or Security Council censure, backing this resolution is an easy way for the United States to help Israel begin to rethink its present course and strengthen our tarnished credentials as an honest broker.

This is a follow-up to my previous post on the death of Jawahar Abu Rahmah. I'm trying to get ready for a trip to Southeast Asia and hadn't intended to write about it again, but subsequent events deserve a brief commentary.

After the initial press reports cited in my original post, IDF officials mounted a wide-ranging challenge to the story that Ms. Abu Rahmah died as a result of inhaling tear gas. In particular, an IDF spokesman (who apparently met with a select group of sympathetic bloggers and questioned whether Rahmah had been at the rally), noted some alleged inconsistencies in the medical records, and suggested that Rahmah might have been suffering from other illnesses, including cancer. The clear implication was that the IDF's actions had nothing to do with her death.

This transparent attempt to evade responsibility was immediately countered by Israeli lawyer Michael Sfard, who represents the Abu Rahmah family, by Noam Sheizaf of the website +072mag, and by Jonathan Pollack of the Popular Struggle Coordinating Committee. By late yesterday, YnetNews had reported that other IDF spokesmen were criticizing the initial attempt to spin the story, saying that army officers "were quick to make assumptions before all facts had been checked."

I have three quick thoughts. First, although the details of this incident have not been fully resolved, there's little reason to doubt that Ms. Abu Rahmah died at least partly because she inhaled tear gas at the rally.  In this regard, read the insightful commentary by Jerry Haber here and here. Second, we've seen this pattern of behavior before, most recently in the Israeli response to the Goldstone Report and its initial reaction to the Mavi Marmara incident. In each case, an embarrassing incident was met with a cloud of disinformation and denials, most of which do not stand up to scrutiny and which were gradually abandoned as more facts come to light.

Third, Israel's behavior is neither surprising nor unique in this regard; plenty of other states act the same way when they are engaged in an illegitimate enterprise and confronted by embarrassing revelations about it. When the Iran/Contra scandal began to unravel during the Reagan administration, for example, its protagonists didn't come clean voluntarily. Instead, they kicked up enormous clouds of dust to justify or conceal their actions. When the Bush administration was priming the country for the invasion of Iraq, it ended up telling various lies in order to make the case for war. When France was waging a brutal colonial war in Algeria, it told repeated untruths about it too.  Authoritarian governments like the bad old Soviet Union made "disinformation" a household word, precisely because they knew that the truth would undermine their cause. 

The Israelis have kept the Palestinians under military occupation for nearly 44 years, while steadily seizing more and more land, and using their superior military power to stifle any form of resistance. This policy requires concealing what is really going on, and forces the IDF to work overtime to spin unpleasant realities. The problem is that the more you conceal things, the more corrosive it is to the body politic as a whole, and the more discredited you are when the truth comes to light. As it will.

It's a New Year, and there's more news from the Israeli-Palestinian conflict. No surprise: It's not good. Over the weekend a 36-year-old Palestinian woman, Jawahar Abu Rahmah, died after inhaling tear gas fired at a demonstration at Bilin in the occupied territories. For eyewitness accounts and useful commentary, check out the Israeli website +972mag here.

Please note that Abu Rahmah wasn't a suicide bomber, wasn't firing rockets, and wasn't demanding an end to the Jewish state. She posed no direct threat to Israel's security at all. Instead, along with other courageous Israeli and Palestinian activists, she was merely protesting the illegal construction of Israel's "security fence" (aka "apartheid wall") near the village of Bilin. According to the New York Times, Israel's High Court declared in 2007 that "the barrier at Bilin should be rerouted to take in less of the village's agricultural land. That work has still not been completed." It is also worth noting that she was the second member of her family to die in this way; her brother Bassem was hit in the chest and killed by an Israeli tear-gas canister in 2009. (The tear gas, by the way, is manufactured right here in the United States).

Meanwhile, back in America, a number of prominent commentators are beginning to figure out that the Zionist dream is becoming a nightmare. First came Peter Beinart's important piece in the New York Review of Books a few months ago. Then, in the past couple of weeks, New Yorker editor David Remnick has given several interviews condemning the occupation in unusually blunt terms. Even die-hard defenders like Marty Peretz and Jeffrey Goldberg have expressed concerns about Israel's trajectory, wondering if it will remain a democracy.

These are hopeful signs because progress is only possible if we take an unsentimental look at the situation there. And the central point is that Israel's problems are not due to a handful of extremist rabbis, authoritarian tendencies among the recent Russian immigrants, or even the growing percentage of haredim. The core problem remains the occupation itself, which is a project that every Israeli government since 1967 has endorsed and supported. It is by now deeply embedded in the Israeli political establishment, which is why it will be so hard -- and maybe impossible -- to end. Among other things, that is why I have so much admiration for those courageous Israelis who understand where this course is leading and who are doing what they can to save their country from itself. (And yes, this unhappy situation affects America too, as even the Weekly Standard seemed to acknowledge indirectly last week).

Finally, in a bizarre bit of CYA diplomacy, the Israeli press is reporting that unnamed U.S. officials are now blaming the failure of the latest peace negotiations on Israeli Defense Minister Ehud Barak. According to the reports, Barak "charmed" U.S. officials into thinking that he could persuade Netanyahu to agree to a settlement freeze and other compromises, but then Barak failed to deliver as promised. "See: It's not really our fault; we just got hoodwinked by that wily fellow Barak."

In fact, if this report is even remotely accurate, it is yet another display of diplomatic incompetence on the part of Obama's Middle East team. Ehud Barak is hardly an unknown figure, and nobody who dealt with him during his earlier tenure as prime minister should have accepted his blandishments at face value now. When it comes to the peace process, in fact, Barak is a serial blunderer who repeatedly drove Bill Clinton and his Middle East team crazy with his high-handed and mercurial tactics. Even Dennis Ross, who is rarely critical of Israeli officials, expressed considerable exasperation with Barak in his memoir of those years. So what does it say when these same people get taken in by him yet again?

All of which leads me to the following suggestion for U.S. Middle East diplomacy. Given the sorry track record of the past two decades, we ought to establish a simple litmus test for future members of any presidential Middle East team. We just ask if they have any prior government service on this issue, and if the answer is yes, then they are automatically disqualified from serving again. I don't care if you're Protestant, Muslim, Coptic, Catholic, Quaker, Jewish, or Zoroastrian, or if you're a Republican, a Democrat, a realist, a neoconservative, or for that matter a La Follette Progressive. I don't care if you worked for AIPAC, for WINEP, for ATFP, or even for JVP. The rule is simple and clear: If you were directly associated with any of our past (failed) efforts, we thank you for your prior service, but we aren't going to use you again. None of us would go back to the same orthopedist after he or she bungled a knee operation, and we shouldn't keep reusing the same diplomats who have conspicuously failed to deliver in the past.

This is the time of year when pundits (and party-goers) get asked to offer predictions for the New Year. I'm going to resist the temptation, because as Yogi Berra warned, "prediction is really hard, especially about the future." He was right.

In 1849, for example, Ralph Waldo Emerson wrote that "war is on its last legs, and universal peace is as sure as is the prevalence of civilization over barbarism." In 1911, British scholar G.P. Gooch wrote that "even a successful conflict between states can bring no material gain. We can now look forward with something like confidence to the time when war between civilized nations will be considered as antiquated as the duel, and when the peacemakers shall be called the children of God." And we all know about the famous forecast that humanity had reached the "end of history," or the claim that globalization would eventually force other states to copy America's farsighted combination of markets, financial innovation, and "rule of law" if they wanted to enjoy economic prosperity. Yeah, right. 

But it's not just these optimistic forecasts that turn out to be off-base; fortunately, some pretty pessimistic predictions did not pan out either. In 1950, a smart guy named Albert Einstein warned that "unless we are able, in the near future, to abolish the mutual fear of military aggression, we are doomed." In 1961, physicist and novelist C.P. Snow predicted that "The nuclear arms race is accelerating: within at the most ten years, some of these bombs are going off. I am saying this as responsibly as I can. That is the certainty." The late Herman Kahn, another physicist and self-proclaimed futurologist, offered a similar forecast at about the same time, declaring that "unless we have more serious and sober thought we are not going to reach the year 2000 -- or even 1965 -- without a cataclysm."  

These failed forecasts might lead you to conclude that you simply shouldn't listen to predictions by physicists, but even a good realist like Hans Morgenthau got it badly wrong at times. In 1979, Morgenthau predicted that "the world is moving ineluctably toward a third world war -- a strategic nuclear war. I do not believe that anything can be done to prevent it. The international system is simply too unstable to survive for long." All I can say is that I'm glad he was wrong.

I'm not saying that scholars, pundits, and prognosticators don't get it right from time to time, but trying to offer specific predictions for the next year or so strikes me as a harmless but not very serious exercise. Social scientists can forecast certain broad trends, and our theories can certainly identify recurring tendencies that can help us anticipate broad features of the emerging strategic landscape. But the combination of human imagination, agency, contingency, and unanticipated consequences generally plays havoc with efforts at crystal ball-gazing. 

Case in point: at a New Year's Eve party two years ago, I predicted that at least one country would leave the eurozone within the next year. I was clearly wrong about the specifics, but not about the general problems that the euro would face. Which merely goes to show that you can be broadly right but still be precisely wrong.

In any case, I'm not going to offer any predictions this year (at least not until I've had a glass or two of champagne). Instead, I'm taking the social scientist's normal cop-out and will look in the rearview mirror instead. And instead of just gazing back at 2010, here's my Top Ten Global Events of the past decade, in no particular order of importance:

1. January 2001: The inauguration of President Gore (oops, I mean Bush). The contested U.S. presidential election in 2000 proved even more momentous than we realized at the time, because it brought George W. Bush, Dick Cheney, and a gaggle of neoconservatives to power. I'm not saying Al Gore would have made a great foreign-policy president, but it's hard to imagine anyone doing a worse job than Bush and Co. All in all, a hell of a way to start a decade.

2. 9/11. No surprise here, of course. 9/11 altered the course of U.S. foreign policy as dramatically as Pearl Harbor in 1941, and mostly for the worse, and because the United States is so powerful, its response to 9/11 had far-reaching implications all over the world. As horrific as that day was, the real damage came in the form of self-inflicted wounds (such as the invasion of Iraq) that proved even more costly than al Qaeda's original attack.

3. The Beijing Olympics. I pick this as a symbol of China's emergence as a major player in global politics, which is of course precisely what the Chinese government intended. One could also argue that it marked the end of China's self-effacing strategy of a "peaceful rise," and the beginning of a more self-assertive approach to advancing Chinese national interests. In other words, they're starting to act a lot like the great powers of the past, which implies increased great-power security competition in the decades ahead.

4. The Crash Heard 'Round the World. When the history of the 21st century is written, the financial meltdown that began in 2007 is bound to receive plenty of scrutiny. Unless, the same institutions whose greedy machinations helped produce it -- and who are still largely in place -- manage to generate something even worse in the years to come.
